Abstract

Rural development is a priority of national development program in Indonesia. A number of measures have been taken such as decentralization of authority, capacity building, and budget approach. The most recently used action to accelerate rural development is through the village assistance program. Each village has a local village assistant to optimize the village administration performance and build the village community capacity in the rural development process. This research aims to explore the concept of village assistance program and the role of local village assistants in Batu Layan Village, Padangsidempuan City, North Sumatra Province. This research used qualitative research. The data were obtained through in-depth interviews, library research, and documentation studies. The research results indicated that the concept of village assistance was applied in stages following the governance structure in Indonesia to encourage the realization of the functions and authorities of each government structure in achieving development targets. Village local assistants in this research were able to perform their functions skillfully through a persuasive communication approach based on local values in the local area.

Abstract

BUMDes Maju Bersama is a government program to help the economy of the people of Sei Jawi-jawi Village and achieve community welfare so that the Sei Jawi-jawi people get a decent living. This study aims to determine the role of social capital which is a driving force in the management of the Joint Forward BUMDes in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. Social capital plays an important role in strengthening village communities. BUMDes can advance together with social capital. BUMDes Maju Bersama was established as an effort to increase the economic development of rural communities and create independence for the people in Sei Jawi-jawi Village. This research is a qualitative descriptive study. The location of the study was in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. The object of this research is BUMDes Maju Bersama Sei Jawi-jawi Village. Data collection techniques using observation, interviews, and documentation. The results showed that the formation of BUMDes Maju Bersama was carried out in 3 (three) stages, namely the pre-village deliberations, village deliberations and post-village deliberations. So, this deliberation activity aims to determine what type of BUMDes will be formed in the hope that it will benefit the community. Social capital in the form of networks, norms and beliefs that play a role in the management of BUMDes Maju Bersama can be said to be not good enough even though BUMDes Maju Bersama is already operational and can contribute to the Village. This can be seen from the BUMDes Maju Bersama cooperation network that is still small, with collateral or collateral provided by BUMDes, the interest given by the management is too high, almost the same as the existing cooperatives and there is still public debt arrears. The informant's subjects from this study were the Village Head, Village Officials, BUMDes Maju Bersama Management, BUMDes Supervisor, parties who knew BUMDes and the Community who knew about BUMDes Maju Bersama.

Abstract

This study aims to see the economic motives of the Karo ethnic group in developing and surviving in the USU region. This type of research uses a qualitative approach, the research location is in Jalan Jamin Ginting Medan or specifically in the Padang Bulan area, precisely from the campus intersection to the Harmonika Road intersection and the Road Development area to the Kampung Susuk intersection. Taking this location is intended to be more detailed and specific to see how the existence of USU becomes a central point for Ethnic Karo to adapt to follow development by mingling in the provision of student needs. The results showed that the motives that influenced the ethnic karo to survive were the land they owned as an inheritance and believed that the land had a living spirit (ertendi); strategic land with the existence of USU as the main attraction of their business. the motive influencing the ethnic karo to develop is to look at the short-term opportunities of their efforts to just survive, only see the opportunities available and only be able to provide the needs of students in accordance with the times. The conclusion from the iani research is that the Karo Ethnic survive in the area around the University of Sumatra because they have strong motives in themselves, how they maintain their assets. Karo ethnic develops because of the opportunities presented. A character that is found in the field of how ethnic karo who love to gamble with luck is implemented in the way they see business opportunities. USU as an opportunity was recognized as their way to reap profits and develop businesses.

Abstract

This research aims to explain how the implementation of the village's Explore service program is picking up taxes related to UN-P2 services at the Langkat District Revenue Board. In addition, the research aims to determine what factors that can encourage and inhibit the implementation of the village-exploring program to pick up taxes on the district Revenue Board of Langkat. The form of research used in this study is descriptive research with a qualitative approach. This study used Edward III's theory. The informant used in this study was the head of the Langkat District Revenue board and the officers who conducted UN services-P2 as well as taxpayers in Langkat district. The data used in this research is primary data as well as secondary data as complementary data. Qualitative analysis in this study was conducted with an inductive logic approach. Based on the results of the research can be noted that the implementation of the program to explore the village picking up taxes in the District Revenue Board of Langkat is generally well-done. Contributing factors to the success of implementation of village-exploring program to collect tax in the Regional Revenue Board of Langkat District are: Commitment of leadership and resources. The Factor is a low community awareness inhibitor, and there are some cases where taxpayers do not want to pay the UN for reasons that they are not the owner of a tax object but only contracted or so on. Abstract

This study aims to evaluate the performance of the Population Data-Based Information System (SIBISA) in population administration services at the Population and Civil Registration Office (Disdukcapil) of Medan City, using the DeLone and McLean models. The research was conducted using a qualitative descriptive approach, incorporating interviews, observation, and documentation techniques. The results of the evaluation show that, although the SIBISA application provides easy access and transparency of services, several obstacles remain, including limited infrastructure, low digital literacy among the community, and suboptimal data integration between agencies. Additionally, variations in service quality and inadequate officer training also impact user satisfaction levels. This research emphasizes the importance of technical capacity building, digital inclusion strategies, and cross-sector system consolidation to realize inclusive, effective, and sustainable digital-based public services.

Abstract

This study aims to analyze the effectiveness of the Self-Help Housing Stimulant Assistance Program (BSPS) in Pakkat District, Humbang Hasundutan Regency, using a qualitative approach and a public policy evaluation framework from William N. Dunn. The results of the study indicate that this program is highly effective in enhancing the quality of housing for low-income communities, with active community participation and local 'gotong royong' practices (marsiadapari) playing a significant role. Efficiency is achieved through the optimization of regional resources, although logistical challenges remain an obstacle. The limited value of assistance is not entirely sufficient to meet development needs, but the spirit of self-help is the primary support. The distribution of aid is relatively even; however, data verification still needs improvement. The program's responsiveness to local culture is relatively good, although administrative and legal constraints hinder the accuracy of the target. Social capital and community participation have proven to play a crucial role in the successful implementation of the program. These findings emphasize the importance of participatory and contextual approaches in housing policy and recommend replicating similar strategies in other regions with similar social characteristics.

Abstract

This research examines the business growth of the Food and Beverage Services subsector in Medan City along with the implementation of the Risk-Based Licensing System (OSS RBA) in Indonesia. OSS RBA based on the Standard Qualifications for Indonesian Business Fields (KBLI) aims to increase the Ease of Doing Business (EoDB). However, the application of top-down OSS RBA with the Business Identification Number (NIB) carries the potential for abuse. This research analyzes the factors (Starting a Business, Electricity Connection, Tax Payments, Building Permits, Access to Credit, and Protection of Minority Investors) that influence the Growth of Food and Beverage Services Investment in Medan City. The results of the Confirmatory Factor Analysis (CFA) show three significant factors: Protection of Minority Investors, Starting a Business, and Access to Credit. Obstacles include the NIB scale not being by local spatial planning and changes in the issuance of risk permits between the Central and Regional Governments. It is hoped that this research will provide insight into the implementation of OSS RBA and investment growth in the Food and Beverage Services sector.
