Abstract

Riverbank development is a form of infrastructure intervention that has the potential to change the economic dynamics of surrounding communities. This study aims to evaluate the impact of the Batang Agam development on the local economy in PayakumbuhCity, West Sumatra. The method used was a literature review with a qualitative approach through content analysis techniques of various relevant academic sources. The results indicate that the Batang Agam development has had a positive economic impact in the form of expanded business opportunities, job creation, and increased land and property values in the surrounding area. The development also encourages the growth of Micro, Small, and Medium Enterprises (MSMEs) in the culinary, trade, and service sectors along with increased tourist visits. However, there are also negative impacts that require attention, namely the relocation of residents and businesses from the riverbanks and increased competitive pressures for local businesses with limited capital. This study recommends the need for affirmative action policies from the local government in the form of providing business facilities, entrepreneurship training, and access to capital to ensure the economic benefits of development are distributed fairly and sustainably to the entire community.

Abstract

This study aims to assess the performance of the Padang City Government, through the Regional Disaster Management Agency (BPBD), in addressing flooding and Galodo disasters, particularly in the post-disaster phase. A qualitative descriptive approach was employed, relying on literature studies and interviews. The findings indicate that the BPBD plays a crucial role in aid distribution, rehabilitation, and economic and social recovery. While its performance is quite responsive, it still faces challenges related to resources, budget, and intersectoral collaboration. Disaster management remains largely reactive. Therefore, institutional capacity building and improved coordination are needed to achieve more preventative and sustainable management.

Abstract

This study aims to analyze the tourism development strategy in Alahan Panjang in fostering sustainable regional development. The research method employed is a qualitative approach with a descriptive research design conducted through a literature review (library research). The data used consists of secondary data obtained from scientific journals, books, and official documents related to tourism and sustainable development. Data analysis was performed descriptively and qualitatively using a SWOT analysis approach to identify strengths, weaknesses, opportunities, and threats in tourism development. The results of the study indicate that Alahan Panjang possesses significant tourism potential, particularly regarding natural beauty, such as Danau Diatas and Danau Dibawah, as well as agro-tourism and local culture potential. However, tourism development still faces various constraints, including infrastructure limitations, low human resource quality, lack of promotion, and threats to environmental sustainability. Recommended development strategies include strengthening nature-based tourism attractions with an eco-friendly approach, improving the quality of facilities and services, empowering local communities, and optimizing digital promotion.

Abstract

Public services in Indonesia face transformation pressures driven by the massive implementation of the Electronic-Based Government System (SPBE). Despite being framed as a solution to bureaucratic pathologies, SPBE evaluation predominantly operates under the New Public Management (NPM) paradigm, which positions technical efficiency as the sole criterion of success, thereby neglecting the essence of publicness and citizens' fundamental rights. The epistemological consequences of NPM dominance are consistently identified in contemporary literature: digitalization acceleration without inclusive social considerations has structurally widened the digital divide, systematically excluding marginalized groups from accessing fundamental state services. This study employs a Literature Review method covering 25 high-reputation journal articles published between 2020 and 2025, identified through Scopus, Web of Science, and SINTA (quartiles 1 to 3). Based on cross-cluster comparative synthesis, this study produces a novelty contribution in the form of a tripartite model of digital public service quality indicators grounded in Public Value Theory, comprising: (1) Inclusive Digital Service Performance; (2) Democratic-Political Value; and (3) Social-Ethical Value. The model is hierarchical and sequential, and recommends reforming SPBE evaluation instruments so that technology serves as an instrument of social justice rather than a bureaucratic end in itself.

Abstract

Compliance with the Rural and Urban Land and Building Tax (PBB-P2) is essential for strengthening regional fiscal independence; however, PBB-P2 revenue realization in Kuranji Sub-District, Padang City, declined from 72.87% in 2023 to 52.0% in 2024. This study aimed to analyze the partial and simultaneous effects of taxpayer motivation and awareness on PBB-P2 payment compliance. A quantitative causal-associative design was employed, involving 99 respondents selected through simple random sampling from a population of 7,257 taxpayers. Data were collected using a validated five-point Likert-scale questionnaire and analyzed through descriptive statistics and multiple linear regression. The findings showed that taxpayer motivation significantly affected PBB-P2 compliance (R² = 0.375, t = 7.626, p < .001), while taxpayer awareness also exerted a significant effect (R² = 0.495, t = 9.760, p < .001). Simultaneously, both variables explained 52.0% of the variance in taxpayer compliance (F = 54.010, p < .001), as represented by the regression equation Y = 5.481 + 0.306X₁ + 0.544X₂. Descriptive analysis classified taxpayer motivation as moderate (Respondent Achievement Level [TCR] = 64.0%), taxpayer awareness as moderate (TCR = 63.0%), and payment compliance as good (TCR = 67.6%). Taxpayer awareness emerged as the stronger predictor of compliance. The study concludes that improving PBB-P2 compliance requires coordinated interventions that strengthen both taxpayers’ motivation and awareness. These findings contribute empirical evidence on the behavioral determinants of local tax compliance and provide practical implications for designing targeted tax education, communication, and engagement strategies to increase PBB-P2 revenue and strengthen Padang City’s locally generated revenue.

Abstract

Bus Trans Padang Corridor 1 serves as a primary mode of public transportation for students in Padang City; however, social media observations from August to December 2025 revealed persistent complaints regarding facility conditions and service performance, indicating a gap between user expectations and perceived service delivery. This study examines the effects of facility maintenance and service quality on student satisfaction with Bus Trans Padang Corridor 1. A quantitative associative-causal design was employed, involving 97 junior and senior high school students selected through accidental sampling. Data were collected using a closed-ended questionnaire measured on a five-point Likert scale and analyzed through multiple linear regression using SPSS 20. The findings indicate that facility maintenance significantly affects student satisfaction (t = 9.067, p < .001, R² = .464), while service quality also exerts a significant effect (t = 12.879, p < .001, R² = .636). Simultaneously, facility maintenance and service quality significantly explain 66.6% of the variance in student satisfaction (F = 96.651, p < .001, adjusted R² = .666), as represented by the regression equation Y = −5.830 + 0.415X₁ + 0.492X₂. These findings support the Expectation-Disconfirmation Theory and are consistent with the P-Transqual and SERVQUAL frameworks, demonstrating that student satisfaction is shaped by both the physical reliability of transportation facilities and the quality of service delivery. The study contributes empirical evidence on student satisfaction in urban public transportation and underscores the need for Perumda PSM and the Padang City Transportation Agency to integrate facility maintenance and service-quality improvements to enhance the performance of Bus Trans Padang Corridor 1.

Abstract

Taxpayer compliance remains a structural challenge in Indonesia, as reflected in the national tax-to-GDP ratio, which reached only 10.07% in 2024. At the local level, Nagari Tanjung Barulak recorded that 650 out of 3,048 registered taxpayers had not paid their Rural and Urban Land and Building Tax (PBB-P2) in the same year, thus necessitating an in-depth empirical study of its determinants. This study aims to analyze the influence of tax administration service quality and taxpayer awareness both individually and simultaneously on taxpayer compliance in paying PBB-P2 in Nagari Tanjung Barulak. The study employed an associative quantitative approach with 100 respondents drawn from a population of 3,048 taxpayers using Slovin sampling. A validated instrument was used to measure five dimensions of service quality, three indicators of awareness, and three indicators of compliance, which were analyzed using multiple linear regression with SPSS 27. The results indicate that the quality of tax officials’ service (t = 14.049) and taxpayer awareness (t = 11.559) have a positive and statistically significant partial effect (p < 0.01), as well as a statistically significant simultaneous effect (F = 106.182; p < 0.01) with an adjusted R² of 0.681. These findings highlight the importance of a two-pronged strategy for the Nagari Government and the Tanah Datar Regency Bappenda: strengthening the responsiveness of tax collectors and conducting ongoing outreach on the function of taxes, in order to effectively improve compliance with the PBB-P2.

Abstract

The sustainability of public services is a central issue in government governance in the digital era, as the widespread adoption of service innovations is not always accompanied by the ability to sustain them. Nationally, the SPBE Index stands at only 2.3 out of 5, and although more than 70% of local governments have adopted digital innovations, only about 50% are able to sustain them. At the Population and Civil Registration Office (Disdukcapil) of Padang City, the RAPEL GAJI innovation, a program for delivering civil registration documents in collaboration with Grab, ceased in January 2025 due to a non-renewed contract, triggering a surge in service queues. This case demonstrates that service sustainability depends not only on technology but also on leadership. This study analyzes the influence of transformational leadership on the sustainability of public services at the Padang City Disdukcapil. Using an associative quantitative approach, 42 employees were selected from a population of 70 via simple random sampling using the Slovin formula, employing a validated instrument that measures four indicators of transformational leadership and three indicators of service sustainability. The results of the simple linear regression indicate a positive and significant effect, with R² = 0.562 (56.2%) and t-calculated = 6.444 > t-table = 2.021 at p < 0.001. The regression equation Y = 15.743 + 0.318X confirms that every one-unit increase in transformational leadership increases the sustainability of public services by 0.318 units. These findings justify strengthening transformational leadership capacity as a strategy to maintain the sustainability of public service innovation.

Abstract

The sustainability of public services has become a strategic issue in the era of digital transformation, as the implementation of the SiRancak digital service at the Population and Civil Registration Office (Disdukcapil) of Padang City still faces challenges such as server outages, slow document processing, and a lack of system integration, thereby requiring strong leadership to ensure its sustainability. This study aims to analyze the influence of leadership roles on the sustainability of public services at the Padang City Disdukcapil. The study employed an associative quantitative approach involving 42 employees selected from a population of 70 via simple random sampling, with the sample size determined using the Slovin formula. A validated instrument measuring six indicators of leadership roles and three indicators of service sustainability was used, and the data were analyzed using simple linear regression with SPSS 25. The results indicate that both leadership roles and the sustainability of public services fall into the “very good” category (TCR 85.53% and 87.33%), with the regression equation Y = 23.456 + 0.417X, t-calculated = 2.713 > t-table = 2.021, and significance 0.010 (p < 0.05), as well as a coefficient of determination R² = 0.509. These findings underscore the importance of strengthening monitoring functions and a sense of service ownership at the Padang City Population and Civil Registration Office (Disdukcapil) to ensure the effective and adaptive sustainability of population administration services.
