Abstract

Teacher performance plays a crucial role in determining the quality of educational outcomes, as teachers are the primary actors in implementing the learning process in schools. In the context of educational reform and the development of the Indonesian Capital City (IKN), strengthening teacher performance becomes increasingly important to ensure the effectiveness of educational policies and learning quality in strategic national areas. Several factors are considered to influence teacher performance, including the principal's strategic leadership, supervisory supervision, and the implementation of educational roadmap policies that guide the direction of educational development. This study aims to analyze the influence of the principal's strategic leadership, supervisory supervision, and educational roadmap policy on teacher performance in the Core Government Area of the Indonesian Capital City. The study used a quantitative approach with a causal ex post facto design. The study population was 135 teachers with a sample of 100 respondents determined using the Slovin formula and proportional random sampling technique. The research instrument was a closed questionnaire with a four-level Likert scale that had been tested for validity and reliability. Data analysis used multiple linear regression with the help of SPSS version 22. The results showed that partially the principal's strategic leadership, supervisory supervision, and educational roadmap policy each had a significant effect on teacher performance. Simultaneously, the three independent variables also had a significant effect on teacher performance with a coefficient of determination of 59.7%, indicating that variations in teacher performance can be explained by these three variables, while the rest is influenced by other factors outside the research model.

Abstract

Digital transformation in higher education requires effective academic information systems to support governance and improve teaching quality. One strategic process in faculty resource management is academic rank promotion, which demands a transparent, efficient, and accountable administrative system. This study examines the role of Credit Point Assessment Management Information System (SIM-PAK) implementation quality in shaping faculty satisfaction and enhancing the effectiveness and speed of academic rank promotion processes. A quantitative survey was conducted involving 267 faculty members who have used SIM-PAK. Data were collected through a structured questionnaire measured on a five-point Likert scale and analyzed using Partial Least Squares–Structural Equation Modeling (SEM-PLS). The results show that SIM-PAK implementation quality positively and significantly affects process effectiveness (β = 0.52; p < 0.001), process speed (β = 0.47; p < 0.001), and faculty satisfaction (β = 0.61; p < 0.001). This study highlights system implementation quality as a key factor in reducing administrative workload, enabling faculty to focus more on teaching innovation and learning development. Practically, universities should prioritize high-quality academic information systems to enhance faculty performance and institutional effectiveness.

Abstract

This article examines the digitalization of academic promotion services at Universitas Negeri Surabaya as part of a broader transformation of administrative processes and the strengthening of academic human resource governance. Although various higher education institutions have implemented digital systems for academic promotion, existing studies largely focus on technical effectiveness or user satisfaction, while limited attention has been given to how such digitalization is experienced by lecturers and how it influences their motivation and performance within complex bureaucratic environments. This study addresses this gap by analyzing how the use of a digital academic promotion information system affects lecturers’ motivation and the performance of promotion proposal submissions. Using a descriptive qualitative approach, data were collected through in-depth interviews with 12 lecturers at Universitas Negeri Surabaya who had utilized the digital academic promotion system, complemented by document analysis of relevant institutional policies and procedures. The data were analyzed thematically to capture lecturers’ experiences, perceptions, and adaptation strategies in responding to the digitalized service. The findings indicate that the digitalization of academic promotion services contributes to increased lecturer motivation through perceived ease of use, procedural clarity, and transparent feedback mechanisms. At the same time, it improves submission performance in terms of timeliness, document completeness, and a reduction in administrative errors. These results suggest that the academic promotion information system not only accelerates administrative processes but also functions as a strategic instrument for more structured, transparent, and professional academic career management within Universitas Negeri Surabaya.

Abstract

Educational equity remains difficult to achieve in underdeveloped rural regions despite continuing policy efforts to reduce regional disparities in China. In Guangdong, previous studies have largely discussed rural education from macro-policy or economic perspectives, yet few have integrated resource allocation, teacher retention, governance, and digital empowerment into a single analytical framework. This study aims to examine the main challenges of educational resource management in underdeveloped regions of Guangdong and to propose strategic solutions for improving educational equity. A mixed-methods design was employed, combining a structured questionnaire administered across 30 rural schools with semi-structured interviews involving 10 key informants, including teachers, school administrators, and local education stakeholders. Quantitative data were analyzed using descriptive statistics, and qualitative data were analyzed using thematic analysis. The findings reveal four major challenges: unequal resource allocation, persistent teacher retention problems, limited effectiveness of local governance and policy implementation, and inadequate digital infrastructure. Among these, teacher retention emerged as the most critical issue, followed by resource inequality, while digital empowerment remained the weakest dimension. The study contributes an integrated framework for understanding rural educational inequality and offers practical implications for policy reform, teacher support, governance improvement, and digital investment in underdeveloped regions.
