Abstract

Penerapan (KBK-BPJS) Kesehatan adalah merupakan bagian dari pengembangan sistem kendali mutu pelayanan yang bertujuan untuk meingkatkan efisiensi dan efektivitas penyelenggaraan pelayanan kesehatan.Pola komitmen pelayanan seperti ini terbukti dapat meningkatkan performa dari FKTP dalam memberikan pelayan kesehatan kepada peserta jaminan kesehatan. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan kapitasi berbasis pemenuhan komitmen pelayanan badan penyelenggara jaminan sosial kesehatan di kota semarang serta kendala-kendala yang di hadapi dalam menerapkan kebijakan tersebut.Metode penelitian yang digunakan adalah kualitatif. Jumlah informan utama 4 orang yaitu 2 orang pimpinan dinas kesehatan dan 2 orang pimpinan BPJS Kesehatan. Informan Triangulasi yaitu 10 orang. 2 orang Kepala Puskesmas, 4 orang Kepala Klinik Pratama dan 4 orang Kepala Dokter Praktek Mandiri. Data dikumpulkan dengan metode wawancara mendalam (indepth interview), observasi. (Observation), dan dokumentasi (documentation). Wawancara mendalam dilakukan dikantor masing-masing pembuat dan pelaksana kebijakan. Dan untuk menjaga keterbukaan informasi, wawancara mendalam dilakukan secara tertutup yakni person to person tanpa didampingi oleh petugas lain. Hasil Wawancara mendalam kemudian dianalisis secara deskriptif, terdiri atas data reduction, data display dan conclision drawing/verification yang dilakukan secara interaktif dan mendalam secara langsung dan berulang-ulang sampai datanya mencapai titik jenuh. Hasil penelitian menunjukkan bahwa Komitmen sudah cukup tinggi dan kerjasama struktur birokrasi belum optimal. Kata Kunci: Komitmen, Struktur Birokrasi, KBK, BPJS, FKTP.

Abstract

Compared with other Industrial parks in Jababeka, West and East Java, industrial parks progress in Central Java are less developed. This condition is mainly due to the lack of optimal management. Only limited studies comprehensively discuss the differences among in industrial parks in Central Java in particularly in management aspect. The research aims to comparatively analyze the differences and similarities of three industrial parks in term of their administration (location selection and preparation), infrastructure provision and management. This research adopts a descriptive-qualitative research method to discuss a particular research problem. The previous survey of this study was conducted in eight industrial parks management in Central Java. Three industrial parks (KIW, Terboyo, and BSB) representing industrial park s as a core business, an industrial plot provider and a residential area supporter were profoundly explored in dept. The data were collected through observation, focus group discussion (FGD), in-depth interviews and documentation. The key informants are the industrial park manager s and their team. The result s show that jurisdictional prerequisites are an important factor in the development of industrial estates, affecting construction costs and future management. The provision of infrastructure is fairly adequate. The quality of industrial park management does not depend on the status of ownership but the professionalism of the manager and tenant satisfaction. Both KIW and BSB have proved to offer better service performance than Terboyo. As own state regulation, however, KIW, there are many strict regulations and supervision, especially in land acquisition. Hence, the concept of land banking and supportive regulation are needed. Finally, the manager's commitment is pivotal to carry out the business and master plans.

Abstract

ABSTRACTThe use of X-rays is an integral part of clinical dentistry because it can help doctors when diagnosing a clinical symptom experienced by a patient through radiological images (x-rays). Radiation used in radiology is not only useful for helping to establish a diagnosis, it can also pose a danger to radiation workers and the general public who are around the radiation source. The method used is literature review, namely by examining data sources in the form of articles in research journal databases both from within and outside the country through e-journal searches, government regulations, and internet article sources that can be accounted for. The results showed that diagnostic radiology services are an integral part of medical services that need special attention because apart from being useful in establishing a diagnosis, it is also very dangerous for patients, staff and the surrounding environment if it is not carried out properly. In an effort to achieve quality and safe radiology services, excellent management and technical management are needed that are supported by good facilities/infrastructure, human resources and equipment.Dental hygienists should have knowledge of the application of safe radiation practices to all patients requiring radiographic examination. The findings of this study indicate that participants practice safer radiographic techniques with years of experience along with higher levels of education.

Abstract

Number of midwives in Fakfak District in 2012 was 108 persons. Number of Traditional Birth Attendants (TBAs) was 191 persons consisted of 79 (41%) trained TBAs and 112 (59%) untrained TBAs. The TBAs had an important role in delivery process because number of them was higher than number of midwives. Therefore, coverage of delivery process helped by health workers had not achieved the target. This research aimed to analyze the implementation of the partnership program between midwives and TBAs viewed from the aspects of input, process, and output at Fakfak District Health Office. This was qualitative research with descriptive-explorative approach by conducting indepth interview. Subjects were midwives and TBAs who had been partnering. Data were analysed using a content analysis. The input aspect showed that: 1) Implementers, midwives and TBAs only knew partnership in helping delivery; 2) Specific allocation funds for the program was not available. The funds was from Operational Support for Health but it was still not sufficient; 3) Specific means for the program was not available. The current means is from health center and village polyclinic but it is still limited. Furthermore, the process aspect revealed that: 1) Program planning, midwives and TBAs collected data of pregnant women, maternal, postpartum women, and number of TBAs; 2) The implementation was not good because midwives were not available when needed by TBAs and there was difficult to access. Socialization for cross-program (community leaders and religious leaders) and internship for TBAs had not been done yet due to insufficient fund; 3) Recording and reporting especially about partnership activities had not been done yet and only used a form on a Maternal and Child Health report. Regarding the output aspect, as many as 195 (89%) from 219 TBAs had not been partnered. Coverage of K1, K4, and delivery process helped by health workers from 2011 to 2012 decreased gradually. As a suggestion, District Health Office and Health Center need to maintain partnership by recruiting midwives, providing means, allocating fund, socializing to community leaders, and funding TBAs’ daughter or grandchild to study midwifery.

Abstract

 Complaint handling becomes an important groove when the resulting product does not match the customer's expected value. Complaints can be used as an opportunity to improve and develop hospital services. This research aims to analyze the complaint handling system and identify the complaint-handling factor and formulate a good complaints handling system in Permata Medika Hospital. This research uses a qualitative approach. The results showed that the input variables: commitment to handling complaints directly responsive handled no longer than 1-2 days, the system only has Operating Procedure Standards and flow, facilities to support complaint handling are complete, there is no training, seminars and delegations, reporting once a month , follow-up on handling complaints returned to their respective units, there are Standard Operating Procedures for handling complaints both verbally and in writing. Process variable: complaint handling is done by receiving, reviewing, investigating and resolving. Output variable: complaints were resolved directly in 176 cases and 20 cases required additional investigation time out of a total of 196 cases. Obstacles identified: have not categorized complaints based on severity, no policies, duties and responsibilities and evaluation has not been conducted. Formulate a good system with transparency and complaint handling strategies.It was concluded that there was no policy input for handling complaints, there was no categorization process for handling complaints, Output: 90% of complaints cases were immediately resolved, formulating complaints handling strategies and transparency mechanisms for handling complaints. Keywords         : complaints, complaint handling, complaint managementBibliography    : 47 (1999-2014)

Abstract

Supervision and Service Office (KPPBC) Type of Customs Madya Tanjung Emas Semarang strive to continue to provide performance and good service in order to implement good governance. In addition to providing education and training, Supervision and Service Office (KPPBC) Type of Customs Madya Tanjung Emas Semarang also strives to motivate employees to improve its performance. The purpose of this study was to determine the effect of education and training as well as the motivation of the employee performance in Supervision and Service Office (KPPBC) Type of Customs Madya Tanjung Emas Semarang. Based on statistical analysis of test results Kendall concordance coefficient W there are significant and positive influence between education and training and motivation on employee performance, evidenced by the value of 0.445 (below 0.50), Which means there is a positive influence between education and training and motivation of the employee performance moves in the same direction. While the coefficient of determination test results indicate that the Education and Training and Motivation affects 19.8% of the performance of employees in the Supervision and Service Office (KPPBC) Type of Customs Madya Tanjung Emas Semarang.

Abstract

In government service quality is a very important factor and must be considered as a good quality service will give satisfaction to the community as a whole. Given as a servant of the state provide quality service is his their duty and obligation. However field data about the quality of service at the District Land Office Kendal indications of poor quality of services performed by employees, where people have to wait long amounts necessary to take care of the land titling and the accumulation of the completion certificate.. The purpose of this study was to describe the quality of service creation in the land certificate at the District Land Office Kendal.This research is a quantitative description of the five indicators that is tangible (direct evidence), reliability (reliability), responsiveness (responsiveness), acess (ease) and courtesy (employee attitudes). The sample in this study is that people who need land titling in Kendal District Land Office as much as 89 respondents. The collection of data by distributing questionnaires to a sample that comes to Kendal District Land Office to take care of the land certificate and contains closed questions with four choices answer. Then the research data is processed using the analysis of quantitative description using the mean (average).The results showed that the quality of service in the District Land Office Kendal included in category tangible (direct evidence), reliability (reliability), responsiveness (responsiveness) and courtesy (employee attitudes) all of them categorized as good and acess ( ease ) in enough categories.

Abstract

The human resources of the organization has a variety of characteristics, including the ability to work, motivation and performance it has. These three components are closely related and are in themselves employees who carry out everyday tasks. The success of an organization is influenced by the performance of employees. This research was conducted to determine the relationship of ability and motivation with employee performance Bureau Regional Secretariat Governance of Central Java Province. In this study, using quantitative research techniques nonprobality census sampling sampling in which 47 respondents. Testing hypotheses using Kendall Rank as an ordinal of data. The studies results shows that (Z count (2.46)> Z table (1.96)) there is an acceptance of the hypothesis that there is a positive and significant correlation between the ability of employees (X1) and Performance (Y). (Z count (2.94)> Z table (1.96)) there is an acceptance of the hypothesis that there is a positive and significant relationship between motivation (X2) and Performance (Y). (ƒÓ2 count (104.742)> ƒÓ2table (71.308)). The acceptance of the hypothesis that there is a positive and significant correlation between the ability of employees (X1) and motivation (X2) and Performance (Y).

Abstract

This research is arranged to know of quality service for old day guarantee programs social security agency (BPJS) Ketenagakerjaan Ungaran Branch. This research uses the type of quantitative descriptive research. The number of samples is 100 participants old day guarantee programs social security agency (BPJS) Ketenagakerjaan Ungaran Branch. This research uses measurement through 5 dimension of servant that is tangible, reliability, responsiveness, assurance, and empathy by comparing between performance (X) and expectation (Y) that cause satisfaction or dissatisfaction. The results of this study indicate that there are three dimensions that are considered good and two dimensions are considered less good in service. Dimensions are: 1. Tangible, with an average value of performance level of 3,68; 2. Responsiveness, with an average performance level of 3,52; 3. Empathy, the average value of performance level of 3,50. While dimensions are considered less that is 1. Reliability, the average value of performance level of 3,23; 2. Assurance, with an average grade of performance of 3,34. Suggestions in this study should include training activities for officers, career development officers through education, staff development by adding tasks and involving officers for comparative studies.

Abstract

This research was arranged to analyze the implementation of TTG managerial program from Bapermades of Central Java Province and the constraints that may affect the TTG’s program implementation. Bapermades of Central Java province has not implement guidance and facilitation of optimal thus giving rise to problems in implementation. This research is kind of descriptive- qualitative research where the data was collected through interviews, observation, and literature study. Informants were taken by author is the head of SDA and TTG sub division, TTG’s sub division staff, Posyantek officials, and representatives of community groups. The Author used the indicators of TTG’s program implementation guides from Minister of Home Affairs Regulation and Central Java Governor Regulation then it compared accordingly with problems in the field. Based on the research, the results obtained that needs mapping of TTG are still in manual. Socialization, information media, IT knowledge and training are still in deficiency. Posyantek formation is still uneven and regulatory in Regents Regulation level as well as a special institution for TTG has not yet been established. The Number of human resources and budget limitation is the kind of obstacles for conducting the program. Based on the results, this study concludes that the implementation of TTG managial program have conducted in accordingly with the applicable guidelines of regulation, but it still encountered some obstacles so it can’t be implemented to the fullest. The advice given by the author is this program needs to be socialized and assisted to the community,it needs to improve the information media, training and developing in the IT field as well as increasing the cooperation with various stakeholders.
