Abstract

The police institution has the duty and responsibility to provide services to the community relating to security and other services to citizens. One way to improve service quality is to innovate services. So the focus of this research is on the implementation of Android-based public service innovation through an application feature called 'Paga Nagari' on the Solok City Police Station. Based on the identification results obtained by researchers, 'Paga Nagari' is the latest innovation from Solok City Regional Police that utilizes internet technology. Solok City Police Station is the only Polres in West Sumatra that utilizes internet technology to provide complete services to the public such as the existence of Panic Button, complaints, making online SIM, online SKCK, Certificate of Loss, Notification of Progress of Investigation (SP2HP) ), Crowd Permit, Security Assistance and Escort Request. Then an in-depth study is needed on how the Solok City District Police will carry out the ‘Paga Nagari’. The research method chosen was a descriptive qualitative approach. This research uses Rogers' theory in Suwarno (2008: 17), which measures the innovation attribute variable with five things, namely relative advantages, compatibility, complexity (complexity); the possibility of being tried (liability; and observability. Based on the results of the study, the service at the Solok City Police Station through the innovation based on the android application 'Paga Nagari' is already excellent. However, these efforts have not yet run optimally, obstacles are still often faced by Solok Kota Police and the community as users, especially in terms of networks and non-intensive socialization.

Abstract

The ethics of state civil servants (ASN) in providing public services has so far received special attention in order to realize quality public services. This study aims to determine and assess the Behavioral Standards of the State Civil Apparatus in Improving Public Services at the Civil Registry Service Office of Padang Pariaman Regency. The research method used is qualitative with a case study approach. The results of the researchers found that the standard of behavior of the state civil servants (ASN) at the Dukcapil Service of Padang Pariaman Regency went well. This is marked by the existence of several awards obtained by the Civil Registry Service Office of Padang Pariaman. Based on the theory initiated by Kumorotomo (2013), there are three important ideas in administrative ethics. First, ASN order. Every work action carried out by every ASN at the Civil Registry Service Office of Padang Pariaman Service will get results after an assessment, which is given rewards and punishments based on behavioral assessments. Second, the efficiency of ASN performance, the quality of ASN performance at the Civil Registry Service Office of Padang Pariaman is the result of ongoing trainings held by the Civil Registry Service Office of Padang Pariaman. The third awareness of ASN as a Public Administrator, in this case the Civil Registry Service Office, Service has a standard of behavior that is addressed to all ASN and employees/officers and is stated in the Rules of Value and behavioral guidelines at the Dukcapil Service of Padang Pariaman Regency.

Abstract

Decree of the Minister of State Apparatus Empowerment and Bureaucratic Reform (KEPMEMPAN and RB) Number 10 of 2019 concerning the Establishment of Public Service Provider Units at Ministries and Institutions as the Location of Public Service Evaluation in 2019. It is said that there are 54 institutions / agencies which are locations for evaluating public services, from The 54 institutions / ministries of West Sumatra Province became one of the evaluation institutions in public services by the Ministry of Empowerment of the State Apparatus and Bureaucratic Reform, the institution which became a place for evaluating public services in West Sumatra was the Indonesian National Police. This study aims to describe and analyze what has been done by the Solok City Police Station in achieving good governance through bureaucratic reform. This research is motivated by Solok Kota Police to be the only institution in West Sumatra that has succeeded in carrying out reforms. This study uses qualitative research methods, data sources in the form of primary and secondary data. Primary data were obtained from interviews and observations, while secondary data were obtained from documentation. The results showed that the Solok Kota Police had succeeded in carrying out Bureaucratic Reform in the field of Public Services, this was proven by the Solok City Police receiving an award by Kemempan RB as the best service in 2018.

Abstract

This study aims to determine and describe (1) analysis of the implementation of the BTN KPR Policy at Nugraha Asri Housing in Kenagarian Tabek Panjang, Baso District, Agam Regency. The results of the study show that (1) the PUPR has carried out its duties properly, based on the applicable terms and conditions, then provides recommendations for related parties in the acceptance or selection of subsidized housing, (2) KPR BTN, emphasizing on terms and conditions of borrowing and funding assistance, has emphasized to all consumers when entering into a contract, (3) PT. Mandevilla as the developer, played a major role in supporting the implementation of the subsidized housing target, so that in addition to prioritizing the sale of housing, it also provides convenience in management and also emphasizes the provisions of subsidized housing, (4) overall, consumers have entered the category the provisions of the people who are entitled to receive subsidized housing, it's just that there are various compelling circumstances for consumers, not being able to live in the housing that has been taken, ranging from family reasons, education, work and so on.

Abstract

Tulisan ini barangkat dari keinginan untuk mempelajari dan mendeskripsikan beberapa hal yang terkait dengan pengelolaan keuangan daerah yang transparan di Kabupaten Tanah Datar. Pertama, bagaimana pengelolaan keuangan daerah yang transparan, kedua apa strategi yang digunakan untuk mewujudkan pengelolaan keuangan yang transparan dalam peningkatan PAD.Untuk memberikan kejelasan dalam menganalisis pertanyaan di atas, data-data dalam tulisan ini dikumpulkan melalui studi pustaka (literature) dan penelusuran di website resmi Kabupaten Tanah Datar. Dalam tulisan ini ditemukan bahwa peningkatan PAD kabupaten Tanah Datar didasarkan pada kreativitas dan kemampuan dari pemerintah daerah untuk mengelola keuangan, dengan memanfaatkan sumber-sumber yang ada. Selain itu pemerintah daerah juga melakukan inovasi dalam hal pengelolaan keuangan daerah terutama menggali sumber-sumber yang berpotensi untuk menambah PAD dengan melakukan beberapa hal seperti; Meningkatkan pengawasan pada setiap pos penerimaan sehingga bisa mengurangi kebocoran penerimaan, Melakukan pendataan potensi sumber-sumber penerimaan yang sudah ada maupun penggalian potensi baru, Mengintensifkan penagihan dan peningkatan monitoring, Melaksanakan Cash Management. Dengan melakukan hal-hal tersebut PAD Kabupaten Tanah Datar mengalami peningkatan yang cukup signifikan. Terkait dengan pelaksanaan pengelolaan keuangan daerah yang transparan pemerintah daerah tanah datar telah menyampaikan laporan keuangannya secara periodik di website yang mereka miliki dan dapat diakses langsung oleh seluruh masyarakat, sehingga setiap masyarakat juga memiliki akses yang cukup luas untuk mengetahui perkembangan dana di daerah tersebut, terutama di tingkat pemerintahan nagari. Penyampaian laporan keuangan sperti ini kepada masyarakat umum menjadi sebuah indikasi adanya transparasi pemerintah dalam pemakaian anggaran pendapatan belanja daerah . Kata Kunci: Keuangan daerah, Transparan dan Desenetralisasi Fiskal

Abstract

Ada eforia yang terjadi ketika gerakan kembali ke-nagari di Sumatera Barat menjadi terasa berlebihan, karena masyarakat Minangkabau seperti punya keinginan terciptanya kembali nagari tradisonal seperti pada masa dulunya, padahal dalam prakteknya sangat bertolak belakang. Nagari sekarang sengaja diformat oleh Negara ( baca: pemerintah daerah) dengan perubahan yang sangat substansi pada fungsi dan peran lembaga yang ada dalam nagari. Konsekuensinya nagari sebagai institusi lembaga formal pada tingkat lokal tidak lagi sepenuhnya otonom, banyak konflik yang menyertai perjalanannya, dengan segala kompleksitasnya sebenarnya sangat menarik untuk dijadikan sebagai bahan kajian diskusi yang dikupas dalam bentuk hasil penelitian karena antara Negara (baca: pemerintah daerah) dengan nagari terselip keinginan untuk men-setting nagari dengan format yang berbeda, sehingga ada sebuah solusi yang penulis tawarkan untuk menjembatani dua perbedaan tersebut yang penulis uraikan dalam bentuk model analisis pendekatan elite dan distribusi kekuasaan. Penelitian ini dilakukan secara kualitatif dengan metode Grounded Theory, mengambil analisis kasus pada satu nagari sebagai representasi dari ratusan nagari yang ada di Sumatera Barat, informan dalam penelitian ini adalah elite nagari yang dipilih berdasarkan kriteria yang sudah ditetapkan sebelumnya. Hasil dari penelitian ini ada sebuah solusi yang menarik yang penulis tawarkan kepada pemerintah daerah dan nagari bagaimana cara “positif” menyalurkan opini publik masyarakat nagari sehingga tidak terjadi “perang kepentingan”dalam memetakan format sebuah nagari, dengan menggunakan analisis dasar pendekatan elite dan distribusi kekuasaan dan adopsi model bendungan menurut Jurgen Habermas dalam menata sebuah ruang publik.

Abstract

Disaster risk management sector has become a serious concern for the government due to various disasters that have occurred in recent years followed by many issues came up.This study aims to describe and analyze the capacity of Local Government of Mentawai Islands in organizing disaster affairs in the region. This study is motivated by the vulnerability of Mentawai Islands to earthquakes and tsunamis because the islands are just above the subduction zone.The study applied a qualitative approach with descriptive design by data collection through interviews, observations, and documents.The study concluded that the capacity of Local Government of Mentawai Islands Regency in the implementation of disaster management still needs improvements. It can be proven that there are still some programs that haven’t run optimally. In general, the biggest obstacles are budget constraints, limited supporting infrastructure for disaster management in the regions, and geographical conditions of Mentawai Islands.

Abstract

This research in the background with Padang City is one of the cities that has existing tourism potential, where Padang City itself has vulnerability and vulnerability to disasters on existing tourist objects. This is a concern or concern for the city government of Padang if you want to develop tourism. On the one hand, Padang City has strong tourism potential, and on the other hand, Padang also has a high vulnerability to disasters. Thus, of course, the Padang City Government needs to create or manage tourism development strategies in disaster-prone areas. This study uses the theory of types of a plan initiated by Kotten. In this theory, there are four types of policies, namely: Organizational Strategy, Program Strategy, Resource Support Strategy, Institutional Strategy. The method used in this study is qualitative with a descriptive approach, data collection techniques used are interviews and documentation, while the method for selecting information is using a purposive sampling technique. To test the validity of the data obtained in the field, researchers used source triangulation. Based on the findings in the area, the Padang City Government has a strategy to develop tourism based on disaster mitigation, which through the Department of Tourism and Culture and the Padang City Regional Disaster Management Agency, has programs related to the development of disaster-based tourism mitigation.
