Abstract

Fenomena keberadaan pengemis di Kota Mataram masih menjadi persoalan sosial yang kompleks. Meskipun pemerintah daerah telah menerbitkan Peraturan Daerah No. 5 Tahun 2012 tentang Penanggulangan Anak Jalanan, Gelandangan, dan Pengemis, praktik mengemis masih sering dijumpai di berbagai titik strategis kota. Kondisi ini menunjukkan adanya tantangan dalam implementasi kebijakan, baik dari sisi penegakan, pembinaan, maupun partisipasi masyarakat. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan penanggulangan pengemis di Kota Mataram berdasarkan Peraturan Daerah No. 5 Tahun 2012 serta dampaknya terhadap ketertiban sosial. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik purposive sampling. Informan penelitian terdiri dari aparat pelaksana (Satpol PP dan Dinas Sosial), tokoh masyarakat, dan pengemis. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa kebijakan dilaksanakan melalui penertiban dan razia rutin, pengembalian pengemis ke keluarga dan masyarakat, pemberian bantuan sosial dan pembinaan keterampilan, serta rehabilitasi sosial melalui penampungan sementara. Implementasi kebijakan ini berdampak pada berkurangnya jumlah pengemis di titik strategis, meningkatnya kesadaran masyarakat, dan adanya upaya pemulihan sosial, meskipun masih terkendala keterbatasan sumber daya dan rendahnya partisipasi masyarakat. Kesimpulannya, kebijakan ini berkontribusi terhadap ketertiban umum dan kesejahteraan sosial, namun masih memerlukan optimalisasi.

Abstract

Transformasi digital dalam sektor keuangan mendorong berbagai lembaga pendidikan Islam, termasuk pesantren, untuk mengadopsi sistem transaksi digital guna meningkatkan efisiensi, transparansi, dan inklusi keuangan. Namun, keberhasilan implementasi transaksi digital di lingkungan pesantren tidak hanya ditentukan oleh ketersediaan infrastruktur, tetapi juga oleh tingkat literasi keuangan digital dan sikap pengguna, khususnya santri. Penelitian ini bertujuan untuk menganalisis peran literasi keuangan digital dan sikap santri dalam implementasi transaksi digital di Pondok Pesantren Mambaul Ulum Bata-Bata Pamekasan, sebuah pesantren berskala besar dengan jumlah santri sekitar 20.000 orang yang berada di wilayah pelosok. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi dan wawancara terhadap santri serta pengelola pesantren. Hasil penelitian menunjukkan bahwa rendahnya literasi transaksi keuangan digital menjadi faktor utama yang memengaruhi sikap kehati-hatian dan resistensi santri terhadap penggunaan sistem transaksi digital. Selain itu, keterbatasan akses internet dan ketidakstabilan jaringan listrik memperkuat persepsi risiko dan menghambat proses adopsi teknologi. Temuan ini menegaskan bahwa penguatan literasi keuangan digital dan pembentukan sikap positif santri merupakan prasyarat penting dalam membangun ekosistem transaksi digital di pesantren, bahkan sebelum infrastruktur sepenuhnya memadai. Penelitian ini diharapkan dapat menjadi rujukan dalam pengembangan kebijakan digitalisasi keuangan berbasis pesantren yang inklusif dan berkelanjutan.

Abstract

Badan Permusyawaratan Desa (BPD) memiliki peran strategis sebagai lembaga yang mewakili masyarakat dalam penyelenggaraan pemerintahan desa, terutama dalam fungsi pengawasan terhadap kinerja kepala desa. Penelitian ini dilatarbelakangi oleh pentingnya  akuntabilitas dalam pelaksanaan program pembangunan desa agar sesuai dengan aspirasi masyarakat. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis bagaimana pelaksanaan fungsi BPD dalam mengawasi kinerja kepala desa di Desa dan apa saja faktor yang mempengaruhi pengawasan BPD terhadap kinerja kepala desa yang ada di desa Jago, Kecamatan Praya, Kabupaten Lombok Tengah, dimana pengawasan yang dilaksanakan oleh BPD Mulai dari tahap perencanaan, pelaksanaan, dan pelaporan. Jenis penelitian ini tergolong dalam penelitian kualitatif dengan pendekatan deskriptif. Data diperoleh melalui wawancara, observasi, dan dokumentasi. dari informan yang terdiri dari BPD, kepala desa, dan tokoh masyarakat. Hasil penelitian menunjukkan bahwa BPD telah melaksanakan fungsi pengawasan dengan cukup baik dengan pemantauan secara langsung di lapangan, terutama pada aspek penyelenggaraan pemerintahan desa, pembinaan, dan pemberdayaan masyarakat desa. Namun masih perlunya peningkatan pengawasan langsung pada aspek pembangunan desa yaitu pembangunan infrastruktur fisik desa. yang disebabkan oleh kurangnya partisipasi dari masyarakat dalam sama-sama mengawasi kinerja kepala desa dan juga integritas dari anggota BPD yang bervariasi sehingga menjadi sedikit kendala dalam mengawasi kinerja kepala desa. Penelitian ini diharapkan dapat menjadi bahan evaluasi bagi pemerintah desa dan BPD dalam mewujudkan tata kelola pemerintahan desa yang lebih akuntabel dan partisipatif. The Implementation of the Village Consultative Body's (BPD) Function in Supervising the Performance of the Village Head (A study in Jago Village, Praya District, Central Lombok Regency) Abstract The Village Consultative Body (BPD) has a strategic role as an institution that represents the community in the administration of village governance, particularly in supervising the performance of the village head. This research is motivated by the importance of accountability in the implementation of village development programs so that they align with community aspirations. The purpose of this study is to identify and analyze how the BPD carries out its supervisory function over the performance of the village head and to examine the factors that influence BPD supervision of the village head’s performance in Jago Village, Praya Subdistrict, Central Lombok Regency. The supervision conducted by the BPD covers the stages of planning, implementation, and reporting. This research is classified as qualitative research using a descriptive approach. Data were obtained through interviews, observations, and documentation from informants consisting of BPD members, the village head, and community leaders. The results of the study indicate that the BPD has carried out its supervisory function fairly well through direct monitoring in the field, particularly in aspects of village governance administration, community development, and community empowerment. However, there is still a need to improve direct supervision in the aspect of village development, especially physical infrastructure development. This condition is caused by the lack of community participation in jointly supervising the performance of the village head, as well as the varying levels of integrity among BPD members, which becomes an obstacle in supervising the village head’s performance. This research is expected to serve as an evaluation material for the village government and the BPD in realizing more accountable and participatory village governance.

Abstract

The purpose of this study is to describe efforts to fulfill the right to education for children with disabilities at SLBN 1 Central Lombok and to identify the challenges in fulfilling these rights. This study used a qualitative approach using a case study. Data collection techniques included observation, interviews, and documentation. Efforts to fulfill the right to education for children with disabilities include the implementation of an adaptive and flexible Independent Curriculum (Curriculum Merdeka), differentiated learning strategies, an emphasis on developing life skills, independence, and entrepreneurship, and providing opportunities to develop potential through academic, vocational, and personal development activities. Furthermore, the school provides facilities, learning equipment and aids, and supportive classroom environments, yet challenges remain, including a limited number of qualified educators for various types of disabilities, the diversity of student disabilities, and limitations in educational facilities and services, such as the lack of a LAS skills room and ongoing classroom renovations. Therefore, support from various parties is needed so that inclusive education at SLBN 1 Central Lombok runs optimally and sustainably.

Abstract

This study aims to analyze the phenomenon of kawin sumbong in Desa Baru Lempur, Gunung Raya District, Kerinci Regency, focusing on its implementation, existence, and its review from the perspective of Islamic law. Although considered a violation of customary norms, this tradition is not intended to prevent marriage but to enforce moral responsibility and maintain social harmony. This research employs Spradley’s ethnographic approach using qualitative methods through participant observation, in-depth interviews, and documentation. Data were analyzed using the Miles and Huberman model, including data collection, reduction, display, and conclusion drawing until saturation was achieved. The findings reveal that kawin sumbong requires a customary fine in the form of one goat and the ulu nasi ritual as a symbolic act of atonement. After fulfilling the customary requirements, the marriage proceeds and the couple is socially accepted. Despite modernization, this tradition continues to exist. From an Islamic legal perspective, the practice does not invalidate the marriage because it does not contradict syariah provisions regarding permissible kinship. The customary fine functions as a moral symbol to preserve peace, prevent family conflict, and strengthen kinship ties.

Abstract

History learning plays a crucial role in fostering a more realistic awareness and understanding among students. However, in practice, history learning often involves simply delivering material about past events, often referring to and following learning guidelines or syllabi. This article aims to demonstrate the application of a history learning strategy based on Historical Thinking Skills to enhance students' analytical skills and identify barriers and solutions in its implementation. This study employed a qualitative approach with a literature review, referring to scientific journals, books, and other relevant documents. The results indicate that the implementation of Historical Thinking Skills encourages students to think critically through analyzing historical sources, understanding chronology, integrating cause-and-effect relationships, and interpreting various historical perspectives. This strategy empowers students to be more active in the learning process and able to construct arguments based on valid evidence. However, its implementation still faces obstacles such as limited teacher competency, limited learning resources, limited time allocation, and an evaluation system that still emphasizes memorization. Therefore, strengthening teacher competency, utilizing digital technology, developing active learning methods, and updating the evaluation system are needed to support the effectiveness of this strategy.
