Abstract

Wilayah Kepulauan Riau memiliki posisi geopolitik strategis sebagai beranda terdepan Indonesia, namun hal ini menciptakan kerentanan tinggi terhadap ancaman keamanan non-militer seperti illegal fishing, penyelundupan, dan perdagangan manusia. Penelitian ini bertujuan untuk menganalisis bagaimana integrasi model Pentahelix dapat memperkuat pemberdayaan masyarakat di Kepulauan Riau dalam menghadapi ancaman tersebut. Dengan menggunakan pendekatan kualitatif melalui desain analisis sistem Input-Process-Output (IPO), penelitian ini memetakan sinergi antara lima aktor utama: Pemerintah, Akademisi, Badan Usaha, Masyarakat, dan Media. Hasil penelitian menunjukkan bahwa ancaman non-militer di wilayah perbatasan bersifat asimetris dan transnasional, sehingga menuntut pergeseran paradigma dari pendekatan militeristik ke arah keamanan insani (human security). Integrasi Pentahelix berperan penting dalam menutup celah koordinasi dan ego sektoral antar-instansi. Namun, implementasinya masih menghadapi hambatan struktural berupa keterbatasan infrastruktur maritim, rendahnya literasi digital masyarakat pesisir, dan tumpang tindih kewenangan regulasi. Penelitian menyimpulkan bahwa penguatan masyarakat sebagai "pagar hidup" negara melalui dukungan teknologi komunikasi, kemandirian ekonomi, dan revisi kerangka hukum kolaboratif sangat krusial untuk menciptakan ketahanan wilayah yang berkelanjutan serta menjaga kedaulatan nasional di perbatasan

Abstract

The escalating geopolitical rivalry between major powers, particularly the United States and China, has profoundly reshaped the maritime security landscape of the Indo-Pacific region. Strategic sea lanes, such as the Strait of Malacca and the South China Sea, have become central arenas for this competition, creating a volatile, uncertain, complex, and ambiguous (VUCA) environment with direct implications for regional stability. This study analyzes the impact of this great power competition on Indonesia's maritime security and formulates an optimal national strategy. Employing a qualitative approach, the research utilizes a SWOT analysis strengthened by Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS) matrices. The findings reveal that Indonesia is positioned in Quadrant I of the SWOT matrix, indicating significant internal strengths and substantial external opportunities. Consequently, a Strength-Opportunity (SO) strategy emerges as the most optimal choice. This strategy advocates for Indonesia to leverage its geostrategic position and diplomatic capital to lead regional cooperation, enhance maritime domain awareness through technology, and pursue adaptive defense diplomacy, thereby maintaining the stability of strategic sea lanes amidst great power rivalry.

Abstract

The escalation of global natural disaster threats demands resilience in health systems, particularly in developing countries (Low- and Middle-Income Countries/LMICs) that have high structural vulnerability. This study aims to systematically synthesize the latest literature on the ideal role and actual obstacles faced by medical personnel during the natural disaster mitigation phase in developing countries. This Systematic Literature Review (SLR) was conducted by adopting the PRISMA protocol. A comprehensive search was conducted through the Dimensions bibliographic database for publications published between 2023 and 2026. From a total of 194 documents identified through specific queries, a rigorous screening and eligibility evaluation process resulted in 20 key articles to be extracted and analyzed thematically. The literature synthesis identified a crucial transformation in the role of medical personnel from a curative response approach to proactive pre-disaster mitigation agents. However, the implementation of this ideal role is significantly reduced by three main types of obstacles: (1) structural obstacles in the form of the absence of a Disaster Master Plan and operational logistical limitations; (2) managerial barriers due to disorganized crisis leadership; and (3) psychological barriers, where the lack of protection guarantees reduces the willingness to respond of health workers. There is a sharp gap between mitigation expectations and actual capacity in the field. To bridge this gap, cost-effective innovative interventions are needed, such as the adoption of mobile health (mHealth) technology and the formulation of evidence-based regulations. Strengthening the national medical defense architecture in developing countries absolutely requires the institutionalization of a sustainable disaster curriculum and the holistic integration of disciplines.

Abstract

This study systematically examines how asymmetric decentralization influences governance efficiency, intergovernmental coordination, and conflict management in Jakarta’s provincial administration. The research employs a Systematic Literature Review (SLR) method by analyzing 50 empirical studies selected through structured database searches, citation chaining, and relevance screening. The review focuses on key themes including administrative efficiency, policy-making dynamics, and mechanisms of conflict resolution within Jakarta’s unique decentralized governance structure. The findings indicate that decentralization enhances local government responsiveness and encourages policy innovation, allowing provincial authorities to address complex urban challenges more effectively. However, the implementation of asymmetric decentralization remains constrained by several structural issues, including institutional fragmentation, overlapping authority among governmental agencies, and inconsistent coordination across administrative levels. These challenges often reduce policy effectiveness and complicate governance processes. The study also highlights the growing potential of digital governance and participatory governance mechanisms to strengthen transparency, accountability, and policy coordination in metropolitan governance. Nevertheless, their implementation still faces limitations related to regulatory readiness, institutional capacity, and administrative integration. Overall, this study provides an integrated synthesis of Jakarta’s experience with asymmetric decentralization and offers context-sensitive policy insights for improving governance effectiveness in complex metropolitan regions while contributing to the broader theoretical discussion on asymmetric governance models.
