Abstract

Abstrack : The aims of study is to investigate phenomenon of bureaucratic inertia within the Indonesian government system, which detrimentally affects government governance, administrative systems, and public services provided to the people. It is crucial to acknowledge the significant risk posed by the persistence of bureaucratic inertia in the absence of any proactive measures to address and advance necessary changes. This research employs a comprehensive literature review, incorporating 35 relevant scholarly sources that are closely aligned with the current study. The occurrence of bureaucratic inertia in Indonesia is a significant challenge since local institutions always face pressure from the central government, resulting in diminished authority, influence, and power. From an institutional standpoint, it is crucial to have transparency mechanisms in place to guide decision-makers. These mechanisms should allow for the authorization or restriction of actions, enforceable regulations and procedures, and appropriate incentives or penalties to ensure wise decision-making. By implementing such measures, institutions can gradually develop into responsible entities that prioritize transparency in meeting public demands. From a capacity standpoint, the key criteria for overcoming bureaucratic inertia include improving the organizational and managerial structure, facilities, and infrastructure, and promoting the establishment of an extensive network. Furthermore, there exists a significant prospect to engage in cooperation with exterior stakeholders to leverage solutions to compete with regions that possess greater advancement than others. Abstract

Batam City is the only city in the Riau Islands Province with a good SPBE index out of the 5 regencies and cities in the province. However, in implementing the SPBE policy, problems were encountered, one of which was related to the lack of coordination between SPBE organizers. This creates a discrepancy between the predicate achieved and what is implemented. Bearing in mind that the SPBE maturity level of the Batam City government is the highest in the Riau Islands Province. This research uses a qualitative research method with a descriptive approach. Data collection techniques were carried out by interviews, observation and documentation with the informant selection technique, namely purposive sampling. Meanwhile, the data validity technique uses source triangulation. This research uses the theory of policy implementation proposed by Ripley and Franklin which consists of 2 variables, namely Compliance and What's Happening and Why (What happened and why?) The results of this research indicate that the implementation of the SPBE policy in Batam City has not been implemented optimally. This is caused by (1) minimal understanding of the policy by implementors, unplanned coordination activities between implementers, and no socialization of policy guidelines. (2) factors beyond control that influence the implementation process, namely the agency's lack of awareness of the existence of policy guidelines. (3) inadequate infrastructure factors, and very rapid technological development factors. Thus, the Batam City Communication and Information Department as the main actor needs to fix these problems so that the implementation of the SPBE policy can run effectively

Abstract

The significant vulnerability of Padang Pariaman District to potential tsunamis necessitates extensive mitigation efforts. This study attempts to delineate the steps included in disaster mitigation through the Disaster Resilient Village program as specified in the Regulation of the Head of National Disaster Management Agency (BNPB) Number 1 of 2012. The program seeks to establish self-sufficient nagaris capable of anticipating and mitigating disaster impacts. Implementing both non-structural and structural mitigation measures through this program is a prudent decision to prepare for unforeseen calamities. This study employed a descriptive qualitative approach, collecting data through interviews with 22 local community members and stakeholders as well as field observations. The findings indicate that the disaster resilience program has stagnated and failed to achieve optimal results. This is evident by the lack of substantial progress and monitoring in Katapiang, Seulayat Ulakan, and West Sunua Nagaris, which have been designated as part of the Disaster Resilient Village program in Padang Pariaman District. These findings serve as a reminder for the government and stakeholders to prioritize the implementation of disaster mitigation initiatives, considering the unpredictable nature of disaster timing and intensity.

Abstract

Tujuan penelitian ini ialah untuk melihat trend pemahaman dan praktik komunikasi politik indonesia di era digital. Penelitian ini menggunakan metode studi kepustakaan. Studi literatur bisa didapat dari berbagai sumber baik jurnal, buku, dokumentasi, internet dan pustaka. Komunikasi politik dapat terjadi melalui berbagai cara, termasuk melalui media massa. Misalnya saja pada saat pemilihan umum (Pemilu), beberapa politisi melakukan komunikasi politik untuk bersaing dengan lawannya. Dengan cara ini, pemilu dimenangkan dengan memenangkan atau mempengaruhi hati dan pikiran pemilih. Dalam beberapa situasi komunikasi politik, pemerintah sebagai lembaga eksekutif yang memegang kekuasaan dapat melakukan komunikasi politik dan menyampaikan kebijakan nasional atau situasi terkini kepada masyarakat. Terlihat bahwa komunikasi politik secara umum mempunyai lima unsur yaitu komunikator politik, informasi politik, media politik, tujuan politik, dan efek komunikasi politik. Unsur-unsur tersebut mempunyai elemen yang saling berkaitan sehingga dapat menentukan keberhasilan proses komunikasi yang dilakukan oleh komunikator politik

Abstract

Democracy at the local tier exhibits intricate dynamics and possesses substantial variances, one of which pertains to the democratic framework in Nagari, West Sumatra. The West Sumatra Provincial Regulation 7/2018 delineates an interpretation of Nagari through the principle of territorial unity within the governmental structure of Nagari. In alignment with its legal authority, West Sumatra Provincial Regulation 7/2018 encompasses a conceptualization of Nagari infused with the essence of Traditional Village, achieved through establishing Nagari institutions aimed at fortifying customary practices. This fortification is directed towards the component of traditional leaders, which signifies a hallmark of the Minangkabau cultural entity. Traditional leaders, or tribal chiefs, have diminished their authoritative power due to the polarization of political institutions governing the village. The West Sumatra Provincial Regulation 7/2018 advocates for governmental institutions to reinforce traditional stakeholders or leaders alongside their inherent rights. In this regard, West Sumatra Provincial Regulation 7/2018 elevates the status of traditional leaders, who have traditionally occupied roles within community institutions, to positions of prominence within governmental frameworks. This elevation is predicated on the premise that conventional leaders embody the essence of tradition itself, serving as figures who exemplify leadership and uphold the distinctive characteristics of the village populace as dictated by traditional norms.

Abstract

This study aims to analyze the effectiveness of the implementation of disaster-resilient tourism development policies carried out by the Padang City Government. The research was conducted in 11 districts in Padang City, with informants being stakeholders who play a key role in the implementation of this policy, such as the Mayor of Padang, the Regional Secretary of Padang City, the Padang City Council, the Padang City Tourism Office, the Padang City BPBD, members of the Balawisata Padang, members of Pokdarwis Padang, the Board of the Disaster Risk Reduction Forum (FPRB) Padang, members of the Disaster Alert Group (KSB), as well as Non-Governmental Organizations involved in the implementation of this policy, such as the Tsunami Alert Community (Kogami) Padang, and the Disaster Alert Cadets (Tagana) Padang, Districts and Villages under the policy’s supervision, as well as the communities in the target areas of this policy.The research method used is descriptive qualitative, with informant selection using purposive sampling techniques, combining data from observations, interviews, and documentation, and interpreting both etic and emic data in an integrated manner. The results of this study conclude that overall, the implementation of the disaster-resilient tourism development policy by the Padang City Government has been carried out but is not yet effective. This is due to several factors, such as the lack of regulations and derivative documents that can serve as guidelines, which has caused stakeholders and the community to be hesitant and passive in implementing the policy. Furthermore, in terms of integration, the lack of communication and coordination between policy implementers at the city level and stakeholders at the district and village levels has resulted in a relationship pattern that does not align with what was initially planned. Regarding the adaptation instrument, the limited facilities and infrastructure owned by the village and district offices have caused the policy implementation to stagnate in these areas.

Abstract

Sektor pertanian sebagai salah satu sektor yang penting bagi Kabupaten Tanah Datar karena pertanian memiliki peranan penting terhadap PDRB Kabupaten Tanah Datar. Namun, sektor pertanian di Kabupaten Tanah Datar mengalami permasalahan, diantaranya pupuk subsidi, hama tanaman, dan biaya sebelum masa tanam padi yang cukup mahal. Akhirnya Pemerintah Daerah meluncurkan program unggulan sektor pertanian untuk mengatasi permasalahan tersebut, diantaranya program bajak gratis, AUTP, AUTS, irigasi dan pupuk subsidi. Hal tersebut sejalan dengan Peraturan Bupati Tanah Datar Nomor 22 Tahun 2022 tentang Roadmap Program Unggulan dalam Rencana Pembangunan Jangka Menengah Daerah Tahun 2021-2026. Dalam penelitian ini teori yang digunakan adalah tipe-tipe strategi yang dikemukakan oleh J. Kotten yang terdiri dari 4 variabel yang digunakan yaitu strategi organisasi, strategi program, strategi pendukung sumber daya dan strategi kelembagaan untuk menganalisis strategi Dinas Pertanian dalam pelaksanaan program unggulan sektor pertanian di Kabupaten Tanah Datar. Berdasarkan hasil penelitian menunjukkan bahwa Dinas Pertanian lebih sesuai pada strategi organisasi, sedangkan pada strategi program, strategi pendukung sumber daya dan strategi kelembagaan masih perlu peningkatan dalam pelaksanaan di lapangan.

Abstract

Management of School/Madrasah Health Program (UKS/M) by Payakumbuh City Government in Realizing Healthy City in 2017. In running a program, a management process is needed to run according to plan. Careful planning can determine the effectiveness of an activity. For the implementation of a Healthy School that is sustainable, smooth, and good, good planning is also needed by the Payakumbuh City Government. Objective: to describe and analyze the Management of the School/Madrasah Health Program (UKS/M) by the Payakumbuh City Government in realizing a Healthy City in 2017. Method: this research is qualitative with a descriptive research type. Results/Findings: Through planning, organizing, directing, and supervision, it shows that the management carried out by the Payakumbuh City Government is running according to plan, but there are still obstacles in its implementation, such as the lack of supervision carried out on the community or canteen traders who sell unhealthy food, and the lack of participation of the community living around the school environment in realizing a clean and healthy environment.

Abstract

Quality public services are the hope of every society. Therefor, the West Pasaman Regency Population and Civil Registration Service strives to provide the best service through various service innovations, one of which is PANDAWA. PANDAWA is a digital innovation in providing population administration service via whatsapp so that people can access service online by sending massage to the PANDAWA whatsapp number. The research aims to analyze the attributes of PANDAWA innovation in providing public services. This research was elaborated using Evereet Rogers theory about innovation atributes . This research uses descriptive qualitative research methods. Meanwhile for data collection, researchers used three methods namely interviews, documentation, and observation. The research results obtained are that PANDAWA innovation provides benefits both in term of time and cost for community. This innovation is also relevant to the vision and mission of West Pasaman Regency and is ini accordance with previous innovations, namely DPM. As an innovation PANDAWA is generally not complicated to access, but there several types of service that require downloading a form as a requirement. Than, PANDAWA has also gone through a trial process and is easy information PANDAWA related to can be seen on the West Pasaman Disdukcapil Disdukcapil’s instagram, facebook, but teh available information is not update.

Abstract

This research aims to understand disaster mitigation based on local wisdom implemented by the community in Pasaman Regency. In this study, the researcher applies WN. Charter's disaster mitigation theory, which divides the concept of disaster mitigation into two parts: structural mitigation and non-structural mitigation. This research uses a qualitative descriptive method. Data collection techniques include observation, interviews, and documentation. The data analysis techniques employed are data reduction, data presentation, conclusion drawing, and verification. The unit of analysis in this research is groups specifically, community groups with a high disaster risk index in Pasaman Regency, such as South Mapat Tunggul Subdistrict, Panti Subdistrict, and Tigo Nagari Subdistrict. The findings reveal that disaster mitigation based on local wisdom in Pasaman Regency has not been optimally implemented. This is evidenced by the lack of proper and comprehensive adoption of local wisdom methods in disaster mitigation activities. For instance, the institutional formation indicator shows that there is no institution beyond the existing organizations involved in this process. Furthermore, the training and education indicators show no visible utilization of the local community's wisdom as a medium for disaster mitigation. However, local wisdom methods that already exist in the community are evident in the early warning system indicator. The community uses natural signs and loudspeakers at places of worship within residential areas as an early warning system. These loudspeakers serve as an information system for the community to conduct self-initiated and independent evacuations.
