Abstract

Kudus Regency is one area that successfully implemented Policy of Compulsory Basic Education 12 years since 2010 even before the central government issued a Policy of Compulsory Basic Education 12 years. In implemented this policy, Kudus Regency Government based on the Kudus Regency Regulation Number 2/ 2010 about Basic Education 12 Years and Regulation of Minister Education and Culture Republic Indonesia Number 80/2013 about Universal Secondary Education (Basic Education 12 Years). The success of Kudus Regency in implementing compulsory basic education 12 years policy is depending on the role of actors that depending in the implementation process. This research is using descriptive qualitative approach. The results of this research is the successful implementation of compulsory basic education 12 years policy in Kudus Regency can not be sparated from the synergy of multyactors’s role. The role of Central Government and Kudus Regency Government that is by issuing compulsory basic education 12 years policy, i. e Regulation Minister of Education and Culture Number 80/2013 and Kudus Regency Regulation Number 2/2010 about compulsory basic education 12 years, and their programs support. The private sector’s roles, is by providing scholarships and grants to infrastructure development of schools in Kudus Regency. The role of Kudus Regency society is provide full support and enthusiasm in implementing compulsory basic education in Kudus Regency.

Abstract

ABSTRACTTuberculosis (TB) is one of the ten main causes of the highest mortality rate worldwide. The number of TB cases in Purwoyoso Primary Healthcare Center increased by 61 cases or up to 93 cases in 2019. The success rate of treatment performed in the primary healthcare center reached 72%, still not achieving the national target rate. This study analyzed the implementation of TB prevention and control program in Purwoyoso Primary Healthcare Center for tracking patients with TB and achieving the success rate analyzed from inputs, processes, and outputs according to the national target rate. This study used a qualitative method and a case-study approach through observation and in-depth interviews. There were 7 informants selected using purposive sampling. This study performed data collection, reduction, and verification. The results show different inputs, such as health worker layoffs, and double work load in the fieldwork, abrupt training, and absence of an evaluation, budgeting that was not focused on case tracking and report, resulted in suboptimal processes, such as suboptimal health promotion efforts, case tracking and report, as well as control of risk factors. Hence, the number of cases being reported and the success rate of treatment as the outputs would not be optimal.Keywords: Program analysis, Tuberculosis, Primary Healthcare Center

Abstract

Religion is not only worth the rights, but also the value of the obligations. Violence in the name of religion can never be justified. Secular, symbiotic, or integrated are the choices of state-religion relations. Indonesia is not a secular country, nor is it a religious state, Indonesia is not religious. Religion is the government's business. This article focuses on the lack of worship facilities in Cilegon city other than mosques. This study aims to identify, analyze religious harmony governance in Cilegon city, Banten Province. The methods used are qualitative and descriptive, with in-depth interviews, observations, document studies, and website searches accompanied by triangulation of sources and techniques. The findings do not have the operationalization of regulations and middle ground practices of religious tolerance in Cilegon. The conclusion of governance practices has not been in accordance with the principles of good governance. For example, the establishment is not a negotiable synagogue, so that the toleration practices in de jure state there isn't a worship area, and furthermore, de facto states there is a worship area.

Abstract

Birokrasi hanyalah merupakan alat untuk mencapai tujuan organisasi. Birokrasi seharusnya terjaga netralitasnya, bebas dari pengaruh kepentingan elite politik kekuasaan. Termasuk dalam hal penempatan sumber daya manusia harus mengedepankan objektifitas dan bukan subyektifitas. Kasus birokrasi di Indonesia dalam perkembangannya telah melalui periode waktu yang sangat panjang dari jaman kolonialisasi sampai sekarang ini. Kajian ini dilakukan dengan cara systematic literature review, yakni dengan mengidentifikasi, menilai, dan mengintrepretasi seluruh temuan-temuan pada suatu topik penelitian untuk menjawab pertanyaan penelitian yang telah ditetapkan sebelumnya. Kajian ini menyimpulkan bahwa spoil system masih berlangsung pada kadar tertentu terutama pada jabatan-jabatan yang berinteraksi dengan keputusan politik. Reformasi birokrasi dengan mengedepankan prinsip merit system sudah mulai masif diterapkan pada proses recruitment aparatur sipil negara, sebaiknya dilakukan kajian inovasi birokrasi dimana rekruitment berbasis Computer Assisted Test diperluas pada proses seleksi pengisian Jabatan Pimpinan Tinggi sehingga menghasilkan aparatur sipil negata yang kredibel, profesional, competence, adil dan terbuka serta mampu menjawab tantangan jaman sesuai agenda grand design reformasi birokrasi di Indonesia.

Abstract

Dalam mewujudkan konsep smart city di Kota Magelang, pada tahun 2017 Pemerintah Kota Magelang meluncurkan aplikasi mobile berbasis android bernama Magelang Cerdas. Aplikasi Magelang Cerdas merupakan aplikasi yang memuat informasi seputar Kota Magelang seperti: informasi mengenai destinasi wisata Kota Magelang, berbagai kuliner dan fasilitas umum, serta pelayanan publik seperti layanan kesehatan, perizinan, dan perpajakan. Penelitian ini bertujuan untuk menganalisis aplikasi Magelang Cerdas menggunakan perspektif Open Government yaitu dengan 3 prinsip Open Government (transparansi, kolaborasi, dan partisipasi). Metode yang digunakan dalam penelitian ini adalah mix method (kualitatif dan kuantitatif) dengan menggunakan strategi penelitian observasi. Lokus penelitiannya adalah 12 fitur dan sub-fitur dalam aplikasi Magelang Cerdas. Data sekunder diperoleh melalui observasi dalam aplikasi Magelang Cerdas, sedangkan data primer diperoleh dengan cara melakukan wawancara kepada pihak pengembang dan user. Hasil perhitungan menggunakan skala likert dalam penelitian ini menunjukkan bahwa aplikasi Magelang Cerdas mendapatkan skor yang masuk kedalam kategori Baik untuk transparansi, kolaborasi, dan partisipasi. Meskipun masuk dalam kategori baik, namun aplikasi ini masih jauh dari kata sempurna. Dari hasil wawancara dengan pihak pengembang, dapat diketahui bahwa aplikasi ini masih dalam pengembangan sehingga masih banyak kekurangan yang ditemukan terutama dalam hal kemanfaatannya serta upaya menarik minat masyarakat Kota Magelang untuk mau menggunakan aplikasi tersebut Aplikasi Magelang Cerdas.

Abstract

Since the COVID19 pandemic, society empowerment accomplished by Village-Owned Enterprises (BUM Desa) requires people to addressing their activity follow the changes. The empowerment mechanism carried out by BUM Desa Delta Mulia in order to face obstacles of this pandemic is quite different due to huge requirement preparation and standardization according to Government order. The aim of this research is to know the preparation model and process for empowerment society that has been done by BUM Desa Delta Mulia during COVID19 pandemic. The method is carried out by descriptive method with qualitative approach. Interview, observation, and documentation data are collected. The data source is taken from BUM Desa Delta Mulia officer. Data reduction, display, and conclusion are the way to analyze data. During the process, verification is done by author. The results show that the empowerment model mechanism conducted by BUM Desa Delta Mulia during COVID19 pandemic in the point of view preparation and the process of empowerment are good and well-standardized based on request and health protocol. However, there are some disobedient of people ignoring the protocol that had delivered by government and BUM Desa Delta Mulia.

Abstract

This article aims to analyze the response of the people in Tanah Papua regarding Special Autonomy. Special autonomy in Papua both in Papua Province and West Papua Province is part of the realization of the 1945 constitution and Pancasila. Whereas with equitable justice and the level of welfare of the people in Indonesia, it must become a shared responsibility, both from the central government to the regional governments. The problem was focused on the influence of Special Autonomy in the land of Papua which had an impact on conflict and its development towards improving the welfare of the people in Papua through the responses of the people in assessing this special autonomy. In order to approach this problem, the theory of implementation of public policy by Abdul Wahab Solichin was used. The data were collected through a literature method or approach and were analyzed qualitatively. This study concludes that with the response from the people in Tanah Papua, it will make this Special Autonomy better with autocritics from every element of Papuan society with an appropriate implementation pattern so that it has an impact on the level of prosperity and quality of the indigenous Papuan people.

Abstract

Driving license services in West Kutai were carried out by the Driving License Administration Service Unit. Based on the final report of Kutai Barat Police in 2016, it was noted that the issuance target was not achieved and the issuance of driving licenses decreased from 45,423 issued in 2015 to 36,086 SIMs issued in 2016. The objective of this study was to analyze the service performance of driving licenses at the Traffic Police. Kutai Barat and its supporting factors, inhibiting factors and efforts to improve its performance. Service performance was seen through service performance indicators of productivity, responsiveness, responsibility and accountability. The supporting and inhibiting factors were seen through human resources, organizational culture and community views. Meanwhile, efforts to improve were seen through efforts to increase work and plan for work improvement activities. The research method used was descriptive qualitative. The results indicates that the performance of the Traffic Unit of West Kutai Police was good, the supporting factors for the performance were organizational culture and community views, while the inhibiting factor was human resources.

Abstract

This article aims to find out and explore how collaborative innovation is applied to the 112 call center service. The problem is focused on examining: First, what the condition of  112 call center service is . Second. how collaborative innovation is applied to e-government services. Third, the collaborative model of 112 call center service. To approach these problems, theoretical references from several experts on collaborative innovation and collaborative models were used. Data were collected through a library research as a writing framework and analyzed qualitatively. This study indicates that 112 call center service  is a form of innovation in e-government applications. 112 call center service  is an emergency service occurs  in an area that must be handled as soon as possible. But this innovation do not always go well. It is since there are factors that hinder innovation. 112 call center service  has not become a single call number and has not been integrated throughout Indonesia. Recommendation for overcoming it is by collaboration between institutions at both the central and regional levels. Collaboration is formed using the E-Government Integration (EGI) model, which is the relationship between the central institutions and the regional institutions, among agencies, and the relationship with service users, namely the community and the private sectors. This relationship is supported by variables of strategy, technology, policy and organization. It is expected that by applying the model 112 call center services can be integrated.

Abstract

This research explains the driving and inhibiting factors and has the aim to describe and analyze the driving and inhibiting factors in implementing E-ticketing policy in Semarang City. This research was prepared using qualitative methods that describe the phenomenon of policy implementation such as: communication, resources, disposition and bureaucratic structure. The results showed the implementation of the E-Traffic Policy in Semarang City in 2019 had not been going well and was fast overall. This aspect can be seen from: policy communication is not going well, the implementer does not need approval and the community lacks information on how E-Tilang is implemented. Public policy resources that have been published, human resources, authority, infrastructure, information resources and authority, but still not optimal. Aspects related to good employee relations, do not yet exist in the public bureaucracy do not yet support. The driving factors are leadership support, adequate resources, staff readiness, and community support. The inhibiting factor is the need for time to determine policy, fragmentation, community misunderstanding and wrong perception.
