Abstract

The issue of spatial planning becomes crucial for vulnerable areas. Padang, as one of the areas prone to earthquakes, needs to pay attention to the allocation of space. After the 2009 earthquake, it was recorded that Padang City had revised the Regional Spatial Plan (RTRW) twice, namely in 2010 and 2015. In the revised RTRW, mapping of the areas prone to earthquake and tsunami disaster. The purpose of this research is to explain the policy efforts made by the City of Padang in spatial planning based on disaster mitigation. This study used qualitative research methods. The technique of selecting informants using purposive sampling, primary data obtained from interviews, while secondary data from documentation and literature studies. Data analysis was performed using an interactive model. The results showed that the spatial planning in the city of Padang based on Regulation No. 4 of 2012 had paid attention to disaster-prone areas, it can be seen from the categorization of disaster-prone regions in the city of Padang. But there are still disaster-prone areas that even violate the rules of development. For this reason, Padang City Government needs to pay attention to building permit recommendations, especially in disaster-prone areas from the relevant agencies.Persoalan penataan ruang menjadi hal yang krusial bagi daerah yang rawan bencana. Padang sebagai salah satu daerah yang rawan terhadap bencana gempa bumi perlu memperhatikan peruntukan ruang. Setelah kejadian gempa tahun 2009, tercatat Kota Padang telah dua kali melakukan revisi terhadap Rencana Tata Tuang Wilayah (RTRW) yaitu tahun 2010 dan 2015. Dalam revisi RTRW tersebut telah dilakukan pemetaan terhadap daerah-daerah yang rawan bencana gempa dan tsunami. Tujuan dari Penelitian ini adalah untuk menjelaskan upaya-upaya kebijakan yang dilakukan oleh Kota Padang dalam penataan ruang yang berbasis mitigasi bencana. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pemilihan informan dengan menggunakan purposive sampling, data primer diperoleh dari wawancara, sedangkan data sekunder dari dokumentasi dan studi pustaka. Analis data dilakukan dengan model interaktif. Hasil penelitian menunjukkan bahwa penataan ruang di Kota Padang yang didasarkan pada perda No. 4 Tahun 2012 telah memperhatikan daerah rawan bencana, terlihat dari adanya pengkategorian daerah rawan bencana di Kota Padang. Namun masih terdapat daerah rawan bencana yang masih menyalahi aturan pembangunan. Untuk itu, pemerintah Kota padang perlu memperhatikan rekomendasi izin mendirikan bangunan terutama di daerah-daerah yang rawan bencana dari instansi-instansi yang terkait.

Abstract

This research is motivated by the large number of water resources owned by PDAM Padang Panjang city. Furthermore, PDAM Padang Panjang city also has a breakthrough in activities that are not owned by other PDAMs in the West Sumatra region. Nevertheless, in reality, PDAM Padang Panjang City has not provided the same service to all its service areas. The research objective is to describe the performance of PDAM Padang Panjang in providing clean water for the people of Padang Panjang City. The research method used in this research is descriptive qualitative with data collection techniques using interviews, observation, and documentation. To test the validity of the data obtained, it was carried out through source triangulation techniques. The theory used in this research is the theory of performance, according to Wibowo, which consists of four variables, namely input, process, output, and benefits. The results showed that from the four variables put forward by Wibowo, it could be concluded that the performance of PDAM Padang Panjang in providing clean water for the people of Padang Panjang has not been maximally achieved. Because there are still several indicators from the theory used that have not achieved the results expected by the PDAM. For example, the human resources in the PDAM have not received evenly distributed training, incomplete financial management, incomplete supporting documents, and the management of existing natural water sources has not been maximized.

Abstract

The purpose of this study is to describe how efforts are being made to increase public understanding of non-natural disaster management, in this case the COVID-19 pandemic. This study uses a descriptive approach, with methodological techniques using interviews, documentation and literature studies. In dealing with COVID-19, of course, it is not only the duty of the government, but also the role of the community in the process of dealing with this pandemic disaster. In this regard, the community's understanding and ability to recognize the COVID-19 response system is needed. Therefore, based on the research conducted, the results show that in terms of quantity the capacity has been fulfilled, but when viewed in terms of quality there are still limitations. So the conclusion is there needs to be an increase in the rate of human resources by providing direct and periodic training and education. By continuing to carry out the Covid health protocol

Abstract

IMUD Class is an innovation in health service conducted by the Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. The IMUD Class innovation is a platform for pregnant women and has a baby under the age of 20 years. This innovation aims to reduce maternal and infant mortality rates especially young mothers under the age of 20 years. The formulation of the problem of this study is how the IMUD Class initiated by the Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. To describe and analyze IMUD Class using the theory Innovation of Attributes proposed by Everett. M. Rogers. Rogers said that five characteristics would be able to depict an innovation that would be accepted and adopted by the public. Those characteristics are relative advantage, compatibility, complexity, trialability, and observability. This study uses a descriptive qualitative research method with the data collection methods of interview, documentation, and observation about the innovation of the IMUD Class in Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. Based on the theory attributes of change, the IMUD Class at Padang Pasir Public Health Center as a whole has fulfilled the characteristics that must be possessed by an innovation.

Abstract

This study focuses on the policies of the DKI Jakarta Regional Government in handling Covid-19 in the primary health service sector in 2020. The main focus of this research examines the approach that has been taken by the Regional Government in dealing with Covid-19 problems, especially in health service units which are essential services (primary) society needs. Especially DKI Jakarta is the only city in Indonesia with a provincial-level status. This study uses a qualitative method. The form of the DKI Jakarta government's policy efforts in primary health services during the Covid-19 pandemic in 2020 with various tracing efforts by capturing asymptomatic cases in locations at high risk of Covid-19 transmission and treatment (treatment) with measures and solutions to improve; a. Health service capacity; b. Promotive and preventive efforts. Reporting from various references found by researchers, there are two different sides, namely the success and weakness in implementing the policy. The researchers found that promotive and preventive efforts in health service capacity programs were quite reasonable and practical from success. However, on the side of weakness, there are obstacles that the implementation process does not run optimally according to one source. It reflects on the policy perspective. It is expected that DKI Jakarta and other regions to draw valuable lessons for policy administrators.

Abstract

Salah satu nawacita Jokowi dan Jusuf Kalla dalam membangun Indonesia adalah membangun Indonesia dari pinggiran dengan memperkuat daerah dan desa. Tujuannya adalah memajukan perekonomian masyarakat desa dan mengatasi kesenjangan pembangunan nasional, yang dapat diwujudkan melalui Badan Usaha Milik Desa. Penelitian ini bertujuan untuk melihat bagaimana peran aktor dan sinergitas aktor dalam membentuk dan menjalankan BUMDes Tirta Mandiri. Penelitian ini menggunakan metode penelitian kualitatif dengan tipe study kasus, agar dapat memberikan pemahaman yang lebih mendalam tentang makna (arti subjek dan penafsiran) dan konteks tingkah laku serta proses yang terjadi pada faktor-faktor yang berkaitan dengan tingkah laku tersebut dan juga mengungkapkan proses kejadian secara mendetail untuk mengetahui peran aktor dan sinergitas ketiga aktor dalam menjalankan BUMDes Tirta Mandiri. Informan berasal dari aktor yang ada di BUMDes Tirta Mandiri. Untuk menguji keabsahan data yang didapatkan dilapangan dilakukan dengan teknik triangulasi sumber. Hasil dari penelitian ini menunjukkan bahwa hubungan antar aktor di BUMDes Tirta Mandiri saling berhubungan dan tidak bisa dipisahkan karena masyarakat sebagai pengguna sekaligus sebagai pengawas dan pemilik modal di BUMDes Tirta Mandiri. Selain itu, aktor-aktor dalam menjalankan BUMDes Tirta Mandiri saling bersinergi sehingga BUMDes Tirta Mandiri menjadi BUMDes yang berhasil.

Abstract

This study aims to describe and analyze how the implementation and process of earthquake disaster mitigation at Universitas Andalas. This research was motivated by the high risk of earthquake disasters at Universitas Andalas and the still low education and understanding of students and academic aspirations of disaster mitigation. So it is necessary to optimize mitigation activities in the Universitas Andalas campus area. This is in accordance with Law Number 24 of 2007 concerning Disaster Management and the Tridarma of Higher Education which has a strategic role in disaster management, especially in relation to learning, research and community service. The method used in this research is descriptive qualitative, data collection techniques using interviews and documentation. To test the authenticity of the data obtained in the field, researchers used source triangulation techniques. The selection of informants was done by purposive sampling. As for the results of this study, in general, disaster mitigation activities in increasing awareness of the threat of an earthquake in Universitas Andalas have not run optimally. This is evidenced by the implementation of several activities that failed to achieve the target in the form of increased disaster alertness and increased understanding of students and academics on disaster mitigation, the absence of regulations containing the implementation of disaster mitigation activities at Universitas Andalas. Lack of involvement of external organizations in implementing disaster mitigation activities, as well as limited human resources and budget in implementing disaster mitigation activities. The results showed that the alternative policy was chosen based on the criteria for selecting the alternative policy: 1) Technical feasibility, it was found that the purpose of establishing KEK was as a forum for ecraf’s actors. 2) Economic and financial, KEK doesn’t receive any special funds and no goals have been achieved. 3) Political viability, this policy doesn’t contradicting with the applicable regulations. 4) Administrative Operability policy is realistic, but the support from the nine offices has not been maximal. 5) The criteria chosen are based on the success of the other regions and then it is adopted. It is the main criteria in the process of selecting and determining KEK as an alternative policy for the development of creative economy potentian in Banyumas Regency

Abstract

Penelitian ini bertujuan untuk mendeskripsikan Efektivitas Dinas Pertanian Kota Padang dalam pelaksanaan program jajar legowo di Kota Padang. Sehingga tujuan dari program jajar legowo dapat terwujud dengan baik. Dimana yang menjadi sasaran dari program adalah kelompok tani selain itu program ini diklaim dapat menambah jumlah populasi tanaman padi sekitar 30 persen. Akan tetapi keadaan di lapangan mengatakan bahwa masih banyaknya petani yang tidak menerapkan program jajar legowo pada sistem penanaman padi sawah mereka. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi. Informan berasal dari pihak Dinas Pertanian Kota Padang dan kelompok tani yang menjadi sasaran program. Adapun hasil dari penelitian ini menunjukkan bahwa belum tercapainya sasaran dari kegiatan program jajar legowo. Selain itu masih kurangnya sumber daya manusia dan sumber daya modal yang dimiliki oleh Dinas Pertanian Kota Padang dalam melaksanakan program jajar legowo. Hal lain yang didapatkan di lapangan yaitu komitmen Dinas Pertanian dalam pelaksanaan program jajar legowo belum terlaksana sepenuhnya, dimana dalam pelaksanaan program jajar legowo tidak seluruh petani yang menjadi sasaran program merasakan komitmen dari Dinas Pertanian.

Abstract

Purpose of this study to describe the Integrated Marriage Administration Service Innovation (PANTER) by KUA Kecamatan Enam Lingkung, Padang Pariaman. Public service innovation doesn’t not require a something new, but can be a new approach in contextual at the sense that innovation not limited from there are ideas and practicies of innovation but can be in the form of innovation resulting from expansion or quality improvement of existing innovations. This research is using descriptive approach by qualitative methods. Technique of collecting the data was by interview and documentation.This study is motivated by good will from Head of KUA Kecamatan Enam Lingkung to make easier community of Enam Lingkung District to get some documents and to assist Disduckcapil Kabupaten Padang Pariaman in orderly administration. The result of this study is PANTER helped community to obtaining marriage documents and population documents like Nationality ID, Family Register, and Nationality Health Insurance without spending money and time. However, there are still some problem faced by the community and PANTER officer, such as lack of facilities and infrastructure, lack of PANTER officer and unstable internet networks.

Abstract

In life, the role of service is very large, including public service. Every service agency is obliged to improve the quality of service. The poor quality of public services in Indonesia must be immediately addressed by the government. One of the government's efforts to improve the quality of public services is by utilizing advances in information technology in the process of governance. This is known as e-government or the administration of electronic or internet-based government. The process of implementing e-government through several stages, web presence, interaction, transaction and transformation. One way to improve services is to follow the development of more effective information technology. So that it can encourage the government to accelerate e-government, which is an effort to improve electronic-based government services. With the e-government system, it is hoped that every public service agency can provide an increase in the quality of public services that are more transparent, effective and efficient. For online services, the people of Padang City can already access it, but there are still a number of obstacles in its operation. This study aims to determine the application of e-government in making ID cards at the Population and Civil Registration Office of Padang City. This study uses the theory of Nugroho (2007), the stages of development of the implementation of e-government in Indonesia are divided into four and to see the indicators of effectiveness using the theory of Sondang P Siagian. Data collection techniques are interviews, documentation and observation. The research method used is qualitative with descriptive type. The informant selection technique was purposive sampling and tested the validity of the researcher's data by triangulation of sources. The results of the study indicate that public services at the Padang City Population and Civil Registration Service in using the website are still not effective. There are still obstacles in its implementation, which are related to servers and networks that sometimes have problems, besides that socialization needs to be improved so that public and bureaucrats awareness increases in utilizing e-government development in Padang City
