Abstract

This article examines the role of public administration in developing countries in internalising global legal and policy frameworks associated with the Sustainable Development Goals. The study employs a narrative literature review to synthesise research on administrative capacity, legal adaptation, and the influence of global political processes on national development strategies. The review shows that public administration provides the institutional means through which global commitments are interpreted and embedded in domestic policy. The ability of governments to coordinate sectoral institutions, manage information systems, and align national regulations with international norms shapes how far the SDGs can be translated into practical action. The literature also highlights variations in governance quality, regulatory coherence, and enforcement practices that influence the internalisation process. Global political developments such as development assistance and international monitoring further shape national responses, although their impact depends on the stability and capability of domestic administrative systems. The findings indicate that improvements in coordination, legal consistency, and accountability are important steps toward narrowing the gap between global frameworks and national implementation. These insights offer a conceptual foundation for understanding the institutional conditions that affect SDG progress in developing countries.

Abstract

Older adults or the elderly experience a biological process that inevitably occurs in every individual. Hypertension, or high blood pressure, is a condition in which systolic blood pressure is >140 mmHg and diastolic blood pressure is >90 mmHg. A lack of knowledge among older adults and their families regarding toga (family medicinal plants) is a risk factor for delays in detection and management. This community service activity aimed to increase older adults’ knowledge of toga plants through health education. The method used was health education with a pre-test and post-test design involving 30 older adults in Kampung Besar Village, Teluk Naga District. Educational media included presentations, leaflets, and flipcharts on toga plants. The results showed an improvement in the level of knowledge among older adults, with the proportion in the good knowledge category increasing from 20% in the pre-test to 90.5% in the post-test. The conclusion of this activity is that health education is effective in improving older adults’ knowledge of toga plants. It is expected that similar activities can be carried out sustainably by involving families and health cadres.

Abstract

Desa Sialang Panjang di Kecamatan Tembilahan Hulu, Kabupaten Indragiri Hilir, Provinsi Riau, masih menghadapi tantangan dalam pengelolaan sampah organik, di mana limbah rumah tangga belum dimanfaatkan secara optimal dan cenderung dibuang langsung ke lingkungan. Kondisi ini berpotensi menimbulkan pencemaran dan meningkatkan volume sampah. Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan pemahaman dan keterampilan warga dalam mengolah sampah organik menjadi eco-enzyme sebagai alternatif pengelolaan sampah yang ramah lingkungan. Peserta pelatihan meliputi ibu-ibu PKK, perwakilan sekolah, serta pengurus RT/RW yang dibagi ke dalam dua kelompok. Metode pelaksanaan mencakup penyuluhan, diskusi interaktif, dan demonstrasi langsung proses pembuatan eco-enzyme menggunakan limbah buah, gula, dan air dengan perbandingan 3:1:10. Kegiatan pengabdian kepada masyarakat diawali dengan proses pembuatan eco-enzyme yang berlangsung selama tiga bulan, melalui tahapan pembentukan alkohol, asam organik, dan enzim. Setelah masa fermentasi selesai, hasilnya disaring untuk mendapatkan eco-enzyme siap pakai yang dapat dimanfaatkan sebagai pupuk organik cair, pembersih lantai, disinfektan alami, penyaring air, serta pestisida nabati. Pelaksanaan kegiatan ini menunjukkan adanya peningkatan pengetahuan peserta mengenai pengelolaan sampah organik, serta kemampuan mereka dalam memproduksi eco-enzyme secara mandiri. Program ini berkontribusi pada pengurangan timbulan sampah dan mendorong penerapan pengelolaan lingkungan berkelanjutan di Desa Sialang Panjang.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh dan menguji efektivitas penggunaan media Monkey Math Tree terhadap kemampuan numerasi anak usia dini. Populasi dalam penelitian ini adalah seluruh  kelompok B anak usia 5–6 tahun di TKIT Baitusshalihin yang berjumlah 153 anak, dengan sampel sebanyak 20 anak yang dipilih menggunakan teknik simple random sampling. Penelitian menggunakan pendekatan kuantitatif dengan desain one group pretest–posttest. Instrumen penelitian berupa lembar observasi terstruktur berbentuk rubrik dan dokumentasi. Haisil penelitian menunjukkan adanya peningkatan kemampuan numerasi anak setelah diberikan perlakuan menggunakan media Monkey Math Tree. Hal tersebut dibuktikan dengan peningkatan skor rata-rata dari 2,7 pada pretest menjadi 7,3 pada posttest. Uji normalitas Shapiro–Wilk menunjukkan data berdistribusi normal, dan hasil uji t memperoleh nilai t-hitung sebesar 15,943 lebih besar dari t-tabel 1,729, sehingga terdapat perbedaan yang signifikan antara pretest dan posttest. Dengan demikian, penggunaan media Monkey Math Tree terbukti efektif dalam meningkatkan kemampuan numerasi anak, khususnya dalam mengenal angka, memahami urutan bilangan, serta mencocokkan jumlah benda dengan lambang angka.

The use of natural nitrogen sources in nata de coco production is essential to enhance food safety and promote sustainable fermentation practices. This study evaluated the effect of mung bean sprout (Vigna radiata) germination phases 24 hours (F1), 48 hours (F2), and 72 hours (F3) as natural nitrogen sources on the physical and sensory properties of nata de coco. Sprout extracts were mixed with coconut water and sugar, inoculated with Acetobacter xylinum at a density of 1×10⁸ CFU/mL, and fermented for 15 days. The observed parameters included thickness, weight, total soluble solids, and sensory attributes (aroma and taste) assessed using a three-point hedonic scale. Statistical analysis revealed no significant differences (p>0.05) among germination phases in all measured parameters, although the 48-hour treatment tended to produce nata with slightly better physical and more balanced sensory characteristics. These findings indicate that within the 24-72-hour window, sprout physiological maturity only modestly affects nitrogen availability, suggesting that the use of sprout extract itself as a natural nitrogen source is more influential than germination duration. Overall, this study reinforces the potential of mung bean sprout extract as a safe, eco-friendly, and sustainable alternative to synthetic nitrogen sources in microbial cellulose production, supporting the development of environmentally responsible food biotechnology.

Abstract

Urban waste management in rapidly growing cities presents persistent governance challenges due to increasing waste generation, limited disposal capacity, and fragmented coordination among stakeholders. This study aims to examine how collaborative governance operates in urban waste management through a multi-stakeholder (pentahelix) framework and to identify key barriers affecting its implementation. A qualitative descriptive approach was employed, using in-depth interviews, field observations, and document analysis involving representatives from government, private sector, community groups, academia, and media. Data were analyzed thematically using a policy implementation perspective to assess coordination, resources, communication, and institutional capacity. The findings reveal that collaboration among stakeholders remains largely partial and fragmented, functioning mainly at the level of coordination rather than integrated governance. Government actors dominate regulatory and facilitative roles, while private stakeholders contribute technological and operational innovations without strong institutional integration. Community participation is present but faces sustainability constraints, and academic inputs are weakly translated into policy processes. Media engagement tends to be reactive rather than strategic. Key barriers include limited inter-stakeholder communication, unclear role distribution, resource constraints, and the absence of a permanent collaborative mechanism. The study underscores the need for institutionalized multi-stakeholder platforms, clearer governance arrangements, and stronger knowledge integration to improve the effectiveness and sustainability of urban waste management. These findings provide practical insights for policymakers seeking to strengthen collaborative governance models in urban environmental management contexts.

Abstract

This study aims to analyze the effectiveness of public participation in the formulation of regional regulations (Perda) in South Tangerang City and to examine how legal, institutional, and sociocultural factors shape the participatory process. It also seeks to determine whether existing legislative frameworks, particularly Law No. 13 of 2022 are implemented as intended in facilitating meaningful participation. The research employs an empirical legal approach supported by qualitative methods, combining normative analysis of legislation with field data obtained through in-depth interviews, participant observation, and document review. Data were analyzed using Miles and Huberman’s interactive model, while the effectiveness of participation was assessed through Soerjono Soekanto’s five legal effectiveness factors. The study finds that although the legal framework formally guarantees public participation, its implementation within the DPRD of South Tangerang City remains limited, inconsistent, and largely procedural. Participation tends to involve only invited stakeholders, many of whom lack adequate understanding of the substantive issues, resulting in low-quality input. Institutional gaps, particularly the absence of explicit participation procedures in the DPRD Standing Orders and limited access to draft regulations further weaken engagement. Sociocultural conditions indicate a shifting but still uneven participatory legal culture, where public involvement is recognized yet not fully realized in practice.
