Abstract

The purpose of this study was to determine and analyze the dispute resolution process KTUN through appeals of administration according to Law Number 51 Year 2009 regarding the Second Amendment to Law Number 05 Year 1986 concerning State Administrative Court and to know and analyze the strengths and weaknesses in the process dispute resolution through an administrative appeal case in Indonesia. This research is a normative empirical research, the method of approach to legislation, analytical approach. The results of the study are as follows: (1) The process of dispute resolution KTUN through the efforts of Appeals Administration according to Law Number 51 Year 2009 regarding the Second Amendment to Law Number 05 Year 1986 regarding Administrative Court Negaraialah dispute resolution TUN administratively conducted by agencies supervisor or other agencies from issuing the decision in question. Administrative appeals procedure is done by filing an administrative appeal letter addressed to the head of an official or other agencies and bodies / administrative official of the State which issued a decision that the authority to examine the disputed KTUN (SEMA 2 of 1991 dated July 9, 1991). Judging from the elucidation of Article 48 of Law Administrative Court, there are two categories of institutions / agencies authorized to deal with the Administrative Appeal, namely: (a) Agencies supervisor of officials who issued KTUN and; (B) any other authorized. While Strengths and Weaknesses in the Settlement of Disputes through the Administrative Appeals Efforts in Indonesia is; (1) Ratings administrative effort carried out fully against an administrative decision both in terms of legality (rechtmatigheid) as well as aspects Opportunitas (doelmatigheid) (2) the Parties are not faced with the decision win or lose (Winor Loose) as well as in the judiciary; (3) approach to dispute resolution is done with deliberation; (4) The trial is simple and quick no such formality in the Administrative Court; (5) There is no need to pay money matters; (6) Completed at internal concerned agencies; (7) An appeal is not bound to wear procedural administrative proceedings such as in the Administrative Court; (8) Do not need a lawyer; (9) The decision according to desire of the applicant; (10) Direct executable (strong eksekutorial). Weakness Settlement through the Administrative Appeals Efforts are; (1) At the level of objectivity of the assessment for the Agency / State Officials system that issued the Decree is sometimes associated interests, directly or indirectly, thereby reducing the maximum assessment that should be pursued; (2) There are no definite rules specifically time expired ratings or siding; (3) There is a chance of ignoring the report or appeal an administrative person.

Abstract

Lahan rawa pasang surut merupakan lahan marjinal tetapi memiliki potensi cukup besar untuk usahatani padi apabila dikelola dengan menerapkan teknik budidaya yang tepat. Kunci utama keberhasilan usahatani padi di lahan rawa pasang surut adalah pengelolaan air yang tepat dan pemberian hara yang seimbang pada varietas padi yang adaptif. Inpara (Inbrida padi rawa) merupakan varietas yang daya adaptasinya di lahan rawa beragam. Tujuan penelitian ini adalah untuk mengevaluasi keragaan varietas Inpara di lahan rawa pasang surut. Kegiatan dilaksanakan di Kebun Percobaan Belandean, Kabupaten Barito Kuala, Propinsi Kalimantan Selatan pada musim kemarau 2012. Tanah di lokasi pengujian tergolong tipologi lahan pasang surut sulfat masam potensial dengan tipe luapan air B. Percobaan menggunakan rancangan acak kelompok, 6 perlakuan dan 5 ulangan. Ada enam varietas padi rawa yang ditanam, yaitu Inbrida Padi Rawa (Inpara) 1, 2, 3, 4, 5 dan Margasari. Pengujian ini menunjukkan bahwa potensi lahan sulfat masam potensial dapat ditingkatkan dengan menanam varietas unggul Inpara 1, 2, 3, 4 yang produktivitasnya lebih tinggi dari varietas Margasari. Varietas Inpara 5 lebih sesuai ditanam di lahan rawa lebak. Kenaikan hasil Inpara 1, 2, 3, 4 dibandingkan varietas Margasari berturut-turut adalah 0,99, 1,39, 098, 0,98 ton GKG/ha. Kenaikan hasil varietas Inpara nyata sampai sangat nyata secara statistik.Swampy lands or wetlands are marginal lands but they have considerable potentials for rice farming. The main key solution to overcome swampy lands constraints are nutrient and water management as well as the use of adaptive rice varieties. Inparas (inbred swampy land rice) is variety released by the Indonesian Agency for Agricultural Research and Development (IAARD) which is adaptive to swampy land conditions. The purpose of this research was to evaluate the performances of Inpara varieties in tidal wetlands. The field experiment was carried out in Belandean Experiment Station, Barito Kuala District, South Kalimantan Province in the dry season of 2012. Soil of the site is classified as potential acid sulfate soil with type B overflow. The research was arranged in Randomized Completely Design, with 6 treatments and 5 replications. There were planted six swampy land varieties, i.e. Inpara 1, 2, 3, 4, 5 and Margasari. The result showed that potential acid sulfate soil could be increased by planting Inpara 1, 2, 3, and 4 which had higher yield than that of Margasari variety. Inpara 5 variety was more suitable to be planted on fresh water wetlands. The increasing yield of Inpara 1, 2, 3, and 4 compared to that of Margasari variety were 0.99, 1.39, 0.98, 0.98 ton/ha, respectively. The increasing yield of Inpara varieties was significantly different.

Abstract

This study aims to analyze and determine effect of regional original income, revenue sharing fund, and special allocation fund for capital expenditure and its impact on economic growth in the District and City in East Kalimantan. This research is quantitative descriptive. The data used is secondary data. Secondary data is data obtained from reports on audit results by the Supreme Audit Agency of the Republic of Indonesia Representative of East Kalimantan Province from 2011 to 2020 and the Central Statistics Agency of East Kalimantan Province. The method of analysis used multiple linear regression analysis and path analysis. The results of the study show that regional original income, revenue sharing fund, and special allocation fund directly have a significant effect on capital expenditure. Regional original income, special allocation fund, and capital expenditure directly have a significant effect on economic growth. Revenue sharing fund directly has a unsignificant effect on economic growth. Regional original income, revenue sharing fund, and special allocation fund indirectly have a significant effect on economic growth through capital expenditure.

Abstract

Obesity is a condition due to the imbalance of calories in the body. Obesity which appears in adolescence tend to continue into adulthood, and until the elder years. The purpose of this study is to determine the influence of obesity risk factors in traffic police.Methods : The design used case-control. The number of respondents were 90,  which  consist  of  45  cases  and  45 controls, which were selected using simple random sampling. Bivariate data analysis used chi-square and multivariate used logistic regression.Results : Two variables that were significantly associated are excessive calorie intake rate (OR = 10.95 and 95% CI = 3.22 to 37.16) and lack of physical activity (OR = 3.78 and 95% CI = 1.04 to 13 ,66). If respondents possess both of the factors, chances for obesity will equal to ( 88 % ).Conclusion : Risk factors are excessive calorie intake rate and lack of physical activity. It is expected to increase the role of leaders and institutions involved in the promotion of healthy living and obesity prevention through socialization. Keywords : Obesity, risk factors, excessive calorie intake rate, lack of physical activity

The research conducted on the students of grade V SD 014 Rambah Rokan Hulu, that is to know the extent of relationship between exsplosive power of leg muscle to long jump results obtained t count = 0,615, t table = 0,396 thereby can be drawn a conclusion there is explosive power of leg muscle with the results of long jump students V SD 014 Rambah Rokan Hulu.

Abstract

Bertambahnya volume lalu lintas kendaraan yang melintas di Ruas Jalan Paictan–Ponorogosangat mempengaruhi kondisi lapisan perkerasan jalan yang berada di sepanjang Ruas Jalan Pacitan – Ponorogo menyebabkan kerusakan serta penurunan tingkat pelayanan.Untuk melayani kenyamanan pengguna jalan yang semakin bertambah maka perlu adanya rehabilitasi jalan berupa peningkatan lapis tambah.Digunakan data beban lalulintas serta lendutan Faliing Weight Deflectometer (FWD) sebagai dasar perencanaan overlay perkerasan lentur dengan metoda lendutan seusai pedomanPd T-05-2005-B.Panjangjalan yang dikerjakan 10,1 km, dengan lebar jalan 7 m. Dengan umur rencana 10 tahun dan perkembangan lalulintas sebesar 3,5% dan nilai lendutan diperoleh hasil perhitungan untuk tebal lapis tambah perkerasan jalan raya bervariasi tiap segmennya, dengan jenis lapis aspal beton yaitu : 1 = 7 cm; 2 = 6 cm; 3 = 7 cm; 4 = 15 cm; 5 = 9 cm; 6 = 11 cm; 7 = 12 cm;8 = 11 cm; 9 = 13 cm; 10 = 14 cm untuk tiap segmennya diperkirakan mampu mencapai umur rencana, dengan bentuk trapesium berdimensi saluran: h =0,6 m b = 0,5 m dapat menampung air limpasan kawasan jalan Pacitan - PonorogoKata kunci : Lapis Tambah , FWD, Laston,JalanPacitan – Ponorogo, Lendutan

Abstract

This research is qualitative descriptive by conducting interviews, observing and documenting to produce descriptive data in the form of words, written, or oral, and observed behavior. The results showed that 1) the elderly background had a glorious period of employment status as soldiers, civil servants and field tennis athletes, but with neglected and vulnerable conditions they experienced so they could prevent their psychological state. 2) Forms of services used in psychological services in the elderly in the form of group counseling and therapy with spiritual guidance which is a process carried out through Islamic psychotherapy, and mental fitness therapy and skill guidance. 3) The effectiveness of psychological services is said to be effective seeing from the effectiveness theory which shows the success in terms of achieving the target actions which are determined by meeting the needs of abraham maslow needs with the results that the elderly feel more secure and comfortable with holding consultations every day, feeling more cared for by mentoring from the coach who always visit their guesthouse, feel more self-respect because they are still able to do gymnastic activities and skill guidance, and with spiritual guidance can give them inner peace and bring closer to Allah SWT. Thus, it can be concluded that the effectiveness of psychological services in the UPTD of the elderly social service center, while waiting for Parepare to be effective, has seen from the benchmark of the theory of effectiveness and the fulfillment of elderly needs that they feel more comfortable in their homes than in their own homes. However, it is still less effective when viewed in terms of group consultation and therapy room facilities, as well as limited therapeutic equipment.
