Abstract

Desa Adat Intaran mengelola Pantai Mertasari yang merupakan Objek Wisata (DTW) pesisir sejak tahun 2014. Berada di Desa Sanur Kauh yang berada di Kecamatan Denpasar Selatan. Sebagai mitra, Pengelola Wisata Pantai Mertasari dapat memberikan saran atau masukan. tentang rancang bangun, pengembangan, dan kualitas sarana penunjang wisata pantai, yang harus disesuaikan dengan kemampuan pembiayaan pelaksanaan pembangunan yang akan mereka persiapkan nanti. Selain itu, diperlukan pula kontribusi kelompok masyarakat dalam mencari informasi yang dibutuhkan dalam menyusun, misalnya, informasi ukuran lokasi, titik batas kepemilikan lokasi, dan lain-lain. Masalah aksesibilitas dan parkir, perdagangan dan fasilitas perikanan, ruang terbuka publik, lapangan dan taman terbuka, dan fasilitas pendukung rekreasi adalah beberapa masalah yang dihadapi mitra di lapangan. Menata ulang jalur pejalan kaki pesisir dan pemasangan fasilitas untuk kegiatan bersepeda di jalan akan mengatasi masalah aksesibilitas dan parkir.Th Pembangunan bale kelompok nelayan merupakan solusi dari permasalahan fasilitas nelayan. Penataan ruang terbuka hijau publik dengan fasilitas rekreasi lansia dan landmark kawasan merupakan solusi dari permasalahan ruang terbuka publik, lapangan terbuka, dan taman. Pembangunan bale kelompok nelayan tempat rekreasi outbond dan rekreasi anak, serta fasilitas kegiatan pantai yang aman dan dermaga wisata merupakan solusi dari permasalahan fasilitas penunjang rekreasi.

Abstract

One of the interesting natural attractions to visit in Bali is Balinese terraced rice fields and an agricultural irrigation system known as subak. Subak as an irrigation system, the subak system is continuously undergoing a transformation process because its environment influences it. UNESCO recognition is Cultural Landscape of Bali Province: Subak as Manifestation of Tri Hita Karana Philosophy. The meaning of UNESCO's recognition is that the philosophy of Tri Hita Karana (THK) is developing in Bali. At present, the rice field area managed by subak has decreased due to land conversion. Several rice fields have now changed their function to become residential, industrial, tourist facilities, and other uses. As an effort to prevent the degradation of subak conditions, the government has made various efforts but has not been able to overcome land conversion. This effort must be assisted by all elements of society so that subak consistency is maintained in Bali. One agency that focuses on subak conservation efforts is the Indonesian Heritage Preservation Agency (BPPI). BBPI routinely conducts subak schools through the Bali International Field School for Subak (BIFSS) activities. BBPI as a partner in this PKM publishes various books related to subak conservation. Education about subak is one of the efforts to preserve subak. The implementation of this collaboration involves FTP's involvement in the BIFSS 2021 activities, which will take place in December 2021 in Subak Selat, Karangasem Regency. From the discussions carried out, in an effort to preserve subak, a Map of the Subak Strait Area is needed, including mapping of paddy fields and irrigation infrastructure. This map forms the basis for the strategy for preserving and developing the Subak Strait as a tourist attraction as well as efforts to increase the value of Subak.

Abstract

The Traditional Siangan Adult Village can be found 31 kilometers northeast of Denpasar City. As a spiritual tourist village, this village has cultural potential to develop. Seven ancient sites, natural beauty, local art, and cultural traditions can all be used as a tourist attraction in the Siangan Adult Village. The indigenous village community has not fully appreciated the potential of cultural heritage to be used as a starting point for spiritual tourism. To support the tourist growth of Siangan Village, it is necessary to empower the public to inventory the heritage of cultural artifacts and its use as a tourist attraction. The Foundation Sentir Bali as a partner in the Community Partnership Programme (PKM) is expected to be able to cope with the following problems: (1) the entire cultural heritage that exists in the Adult Siangan Village has not been inventorized, (2) the historical background of the cultural patrimony existing in the Village Siangan, and (3) it has not yet been used as a spiritual tourist base. By carrying out the inventory of cultural reserves in Siangan Village and managing the cultural reserve as a tourist attraction, PKM is a form of empowerment of the community in the use of cultural reservoirs. Planning as a spiritual pathway. Archaeological documentation techniques and public archeological approaches are used in the implementation of cultural reserve management models. Partners together with the community will recognize the importance of the cultural reserve as the foundation of spiritual tourism, which implies the well-being of the community, as a result of this strategy.

Abstract

Penelitian ini menganalisis permasalahan kemiskinan di Kabupaten Tolitoli dan merumuskan alternatif kebijakan berbasis integrasi inovasi komunitas dan program pemerintah. Meskipun tingkat kemiskinan menunjukkan tren menurun, angkanya masih relatif tinggi dan penurunannya berjalan lambat dibandingkan rata-rata nasional. Kemiskinan di Tolitoli bersifat multidimensional, dipengaruhi oleh ketimpangan wilayah, rendahnya produktivitas sektor primer, serta keterbatasan akses terhadap layanan dasar dan peluang ekonomi.Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan analisis USG (Urgency, Seriousness, Growth) untuk menentukan prioritas masalah dan evaluasi kebijakan menggunakan kriteria Bardach. Hasil penelitian menunjukkan bahwa permasalahan utama terletak pada rendahnya integrasi antara inovasi komunitas dan program pemerintah, diikuti oleh fragmentasi kebijakan dan keterbatasan kapasitas kelembagaan. Alternatif kebijakan yang paling strategis adalah pengembangan sistem “Satu Data Kemiskinan dan Komunitas Tolitoli” sebagai fondasi integrasi kebijakan. Namun, efektivitas penanggulangan kemiskinan memerlukan pendekatan terpadu melalui penguatan data, kolaborasi multipihak, dan pemberdayaan ekonomi berbasis komunitas.

Abstract

Digital transformation has fundamentally reshaped public financial management (PFM), increasing the need for transparent, accountable, and high-quality financial reporting. Although previous studies have examined digital PFM, accrual accounting, and public accountability, limited research has integrated these perspectives, particularly within local governments and from the perspective of Sharia accountability. This study addresses this gap through a Structured Literature Review (SLR) of peer-reviewed articles and international policy reports published between 2016 and 2025. The review employed a transparent and replicable search strategy, followed by thematic coding and qualitative synthesis to identify key research themes, implementation challenges, and future research directions. The findings reveal that successful accrual accounting implementation depends not only on regulatory compliance but also on digital PFM capability, effective internal controls, organizational competence, and sound institutional governance. Digital financial management systems improve reporting quality by enhancing data integration, process automation, and auditability; however, their effectiveness relies on robust governance structures, reliable data, and continuous professional capacity development. The review further highlights that Sharia accountability complements conventional public accountability by emphasizing transparency, stewardship (amanah), ethical governance, and compliance with Islamic principles. This study contributes by proposing an integrative conceptual framework linking digital PFM capability, accrual accounting quality, fiscal transparency, and Sharia accountability. It also identifies key mediating and moderating mechanisms influencing accountability outcomes and outlines a future research agenda for digital governance reforms in local governments. Abstract

Outdoor spaces for persons with physical disabilities are often designed merely to satisfy minimum accessibility standards, without providing opportunities for participation or equal spatial experience. Meanwhile, Denpasar records 623 individuals with physical disabilities who require inclusive and sustainable rehabilitation facilities. This study aims to identify and implement the concept of equality in the design of outdoor areas for disability service facilities in Denpasar as a foundation for creating an inclusive and equitable environment. The research adopts a descriptive qualitative approach through literature review, site observation, and comparative study of disability service facilities. The findings indicate that the implementation of the equality concept can be realized through three key aspects: equal access and movement provided by a single circulation route accessible for wheelchairs, equal activity and independence facilitated by hydroponic gardens and therapeutic pools that can be used without assistance, and equal social relations supported by communal activity spaces that encourage interaction between disabled and non-disabled users. These results demonstrate that the equality concept can serve as a humanistic design approach for outdoor spaces, enhancing independence and social engagement among people with physical disabilities.

Abstract

The increase in infrastructure development activity in Indonesia has directly impacted the rising demand for construction materials, including red bricks. The red brick production process generates significant residue, where a single firing cycle can result in approximately 300 pieces of waste bricks, equivalent to 1.2% of total production. To provide an environmentally friendly solution, red brick waste is utilized as a partial substitute for cement in mortar production, along with the addition of roving fibers to enhance flexural strength performance. This study aims to examine the utilization of red brick waste as a cement substitute in mortar combined with the addition of roving fibers and its effect on flexural strength. The research employed a quantitative experimental method at the Building Materials Laboratory, Department of Civil Engineering, Vocational School, Universitas Gadjah Mada. The study utilized cement-to-sand mix ratios of 1:2, 1:3, 1:4, 1:5, and 1:6, with Portland cement substitution variations using red brick powder at 0%, 2.5%, 5%, 7.5%, and 10%. Roving fibers, cut to a length of 1 cm, were added at 2% by weight of cement. The specimens consisted of mortar beams with dimensions of 40x40x160 mm, tested at 28 days of age. The results indicated that for non-fiber mortar, the highest flexural strength was achieved at a 1:2 ratio with 0% substitution, reaching 4.62 MPa. The maximum flexural strength was recorded at a 1:2 ratio with 2.5% red brick waste substitution and 2% roving fibers, measuring 5.13 MPa. Significantly, the addition of roving fibers improved mortar performance. A 20.7% increase in flexural strength was observed at the 1:2 ratio with 2% roving fibers and 2.5% cement substitution when compared to the mortar with 2.5% cement substitution without fibers, demonstrating the effectiveness of red brick waste and roving fibers as sustainable alternative materials.
