Abstract

Volcanic eruption hazard is a threat with potentially catastrophic risks are very high in Garut regency. Therefore, researchers want to know how disater management of garut regency goverment in Papandayan volcano in 2008 as well as how community involvement in this countermeasures of disaster.. This study is a qualitative research that is a descriptive study using data analysis.This research is the ex post facto. Informants in this research is Tb Aro Haq who is the section head of preventif BPBD Garut regency once volunteers in the event of Papandayan volcano in 2008.The results shows that disaster management implementation of papandayan volcanic eruption in 2008 implemented in three stage is pre-disaster, disaster emergency response and post disaster. Paradigm developed in this disaster countermesures is a preventive paradigm in which the change from an emergency response to risk management.It is changing the way people to participate in this disaster countermeasures of all stage.Therefore, researcher suggests that governemnt together with the public and private sector should coordinate to organize disaster management activities of Garut regency and encourage preventive paradigm in countermeasures of disaster embodied in the form of policies, regulations and procedures of disaster remains to tle lowest level of government. Keywords       :  Disater management, Garut regency government, Community involvement, Papandayan volcano eruption in 2008

Abstract

Since the election of the Regional Head was held directly, there were many circlesbusinessman or family of entrepreneurs who have joined in enlivening the electoral competitionthe direct. In central Java, Brebes Regency is one of the regions that isThe Regent is from a businessman family. Is the Regent who comes from a familyDoes the entrepreneur cause a conflict of interest? Is the businessman family nottrying to influence policies in the regions that will benefit his business? ResearchThis aims to find out and describe the influence of the family for the Regentcome from a family environment.This research uses descriptive qualitative research method with approachcase study. Researchers obtain research data through primary sources conducted withusing interview and observation methods and secondary data obtained throughcollecting data from documents and report data from related agencies.The results of this study show that the role of the "Dewi Sri" family in influencingBrebes Regency Government policy is no longer dominant. Idza Priyanti's husband is onat the beginning of his leadership period as Regent of Brebes his dominance was very visiblethe policy made by Idza Priyanti does not currently show anyintervention in the policy made. This is because Idza Priyanti has been a long timecoveted by the Corruption Eradication Commission due to many policies madeare collusive and nepotistic that benefit himself or his family. other than thatthe principles of good governance were also carried out in the period of the Idza Priyanti Governmentat present, so practices such as policy interventions are carried out by her husbanditself does not happen again.Keyword: The role of the family "Dewi Sri", Influencing Policy

Abstract

Hasil penelitian tersebut menunjukan bahwa PBNU bersama dengan neven-neven memiliki peranyang besar dalam upaya mencegah radikalisme di Indonesia pada tahun 2018 melalui berbagaiprogram yang telah dilaksanakan. Peranan ini terbagi menjadi 4 (empat), yaitu 1) Pemikiran,dengan cara penguatan prinsip Ahlissunnnah waljamaah an-Nahdliyyah; 2) Administratif, dengancara memberikan berbagai insruksi yang terstruktur dan sistematis dari pusat ke daerah; 3) Gerakan,dengan cara melakukan berbagai kegiatan pelatihan, program-program lembaga, dan kaderisai; dan4) Merespon Keadaan, dengan cara memberi pernyataan sikap, komentar, kritik, dan saran. AdapunFaktor yang menguatkan peran NU dalam mencegah radikalisme adalah nilai-nilai Ahlisunnah WalJamaah, khazanah tradisi Budaya warga Nahdliyyin, peran ulama NU dalam menyampaikanpendamian antara nilai keagamaan dengan kebangsaan, lembaga pendidikan pesantren, sekolahfromal berbasis NU, tasawuf dan thoriqoh, massa dan jejaring NU, dan Akses kepada Pemerintah. Radikalisme agama adalah sebuah fenomena yang menjadi persoalan global, dianggap sebagaipemicu aksi terorisme yang mengganggu keamanan dan kedamaian di mana-mana. Radikalisme agama tidak terjadi hanya pada agama tertentu saja tapi semua agama besar di dunia mengalaminya. Dan dalam konteks keindonesiaan, gerakan radikalisme Agama sangat identikdengan agama Islam sebagai agama mayoritas.. Para oknum ini sering kali memberikanpernyataan kepada publik atau pengikutnya bahwa Islam di Indonesia sedang dijajah, adanyagerakan liberal dan sekularisme, sehingga mereka mencita-citakan terlaksananya syariat Islamdalam kehidupan sosial politik. Dan untuk mencapai cita-cita itu dilakukan tindak-tindakkekerasan yang drastis. Nahdlatul Ulama sebagai organisasi masyarakat berbasis Islam terbesar diIndonesia menjadi salah satu target kelompok radikal ini. Dimana NU menghadapi permusuhandan serangan dari pihak-pihak ini. Gelombang fitnah yang dilakukan secara terorganisir, sistemtisdan meluas ini mengarah kepada semua aspek ke-NU-an. Penelitian ini mengambil fokus kepada Pengurus Besar Nahdlatul Ulama (PBNU) sebagai salahsatu Civil Society Organization (CSO). Pembahasan pada penelitian ini berusaha mengungkapkanseberapa besar peranan PBNU terhadap upaya mencegah radikalisme di Indonesia pada tahun2018 dan faktor yang menjadi penguat peranan PBNU dalam isu radikalisme ini. Metodepenelitian yang digunakan adalah studi kasus dengan pendekatan kulitatif deskriptif yang dapatberupa kata-kata, gambar, kutipan-kutipan hasil wawancara mendalam, dan telaah dokumen.

Abstract

KMC Kartini 1 as an implementation of public service policy needs to be seen how the process of implementation of its policy, whether in the end will get a result in accordance with the goal or target of the policy itself. Judging from the above reasons why research on this implementation is done 1) In terms of management or operation KMC Kartini 1 where less effective and efficient. 2) The objective in terms of increasing PAD is considered not to reach the target. 3) There is a competition of ships The research method used is qualitative approach with data collection technique that is observation, interview and document. Informants or resource persons in this research are Kasi Operational and Staff of Central Java Transportation Office of Transportation, KMC Kartini 1 Customer Service, KMC Kartini 1 Captain. The result of research shows that KMC Kartini 1 public service policy reach 3 out of 4 main objectives. First, provide the means of sea transportation Jepara-Karimunjawa. Secondly, increasing tourism in Jepara regency. Third, to encourage economic growth in Jepara regency. As for the fourth, increasing revenue is considered less successful. The failure occurs due to several factors. First, from the relationship of cooperation management. Second, the condition of the old ship. Third, the competition of the ship. Fourth, weather conditions. to strive for the achievement of the failed objective the Department of Transportation of Central Java Province did two things: first, transfer the management to SPJT where it is rejected by SPJT. Secondly, the KMC Kartini 1 vessel chartering effort to the private sector failed to be implemented. Recommendations for Central Java Provincial Government KMC Kartini should not be managed by government agencies in this case the Department of Transportation of Central Java Province. Second, if the management is still charged to the Department of Transportation, the Department of Transportation of  Central Java Province can make a breakthrough cooperation with the private sector. Third, the condition of the ship, especially parts of machinery that are older than 5 years should be replaced with a new engine or even a new ship. Abstract

ABSTRACTTax is one of the government income that is very important for the government to function, especially as a stabilizer economy through budget policy to know up or decline in the economic growth of an area. A source of revenue among other local taxes and levies which is expected to be a source of income and as the largest funding source of governance, regional development, community and prosper. One source of revenue from taxes the province is the motor motor vehicle tax, in Central Java the motor vehicles tax enough to make contributions to a large local revenue. The government the ability of central java province in realizing the motor vehicles tax planned compared with a target collection based on the potential of motor vehicle tax describe the effectiveness of tax collection of motor vehicles. This research elaborated with the qualitative method that will produce data descriptive, the purpose of this research is to know the effectiveness of tax revenue of motor vehicles as a source of revenue Central Java province. Researchers used a technique purpose of sampling to do an interview with the head of tax and bbn-kb and employees of tax collector. The result of research shows motor vehicle tax revenue in Central Java is effective from the perspective of the revenue collected, this is proven by the percentage of tax revenue has reached more than one hundred percent, in other words revenue enough to fulfill the target. But in the process is not effective, because there are still some obstacles such as the level of community external economic support, community awareness remain low, the number of motor vehicle stealing case, the implementation of the low cost of green car and the absence of the increase in motor motor vehicle object in Central Java .Keywords : effectiveness, source of revenue, motor vehicle tax.

Abstract

Some researches about coalition had done by scholars show us the unstructured pattern of party coalition among one area to others.  One of them is the research by Riri Romly which said that coalition among parties in a direct local election is pragmatic coalition. It is a kind of coalition which neglects the similarity of ideology, vision and mission, platform, and also working programs. Unfortunately it also happened in the coalition which is support the winner of Regent Election in Purbalingga, Central Java where PDI Perjuangan as the winner of legislative election there, develops coalition with PKB, PKS, and PAN which is near with Moslem society. In this research, the author wants to know what the reasons of that coalition are. Besides, it also can be additional reference for coalition among political parties. In other hand, to do this research, the author use qualitative method and the data collection methods are interview and documentary study. Those data which I got, then, ascertained its validity by triangulation method, especially Method Triangulation.             From those background and research method, the result of this research is the author got the fact which shows us that the coalition among them only based on the aim to be winner by embrace every element in the society, the nationalist and the religious (Moslem). All in all, this result is in line with Heywood though which said that one of the motifs of coalition among parties is to win the game or called as Electoral Coalition.

Abstract

AbstractKendal is a regency with a wide coastal and marine area. However, the coastal communities in Kendal are usually being excluded and did not get any attention from the government. The quality of environmental, infrastructure and income of the people in the coastal village of Kendal is quite low. It surely needs such an attention by the government, because it accounts for a high poverty rate in this area. This problems are eventually got the attention of the Ministry of Maritime Affairs and Fisheries. MMAF had develop the Resilient Coastal Rural Development program (PDPT). The purpose of this program are to reorganize and improve the village life. This program is focused on the developing the human resource, infrastructure of coastal areas and supporting the development of productive economic business climate.In order to reveal the problems and the purposes of the study, researchers uses a qualitative descriptive approach. In analyzing the data, the researcher used the descriptive-qualitative. The purpose of the study is to find out how the implementation of the Rural Development Program of the Resilient Coastal is applied in Kendal. The data obtained is used to formulate a recommendation as a form of suggestion for the sustainability of coastal development in Kendal.The result showed that in order to develop the coastal areas in Kendal, local governments should encourage the participation of the community to participate in the development process. It means that the community itself that should carry out activities, starting from planning, implementing until the monitoring. Based on the research, the implementation of PDPT program was considered as good enough, refers to the variable of the implementation of the program. The purpose of this program have been accomplished, it can be seen from the  improvements in the quality of infrastructure, rural financial independence through BUM-Des and the creation of productive business climate in the coastal village. However, there are shortcomings in its implementation namely the purpose of the programs which related to the group empowerment that shifted to the individual empowerment. It is characterized by the dissolution of most Coastal Communities Group (KMP) organizations after the program ends.The recommendations that can be given are: the preparation must be done thoroughly before the program is actually applied, so that the community could understand about the technical implementation of the program. In addition, it needs such a seriousness and commitment of all parties to develop the coastal villages, so that the implementation will not only be considered to accomplish such a budget absorption target.  Keywords: Program Implementation, Resilient Coastal Village Development

Abstract

This research aims to find out how Government control of the transfer function of the Sukoharjo Regency farmland to non agricultural usage especially for housing and industry. As well as to know the business and political conflicts of interest involved in control by the local authorities to issue the land over the function. Sukoharjo Regency is a Regency in Central Java that included into the district who have ample rice field acreage. Conversion issues or over the function of agricultural land into industrial zones and housing continues to this day. Judging from the extensive rice according to the type of irrigation of district and of the respective districts, from 2010-2013 has decreased the number of vast rice fields. The decrease in the number of extensive rice due to the high agricultural land use changes into residential and industrial land. In the Regulatory Area of the Spatial Plan and The No. 14 in 2011 is explained in article 5 paragraph 3 letter b which prevents over land irrigated rice fields on the function of the technical. The problem is how the commitment of local governments in controlling land conversion, and the problem is a clash of business interests and political relations between local governments as the giver of the permit location with investors as the applicant permission to perform particular neighborhoods and industrial development carried out above farmland.In this study, the researchers used a qualitative approach that will generate descriptive data. to get the appropriate data sources for research purposes so researchers conduct interviews conducted with the Department of agriculture Production, Kasi Kasubag Land The Government Secretariat area, head of spatial planning of LEGISLATIVE members of the DPU, Sukoharjo Regency, Investor/Developer/Entrepreneur housing. The results showed that local governments are already working to maintain sustainable agricultural land protection, but because of the many needs and demands from the public to the needs of the settlements and industry, as well as a petition from a developer or investor, then the local Government finally gave permission to the location of the development on agricultural land. The involvement of business and political relationships that occur between local governments and the investor appears due to the cooperation of the two parties. On the other hand an investor wants to develop land for settlements and industry, whereas the local governments need to improve regional development.

Abstract

General election widely followed by the incumbent candidate, as it did in election disctrict regional head in Kendal at year 2011 and Batang at year 2012, in which one candidate is the wife of the regent 2 previous period and the two regents were eventually convicted of corruption . The purpose of the study was to determine the political marketing of YAKIN and BERSUSILA, and the factors that influence YAKIN victory and the factors that influence defeat bereft of BERSUSILA.This type of research is qualitative, where the information is obtained from the prospective candidates, team succession, and the voting public through interviews. Data were analyzed using qualitative analysis with content analysis approach .The results of the study are (1) that political marketing is done by YAKIN and BERSUSILA basically not much different. (a) Segmentation relatively equally YAKIN and BERSUSILA. YAKIN more than support elements of society bereft of decency. YAKIN and BERSUSILA are equally promoted by political parties PDIP. Strategies used by YAKIN and BERSUSILA to demonstrate competence and charisma themselves with education degrees and titles include religion, as well as using religious accessories. YAKIN and BERSUSILA also visited religious leaders and raise the issue of gender. Strategies YAKIN and BERSUSILA get swing voters are forming a map of the vote, a solid area, less, and will be lost, as well as form a coalition (b) YAKIN and BERSUSILA sound alike targeting at least 50 % by district with the focus of the campaigns in the villages. (c) In general, the products politics of YAKIN and BERSUSILA not much different. Common vision and mission impressed and difficult to apply. YAKIN and BERSUSILA also uses general pattern and not something new. YAKIN and BERSUSILA are equally trying to portray themselves as a couple of candidates who have a strong faith and a personal meet the requirements of Islam. They also "sell" women as regent candidate. Susi imaged as a mature woman, motherhood, and still beautiful at the age has begun to dusk. Widya and Susi have relatively similar track record to have a husband who served as regent for 2 periods and exposed cases of corruption, and is Chairman of DPC PDIP. However YAKIN regarded track record tends to support the victory than BERSUSILA of the high level of education and have experience of organizing, as well as more widely supported YAKIN mass organizations. While the fake diploma case stumbles BERSUSILA political money making track record worse. Promotion is done YAKIN relatively similar with BERSUSILA, which is much use of advertising banners and billboards . However YAKIN better able to optimize the PR compared bereft of decency. YAKIN and BERSUSILA relatively the same4during the debate, which is normal. YAKIN political costs lower BERSUSILA, though the cost of the biggest expenses is used for operational costs and the media. The number of personnel involved in the campaign well YAKIN and BERSUSILA relatively the same, have the same communication between teams, and solidity are both in implementation.YAKIN equally owned optimize social networking, as well as conduct allegedly involved in money politics. (2) Factors affecting YAKIN victories include the popularity and Mustamsikin Widya, suitability Widya - Mustamsikin pair that complements in terms of the ideology of the party and the masses, a high level of education, political party vehicles (PDI-P), the optimal use of public relations, the use of network social good, money politics, and a solid succession team. (3) Factors affecting among other defeats YAKIN and BERSUSILA Susi-Lufran less popular, Susi image decreases as fake diploma case and money politics, less optimizing PR, and less solid succession team.Suggestions research is necessary to develop a team succession campaign techniques that are creative alternatives and benefits can be felt directly by the public, so that the cost of political campaigns are not wasted. Abstract

Structural local government official have important and strategic role in order to guarantee the success of government’s job, development and service to the people, therefore implementation of civil servant appointment and placement in structural position must comply with regulations to ensure quality, objectivity and transparency of the policy. In Kendal, there are some civil servants who placed in structural position which are considered less appropriate between their structural position and formal educational backgrounds.This research aims to find out and evaluate placement of civil servant in structural position in Kendal regency based on Regional Regulation (Perda) of Kendal No. 2 of 2012. The method of this research is qualitative descriptive using interviews and document study as data collection techniques.The results of this research described that civil servant placement process in structural position in Kendal is not fully appropriate with Regional Regulation (Perda) of Kendal No. 2 of 2012. Civil servant placement in structural position also describe that the process lack of transparent and not implemented yet merit system purely. Furthermore there are some civil servants who placed in structural position that is not appropriate with educational term which is prioritize in competency standards of structural position, due to the lack of civil servants who have an educational background in specific sector. Keywords: Civil servant, structural position, placement, structural local government official
