Abstract

This research aims to analyze employee resistance to the working hour policy at the Gunungsitoli City Education Office, which has an impact on the effectiveness of public services. The research method used is descriptive qualitative, with data collection through observation, interviews, and documentation. The results show that employee resistance is mainly influenced by a strong organizational culture, incompatibility with the new policy, and lack of employee participation in the policy planning process. The study found that such resistance resulted in decreased work discipline, which negatively impacted the quality of public services. The discussion of the results underscores the importance of inclusive and transparent management strategies in designing and implementing policies, to improve employee compliance and reduce resistance. The conclusion of this study confirms that active involvement of employees in policy planning and participatory approaches can minimize resistance and improve organizational performance and the quality of public services at the Gunungsitoli City Education Office.

Abstract

The purpose of this research is to determine the human resource (HR) planning implemented at the Gunungsitoli City Personnel and Human Resources Development Agency (BKPSDM) Office to strengthen organizational culture and the extent to which this implementation influences employee performance and creates a work environment that supports employee growth and development. . This research uses qualitative research with observation and interview data collection methods. Data analysis techniques use data processing, data presentation, data reduction and drawing conclusions. The results of research on HR planning at the Gunungsitoli City BKPSDM Office do not only focus on aspects of performance evaluation and compensation, but also emphasize efforts to create a work environment that supports employee growth and development. This approach is in line with concepts in modern human resource management theory.

Abstract

This research aims to analyze the influence of job uncertainty on the motivation and performance of non-permanent employees at the Nias Regency DPRD Secretariat, identify effective HR management strategies in reducing the negative impact of job uncertainty on the welfare of non-permanent employees, and assess the role of managerial support and the work environment in mitigating the effects. negative job uncertainty on the welfare of non-permanent employees. This research uses qualitative research methods using observation, interview and documentation data collection techniques. The research results show that job uncertainty is mainly caused by inconsistent contract policies, frequent regulatory changes, and a lack of effective communication from management. The impact of this uncertainty is very significant, especially on employees' psychological well-being, which includes increased levels of stress, anxiety, as well as decreased work motivation and productivity. To overcome this problem, this research proposes several policy recommendations, including the need for more consistent contract policies, a more transparent communication system, and additional welfare support for employees. By implementing these recommendations, it is hoped that the Nias Regency DPRD Secretariat can create a more stable work environment, improve employee welfare, and support the long-term success of the organization.

Abstract

Penelitian ini bertujuan Untuk mengetahui implementasi pelatihan berbasis kompetensi yang sedang dilakukan di Kantor Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Nias Barat, Untuk mengetahui kendala dalam implementasi pelatihan berbasis kompetensi dilakukan di Kantor Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Nias Barat. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian BKPSDM Kabupaten Nias Barat telah mengimplementasikan pendekatan yang komprehensif dan terstruktur dalam mengelola program pelatihan berbasis kompetensi, pentingnya pengelolaan sumber daya dengan bijak, dengan fokus pada kualitas pelatihan dan efisiensi penggunaan dana. Faktor-faktor sosial, ekonomi, dan politik memiliki pengaruh yang signifikan pada pelaksanaan program pelatihan berbasis kompetensi. Dalam perencanaan dan pelaksanaan program pelatihan, perlu mempertimbangkan bagaimana kondisi sosial, faktor ekonomi, dan dukungan politik dapat memengaruhi partisipasi peserta dan ketersediaan sumber daya. Program pelatihan yang sukses harus mampu beradaptasi dengan perubahan dalam lingkungan sosial, ekonomi, dan politik.Kendala yang dihadapi dalam pelaksanaan Pelatihan Berbasis Kompetensi di BKPSDM adalah ketersediaan sumber daya dan keterbatasan dukungan Pemerintah Daerah

Abstract

Pelayanan Publik merupakan suatu bentuk perwujudan dari fungsi negara yang digambarkan dalam sikap dan perilaku aparatur pemerintahannya. OSS Merupakan salah satu bentuk pelayanan perizinan yang berbasis online. .Program ini digunakan untuk memperbaiki sistem pelayanan publik agar dapat digunakan lebih efektif dan efisien serta transparan sehingga dapat memberikan kemudahan dari pelayanan sebelumnya. Penelitian ini bertujuan untuk mengetahui Bagaimana Implementasi Pelayanan Publik Berbasis Online di Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Gunungsitoli. Dalam penelitian ini penulis menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Metode Penelitian kualitatif yang digunakan nantinya akan berisi deskripsi mengenai bagaimana keberhasilan Implementasi Pelayanan Publik Berbasis Online di Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Gunungsitoli. Dengan menggunakan teori dari Wibawa (2012:148) yang terdiri dari tiga indikator yakni Transparansi, Partisipasi, dan Efesiensi. Hasil penelitian adalah implementasi pelayanan publik berbasis online di DPMPTSP Kota Gunungsitoli berjalan dengan baik yang dimana adanya pelayanan dengan sistem online membuat pelayanan di DPMPTSP Kota Gunungsitoli semakin efektif dan efesien serta transparan.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh teknologi informasi terhadap kinerja pegawai pada Kantor Camat Hiliduho Kabupaten Nias. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan pengumpulan data melalui kuesioner yang dibagikan kepada pegawai di Kantor Camat Hiliduho. Data yang terkumpul dianalisis menggunakan analisis regresi linier sederhana untuk mengukur seberapa besar pengaruh teknologi informasi terhadap kinerja pegawai. Hasil penelitian menunjukkan bahwa teknologi informasi memiliki pengaruh positif dan signifikan terhadap kinerja pegawai. Hal ini dibuktikan dengan nilai Koefisien Determinasi (Adjusted R Square) sebesar 0,756, yang menunjukkan bahwa teknologi informasi mampu menjelaskan variasi kinerja pegawai sebesar 75,6% setelah disesuaikan dengan jumlah sampel dan variabel independen yang digunakan dalam penelitian. Sisa sebesar 24,4% dijelaskan oleh variabel lain yang tidak termasuk dalam penelitian ini. Dengan demikian, dapat disimpulkan bahwa peningkatan penggunaan teknologi informasi secara efektif berperan penting dalam meningkatkan kinerja pegawai di Kantor Camat Hiliduho Kabupaten Nias. Hasil penelitian ini diharapkan dapat menjadi acuan bagi pengambil kebijakan dalam mengoptimalkan pemanfaatan teknologi informasi untuk meningkatkan kinerja pegawai di sektor pemerintahan. Abstract

The Leadership Role of the Village Head in Improving the Performance of the Hilimbowo Idanoi Village Government, Gunungsitoli District. Thesis. Supervisor Fatolosa Hulu, S.E., M.M This study aims to analyze the Leadership of the Village Head, as the initial argument in this study, that the village apparatus and the village head are the lowest base of community services. The quality of services provided depends not only on the performance of the village officials as subordinates, but also on the leader. A person's leadership will determine the progress or decline and the life or death of the organization he leads. The village government, like the central and local governments, is required to provide maximum services for the community and be able to answer the increasing demands of the community, both in terms of quality and quantity. Given the importance of leadership as a determining factor in the success or failure of an organization and business, this study aims to see how the leadership efforts of the Village Head in improving the productivity of the Apparatus performance and how the relationship between the leadership of the Village Head in improving the productivity of the Village Government performance in Hilimbowo Idanoi Village, Gunungsitoli Idanoi District, Gunungsitoli City. The research method used is descriptive qualitative analysis. The informants in this study were the village head and all government officials of Hilimbowo Idanoi Village. Data collection was carried out using interview, observation and documentation techniques. In this study, researchers tried to describe each answer given by the informant during the interview. The results showed that the Hilimbowo Idanoi Village Head had carried out the role of building interpersonal relationships, the role of dealing with information and the role of making decisions in improving the performance of the Hilimbowo Idanoi Village government, Gunungsitoli Idanoi District. Education, work experience and discipline of village officials are factors that influence the performance itself. So it can be concluded that the Hilimbowo Idanoi Village Head has carried out his duties as a leader in improving the performance of the Hilimbowo Idanoi Village government. The roles performed are the role of building interpersonal relationships, the role of dealing with information and the role of making decisions.

Hulu, Meiman Jaya. 2023. Analysis of Gender Equality Policy in Improving Employee Satisfaction at the Transportation Agency of Gunungsitoli City. Thesis. Supervisor: Odaligoziduhu Halawa SE., M.M. The research is motivated by the challenges and opportunities related to gender equality and the empowerment of women in the environment of the Transportation Agency of Gunungsitoli City. With a focus on women's participation in employment and positions within the structure, strategic decision-making, and working conditions, the research seeks to identify the possible limitations faced in efforts to enhance gender equality. The study aims to delve into the issues of gender equality and women's empowerment in the Transportation Agency of Gunungsitoli City, focusing on women's participation in structural positions, strategic decision-making, and working conditions. Through a qualitative approach involving secondary data analysis and in-depth interviews, the research reveals limitations in comprehensive data access related to women's participation at various organizational levels. The research methodology used is descriptive qualitative, involving data collection through observation and interviews with female employees and structural leadership in the Transportation Agency of Gunungsitoli City. The findings of this research recommend the development of more specific empowerment programs, provision of specialized support and training, and the integration of gender equality in organizational policies. The conclusion of the study is that the Transportation Agency of Gunungsitoli City has provided access support to female employees, but further efforts are needed to enhance women's involvement and training development. Therefore, it is expected that the findings of this research can help formulate more effective strategies in supporting gender equality and women's empowerment in the workplace.

Abstract

Pentingnya perencanaan rekrutmen sumber daya manusia (SDM) dalam organisasi, khususnya di Kantor Sekretariat Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Nias. Perencanaan rekrutmen yang efektif dapat membantu organisasi memperoleh tenaga honor yang berkompeten dan berpotensi untuk berkontribusi secara positif terhadap tujuan organisasi. Namun, penelitian menunjukkan bahwa perencanaan SDM di Sekretariat DPRD Kabupaten Nias sebelumnya belum dapat mengimplementasikan secara tahapan perencaanaan yang pernah sudah direncakanan terkait karakteristik dan kriteria berdasarkan syarat kebutuhan dan mutu dari sumber daya manusia yang akan direkrut dengan baik. Tujuan penelitian ini untuk mengetahui bagaimana perencanaan perekrutan tenaga honor di Kantor Sekretarit DPRD Kabupaten Nias, untuk mengetahui prosedur perencanaan sumber daya manusia (SDM di Kantor Sekretariat DPRD Kabupaten Nias, dan untuk mengetahui hambatan yang dialami dalam perekrutan sumber daya manusia (SDM di Kantor Sekretariat DPRD Kabupaten Nias. Penelitian ini menggunakan pendekatan penelitian kualitatif dimana penelitian kualitatif. Teknik pengumpulan data pada penelitian ini adalah observasi, wawancara dan dokumentasi. Perencanaan perekrutan tenaga honor di Kantor Sekretariat DPRD Kabupaten Nias perlu ditingkatkan agar dapat memenuhi kebutuhan organisasi dengan efisien. Langkah-langkah seperti identifikasi kebutuhan tenaga kerja, penyusunan deskripsi pekerjaan, anggaran yang realistis, seleksi yang transparan, pelatihan, dan pengembangan perlu dilakukan secara cermat. Proses perencanaan sumber daya manusia (SDM) harus dilakukan dengan sistematis, melalui analisis Jumlah Tenaga Honor, Penerimaan Tenaga Honor, Sumber Yang Dapat Digunakan, Standar Kerja, Peningkatan Kualitas dan Peningkatan Sesuai Kualifikasi. Kata Kunci: Perencanaan, Perekrutan, dan Sumber Daya Manusia
