Abstract

The vacant position of Head of the Legal Subdivision of the Meranti Islands Regency KPU Secretariat has been going on since 2017. From 2017 to 2020 there were several major agendas for democratic parties including the 2018 simultaneous Regional Head Election, the 2019 General Election, the 2020 Simultaneous Regional Head Election and the General Election 2024. Usually this definitive position vacancy is not allowed to continue for a long time because it will affect the effectiveness of the organization in providing public services and is related to organizational performance. This research aims to explain how the Legal Subdivision of the Meranti Islands Regency KPU Secretariat performed during the absence of the Head of Definitive Law Subdivision in the 2020 Meranti Islands Regent and Deputy Regent Election. This research was conducted using qualitative methods. This research looks at organizational performance through five indicators, namely productivity, service orientation, responsiveness, responsibility and accountability. The results of this research explain that the performance of the Meranti Islands Regency KPU secretariat can be said to be good but has not yet run optimally because there are still obstacles in the way due to the absence of a definitive legal subdivision head.

Abstract

Puskesmas Sei Langkai Kota Batam merupakan Puskesmas yang memiliki sasaran kesehatan tertinggi dibandingkan dengan puskesmas lainnya yang ada di Kota Batam. Hal tersebut didukung dengan kondisi yang tidak sesuai dengan rasio yang seharusnya pada setiap puskesmas. Sehingga hal tersebut menjadi pengaruh besar bagi Puskesmas Sei Langkai Kota Batam dalam memberikan pelayanan kesehatan kepada masyarakat. Oleh karena itu, untuk menciptakan pelayanan yang diharapkan masyarakat dibutuhkannya kinerja yang berkualitas dari Puskesmas Sei Langkai Kota Batam dalam memberikan pelayanan kepada masyarakat. Tujuan dari penelitian ini adalah untuk mengelaborasikan pola kinerja Puskesmas Sei Langkai Kota Batam dalam penyelenggaraan pelayanan kesehatan. Dengan mengacu kepada teori kinerja dari Wibowo yang menjelaskan bahwa optimalnya sebuha kinerja pada organisasi dan lembaga dipengaruhi oleh empat variabel yaitu masukan, proses, luaran dan manfaat yang terkandung dari kinerja tersebut. Peneliti menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil dari penelitian menjelaskan bahwa kinerja Puskesmas Sei Langkai Kota Batam dalam menyelenggarakan pelayanan kesehatan sudah cukup baik, namun belum berjalan secara optimal. Hal tersebut dapat dilihat bahwa Puskesmas Sei Langkai Kota Batam yang belum melakukan pengembangan sumber daya manusia secara maksimal, proses perencanaan yang belum terlaksana dengan baik, dan tidak meratanya manfaat yang dirasakan oleh masyarakat dari Kinerja Puskesmas Sei Langkai Kota Batam dalam Penyelenggaraan Pelayanan Kesehatan.

Abstract

Penelitian ini bertujuan untuk menganalisis inovasi kebijakan yang dilakukan oleh pemerintah Kabupaten Tanah Datar dalam pemulihan sektor pariwisata melalui Program One Nagari One Event. Pengumpulan data dalam penelitian ini menggunakan metode kualitatif, dengan teori Jiyao Chen, Richard M. Walker & Mohanbir Sawhney yang menekankan pada 3 atribut, yaitu kebaruan (novelty); pengembangan (development) dan pelaksanaan (implementation); Ekosistem dan Outcome dari Nilai Kepublikan. Penelitian ini dibagi menjadi data primer dengan menggunakan teknik purposive sampling metode penarikan informan. Informan dalam penelitian ini pemerintah setempat dan pengelola objek wisata. Selanjutnya data sekunder yang berupa dokumen pendukung. Hasil penelitian dapat dilihat dari ketiga indikator yang menjadi landasan analisis peneliti terhadap inovasi kebijakan dalam membangkitkan kembali sektor pariwisata Kabupaten Tanah Datar melalui penyelenggaraan One Nagari One Event ternyata mampu meningkatkan kembali jumlah kunjungan wisatawan dan perekonomian masyarakat setempat. Peran aktor dalam inovasi kebijakan menjadi kunci penting terselenggaranya inovasi One Nagari One Event di Kabupaten Tanah Datar. Semua aktor mulai dari pemerintah daerah, swasta dan masyarakat ikut berpartisipasi aktif dalam pelaksanaan event.

The purpose of this study is to describe the implementation of public service innovations carried out by Disdukcapil Pasaman Regency. This type of research is qualitative by describing the form of implementation of public service innovation by Disdukcapil Pasaman Regency. Innovation is the creation and implementation of new processes, products, services and methods that can produce quality improvements that are effective and efficient. However, innovation can also be in the form of expansion or improvement of existing services, so as to create better service than before. Public Service Innovation is an increase in population administration services by making these services accessible anywhere and anytime by the public.

Abstract

The creative industry is the main pillar in developing the creative economic sector which has a positive impact on Indonesia. It is possible that the government has hopes for the Indonesian economy to rise, compete and achieve excellence in the global economy. For this reason, in order to achieve this goal, intervention from various actors is needed, as stated in the Sound Governance perspective, namely the state, civil society, business and international powers. These four important actors will later be analyzed for their interventions in the development of creative industries in Indonesia. This aims to find out how these 4 important actors have an impact on the development of the creative industry in Indonesia. This research was conducted using qualitative research methods. Meanwhile, the type of research used is library research or literature study, where researchers rely on various literature to obtain research data. The conclusion obtained is that of the 4 important actors from the Sound Governance perspective, each has a role and sustainable impact on the development and progress of the creative industry in Indonesia. For this reason, the Government in the concept of Sound Governance must be able to identify the 4 stakeholders who will later be able to develop relationships between the parties involved to obtain the intended results. So that later there will be effective coordination and there will be no disagreements in any political relations written from the SG perspective.

Abstract

This study aims to provide an in-depth investigation of implementing the pollution and environmental devastation management program in the Batang Arau River. The investigation is motivated by the significant levels of waste contamination in the Batang Arau River, primarily caused by industrial and home garbage. The contamination of the Batang Arau River leads to floods during the rainy season, adversely affecting public health and severely impacting the fishing industry in Padang City. In addition, the Padang City Government aims to enhance the water quality of the Batang Arau River from level IV to level II to make it suitable for tourism purposes. In order to address this issue, the Padang City Environmental Service has created a program to control pollution and environmental degradation in the Batang Arau River. The research employs Merilee S. Grindle's implementation theory and utilizes a qualitative methodology. The research findings indicate that the execution of the Environmental Pollution and Destruction Control Program in the Batang Arau River by the Padang City Environmental Service is now underway, however it has not yet reached its maximum effectiveness. This is because the program encountered various impediments, including limited funding, insufficient public awareness regarding the preservation of the Batang Arau River's ecology, and the failure to attain the program's primary benefits. Nevertheless, the program's implementation has been executed proficiently.

Abstract

The high level of corruption, which has become a pathology in developing countries, especially Indonesia, is evidenced by the 2022 international transparency data, which scored 34/100 and ranked 110 out of 180 surveyed countries. Indonesia ranks as the 5th most corrupt country in Southeast Asia. With these results, Indonesia has only been able to increase its Corruption Perception Index (CPI) score by 2 points from 32 over the past decade since 2012. Despite Law No. 20 of 2001's eradication of corruption, which covers various aspects, related to anti-corruption efforts, including education and anti-corruption socialization, this pathology remains unresolved. Therefore, a strong foundation is needed, especially among the younger generation as the nation's future leaders, by strengthening students' character regarding integrity and courage against corruption. This community engagement used socialization, interviews with school members, and participatory observation within the school environment. The concept of public administration ethics serves as the basis for this activity. The results showed that anti-corruption education through the perspective of public administration at SMP N 13 Padang plays a significant role in shaping students' integrity and courage in combating corruption. As adolescents, students are in the process of forming moral values and behaviors. Thus, anti-corruption education interventions can significantly impact shaping their character. Students improved their understanding of corruption and developed a more courageous attitude and strong integrity. The results provided valuable insights and a foundation for further improvement in anti-corruption education in middle schools.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan bagaimana implementasi Pengawasan Peredaran Kosmetika Ilegal Oleh BBPOM Sumatera Barat di Kota Padang. Pengawasan Peredaran Kosmetika Ilegal adalah sebagai bentuk upaya Pemerintah dalam pemenuhan hak dasar warga negara untuk mendapatkan perlindungan dari produk kosmetika yang beredar yang mengandung bahan yang berbahaya bagi KesehatanPenelitian ini menggunakan teori Van Meter dan Van Horn, peneliti menarik kesimpulan bahwa Implementasi Pengawasan Peredaran Kosmetika Ilegal Oleh Balai Besar Pengawas Obat dan Makanan Sumatera Barat di Kota Padang masih belum diimplementasikan dengan baik. Hal ini dilihat dari adanya upaya dan strategi telah dilakukan oleh BBPOM Kota Padang terdapat beberapa hambatan terjadi seperti masih kurangnya sumber daya manusia dalam penerapan Pengawasan ditambah terdapat beban kerja lainnya dapat berdampak kepada tugas utama seperti kurang meratanya sosialisasi yang dilakukan. pada kondisi sosial masih kurangnya kesadaran, pengetahuan dan pemahaman masyarakat terkait kosmetika, masyarakat masih bingung membedakan kosmetika yang layak digunakan.Pada kondisi ekonomi terdapat hambatan berupa masyarakat yang cenderung lebih menggunakan produk kosmetika ilegal dikarenakan harga nya yang terbilang murah.Kata kunci: Implementasi Pengawasan, Kosmetika Ilegal, Balai Besar Pengawas Obat dan           Makanan

Abstract

The purpose of this study is to test and analyze how the influence of work discipline, compensation and motivation on employee productivity at SMKN 4 Padang both partially and simultaneously. This research is a form of associative research that has a form of variable relationship, namely causal relationships. While the approach used in this study is a quantitative approach. Collection techniques using questionnaires and data analysis using multiple linear regression and data processing using SPSS Version 25. The results of this study concluded that when viewed in the partial test of work discipline on work productivity gave a significant value of 0.000<0.05 with a B value of 0.289 which means that Ha was accepted and Ho was rejected. In the compensation variable, a significant value of 0.075>0.05 with a B value of 0.046, a significant value greater than 0.05 means that there is no compensation relationship to work productivity and it is concluded that Ha is rejected and Ho is accepted. Motivation significant value 0.000<0.05 with a contribution magnitude of 0.661 which means Ha is termed and Ho is rejected. If simultaneously tested, the significant value of the effect of work discipline, compensation and motivation on work pruductivity is 0.000 < 0.05 with a B value of 0.505, which means that there is a significant influence with Ho rejected and Ha received with a contribution value of 50.5%.

Abstract

This research aims to describe and analyze the application of the Domestic Component Level (TKDN) in the procurement of government goods and services at the General Bureau and Procurement of Goods and Services of the Ministry of Education, Culture, Research and Technology as well as determine the level of success and find a model for implementing the Domestic Component Level (TKDN) policy in the procurement of government goods and services at the General Bureau and Procurement of Goods and Services of the Ministry of Education, Culture, Research and TechnologyThe research method used is a descriptive analytical method with a qualitative approach. Data was collected through in-depth interviews with relevant officials, document analysis, and direct observation of the goods and services procurement process. This research identified several main challenges in implementing TKDN, including limited local production capacity, quality of domestic products, and understanding and compliance with TKDN regulations by procurement actors. The research results show that although the TKDN policy has great potential to encourage local industry, its implementation still faces various obstacles. Efforts are needed to increase the capacity and quality of domestic products, as well as more intensive outreach and training for procurement actors. This research recommends increasing coordination between government and industry, as well as regular evaluation of TKDN policies to ensure their effectiveness in supporting national economic development.
