Abstract

Rehabilitation and reconstruction is one effort contained in the disaster management cycle after mitigation and emergency response. Rehabilitation and reconstruction of post-disaster to be a need of the affected community disaster.  Disaster management organizers in Magelang District in general is Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Magelang, and in particular for the rehabilitation and reconstruction activities organized  by sector of Rehabilitation and Reconstruction.  BPBD Kabupaten Magelang has a vision "realize Magelang Regency responsive, fast, accurate, and resilient in the face of disaster".   The purpose of this study is to identify the performance of BPBD Kabupaten Magelang as the government in rehabilitating and reconstructing disaster-prone areas eruption of Mount Merapi in 2010. And identify determinants effectiveness of the achievement target of rehabilitation and reconstruction. Performance indicators views of the four indicators that have been formulated, namely effectiveness, efficiency, fairness, and responsiveness. The deciding factor the effectiveness of target  achievement of the three factors that have implications for the performance, namely training, work discipline, and job satisfaction. This study used a qualitative descriptive type with informants of the implementers of  rehabilitation and reconstruction post-disaster of the eruption of Mount Merapi in 2010 and from beneficiaries of rehabilitation and reconstruction. The results of overall this study is performance of BPBD Kabupaten Magelang n rehabilitating and reconstructing been not good when viewed from four performance indicators. Then the three factors that have implications for the performance, namely training, work discipline, and job satisfaction shown to affect the effectiveness the achievement of targets or performance of rehabilitation and reconstruction.

Abstract

In the policy formulation process, there is a gap between universities and the government as policy makers, which causes the existence of policies that are not evidence based. Many background this gap, including the lack of validity of information from the results of tertiary research so that it is unable to increase the government's confidence to accommodate the information. On the one hand there is still strong political influence in policy formulation. lobbying system, compromise to bargaining to determine whether or not the policy is decided. Therefore, this paper aims to see the collaboration of universities and government in producing quality policies. The author uses the method of library study, which is collecting data, information, by examining research journals, books, literature and sources of reliable sources both written and digital that are relevant and relevant to this paper. The results of the study indicate that universities have not been able to meet the needs of quality policies. This much of the information from research results has not been able to open up the confidence of policy makers. as a result of the study are only small input and are more dominated by political interests. Therefore, one of the efforts that must be addressed is involving the government in the research design process, this will increase the confidence of policy makers regarding the information obtained.

Abstract

Perkembangan teknologi informasi komunikasi salah satunya android smart-phone telah menjadi model baru prkatik e-government dalam inovasi layanan publik di negara-negara maju dan negara berkembang.E-government juga tengah berkembang pesat dalam birokrasi di Indonesia dari pusat hingga daerah. Adopsi e-government sejalan dengan pergeseran paradigma manajemen publik dari Old Public Administration (OPA) menuju New Public Management (NPM), bahkan saat ini telah masuk pada New Public Service (NPS). NPM merupakan paradigma yang memfokuskan layanan publik secara efisien, efektif, ekonomis, akuntabel, dan kompetitif.Oleh karenanya, NPM dimanifestasikan melalui berbagai inovasi birokrasi. Tulisan ini mendiskusikan sistem informasi layanan asset dan keuangan (SILaK) sebagai model praktik e-government pada kantor BPKAD Kabupaten Lombok Tengah. Hasil analisis menunjukkan SILaK telah masuk kategori inovasi birokrasi yang mencakup tiga bentuk; menciptakan barang atau layanan baru yang lebih baik, mengembangkan cara baru dalam layanan publik, dan menciptakan cara baru untuk organisasi. SILaK juga menggambarkan pergeseran praktik paradigma birokrasi pemerintah daerah dari OPA menjadi NPM, melalui e-government.

Abstract

Non-monoplistic public services must continuously innovate services in order to remain competitive with its competitors and can satisfy its customers. PT Pos Indonesia as one of the state-owned enterprises in Indonesia is also faced with the demand to innovate so as not to lose with the private competitors. PT Pos is one of the BUMN that provide services expedition on the community, among the many services similar services. This study aims to determine the service innovation and quality of service at the Post Office Semarang 50000. Research conducted with qualitative. The main theory to measure the quality of service is based on the opinion of A Parasuraman that measures the quality of service from indicators: tangibles, reliability, responsiveness, assurance and empathy. The result of the research shows that service innovation at PT Pos Indonesia for the improvement of service quality is good enough, but there are some deficiencies such as: the delivery of new innovation information from the officer to the customer is still less effective, so this innovation seems not optimal. In general the quality of service is good, ranging from the response officers, facilities provided, guarantees and services provided. There are still shortcomings in the delivery of information that has not been effective to the customer. This study recommends the need for accurate and detailed information about the innovations made.

Abstract

Cooperation among neighbouring region is commonly termed regional cooperation. Inter-region cooperation in the study of public administration is categorized as public management especially intergovernmental management. Inter-region cooperation in Indonesia has been for a long time trying to find its form. However, in the middle of its process, the implementer is trapped in doubt. The paper aims to trace the institutional form and its problem in the neighbouring region cooperation. The research is done through literature study, observation on inter-region cooperation especially in the central Java and some facilitation done by the writer in the several regions in Indonesia. There are two forms of referred institution which is developed on the basis of this networking pattern; they are intergovernmental relation (IGR) and intergovernmental management (IGM). In the mean time, the governmental support on inter-region cooperation which is supposed to form collaboration is hampered by the inconsistency of regulation which is issued by several parties (ministries) in the central government.

Abstract

This study aims to examine strategies in improving the 12 year compulsory education. This research was conducted to obtain information related to government support in the implementation of 12 year compulsory education in Demak district. This includes understanding the factors that cause children to drop out of school from internal factors and external factors. Internal factors are due to the lack of family income and the low level of parental education. External factors are caused by environmental factors. Based on the descriptive qualitative approach this research was carried out in Demak Regency. Data collection was carried out through observation and literature study. The results showed that government support for the implementation of the 12 year compulsory education in Demak Regency with the provision of "let's go back to school" starting from primary education to senior secondary education is given to economically disadvantaged students in order to increase student participation in school.

Abstract

The use of big data and artificial intelligence in decision making in Indonesia is still rarely implemented. But in the business world, big data and artificial intelligence are very commonplace to boost targets. This study discusses the use of big data and artificial intelligence in policy Making in Indonesia. The method used in this paper is qualitative research with a literature study approach. The result of this research is that the dynamics in the implementation of public services require appropriate and fast decision making, considering that this is a community demand. Therefore, public leaders need to disrupt themselves in public services so that these services can be served quickly. In conclusion, big data and artificial intelligence can help public leaders make decisions to deliver the best policies.

Abstract

This research aims to design a model of public policy drafting in governance that can ensure the continuity of democratic principles. The principle of justice and equality both economically, socially, and politically are these foundations of democracy. If this principle is applied in the running of the government management process will be able to guarantee every individual citizen so that good governance is achieved. This approach of research with Positivistic with survey method through a closed questionnaire that has been done test validity, normality, reliability of the questionnaire to the leader of regional device organization in Pandeglang District government environment. This research will contribute to the mechanism of public policy retrieval with the primary mission to minimize potential conflicts. Please note that in 2011 in Pandeglang District, there had been a religious conflict in the case of Cikeusik Ahmadiyah, and by Tirto.id, Banten declared as the Intolerant region. The results of this study show that government bureaucracy in providing public services such as education, health, and religion has paid attention to the aspects of equalization and social justice, but it requires acceleration for bureaucracy related to the challenges of growing public problems. The influx of the 4.0 Industrial Revolution is aligned with the disruption era, the bureaucracy has to make adjustments to provide public service with typical generations of baby boomers, generation X, millennial generation even now already on Z generation and Alpha generation are already native to the Internet. Penelitian ini bertujuan untuk merancang model penyusunan kebijakan publik dalam tata pemerintahan yang dapat menjamin kelangsungan prinsip demokrasi. Prinsip keadilan dan kesetaraan baik secara ekonomi, sosial, dan politik adalah fondasi demokrasi tersebut. Apabila prinsip ini diterapkan dalam menjalankan proses pengelolaan pemerintahan akan dapat menjamin setiap individu warga negara sehingga tercapai tata pemerintahan yang baik. Pendekatan penelitian ini bersifat positivistik dengan metode survei melalui angket tertutup yang telah dilakukan uji validitas, normalitas, reliabilitas angket kepada pimpinan perangkat perangkat daerah di lingkungan Pemerintah Kabupaten Pandeglang. Penelitian ini akan berkontribusi pada mekanisme pengambilan kebijakan publik dengan misi utama meminimalisir potensi konflik. Perlu diketahui bahwa pada tahun 2011 di Kabupaten Pandeglang pernah terjadi konflik agama dalam kasus Ahmadiyah Cikeusik, dan oleh Tirto.id, Banten dinyatakan sebagai Daerah Intoleran. Hasil penelitian ini menunjukkan bahwa birokrasi pemerintah dalam memberikan pelayanan publik seperti pendidikan, kesehatan, dan agama telah memperhatikan aspek pemerataan dan keadilan sosial, namun diperlukan percepatan birokrasi terkait dengan tantangan permasalahan publik yang semakin berkembang. Masuknya Revolusi Industri 4.0 ini selaras dengan era disrupsi, birokrasi harus melakukan penyesuaian untuk memberikan pelayanan publik dengan tipikal generasi baby boomer, generasi X, generasi milenial bahkan sekarang sudah ada generasi Z dan generasi Alpha sudah asli Internet.

Abstract

Investment is one government affair that aims to increase economic development at the center and in the regions. The purpose of this research is to obtain a collaborative governance model on investment governance that focuses on investment actors in Special Economic Zones (SEZ). The research method used in this study is qualitative with a literature study approach through policy studies set by the central and regional governments. The result of this research is that the government can conduct collaborative Governance with investors and local governments to develop the regional economy through the theory of collaborative governance system context, drivers, and dynamics of collaborative Governance. In conclusion, the government can form stakeholders for regional economic development by cooperating with national and international private companies to carry out economic growth.

Abstract

An organization is a consciously coordinated social entity, with a relatively identifiable boundary, that works on a relatively continuous basis to achieve a common goal or set of goals (Stephen & Judge, 2015). This study aims to analyze the internal and external environment of the North Kalimantan regional police organization in maintaining security in the RI-Malaysia border area. By using qualitative research methods. The results of the study indicate that currently the supporting factors in the North Kalimantan regional police organization are organizational structure and organizational culture. Meanwhile, those outside the North Kalimantan regional police organization are community groups and companies. This is due to the orderliness of border communities in guarding the RI-Malaysia border area as evidenced by the decrease in crime in 2020-2021. In 2020 the number of crimes reached 1,079 cases and decreased in 2021 to 890 cases of crime. And all groups of companies participated by providing CSR funds to build the current Kaltara Polda. The inhibiting factor can be seen that currently the resources owned by the North Kalimantan regional police organization are still limited, starting from the absence of a budget, the number of member personnel who secure border areas, and the PLBN infrastructure facilities whose construction has not yet been completed due to the COVID-19 pandemic in the RI-Malaysia border area in North Kalimantan Province.
