Abstract

Kampar Regency is one of the areas that are included in six areas prone to smog in Riau Province. Moreover, of the six smog-prone areas in Riau Province, Kampar Regency is also the district with the largest population of the other five regions. Thus, inevitably resulting in more and more people being affected by the emergence of smog. Thus, of course the Kampar Regency Government has coordinated with relevant agencies in overcoming this haze disaster. The purpose of this study was to determine and analyze the implementation of the coordination of the Kampar Regency Government in Haze Disaster Management. The research method used is qualitative descriptive through in-depth interviews with competent parties stating that in measuring coordination there are four main variables, namely unity of action, division of labor, communication and discipline. Based on the results of the study it can be concluded that the coordination of the Kampar Regency government in dealing the haze disaster has been running quite well.

Abstract

This thesis is a research that aims to describe and analyze the quality of public services in the Technical Implementation Unit of Motor Vehicle Testing of the Padang Pariaman Regency Transportation Office. The research refers to Sinambela's theory which states that the quality of excellent service is reflected in: Transparency, Accountability, Conditional, Participative, Equal Rights, Balance of Rights and Obligations. Then this research uses a qualitative approach with descriptive research methods. Data collection techniques are carried out by interviews, documentation, and observation. Furthermore, the informant selection technique in this study is a purposive sampling technique and the validity of the data is carried out by source triangulation techniques. The results showed that the quality of motor vehicle testing services at the Technical Implementation Unit of Motor Vehicle Testing of the Padang Pariaman Regency Transportation Office has run quite well although in some indicators there are still not optimal such as transparency indicators, namely the absence of socialization about services to the community

Abstract

Even though the SSGI stunting rate decreased from 24.4% in 2021 to 21.6% in 2022, West Sumatra province is one of the provinces in Indonesia with a fairly high stunting rate. One of the cities in West Sumatra which is the largest producer of animal and vegetable food is the city of Padang Panjang. The potential of Padang Panjang City is expected to be able to support the development of the younger generation optimally. However, ironically, around 19% of teenagers still suffered from malnutrition and stunting in Padang Panjang City in 2018. Apart from that, the third area in West Sumatra Province that was designated by Bappenas as a place to care for stunted children, namely Solok Regency. This research uses the concept/theory of good governance according to Ali Farazmand. This research uses a literature review method. This research produces an analysis of the existence of inclusive policies to support the accessibility of district/city areas which have an impact on the potential for economic prosperity. Furthermore, this becomes the axis of health and nutrition development. Finally, there should be policies that produce international synergy in the use of agricultural and fisheries resources which have an influence on the development of health and nutrition in the region.

Abstract

Artikel ini bertujuan untuk mendeskripsikan pelaksanaan manajemen kinerja dalam penerbitan akta kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kota Solok. Penulisan artikel ini di latar belakangi oleh kurangnya kesadaran masyarakat akan pentingnya administrasi kependudukan, termasuk akta kelahiran. Banyak masyarakat yang tidak memahami syarat pelayanan hingga masyarakat yang mengurus akta kelahiran hanya pada saat momen tertentu saja. Kota Solok memiliki tingkat penerbitan akta kelahiran cukup tinggi, yaitu mencapai 96,13% dari total anak berusia 0-18 tahun di Kota Solok. Kota Solok juga meraih banyak penghargaan dari berbagai kementerian untuk pelayanan penerbitan akta kelahiran mulai dari tahun 2015 dan 2016 mampu mencapai target nasional, 2017 mendapatkan penghargaan percepatan cakupan pemberian akta kelahiran secara gratis dan tahun 2019 mendapat peringkat pertama pencetakan akta kelahiran online. Penelitian ini menggunakan metode penelitian kualitatif, tipe penelitian deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Teknik keabsahan yang digunakan adalah triangulasi sumber dengan teknik pemilihan informan adalah purposive sampling. Penelitian ini menggunakan teori manajemen kinerja sektor publik yang dikemukakan oleh Mahmudi. Hasil penelitian menunjukkan manajemen kinerja Dinas Kependudukan dan Pencatatan Sipil Kota Solok dalam pelayanan akta kelahiran dilakukan dengan baik, dimulai dari tahap perencanaan kinerja, tahap pelaksanaan kinerja, tahap penilaian kinerja, review kinerja, dan tahap perbaikan kinerja yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Solok secara berkelanjutan dari tahun ke tahun. Namun dalam pelaksanaan manajemen kinerja tersebut masih memerlukan perbaikan dan peningkatan dalam penerapannya.

Abstract

The concept of e-government has become a trend and solution for improving the quality of public services that are effective and efficient in the industrial era 4.0. Since 2018 Padang City has made efforts to accelerate e-Government since it was designated as 1 of 100 smart cities by the central government. The Government of Padang City has launched quite a few digital-based innovations supported by policies and increased human resources. The purpose of writing this article is to analyze the development of e-government in Padang City using the theory of three elements of successful e-government development by the Harvard JFK School of Government. The research method uses descriptive qualitative. The results of the study show that in general, the development of e-Government in Padang City is going well, as evidenced by the existence of a number of legal products to support the implementation of e-Government, sustainable planning, and benefits felt by the government and society. However, there are still a number of obstacles including a lack of human resources who have skills in the ICT field, the servers are not accompanied by adequate security, and budget constraints to improve the quality of e-Government application development.Keywords: Public Service; e-government; Padang city AbstrakKonsep e-Government telah menjadi trend dan solusi untuk peningkatan kualitas pelayanan publik yang efektif dan efisien di era industry 4.0. Sejak tahun 2018 Kota Padang melakukan upaya percepatan e-Governmnent sejak ditetapkan sebagai 1 dari 100 kota smart city oleh pemerintah pusat. Pemerintah Kota Padang cukup banyak meluncurkan inovasi berbasis digital yang didukung oleh kebijakan serta peningkatan sumber daya. Tujuan penulisan artikel ini adalah untuk menganalisis pengembangan e-Government di Kota Padang menggunakan teori tiga elemen sukses pengembangan e-Government oleh Harvard JFK School of Government. Metode penelitian menggunakan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa secara umum pengembangan e-Government di Kota Padang berjalan dengan baik, yang dibuktikan dengan adanya sejumlah produk hukum untuk mendukung penerapam e-Government, perencanaan yang bersifat berkelanjutan dan kebermanfaatan yang dirasakan oleh pemerintah dan masyarakat. Namun masih terdapat beberapa kendala diantaranya masih kurang SDM yang memiliki skill di bidang TIK , server belum disertai dengan keamanan yang memadai serta keterbatasan anggaran untuk meningkatkan kualitas pengembangan aplikasi layanan publik  e-Government.Kata Kunci: Layanan Publik; E-government; Kota Padang

Abstract

This research focuses on the implementation of a web-based Building Permit (BP) system in Kecamatan Ampek Angkek, Agam Regency. The study adopts a qualitative research design with a descriptive analysis approach to explore the realities and phenomena associated with the web-based system. The research aims to understand the challenges and obstacles faced during the implementation of the system and proposes effective strategies for improvement. Several key hurdles have been identified, including limited internet access, a shortage of certified building design experts, the need for qualified and skilled staff, compliance issues among users, insufficient funding, and the absence of local regulations for building approvals. To address these challenges, the study suggests the following recommendations. Firstly, thorough preparation and planning are essential in developing the web-based system to meet the specific needs and challenges of the region. Secondly, ensuring the availability of robust ICT infrastructure and secure hardware and software is crucial for efficient system performance. Thirdly, obtaining support and cooperation from all stakeholders, including public awareness campaigns, will promote active participation and engagement in the new system. Investing in human resource development and training is recommended to equip staff with the necessary skills to manage and utilize the web-based system effectively. Moreover, fostering a comprehensive understanding of existing regulations and requirements is vital to facilitate smooth and streamlined building permit processes. Additionally, expediting the issuance of local regulations governing Building Permit approvals is proposed to provide clear guidelines and enhance the system's effectiveness. Finally, if necessary, engaging the services of permit consultants can offer a practical solution to aid applicants in navigating the complex permit procedures. Abstract

Padang Pariaman Regency has 103 nagari spread and has access to different geographical conditions. So that this affects services in population administration and civil registration which makes people reluctant to take care of it for reasons that access is quite difficult to reach. As one of the efforts to improve public services, the Population and Civil Registration Office of Padang Pariaman Regency created an innovation Nagari Go Digital. This research was designed using qualitative methods with a descriptive approach. The purpose of this study is to analyze the Nagari Go Digital program in improving public services in Padang Pariaman Regency. The results of this study show that the innovation of the Nagari Go Digital program can increase the effectiveness of the implementation of population document services held in the Nagari government with the support of digital services. So that it has benefits for the community in obtaining services without having to come to the office of the Population and Civil Registration Office. However, there are still some obstacles that occur in Nagari as an implementing organization so that it needs to be improved again in its implementation

Abstract

Penelitian ini membahas upaya pengurangan risiko bencana di Nagari Tapakih melalui implementasi program Desa Tangguh Bencana. Pelaksanaan program ini telah mengikuti pedoman yang ditetapkan oleh Peraturan Kepala BNPB Nomor 1 Tahun 2012 tentang Pedoman Desa Tangguh Bencana. Salah satu langkah signifikan dalam upaya ini adalah pembentukan Kelompok Siaga Bencana Nagari Tapakih yang melibatkan berbagai elemen seperti perangkat Nagari, perangkat kesehatan nagari, Babinsa dan Bhabinkamtibmas, alim ulama, dan karang taruna. Kolaborasi antara BPBD Padang Pariaman dan KSB Nagari dalam edukasi serta penyebarluasan informasi mitigasi bencana telah berhasil meningkatkan pemahaman dan kesadaran masyarakat dalam menghadapi bencana. Meskipun demikian, penelitian ini mengidentifikasi kebutuhan untuk meningkatkan aspek legislasi dalam pengembangan program Desa Tangguh Bencana di Nagari Tapakih. Diharapkan adanya pengembangan Peraturan Nagari yang khusus mencakup aspek penanggulangan bencana, sehingga dapat memberikan landasan hukum yang kuat untuk setiap kegiatan di Nagari. Langkah ini akan semakin mengokohkan kerangka kerja penanggulangan bencana di tingkat lokal dan membantu melindungi komunitas dari dampak bencana yang potensial terjadi.

Abstract

This study aims to analyze and describe the management of flash floods disaster management strategies carried out by BPBD Pasaman Regency. This research is motivated by Pasaman Regency which is a disaster-prone area. flash floods is one type of disaster that has a high potential and has a large impact and loss. Thus, there is a need for a strategic management process carried out by the Pasaman Regency BPBD in the implementation of flash floods disaster management which aims to reduce the risk of flash floods disasters in Pasaman Regency. The method used is descriptive qualitative, with data collection techniques using interviews, documentation, and observation. . The selection of informants was done by purposive sampling technique. The data analysis technique used in this study according to Miles and Huberman, meanwhile to test the validity of the data obtained in the field, the source triangulation technique was used. The strategic management process is carried out by describing the phenomena found in the field using the theory of J. David Hunger and Thomas L. Wheelen which states that the strategic management process consists of a process of environmental scanning, strategy formulation, strategy implementation and evaluation and control. The results of this study conclude that the strategic management process in flash floods disaster management by BPBD Pasaman Regency has not been achieved optimally, this is due to limited human resources owned by BPBD Pasaman Regency in terms of number and competence, lack of infrastructure facilities owned by all programs and activities optimally in achieving organizational goals, low presentation of budget realization in the implementation of programs and activities carried out, achievement of performance targets that are not yet optimal and special evaluations held by BPBD Pasaman Regency related to several activities in disaster management.

Abstract

This article discusses the Indonesian government's efforts to address the needs of ASN employees, as well as the number of honorary employees who have served for years but have not been able to be appointed as ASN employees. By understanding the efforts, steps, and policies implemented by the government, it can be assessed the strategy for recruiting employees other than PNS, namely PPPK employees. The writing of this article uses a qualitative approach using descriptive methods. Meanwhile, the data collection technique used was a literature study that utilized books, journal articles, newspapers, online news, and websites of related institutions. The important findings from this paper are first, the government's response to the problem of employee needs with the PPPK Technical acceptance policy. Second, coordination is carried out by the regional government with the central government regarding the formation of technical staff needs. Third, the ability of honorary employees who have not met the competency standards applied by the supervisory agency, so that after the procurement of Technical PPPK employees has not been maximized. It can be seen from the number of selection participants who did not pass the threshold value, as a result the formation was left vacant by the government. These factors complicate the government's efforts to reformulate ASN employees. Keywords: Honorary, Policy, PPPK, Recruitment.
