Abstract

Beban kerja merupakan salah satu faktor yang memengaruhi efektivitas pelaksanaan tugas pegawai dalam organisasi publik. Ketidakseimbangan antara jumlah pegawai dengan volume pekerjaan dapat menimbulkan tekanan kerja, menurunkan produktivitas, serta meningkatkan risiko kesalahan dalam pelaksanaan tugas. Penelitian ini bertujuan untuk mendeskripsikan gambaran beban kerja pegawai serta menganalisis implikasi beban kerja terhadap pelaksanaan tugas di Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Provinsi Sumatera Barat. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap sepuluh informan yang dipilih secara purposive. Hasil penelitian menunjukkan bahwa Bidang Perbendaharaan, Akuntansi, dan Pelaporan mengalami beban kerja paling tinggi akibat keterbatasan sumber daya manusia dan tingginya volume dokumen yang harus diproses. Kondisi tersebut berdampak pada meningkatnya jam kerja lembur, kelelahan fisik dan mental, penurunan konsentrasi, serta meningkatnya potensi kesalahan administrasi. Analisis data dilakukan menggunakan model Miles dan Huberman melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa beban kerja pegawai belum terdistribusi secara proporsional. Bidang Perbendaharaan, Akuntansi, dan Pelaporan mengalami beban kerja paling tinggi akibat keterbatasan sumber daya manusia, tingginya volume dokumen yang harus diproses, serta tekanan waktu yang meningkat pada akhir tahun anggaran. Kondisi tersebut berdampak pada meningkatnya jam kerja lembur, kelelahan fisik dan mental, penurunan konsentrasi, serta meningkatnya potensi kesalahan administrasi. Meskipun demikian, pegawai tetap menunjukkan komitmen tinggi dalam menyelesaikan tugas organisasi.

Abstract

Community service activities at Bengkalis State Polytechnic aim to improve thinking skills, English language skills, and other necessary skills. In discussions with partners, namely the coordinator of the English Club at SMPIT Tahfizh Al Ikram, two main problems were identified: a lack of regular academic development activities outside of school and a lack of mentors to improve students' interest and English language skills. Therefore, this community service program was developed for the children in the English Club. The activities were conducted in 8 meetings over 2 months using cooperative learning and storytelling methods. Every weekend, participants learned through videos, pictures, discussions, and exercises, and were given weekly assignments. The output of these activities was an increase in students' interest and English language skills, as well as the publication of the results of the activities.

Abstract

Digital transformation in public administration faces systemic complexities that require a holistic and integrated approach. Previous research shows that 68% of e-government projects fail due to fragmentary approaches that ignore systemic aspects. This study aims to integrate systems thinking principles in developing a conceptual framework for a holistic, adaptive, and sustainable digital public administration system. The study used a systematic literature review method of 20 journal articles and 2 academic books for the period 2015-2024. The research used content analysis to explore key patterns in the literature and develop an in-depth conceptual synthesis. The results identified five critical dimensions of an integrated digital administrative system: system architecture, digital capacity, integration mechanism, adaptive governance, and value creation process. The implementation of a systemic approach was shown to reduce implementation fragmentation by 45%, increase system utilization by 78%, and improve overall government effectiveness by 52%. This framework makes a theoretical contribution in filling the gap of systems thinking literature for digital government and provides practical guidance for sustainable digital transformation in public administration.

Abstract

This study analyzes the influence of service quality and interpersonal communication on community satisfaction in the context of public services at the village level. The phenomenon of community satisfaction with public services is a fundamental indicator of the legitimacy of local government. However, the literature cannot integrate technical and relational dimensions in one analytical framework. he study used an associative quantitative approach with an associational design of 305 respondents of the service user community in Nagari Limbanang, Lima Puluh Kota Regency, West Sumatra. Data were collected through a structured questionnaire with a 5-point Likert scale. Data analysis using multiple linear regression with classical assumption testing to ensure model validity. The results showed that service quality positively and significantly affected community satisfaction, as did interpersonal communication. Simultaneously, both variables were able to explain 42.2% of the variability in community satisfaction. The study concluded that a holistic approach that integrates service system improvement with apparatus communication capacity building is optimal for community satisfaction. Practical implications include the need for a comprehensive training policy for nagari officials that emphasizes technical and interpersonal skills in a balanced manner.

Abstract

This study aims to analyze the effectiveness of financial technology (fintech) policies on the financial inclusion of MSMEs in Padang City by identifying causal mechanisms and quantifying their contribution. The research method used an associative quantitative approach, with probability sampling techniques and simple random sampling of 100 MSME respondents, a structured questionnaire tested for validity and reliability, and simple linear regression analysis in SPSS version 26. The results show that the effectiveness of fintech policies has a positive and significant effect on the financial inclusion of MSME players with a regression coefficient of 0.786, a t-value of 13.931, a significance of 0.000, and a coefficient of determination of 66.4%, indicating that increasing the effectiveness of fintech policies through regulatory strengthening, stakeholder coordination, and technology adaptation will improve access to and utilization of digital financial services. The implications of this study provide strategic recommendations for regulators to strengthen monitoring of policy implementation at the local level, for local governments to intensify digital financial literacy programs and the provision of technological infrastructure, and for fintech providers to develop products that are more accessible to the micro MSME segment to achieve equitable and sustainable financial inclusion.

Abstract

This study aims to analyze the effectiveness of bureaucratic reform in improving the quality of public services in Indonesia through a literature review approach. This study examines selected scientific articles from the last ten years that discuss various aspects of bureaucratic reform, including service efficiency, transparency, accountability, citizen satisfaction, and the role of digitalization.The findings reveal that bureaucratic reform has positively impacted service acceleration, public trust enhancement, and the adoption of information technologies such as e-government. Nevertheless, implementation still faces challenges such as bureaucratic resistance, limited funding, and lack of inter-agency coordination. This study recommends strengthening leadership, enhancing bureaucratic human resources, increasing public participation, and fostering cross-sector policy synergy to support sustainable bureaucratic reform.

Abstract

This study aims to examine the influence of technological innovation on public satisfaction in public service delivery through a literature review approach. In the digital era, the use of technologies such as e-government and e-services has become a key strategy to enhance efficiency, transparency, and service quality. Based on the analysis of five relevant journal articles, three showed effective implementation of digital technology, resulting in improved public satisfaction. However, two journals revealed suboptimal outcomes due to obstacles such as limited infrastructure, low digital literacy, and insufficient socialization. These findings suggest that the success of technological innovation in public services highly depends on technical readiness, policy support, and the public’s ability to utilize digital services.

Abstract

The implementation of a public accountability system can serve as an indicator of success in realizing good governance in Indonesia. This public accountability can later improve transparency, integrity, and the quality of public services and prevent the practice of corruption, collusion, and nepotism in government administration. In addition, this article is designed to identify the obstacles faced in implementing public accountability and provide strategic recommendations to make governance more effective, responsive, and accountable to the community.Thus, this article is expected to contribute to the development of an accountability system that supports the achievement of a clean, transparent, and integrity government.

Abstract

The quality of healthcare services is a key indicator of the success of the National Health Insurance (JKN) system; however, the expansion of BPJS Kesehatan enrollment has not been fully accompanied by equitable service quality, as reflected by the gap in perceptions at the Prodia Clinic in Jambi, where 47% of PROLANIS patients rated the empathy aspect of service as only "fair," even though Standard Operating Procedures had been implemented. This study aims to analyze the influence of service processes on the quality of care for BPJS PROLANIS patients at the Prodia Clinic in Jambi. The study employed an associative quantitative approach, using simple random sampling of 99 patients from a population of 5,000, and a validated instrument measuring seven service process indicators and six dimensions of service quality, analyzed via simple linear regression in SPSS 26. The results showed that both service processes and service quality fell into the "good" category (TCR 80% and 79%), with the regression equation Y = 10.244 + 0.724X, calculated t = 8.923 > critical t = 1.984, significance 0.000 (p < 0.05), and coefficient of determination R² = 0.451. These findings underscore the importance of strengthening communication effectiveness and the consistency of service safety procedures at Prodia Clinic Jambi to improve the quality of service for BPJS PROLANIS patients continuously.

Abstract

This study is motivated by the high level of disaster vulnerability in Padang City, which requires an effective, integrated, and multi-stakeholder disaster management system. The collaborative governance approach is essential in addressing the complexity of disaster issues that cannot be handled sectorally. This research aims to analyze the implementation of collaborative governance in disaster management in Padang City through the role of the Regional Disaster Management Agency of West Sumatra Province. This study employs a qualitative descriptive method with data collected through interviews and documentation. The results indicate that collaboration involves multiple cross-sector actors through a pentahelix approach, with the disaster management agency acting as coordinator, implementer, and commander in all disaster phases. The collaboration mechanism is carried out through an emergency command system, cluster-based role division, and formal inter-agency cooperation. However, the implementation is not yet optimal due to coordination challenges, differences in operational procedures among institutions, and low community participation. Therefore, strengthening cross-sector coordination, improving community capacity, and developing sustainable collaborative forums are necessary to enhance the effectiveness of disaster management in the future.
