Abstract

Waqf in Islam is a Shari'a that is highly recommended and waqf is one of the financial instruments in the Islamic treasury apart from zakat, infaq and alms. Waqf and zakat also have different characters, but both are Islamic financial instruments. Zakat is consumptive in nature where it is distributed to consumption items so that its benefits are not sustainable, while waqf from the start is required to be productive and sustainable, that is, it survives if its assets and the results of its management are distributed in the form of assets and benefits so that the waqf can survive and continue to provide continuous benefits. This research aims to analyze the application of cash waqf in improving access and quality of Al-Qur'an education. This research was conducted at the Tahfidz Al-Qur'an Ibnu Jauzi Dramaga Islamic Boarding School in Bogor with 42 respondents. The research method used was a quantitative approach. Quantitative analysis is used with simple linear regression with data collection techniques through distributing questionnaires, observation and documentation. The results of the research show that the management of cash waqf in this Islamic boarding school has had a positive impact on increasing access and quality of Al- Qur'an education. The results of this research also show that cash waqf has a strong positive correlation or relationship with increasing access and quality of Al-Qur'an education.

Abstract

This article discusses the subject matter of curriculum for pre-baligh children's education in terms of the thoughts of Ibn Qayyim Al Jauzi and is enriched with other thoughts that refer to Al- Qur'an and hadith. This study uses the library research method, especially in the book Tuhfah Al-Maudud bil Ahkamil Maulud, written by Ibn Qayyim Al-Jauzy. The results of the study show that Imam Ibn Qayyim Al-Jauzi is very detailed in detailing what material or curriculum should be given to children, even from 0 to 2 years old. It was also found that the choice of the word "ghulam" in various hadiths describes the interactions of the Prophet Sallallaahu 'Alaihi Wasallam with young children, describing what educational materials should be delivered to them. In addition, the authors can formulate that the educational material for children at pre-battle age includes education on aqeedah, morals, or adab, character, faith, self-confidence, amar ma'ruf nahyi munkar, and awareness to defend religion.

Abstract

Purpose:This article rethinks pilgrim protection as the normative core of Umrah administration by examining whether regulatory compliance and Islamic business ethics function as an integrated governance framework or remain disconnected in practice. It positions pilgrim welfare, financial security, and spiritual integrity as the primary criteria for assessing the legitimacy of Umrah services.Design/Methodology:The study employs a qualitative socio-legal approach combined with normative ethical analysis. It examines Indonesia’s regulatory framework for Umrah administration and the operational role of digital oversight systems as instruments of monitoring and reporting. Compliance is interpreted through maqasid-oriented principles of Islamic business ethics, drawing on regulatory provisions and documented patterns of administrative problems to evaluate protection outcomes.Findings:The findings indicate persistent structural weaknesses in compliance quality and fragmented oversight, reflected in recurring issues such as system misuse and cases of pilgrim abandonment. These patterns demonstrate that procedural compliance does not automatically translate into substantive pilgrim protection. While strengthening data-driven supervisory systems is necessary, it remains insufficient without robust internal compliance capacity and accountable service standards.Practical Implications:This article offers a protection-centered analytical framework that bridges legal compliance theory and Islamic business ethics by reframing pilgrim protection as measurable governance substance rather than a symbolic commitment. It contributes a conceptual shift from form-based compliance to outcome-oriented ethical accountability in faith-based service administration.Originality/Value:The study recommends integrating sharia-compliance guidance into digital oversight mechanisms, strengthening transparency and public accountability, and developing fair dispute-resolution procedures to realign industry incentives with effective pilgrim protection and public trust.

Abstract

Background: The governance of Umrah services in Indonesia formally emphasizes sharia compliance and regulatory control as mechanisms for protecting pilgrims. However, recurring problems in service delivery suggest a gap between procedural compliance and the substantive protection expected within religious service administration. Aims: This study aims to examine how regulatory compliance and ethical governance influence the protection of Umrah pilgrims in Indonesia by assessing whether existing governance mechanisms provide substantive protection or remain limited to procedural compliance. Method: The study adopts a normative–empirical approach by examining statutory regulations, policy instruments, and supervisory mechanisms governing Umrah services. These regulatory frameworks are analyzed alongside institutional documents and implementation records to assess how compliance mechanisms operate in practice. Results: The findings indicate that pilgrim protection is predominantly pursued through procedural mechanisms such as licensing systems, administrative reporting, and digital monitoring platforms. Nevertheless, these instruments do not consistently produce strong and enforceable protection across the Umrah service chain. In many cases, sharia compliance functions primarily as formal adherence to regulatory requirements rather than as an ethical commitment to safeguarding pilgrims’ rights and service reliability. Conclusion: The study concludes that effective pilgrim protection requires a shift from procedural compliance toward ethical governance and substantive regulatory accountability. Strengthening institutional compliance mechanisms and integrating ethical principles into regulatory supervision are essential for ensuring that sharia compliance functions as a meaningful instrument of protection rather than merely an administrative standard.

Abstract

This research investigates the intention of Millennials and Generation Z in Indonesia to engage in digital cash waqf by integrating technology acceptance determinants with religiosity. The study adopts a quantitative research design. Data were obtained from Muslim respondents in the Millennial and Generation Z cohorts and analyzed using Partial Least Squares-Structural Equation Modeling (PLS-SEM) to examine relationships among UTAUT dimensions, religiosity, and adoption intention. The empirical findings demonstrate that performance expectancy, social influence, and facilitating conditions positively and significantly influence individuals' intention to adopt digital cash waqf. In contrast, effort expectancy does not show a statistically significant effect. Religiosity has a direct and significant impact on adoption intention and serves as a selective moderating variable, strengthening the relationship between performance expectancy and intention. By incorporating religiosity as both an explanatory and moderating factor, this study extends the UTAUT framework within the context of value-oriented Islamic philanthropy. The results suggest that digital waqf platforms should prioritize tangible benefits, robust governance, and transparency, while also leveraging religious values and social networks to enhance adoption among younger Muslim generations.

Abstract

The This study aims to develop an integrated model of Sukuk-Linked Waqf to optimize unproductive waqf assets in Indonesia. Despite the vast potential of waqf assets, their utilization remains suboptimal due to limited managerial capacity, lack of innovation, and weak governance. This research adopts a qualitative approach combined  with the Analytical Network Process (ANP) to identify key determinants influencing the effectiveness of waqf management. The results show that the consistency ratio (CR) values across stakeholders—Badan Wakaf Indonesia (0.08), Otoritas Jasa Keuangan (0.07), Dewan Syariah Nasional Majelis Ulama Indonesia (0.06), Bank Syariah Indonesia (0.09), investors (0.08), and practitioners (0.07)—are all below the acceptable threshold of 0.10, indicating reliable and consistent judgments. In terms of priority criteria, transparency (0.26) and regulatory support (0.22) are identified as the most influential factors, followed by public trust (0.20), institutional efficiency (0.18), and socialization or financial literacy (0.14). The study proposes an Integrated Sukuk–Waqf Synergy Model (ISWSM) as an innovative solution that integrates Islamic social finance and capital market instruments through a digital platform. The proposed model enables sustainable financing by combining philanthropic and commercial funds through a blended finance approach. This research contributes theoretically by enriching Islamic social finance literature and practically by offering an implementable model for stakeholders. It also provides policy implications for strengthening governance and developing innovative financing mechanisms to support sustainable socio-economic development.

Abstract

The purpose of this study is to examine how capital expenditure (X1) and employee expenditure (X2) influence the education index of regencies/municipalities (Y2) through employment absorption (Z1) and poverty (Z2) during the period 2002–2024. The method applied is multiple linear regression using the selected Random Effects Model (REM), with data analysis conducted through Eviews 8.0 Series to process panel data. The results of the t-test show that among the examined variables (capital expenditure (X1), employee expenditure (X2), employment (Z1), and poverty (Z2)), only capital expenditure (X1) does not have a significant effect on the education index of regencies/municipalities in Jambi Province (Y2) during 2002–2024, with a significance level of 5%. The other three variables—employee expenditure (X2), employment (Z1), and poverty (Z2)—were found to have a significant impact on the education index within the same period, at the 5% significance level. The Adjusted R-Squared value of 0.799658 (lower than the fixed effect model’s 0.900323) indicates a high R-Squared value of 0.803492. The F-statistic probability of 0.000000 further confirms the model’s overall significance, although the Durbin-Watson statistic of 0.242935, which falls below 2, suggests potential autocorrelation issues.

Abstract

Waqf has emerged as an increasingly important instrument within Islamic social finance due to its potential to promote sustainable social welfare and support long-term socio-economic development. Despite the growing innovation in waqf management and digital philanthropic platforms, participation among Millennials and Generation Z remains relatively limited. This study aims to examine the influence of religiosity on waqf intention and to investigate whether income moderates this relationship among Muslim Millennials and Generation Z in Indonesia. A quantitative cross-sectional survey design was employed, involving 280 valid respondents selected through convenience sampling. Data were collected using a structured questionnaire and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The results indicate that religiosity has a strong and significant positive effect on waqf intention (β = 0.854, p < .001), confirming that religious commitment is a major driver of Islamic philanthropic behavior among younger Muslims. In contrast, income has no significant direct effect on waqf intention (β = −0.025, p = .435) and does not moderate the relationship between religiosity and waqf intention (β = −0.018, p = .554). The structural model demonstrates substantial explanatory power, accounting for 72.9% of the variance in waqf intention (R² = .729). These findings suggest that waqf intention among Millennials and Generation Z is primarily shaped by internalized religious values rather than economic capacity. The study contributes to the literature on Islamic social finance by highlighting religiosity as an independent motivational driver and provides practical insights for waqf institutions to develop value-based engagement strategies tailored to younger generations.

Abstract

This study investigates the determinants of Indonesia’s halal food export performance by focusing on destination-country characteristics and trade policy factors. This study employed a quantitative explanatory approach using balanced panel data from ten major destination countries of Indonesian halal food exports during the 2015–2024 period. Using balanced panel data from ten major destination countries over the period 2015–2024, the analysis employs panel data regression to examine the effects of Gross Domestic Product, population size, the proportion of Muslim population, and import tariffs on export performance. Model selection procedures indicate that the Fixed Effect Model is the most appropriate specification, allowing the analysis to control for unobserved country-specific characteristics that remain constant over time. The empirical findings show that Gross Domestic Product, population size, and the proportion of Muslim population in destination countries have positive and statistically significant effects on Indonesia’s halal food exports, suggesting that economic capacity, market scale, and preference compatibility jointly shape effective export demand. In contrast, import tariffs exhibit a negative and significant effect, confirming that higher trade barriers reduce export competitiveness and limit market access. Overall, the results indicate that Indonesia’s halal food export performance is determined by a combination of economic, demographic, and policy-related factors in destination markets. These findings provide empirical support for export strategies that prioritize economically strong markets while addressing tariff-related barriers to enhance Indonesia’s competitiveness in the global halal food industry. This study contributes to the halal trade literature by providing empirical evidence on the economic, demographic, and tariff-related determinants of Indonesia’s halal food export performance.
