Abstract

Ethics must always be considered in every phase of public service. If every apparatus has ethics in public services, the organization will be able to achieve the ultimate goal of service, namely providing services with good performance in order to provide satisfaction to the public. This study uses a qualitative method with descriptive analysis type of research. Judging from the indicators of public service ethics consisting of equality, equity, loyalty, and responsibility. In conclusion, population administration and civil registration services in providing services to the community are not maximal enough, because population administration services are still slow and convoluted.

Abstract

In terms of utilization of village funds, if examined more deeply in the period of 2015-2019, the central government has allocated village funds worth Rp.46.9 trillion, double the previous year which was only Rp20 trillion. The village funds were then allocated to 74,754 villages spread across Indonesia, and each village received village funds ranging from Rp. 600 million to Rp. 800 million. Interestingly, based on preliminary data from Indonesia Corruption Watch (ICW), from 2015 to Semester I 2018, cases of corruption in village funds have increased, there are approximately 181 cases of corruption in village funds with 184 corruption suspects and a loss of Rp 40.6 billion. There are three assumptions arising from the above data findings, namely (1) there are cultural factors that are supported by the foundation of social norms that emphasize patron-client joints and negative symbiotic-mutualism relationships between village elites and local groups of village communities; (2) weak institutionalization of political institutionalization at the village level, where bribe money is the norm in establishing a development project; (3 The management of village institutional institutions after the issuance of Law No. 6/2014 on Villages, is not comparable with the ability of local elites and government at the local level in describing the reality of development and community empowerment, so that it continues to grow the oligarchic practices of elite power that has traditional authority which is wrong One trigger for corruption The solution offered is the Procurement Team from Andalas University conducting training to Nagari officials in Nagari Panyakalan, Solok Regency, on how to build Anti-Corruption Integrity in the utilization of village funds and then the Penggal Team in collaboration with the Nagari Apparatus, the Nagari Deliberation Board (BMN) ) helped initiate the formation of an anti-corruption monitoring group in the nagari.

Abstract

The problem of flooding is serious in the city of Padang. Padang Selatan sub-district is one of the sub-districts that has experienced one of the worst floods in 2018 in Rawang Urban Village each year. Flooding is a disaster that can be prevented and minimized its impact. However, avoiding and overcoming the flood disaster cannot be done by the government alone. The effect of floods on the community not only in the form of loss of property and buildings, also flooding also dramatically affects the community's economy and overall community development, especially health and education. The purpose of this activity is to provide training in increasing the capacity of the population in flood preparedness by using a focused lecture and discussion method by involving all stakeholders (elements of the community) in Rawang Village. The results obtained from this activity are that the community's awareness is still lacking towards flood prevention, This can be seen from the way of life of the population which most of them always do not reflect the culture of clean and healthy living. The community is accustomed to throwing garbage along the river and drainage without caring about the impact. With this activity, it is expected that in the future, the anticipation of flood disasters by increasing community capacity in preparedness. The community was targeted for capacity building because the population was affected by the natural flood.

Abstract

After the enactment of the Village Law which is full of various new policies, it also has implications for the Village Consultative Body (BPD) with changes in the position, duties, functions and authority of the BPD. One of them is the issuance of Permendagri No. 110/2016 concerning BPD, and most recently in the context of West Sumatra the issuance of the Regional Regulation of West Sumatra Province No 7/2018 concerning Nagari. This Perda is claimed to be the first indigenous village regulation in Indonesia that wants to show the existence of Nagari "Asli" vis a vis with the implementation of modern village government in the implementation of public services. On the other hand, the weak role and function of BPD in running village government still occurs, including Nagari Sumanik. This dedication activity was to provide an understanding of the shifting position of BPRN; increase the understanding of BPRN members regarding their roles, functions, duties and authorities; and strengthening the role of BPRN in supporting the administration of the nagari government. The method of implementing community service included 3 (three) stages, namely; 1) Preparation; 2) Implementation; and, 3) Program evaluation or reflection on activities. Not all Regencies / Cities have responded to the policies of the Nagari Government in West Sumatra, including the Tanah Datar District, so this service activity is important for BPRN Sumanik, where not all members have a government background in strengthening their capacity to carry out their duties and functions and anticipate changes in policy.

Abstract

Governance has become an interesting field of study in public administration. The shifting of authority from central government to local government and even to village level becomes a challenge as well as an opportunity for bureaucrats to provide community services. It justifies why understanding of ideal and relevant governance is needed to solve current problems. As a bureaucracy aiming to serve the community, Nagari is expected to be able fulfilling the society’s needs. Based on this condition, this initiative was conducted in Nagari Talang Anau, Kecamatan Gunuang Omeh, 50 Kota Regency, West Sumatera Province to solve the problems of limited understanding of local government employees regarding state administration (government). To achieve this goal, the program began by contacting and making confirmation with Wali Nagari and then followed by training and socialization regarding state administration system (government), public policy formulation in Nagari, and community services. The result indicated that there were several problems in Nagari Talang Anau administration, such as limited access to information and technology sector, lack of programs by Lembaga Pemberdayaan Masyarakat (LPM) and insufficient human resources. Based on these problems, the authors and the team members suggested that Nagari administration should focus more on the issue of improving the quality of human resources.

Abstract

Dalam rangka peningkatan peran-peran masyarakat dalam penanggulangan bencana, maka pemerintah Kota Padang memfasilitasi dengan terbentuknya Kelompok Siaga Bencana (KSB). Kecamatan Padang Selatan merupakan salah satu daerah yang melakukan kegiatan pemberdayaan masyarakat, fenomena yang terjadi adalah daerah yang memiliki tingkat kerentanan yang cukup tinggi. Tujuan penelitian ini adalah untuk menjelaskan dan mendeskripsikan proses pemeberdayaan masyarakat dalam pengurangan risiko bencana banjir di Kecamatan Padang Selatan.Berdasarkan dari hasil penelitian, maka dapat di ambil kesimpulan bahwa pemberdayaan masyarakat telah dilakukan oleh BPBD Kota Padang dan KSB Kecamatan Padang Selatan. Akan tetapi, dalam pemberdayaan yang dilakukan belum optimal hal ini disebabkan karena tingkat ketergantungan masyarakat yang tinggi dan tupoksi KSB Kecamatan Padang yang belum jelas dalam melakukan pemberdayaan masyarakat. Adapun saran yang dapat di sampaikan adalah : pelatihan dan sosialisasi dilakukan sebaiknya dilakukan secara merata dan berkelanjutan, serta memperjelas tupoksi KSB agar kegiatan terkait kebencanaan dapat dilakukan dengan semestinya oleh seluruh anggota.

Abstract

Partnership in disaster mitigation is important considering that disaster risk reduction efforts are the responsibility of all parties. This study aims to analyze and describe the partnerships of government, NGOs, and Non-Government organization in disaster smart schools in improving earthquake and tsunami disaster preparedness in school located in the red zone in Padang City. This research is motivated by the city of Padang which is a disaster-prone area. Therefore, the municipal government of Padang has the responsibility to protect its citizens from the threat of disaster. The research design used is a descriptive method with a qualitative approach. This research design is considered capable of explaining this research in depth. The results showed that overall the partnership between BPBD Padang and its partners namely Kogami, Jemari Sakato, POF BPBD West Sumatra, and DRRI, in an effort to improve preparedness in schools has gone quite well. The partnership in this study uses a mutualistic partnership models because the partners are aware of the important aspects of partnership, namely providing mutual benefit and getting more benefits so that they are able to optimally achieve the goals of Disaster Smart Schools.

Abstract

This study found facts that contradict the issue of the importance of good implementation in a public policy, in the technology-based public policy program in the City of Padang Panjang PADUKO (Population Document Service Online), programs that can streamline community time and energy do not run properly in the City. Long Field. The purpose of this study is to see how the implementation of the PADUKO Policy at the Department of Population and Civil Registration of Padang Panjang City. This study was analyzed using the Merilee S. Grindle policy implementation theory which consists of two indicators, namely the content of the policy (context of policy) and the policy environment (content of policy). This research uses descriptive research method with a qualitative approach. Based on the results of research with Merilee S. Grindle theoretical analysis, it can be said that the application of PADUKO at the Department of Population and Civil Registration of Padang Panjang City is not good enough. There are several obstacles to the PADUKO policy, namely, inadequate human resources and a heavy workload, inadequate infrastructure, socialization strategies carried out by implementors are ineffective and not well targeted

Abstract

As a form of e-Government development initiative, Nagari Tanjung Haro Sikabu-kabu Padang Panjang has an initiative in the form of using the OpenSID web application. But in its implementation, there are still shortcomings and problems in the OpenSID implementation process. This research was conducted using qualitative descriptive methods. Data were collected through interviews with respondents selected based on purposive sampling technique, documents on the use of OpenSID web and observing the use of OpenSID web on improving public services. The study show that the use of the OpenSID web in improving public services has gone well, can be seen from the dimensions of public sector web analysis. Utilization of the OpenSID web has various information and is managed well with the PPID. The impact of public services that can be felt from the use of the OpenSID web is to easily obtain nagari information, information on public service processes and public services that can be resolved quickly because of population data that already exists on the OpenSID server. However, the utilization of the OpenSID website is still not running optimally. This is because some of the information contained in the content is non-updated information and some information does not yet exist.Sebagai bentuk inisiatif pengembangan e-Government, Nagari Tanjung Haro Sikabu-kabu Padang Panjang memiliki inisiatif dalam bentuk menggunakan aplikasi web OpenSID. Namun dalam implementasinya, masih ada kekurangan dan masalah dalam proses implementasi OpenSID. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif. Data dikumpulkan melalui wawancara dengan responden yang dipilih berdasarkan teknik purposive sampling, dokumen tentang penggunaan web OpenSID dan mengamati penggunaan web OpenSID untuk meningkatkan layanan publik. Studi ini menunjukkan bahwa penggunaan web OpenSID dalam meningkatkan layanan publik telah berjalan dengan baik, dapat dilihat dari dimensi analisis web sektor publik. Pemanfaatan web OpenSID memiliki berbagai informasi dan dikelola dengan baik dengan PPID. Dampak dari layanan publik yang dapat dirasakan dari penggunaan web OpenSID adalah dengan mudah mendapatkan informasi nagari, informasi tentang proses layanan publik dan layanan publik yang dapat diselesaikan dengan cepat karena data populasi yang sudah ada di server OpenSID. Namun, pemanfaatan situs web OpenSID masih belum berjalan optimal. Ini karena beberapa informasi yang terkandung dalam konten adalah informasi yang tidak diperbarui dan beberapa informasi belum ada.

Abstract

This study aims to explain service innovations in the health sector that have been carried out by the Pariaman District General Hospital so that the services provided to the community are better. So far what has happened in the city is the presence of bad services performed by various existing hospitals in the regions so that there are people who complain about these health services. This study uses qualitative research methods with data collection techniques through interviews, observation and documentation. The informants came from the hospital and the community who performed the service. The results of this study indicate that the Pariaman Regional General Hospital has been innovating as a form of effort of the Pariaman Regional General Hospital in facilitating matters of service to the community, with the existence of innovations in the Pariaman Regional General Hospital since 2018, the quality of services has increased, things this is proven by the Community Satisfaction Index (IKM) in 2018 which is outstanding value. Penelitian ini bertujuan untuk menjelaskan inovasi–inovasi pelayanan di bidang kesehatan yang telah dilakukan oleh Rumah Sakit Umum Daerah Pariaman sehingga pelayanan yang diberikan kepada masyarakat menjadi lebih baik. Selama ini yang terjadi di masyarakat adalah terdapatnya pelayanan buruk yang dilakukan oleh berbagai rumah sakit yang ada di daerah. Sehingga dengan demikian ada masyarakat yang mengeluhkan pelayanan kesehatan tersebut. Penelitian ini menggunakan metode penelitian kualitatif dengan Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Informan berasal dari pihak rumah sakit dan masyarakat yang melakukan layanan. Adapun hasil dari penelitian ini menunjukkan bahwa Rumah Sakit Umum Daerah Pariaman telah melakukan inovasi sebagai bentuk upaya Rumah Sakit Umum Daerah Pariaman dalam mempermudah urusan pelayanan kepada masyarakat. Dengan adanya inovasi di Rumah Sakit Umum Daerah Pariaman tersebut semenjak tahun 2018, kualitas pelayanan semakin meningkat, hal ini dibuktikan dengan Indek Kepuasan Masyarakat (IKM) pada tahun 2018 yang bernilai sangat baik.
