Abstract

This study aims to determine the form of resilience of women tourism workers affected by the Covid-19 pandemic. This study uses a qualitative method with a case study approach. Data sources are primary data from interviews with various parties, including hotel owners, hotel associations and hotel employees, while secondary data sources are documentation data. Data analysis was performed using an interactive model. The spread of the corona virus globally has affected various lines of community life, including in Bali. Hotels are the tourist facilities in Bali that are most affected. The decline in tourist visits, causing hotel occupancy rates to experience a drastic drop which resulted in layoffs. The finding of this research is that job termination for female employees occurs in almost every hotel in Bali. However, the termination of employment was responded creatively. In an effort to maintain a life for themselves and their families, women who are affected by hotel employees, especially those who have worked in the food and beverage division, react by adjusting to the conditions that occur. They make various types of food that are sold online using WhatsApp, I.G. and F.B. social media. The attitude of women who are former hotel workers in the food and beverage division in Bali towards termination of employment shows that creativity is driven by the spirit of survival as a modality that needs to be supported and worthy of being a good practice as well as a model on develop women’s capacities during pandemic Covid-19 and new normal.

Abstract

This study is a research with a qualitative approach that describes how to improve compliance with public service standards by looking at the service quality of the Population and Civil Registration Service in improving services during the Covid-19 Pandemic in Bukittinggi City. Based on the results of the analysis, the quality of this service does not appear by itself, there is the involvement of the community and the Population and Civil Registry Office of the City of Bukittinggi in this matter. There are 5 indications in the quality of this service, namely in tangible terms the Population and Civil Registry Office of Bukittinggi City in providing physical services to the community, in addition to providing technical guidance to employees is also physical evidence that is very helpful in supporting the services of the Population and Civil Registry Office of Bukittinggi City to the public. Bukittinggi community.In terms of reliability, the Population and Civil Registry Office of the City of Bukittinggi to the people of Bukittinggi has been reliable in providing services, this can be seen from the satisfaction felt by the people of Bukittinggi towards the services of the Department of Population and Civil Registration of the City of Bukittinggi to the people of Bukittinggi, in terms of responsiveness of the Department of Population and Civil Registry. The city of Bukittinggi serves well and is responsive in responding to all community problems so as to create comfort in the use of services.

Abstract

The purpose of this research is to describe and analyze the implementation of the disaster-resilient tourism development policy in the City of Padang. Data collection techniques include observation, interviews, and documentation. The data analysis techniques employed are data reduction, data presentation, conclusion drawing, and verification. The research results conclude that, overall, disaster-resilient tourism development in the City of Padang has been implemented but is not yet optimal. The absence of regulations and derivative documents that can serve as guidelines for stakeholders and the community has led to hesitation and passivity in executing the policy. In terms of resources, the limited funding available to the subdistricts and districts involved has caused the policy implementation to stagnate in these areas. Furthermore, regarding communication and coordination between organizations, although socialization efforts have been made, the subdistricts and districts involved still lack clarity on the standards and benchmarks of the policy. Poor communication and coordination between the city-level policy implementers and the district- and subdistrict-level stakeholders have resulted in relationships that do not align with the initial plans. Regarding the attitudes of policy implementers, it was found that stakeholders responded positively; however, this positive response was not accompanied by a commitment from stakeholders at the district and subdistrict levels. Finally, the social, economic, and political environments, which are not conducive, have a direct impact on the performance of the policy that has been implemented.

Abstract

This article discusses the diffusion of Recapitulation Information System (Sirekap) innovation to improve the integrity of the 2024 Election in Kepulauan Meranti Regency, Riau Province, Indonesia. The diffusion of innovation provides an overview of the extent to which the community accepts adopting the Sirekap Application. Integrity is a very important value in elections, so many developed countries utilize technology to improve the integrity of their elections. However, using technology not only improves election integrity but can also damage election integrity. The Indonesia General Election Commission (KPU) is trying to improve election integrity by using Sirekap to count and recapitulate votes in the 2024 election. Sirekap is a means of publishing vote counting and recapitulation tools. The use of Sirekap in the 2024 election has sparked debate among stakeholders at the national level. However, this incident did not occur in Kepulauan Meranti Regency without debate in the community. The purpose of this study is to analyze the efforts of the KPU of Kepulauan Meranti Regency, Riau Province Indonesian in communicating Sirekap technology to stakeholders and the social community and to analyze the assessment of stakeholders and the community regarding the existence of Sirekap. This research uses a case study method with triangulation techniques from interview data and documentation.  The study results show that the Sirekap Innovation Diffusion Process in the Meranti Islands Regency is running quite well by conveying innovations in supporting Sirekap. However, some innovations are not legally certain and prone to problems. The openness of public information and transparency of election result data are well established, thus realizing elections with integrity. Communication is carried out to all stakeholders except the community, even though the community is an important element in elections. User mastery of Sirekap technology is relatively fast. The social system that is formed is based on election organizers' sense of responsibility for the tasks that have been given. Election organizers, election supervisors, and election participants mostly responded well to the use of Sirekap in the Meranti Islands Regency. The community, as an element that is not directly involved with Sirekap, also gave a good response by actively accessing Sirekap on the 2024 Election results publication page so that Sirekap facilitates openness of information and transparency of election result data to realize elections with integrity.

Abstract

A Health Promotion University is one of the public programs in an effort to create a healthy campus community in a comprehensive manner. Even though it is new, this program has a strategic and systematic role in the development of the community structure of the university environment. The purpose of this study is to find out how the management of a healthy campus program at Andalas University uses the system approach method by Azrul Azwar with input, process, output, impact indicators. The approach used is descriptive qualitative with data collection through document review, observation, interviews, and FGD with purposive sampling. Data were analyzed by codification/reduction, data display, and drawing conclusions. Data validity by source triangulation.                     The results of the study indicate that the management of the Andalas Health Promotion University has not been implemented properly based on; (1) program inputs are generally sufficient, both man, money, and material. Weaknesses are found in the method that has not been specifically formulated for program implementation guidelines at Unand, (2) The process has been carried out by Andalas University as a follow-up to the cooperation agreement with the Ministry of Health, but the work program planning has not been completed as a projection in achieving program goals and has not yet been included. in the Unand Strategic Plan. Organizing the Health Promotion University Management Team has been formed since 2019, but its position in the organizational structure at Andalas University is not yet clear, resulting in less effective coordination and communication in program implementation (3) The output of the Health Promotion University program has begun to be produced, but it is still very minimal because there are no program achievement indicators that should be contained in program planning. (4) The impact of this program can not be felt/measured because it is directly related to the output which cannot be obtained optimally.

Abstract

The high level of corruption, which has become a pathology in developing countries, especially Indonesia, is evidenced by the 2022 international transparency data, which scored 34/100 and ranked 110 out of 180 surveyed countries. Indonesia ranks as the 5th most corrupt country in Southeast Asia. With these results, Indonesia has only been able to increase its Corruption Perception Index (CPI) score by 2 points from 32 over the past decade since 2012. Despite Law No. 20 of 2001's eradication of corruption, which covers various aspects, related to anti-corruption efforts, including education and anti-corruption socialization, this pathology remains unresolved. Therefore, a strong foundation is needed, especially among the younger generation as the nation's future leaders, by strengthening students' character regarding integrity and courage against corruption. This community engagement used socialization, interviews with school members, and participatory observation within the school environment. The concept of public administration ethics serves as the basis for this activity. The results showed that anti-corruption education through the perspective of public administration at SMP N 13 Padang plays a significant role in shaping students' integrity and courage in combating corruption. As adolescents, students are in the process of forming moral values and behaviors. Thus, anti-corruption education interventions can significantly impact shaping their character. Students improved their understanding of corruption and developed a more courageous attitude and strong integrity. The results provided valuable insights and a foundation for further improvement in anti-corruption education in middle schools.

Abstract

This study explores the implementation of collaborative governance in village development in Nagari Tigo Balai, Matur District, a locality recognized for its excellence in village financial management and fiscal transparency. Using a qualitative case study approach, the research analyzes how key collaborative governance principles are applied across the planning, implementation, and monitoring stages of local development. The findings reveal that five critical factors—willingness to compromise, effective communication, mutual commitment, trust, and information sharing—consistently shape stakeholder collaboration during all phases of the development process. These elements foster inclusive participation and strengthen transparency in local governance practices. However, the study also identifies inhibiting factors, including limited innovation in village development strategies and insufficient openness in financial disclosures by the nagari government. This research contributes to broader discussions on participatory governance and decentralized development in emerging economies. It provides practical insights into how collaborative governance can enhance administrative accountability and community engagement, particularly in culturally rooted governance systems beyond the Western context.

Abstract

E-Kelurahan merupakan aplikasi e-Government yang digunakan sebagai sarana dalammenerbitkan dokumen ditingkat kelurahan. Penelitian ini dilatarbelakangi oleh beberapamasalah dalam penerapan e-Kelurahan di Kota Padang diantaranya akses kelurahan masihrendah, gangguan akses dan keterbatasan e-kelurahan dalam penyampaian layanan online.Tujuan penelitian adalah untuk menganalilis efektivitas penerapan program e-kelurahan diKota Padang dengan komponen yang lebih kompleks. Analisis dilakukan pada kematanganaplikasi, internal pemerintah dan pengalaman masyarakat sebagai pengguna. Penelitian inimenggunakan metode kualitatif deskriptif. Teori yang digunakan adalah Six DimensionalAssessment Tool ( 6DAT) untuk menganalisis efektivitas e-Government. Enam dimensi inidiantaranya; Security systems, Integrated Database Development, Intra-Agency HierarchicalIntegration,Inter-Agency Lateral Coordination, Interactive Public Access, dan Transparency ofGovernment Structure and Process. Hasil dari penelitian menunjukkan bahwa penerapanprogram e-Kelurahan di Kota Padang masih belum efektif. Meskipun dimensi dasar terpenuhiberupa keamanan aplikasi, memiliki database terintegrasi, serta hubungan lateral melaluikemitraan bersama berjalan lancar. Namun sarana komunikasi ke pihak internal tidakdihadirkan kehadapan publik, transparansi proses dan struktur tidak berjalan maksimal,interaktivitas e-Kelurahan masih lemah dan yang paling penting akses yang efisien terbuktibermasalah. Sehingga dapat disimpulkan kembali, baik dari segi aplikasi, pihak penyelenggaramaupun masyarakat masih dalam tahap mendasar untuk bertransisi ke arah digital.

Abstract

Optimism to end poverty in 2030 is entering a pessimistic phase. The unfinished pandemic and geopolitical conflict has an impact on the most basic problem, namely the food crisis and has caused poverty rates to increase. In responding to global challenges regarding many poverty issues, more than 160 countries have agreed to create an action plan in Sustainable Development Goals (SDGs). The Poverty and Shared Prosperity report at the end of 2022, it turns out that 10.7 percent of the global population is in poverty. It is recorded that 767 million people live below the international poverty line. The current phenomenon that is occurring is that the poverty rate in Indonesia has reached 27.77 million people or 10.64 percent with the total population of Indonesia amounting to 275.77 million people in 2022. In the Extreme Poverty Reduction Policy Program in Indonesia, Meranti Islands Regency is a priority area with The number of poor people is 45 thousand out of 213,532 people or around 25.28 percent of the total population with the number of extremely poor people being 11.22 percent. The Policy Evaluation Theory put forward by William N Dunn is an indicator for analysis. This research will be carried out in Meranti Regency. The aim of this research is to resolve the chaotic problem of extreme poverty. The method and type of this research is Qualitative Descriptive. The technique for withdrawing informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation.Indonesia has a forest area of around 94.1 million hectares which consists of various spatial functions including those used as Production Forests. Production forests which are currently used are around 63 million ha of Indonesia's forest area which is divided into permanent production forest areas, limited production forests. , and convertible production forests (HPK). In accordance with the policies contained in the Agrarian Reform Object Land (TORA) program issued by the central government, HPK is one of the targets used for area release. The current phenomenon that is occurring is that TORA does not accommodate land issues that previously had property rights issued by the National Land Agency which then turned into Convertible Production Forests. So far, what has arisen regarding land issues is the land mafia, but in this phenomenon the community is harmed again by changes in areas where the land with property rights status cannot be cultivated and bought and sold. This research will be carried out in Riau province with the National Land Agency and the Riau Provincial Forest Service as objects. The aim of this research is to resolve disputes over land issues, not only TORA, but also people who previously had land rights issued by BPN, changing their status to HPK. The method and type of this research is Qualitative Descriptive. The technique for attracting informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation.

Abstract

This study aims to analyze the implementation of MPP in the city of Padang, seen form perspective of the New Public Service, which is measured from 4 variables of public service motivation offered by Perry and Wise. Public service motivation includes beliefs, values, and attitudes that go beyond personal interests and organizational interests so that later it will encourage an employee to provide satisfactory service. The research method used is qualitative case study with data collection techniques in the form of observation, interviews, and documentation. The results of the study show that the implementation of MPP Services in Oadang City has been enjoyed by the community, although not all services can be carried out by the community in the Padang City Public Service Mall building in accordance with the regulations that were in effect at the beginning of the policy implementation, it was marked that only 5 agencies opened services at MPP Padang City. The findings of this study when analyzed using PSM theory have not been considered effective and efficient because if measured form the motivatiob of public service, especially the variable of implementing commitmen, it is still not running optimally as indicated by the availability of human resources, budget and facilities at MPP in Padang. Based on that, the Padang city DPMPTSP needs to increase the number of human resources, budgets, and available facilities and apply adaptive service to MPP according with the current pandemic condition.
