Abstract

Village Law No. 4 2016 does not guarantee the granting of full authority to the nagari government. The administration of nagari government is dominated by the state. Where all forms of programs have been regulated by the government above them through the regulations and policies they issue. The emergence of a number of policies issued by the government through its ministries means that government administration cannot move and must implement them. For example, Presidential Regulation Number 104 of 2021 concerning details of the APBN for the 2022 fiscal year in article 5 paragraph (4) regulates the use of Village Funds for 2022, one of which is through a social protection program in the form of Direct Cash Assistance (BLT) for villages of at least 40% of total revenue. village funds and 20% for food security and improvement programs and 8% for preventing and handling Covid-19. As well as Regulation of the Minister of Village PDTT RI Number 7 of 2021 concerning Priority Use of Village Funds in 2022, and Regulation of the Minister of Finance of the Republic of Indonesia Number 190/PMK.07/2021 concerning Management of Village Funds. Based on these regulations, it is clear that the administration of the Nagari government must follow this, including the administration of the Nagari Balah Aie government which is also inseparable from the policy commands that have been blinded by the government above.

Abstract

Penelitian ini bertujuan untuk menganalisis bagaimana relasi kekuasaan politik dan fragmentasi kepentingan memengaruhi dinamika jaringan kebijakan penurunan stunting di Kabupaten Agam. Dengan menggunakan pendekatan kualitatif melalui studi kasus, penelitian ini mengkaji interaksi antar aktor formal dan nonformal dalam implementasi kebijakan berdasarkan tujuh dimensi jaringan kebijakan dari Frans van Waarden (1992), dengan fokus pada dimensi hubungan kekuasaan dan kepentingan. Hasil penelitian menunjukkan bahwa relasi kekuasaan yang bersifat sentralistik dan dominasi aktor struktural, seperti Sekretaris Daerah, telah menghambat kolaborasi horizontal dan inisiatif aktor lokal. Selain itu, fragmentasi kepentingan antar OPD serta lemahnya koordinasi lintas sektor menyebabkan kebijakan berjalan secara sektoral dan tidak terintegrasi. Ketimpangan akses informasi, dominasi keputusan dari pusat jaringan, serta minimnya akuntabilitas kolektif memperlemah efektivitas kebijakan. Penelitian ini berkontribusi dalam memperluas pemahaman tentang teori jaringan kebijakan dalam konteks isu kesehatan publik, sekaligus menyarankan pentingnya reformulasi struktur koordinasi, penguatan peran aktor lokal, dan penerapan pendekatan multilevel governance dalam menghadapi isu kompleks seperti stunting.

Abstract

Efficient highway infrastructure is indispensable for Vietnam's continued economic growth and development. However, the governance of highway construction projects in the country has grappled with numerous challenges that hinder their effective implementation. This study aims to conduct a comprehensive evaluation of the current policies and practices governing highway construction in Vietnam, and propose pragmatic recommendations to enhance the governance framework. A qualitative research approach was employed, involving an in-depth analysis of relevant policy documents and semi-structured interviews with key stakeholders from both the public and private sectors. The findings reveal significant inadequacies in the policy formulation process, a lack of transparency and public participation, as well as ineffective monitoring and accountability mechanisms. To address these critical governance deficits, the study recommends strengthening the legal and regulatory frameworks, improving inter-agency coordination and delineation of responsibilities, actively promoting public-private partnerships, and implementing robust monitoring, evaluation, and audit systems. By instituting these crucial governance reforms, Vietnam can optimize the allocation of resources, enhance the quality of highway construction projects, mitigate risks, and ultimately foster the sustainable development of its vital highway infrastructure network.

Abstract

Academic motivation provided an important role in students’ academic success and career preparation; however, many university students experience motivational decline due to uncertainty about future career pathways. This study examined the effect of alumni sharing sessions on academic motivation and career-related outcomes among undergraduate students at Universitas Andalas. A quantitative pre–post design was applied involving 44 undergraduate students who participated in an alumni sharing session. Data were collected using measures of academic motivation, career decision-making self-efficacy, job-search intention, and perceived study–work relevance. Descriptive analysis and Wilcoxon signed-rank tests were conducted to examine changes before and after the intervention. The results showed no statistically significant change in overall academic motivation. However, significant improvements were found in intrinsic motivation and identified regulation, accompanied by a significant decrease in amotivation. Career decision-making self-efficacy increased significantly after the session, while job-search intention and study–work relevance demonstrated positive directional changes. Participants also rated the alumni sharing session as beneficial for clarifying career direction and strengthening learning relevance. These findings suggest that alumni sharing sessions contribute meaningfully to strengthening specific dimensions of academic motivation and enhancing career readiness among university students.

Abstract

Regional spatial planning is a strategic public policy involving various interests and actors with a long-term orientation. However, in practice, spatial planning policies often face inconsistencies between regulatory objectives and regional development dynamics. This article aims to analyse the agenda-setting process in Padang City's spatial planning policy by examining how public issues are constructed, prioritised, and formulated into policy through the Padang City Regional Spatial Plan (RTRW) for 2010–2030. This research uses a qualitative approach, utilising a case study method. Data were collected through in-depth interviews, document studies, and policy tracing. The analysis was conducted using the concept of Agenda Setting Stages by Andersin and the concept of Agenda Setting by Nikolaos Zahariadis to explain and understand the patterns of interaction and interrelationship between official (within the government) and unofficial (outside the government) actors in policy formulation. The results indicate that the spatial planning agenda in Padang City is shaped by the dynamics of interactions among government, political, and non-governmental actors, with a dominant focus on economic development and investment interests. Development processes tend to prioritise technocratic and political considerations, while disaster mitigation and public interest are often neglected. These findings confirm that the agenda-setting process plays a crucial role in determining the direction and quality of regional spatial planning policies and has implications for the consistency of spatial planning policy implementation.

Abstract

Padang City, Indonesia, faces near-field tsunami risk where evacuation time is severely limited, making vertical evacuation shelters critical life-safety infrastructure. This study analyzes the disaster management system underpinning tsunami shelter management in Padang using a qualitative case study design. Data were drawn from policy and planning documents, the BPBD Padang shelter inventory (2019), and the BPBD tsunami evacuation plan map (2025), and analyzed through thematic analysis with source triangulation. Results indicate four systemic issues: (1) fragmented shelter definitions and incomplete inventories that weaken capacity planning; (2) a pronounced readiness assurance gap, where large nominal capacity (~53,874 people) coexists with feasibility-testing status recorded as “not yet conducted” for key shelters; (3) partial operational integration between shelters, evacuation routes, warning devices, and routine drills; and (4) governance challenges arising from a multi-owner shelter portfolio requiring clear accountability, access guarantees, and sustainable maintenance. The study contributes a readiness assurance lens that distinguishes nominal shelter availability from verified operational readiness and offers actionable implications: establishing a unified shelter registry, institutionalizing feasibility evaluation and recertification, strengthening end-to-end integration with evacuation operations, and formalizing governance instruments for privately owned shelters. These findings highlight that effective tsunami shelter management depends on governing shelters as safety-critical socio-technical systems rather than static assets.

Abstract

This research aims to describe and analyse the strategies carried out by the Bukittinggi City Population Office in improving service quality. The method used in this research is qualitative research method with descriptive research design. The data obtained was carried out with data collection techniques in the form of observation, interviews, and documentation. As well as informant selection techniques with Criterion Sampling techniques with a total of 14 informants and data analysis techniques using the Miles and Huberman method, which starts from data collection, data reduction, data presentation and conclusion drawing/verification. Based on the results of the study, it can be concluded that the Bukittinggi City Population and Civil Registration Office carried out several strategies that were useful for improving service quality. The strategies carried out in the form of creating service media that are useful for providing services and information to the public, conducting periodic meetings that are used to evaluate the services provided, monitoring when staff provide services, and coordinating with several agencies to improve service quality, and regarding the implementation of the Bukittinggi City Population and Civil Registration Office strategy in improving service quality as a whole can be said to be good, but it needs improvement in several indicators such as revamping and rejuvenating facilities and infrastructure, increasing socialisation related to online services, and disciplining staff regarding service time after break time.

Abstract

The drafting of the 2025–2045 West Sumatra Provincial Long-Term Development Plan (RPJPD) requires the substantive involvement of civil society organizations (CSOs) to ensure democratic, high-quality, and sustainable development planning. The role of CSOs is important given the strong socio-cultural character of West Sumatra, particularly the value of “bulek aia dek mufakat” which emphasizes deliberation in decision-making. This study aims to analyze the role of CSOs in the agenda for drafting the 2025–2045 West Sumatra Provincial RPJPD. The method used is qualitative research with an intrinsic case study approach. Informants were selected using purposive sampling, while data analysis was conducted based on the informants' perspective (emic) validated through data triangulation. The researcher used policy advocacy theory in this study. The results show that the role of CSOs in the formulation of the RPJPD can be divided into three categories: zero participation, token participation, and delegated participation. The findings show that most CSOs still have a low level of participation, while substantive participation is only carried out by a handful of CSOs. Of the forty-three (43) organizations invited, only about five (5) CSOs are officially registered with the West Sumatra Provincial Kesbangpol Agency. In general, the role of CSOs in regional development planning is not yet optimal and is still normative-administrative in nature, Meanwhile, CSOs are required to increase their advocacy capacity in order to defend the public interest and ensure that their ideas are integrated into planning documents, particularly the 2025–2045 West Sumatra RPJPD.

Abstract

Online Single Submission (OSS) is a digital-based licensing system designed to simplify and accelerate public service delivery. In West Pasaman Regency, OSS is mandatory for business actors with significant investment values. However, its implementation continues to face several challenges, including low digital literacy among users, limited system integration across government agencies, and service delivery that does not meet established time standards. These issues have generated dissatisfaction and resistance from service users. This study aims to evaluate the effectiveness of OSS utilization in public service delivery at the Investment and One-Stop Integrated Service Office (DPMPTSP) of West Pasaman Regency and to identify the factors hindering its implementation. The research adopts a qualitative descriptive approach, employing in-depth interviews, documentation, and field observations. Data analysis is conducted using the Technology Acceptance Model (TAM 1) proposed by Fred Davis (1989), focusing on perceived usefulness and perceived ease of use. Informants were selected through purposive sampling, involving 14 representatives from service users and relevant government agencies. The findings reveal that OSS has not been implemented effectively. The system is perceived as providing limited benefits and being difficult to use, particularly for small business actors. These constraints have led to low levels of trust and system utilization. Enhancing OSS effectiveness requires technical improvements, increased digital literacy, and stronger institutional support.

Abstract

This study aims to analyze the implementation of public services for vulnerable groups at the Balikpapan City Investment and One-Stop Integrated Services Agency (DPMPTSP). Vulnerable groups include people with disabilities, the elderly, pregnant women, and low-income communities, who often face various obstacles in accessing public services. This study used a qualitative approach with descriptive-analytical methods. Data collection was conducted through in-depth interviews with DPMPTSP officers, vulnerable groups, and relevant stakeholders, direct observation of the service process, and analysis of documents related to public service policies. The results indicate that the Balikpapan City DPMPTSP has implemented several service innovations, such as priority counters and online services, to facilitate vulnerable groups. However, several obstacles remain, such as limited human resources who understand the special needs of vulnerable groups, infrastructure that is not yet fully disability-friendly, and a digital divide that impacts access to online services. This study recommends increasing human resource capacity through sensitivity training for vulnerable groups, improvements to physical and digital infrastructure, and collaboration with community organizations to ensure inclusive and equitable public services. Implementing these recommendations is expected to improve the quality of public services and ensure that vulnerable groups' rights to access public services are fulfilled.
