Abstract

Jatisari Village located in Tuban, East Java Province which is one of the villages that received the Village Fund Budget (DD). The Village Fund is a balancing fund from the State Revenue and Expenditure Budget (APBN) whose purpose is to use it for development, empowerment and community welfare. The purpose of this study is to find out how the empowerment process is through the Village Fund (DD) budget and how the results of community empowerment through the Village Fund (DD) budget are. This study used a qualitative method with a descriptive approach with data collection techniques of observation, interviews and documentation and researchers were directly involved in extracting data. Analysis of the data using the theory of Fossey which includes data reduction, data exposure, and drawing conclusions. The results of this research show that 1.) The process of community empowerment through the Village Fund Budget (DD) in Jatisari Village, Senori District is passed through several empowerment processes, namely the problem exposure stage, problem analysis stage, goal and target determination stage, action planning stage, activity implementation stage. , and finally evaluation. 2) The results of community empowerment through the Village Fund Budget (DD) in Jatisari Village, Senori District, Tuban Regency have resulted in several aspects of development such as infrastructure development, health empowerment, education empowerment, empowerment of women farmer groups.

Abstract

Trembes Village, Gunem District, Rembang Regency has autonomy in managing its territory through development programs incorporated in Minister of Home Affairs Regulation (Permendagri) Number 114 of 2014. This research aims to understand the stages of village development planning and the relationships between actors in village fund-based implementation through musrenbang activities. In qualitative research with a case study approach, data is collected through observation, interviews, and documentation. The research results show that the development planning stages involve many actors and are documented in the village RPJM. Relations between actors have a dominant influence on the planning process. However, the final decision remains in the hands of the village head after going through the RT deliberation and village deliberation mechanisms.

Abstract

Penelitian ini bertujuan untuk mengetahui kondisi masyarakat Madinah sebelum hijrah dan kondisi masyarakat Madinah sesudah hijrah serta bagaimana formulasi model pengembangan Masyarakat Islam Nabi Muhammad saw di Madinah. Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan sejarah. Metode pengumpulan data dengan cara: 1) Library research (riset kepustakaan), dimana data-data yang dipakai adalah data kepustakaan,  2) Dokumentasi untuk memperoleh informasi tentang data-data yang dibutuhkan dalam penelitian, penulis menggunakan metode dokumentasi, yaitu mencari data-data yang berupa, jurnal, dan buku-buku yang menunjung penelitian ini. Hasil penelitian menunjukkan bahwa pertma; kondisi masyarakat Madinah sebelum Nabi hijrah adalah mereka belum memiliki kesatuan akidah dan sering hidup dalam perpecahan. Kedua; kondisi masyarakat Madinah setelah Nabi hijrah adalah terwujudnya realisasi ajaran Islam secara total dalam segala aspek kehidupan masyarakat Madinah. Ketiga, formulasi model dakwah pengembangan masyarakat Islam yang digunakan Nabi Muhammad SAW adalah pengembangan masyarakat lokal (locality development) meliputi aspek ekonomi dan aspek sosial, perencanaan sosial (social planning) meliputi aspek sosial, politik serta pendidikan dan model pengembangan masyarakat aksi sosial (social action) meliputi: pembangunan masjid, mempersaudarakan kaum muslim (Muhajirin dan Anshar) dan Piagam Madinah. Ketiga model pengembangan masyarakat tersebut merupakan dakwah bil-hal.

Abstract

Zakat, as an instrument of financial redistribution in the Islamic economy, has significant potential for poverty alleviation; however, the spatial distribution patterns of its impact in Indonesia have not yet been extensively analysed using spatial modelling. In this paper, we measure the spatial pattern of the impact of zakat on poverty data in Indonesia and form a zakat cluster in Indonesia using the Bayesian geoadditive model approach. In this study, we collected data from the Indonesian Central Statistics Agency and the National Amil Zakat Agency (BAZNAS) in 2024, respectively, to map and model socio-economic and spatial determinants, namely the relationship between zakat and poverty in Indonesia. We found strong support for our approach to mapping and modeling flexibly to include spatial analysis. The results of the analysis indicate that zakat has a significant effect on poverty, with a posterior mean of 21,042.1 (SD = 28,142.4; 95% PCI: 12,665.3–30,185.0), where the entirely positive credible interval indicates a consistent spatial association between the distribution of zakat and the concentration of the poor. Furthermore, the structured spatial effects reveal regional heterogeneity with a significant East–West divide: the Papua region exhibits the highest positive spatial effect (up to +317.67), indicating a poverty burden far exceeding the model’s predictions, whilst Java and parts of Kalimantan show a negative effect (up to −317.67), reflecting the greater effectiveness of zakat distribution. The model identifies distinct regional cluster structures, demonstrating significant spatial heterogeneity across regions in Indonesia. The Bayesian geoadditive approach proved superior to conventional models in capturing these non-linear patterns and spatial inequalities. The resulting maps could serve as a new analytical method for policymakers to design more targeted zakat collection and distribution strategies in support of national poverty alleviation.

Abstract

This study examines cultural and persuasive da’wah strategies in fostering harmony within the Samin (Sedulur Sikep) community in three remote villages in Blora Regency, Central Java, which is known for its resistance to conventional Islamic da’wah. Using a twelve-month qualitative ethnographic design, data were collected through participatory observation, in-depth interviews with 32 purposively selected informants, and document analysis. The findings reveal five effective cultural da’wah strategies: ‘pacelathon’ dialogues, the integration of values into slametan ceremonies, cross-community mutual aid, partnerships with traditional leaders, and cultural festivals that open up spaces for dialogue that were previously closed off. A persuasive ‘bil-hal’-based approach, in collaboration with traditional leaders, builds trust, strengthens internal openness within the Samin community, and fosters external harmony with the surrounding Muslim community. This research contributes to the Model of Inclusive Da’wah Based on Local Wisdom (MBKL), which is relevant to the management of diversity in Indonesia. Abstract

This study examines the construction of da'i credibility and the negotiation of religious authority in Habib Jindan's digital da'wah practices on Instagram. Grounded in Hovland's credibility theory, digital religious authority theory, and the framework of Islamic da'wah elements, this qualitative research employs content analysis of 20 selected posts from the Instagram account @alhabibjindan, which has approximately 1.3 million followers. Data were collected through non-participant observation of content, captions, and audience comments. The analysis focuses on three dimensions of credibility: trustworthiness, expertise, and attractiveness. The findings show that Habib Jindan constructs digital credibility through consistent religious messages, transparent identity representation, contextual Islamic explanations, empathetic communication styles, and symbolic religious visualizations. Trustworthiness is reflected in the consistency between messages and practices, expertise appears through the use of Qur'anic and hadith references contextualized to contemporary issues, while attractiveness is built through humanistic language, emotional engagement, and authentic visual presentation. This study also finds that the adaptation of traditional habaib authority into Instagram's platform logic creates a negotiation between religious depth and digital accessibility. Religious authority is influenced not only by sanad and scholarly recognition, but also by digital symbolic capital such as followers and engagement. Theoretically, this research contributes to digital da'wah studies through the concept of da'i credibility construction, while practically offering insights for developing adaptive and ethical da'wah strategies in social media environments.

Abstract

Tubir Seram Island in Fakfak Regency, West Papua, has tourism potential that can support the socio-economic welfare of the Dana Weria community. However, tourism development is constrained by limited infrastructure, low digital literacy, and geographical challenges. This study aims to analyze the management of Tubir Seram Island tourism and its contribution to community welfare. This research employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation involving tourism managers, visitors, and members of the Dana Weria community. The findings show that community-based tourism management contributes to increasing household income, creating employment opportunities, and strengthening local cultural identity. Nevertheless, inadequate infrastructure, limited human resource capacity, and weak stakeholder coordination remain major challenges to sustainable tourism development. This study contributes to the community-based tourism literature by providing empirical evidence from a remote coastal area in West Papua. The findings emphasize the importance of strengthening local institutions, enhancing tourism capacity-building programs, and increasing government support to promote inclusive and sustainable tourism development. Effective tourism management can serve as a strategic instrument for improving the socio-economic welfare of coastal communities.

Abstract

This study aims to analyze the potential, existing conditions, challenges, and formulate a women's empowerment model for the development of a Minapolitan tourism village in Berahan Wetan Village, Wedung District, Demak Regency. The research employed a qualitative case study design. Data were collected through interviews, observation, and documentation review. The findings indicate that: (1) Berahan Wetan Village possesses strong minapolitan potential, particularly in brackish-water aquaculture, seafood-processing micro, small, and medium enterprises predominantly managed by women, as well as the socio-cultural assets of the coastal community. However, this potential has not been optimally managed due to weak tourism village institutions, limited integration between the Tourism Awareness Group (Pokdarwis) and the Village-Owned Enterprise (BUMDes), low digital literacy among women, limited infrastructure, and ecological challenges such as coastal abrasion and tidal flooding. These conditions have led to fragmented, unsustainable development of the Minapolitan tourism village. (2) The women's empowerment model is based on a Community-Based Tourism approach integrated into three main pillars: capacity building, institutional strengthening, and the integration of the Minapolitan value chain. This model positions women as key actors in coastal economic diversification and supports the development of an inclusive and sustainable tourism village.

Abstract

Purpose - This study aims to analyse da‘wah strategies relevant to Muslim minority communities in Krajan, Kalimanggis, emphasising relational equality between da‘i and mad‘u, a dialogical, humanistic, and non-coercive approach, as well as the utilisation of basic needs fulfilment as a contextual medium for da‘wah. Method - This study employed a qualitative method with an ethnographic approach to understand the meanings attributed by religious leaders, Muslims, and non-Muslims to da‘wah practices, particularly the egalitarian da‘wah strategy, da‘wah bil ḥāl, and socially inclusive da‘wah. A sociological perspective was utilised to analyse religion as a social reality related to social structures, interactions, and community dynamics (Hasni, 2023). Data were collected through in-depth interviews and participant observation with eight respondents. These respondents included Muslim community leaders, ustadz/religious figures from outside the local area who had established majlis taklim, Islamic activists in Dusun Krajan, non-Muslim religious leaders, converts to Islam, respected community elders, and members of the Muslim youth organisation (karangtaruna). Result -  This study indicates that the Muslim minority community in Dusun Krajan faces socio-economic limitations, limited access to religious education, and vulnerability in social relations within a predominantly non-Muslim environment, rendering conventional da‘wah less effective. The originality of this research lies in the formulation of egalitarian da‘wah as a contextual and adaptive strategy, emphasising relational equality between da‘i and mad‘u, a social–humanistic approach through the fulfilment of basic needs, and conflict management based on dialogue and empathy. The findings suggest that egalitarian da‘wah functions not only as a medium for transmitting Islamic teachings but also as a mechanism— —for strengthening social cohesion and restoring social relations, thereby supporting the sustainability of religious life and social harmony amongst Muslim minority communities. Implications – The implications of this study lie in reinforcing the perspective of da‘wah as a contextual and relational social practice within da‘wah studies and the sociology of religion, particularly amongst Muslim minority communities. Practically, the findings serve as a reference for da‘i and da‘wah institutions in designing dialogical, humanistic, and basic-needs-based da‘wah strategies to strengthen social cohesion and interfaith harmony. Originality/Value – This study presents egalitarian da‘wah as a contextual model for Muslim minority communities, emphasising relational equality, social–humanistic approaches, and interfaith dialogue. It positions da‘wah not merely as the transmission of religious teachings, but as a mechanism for strengthening social cohesion and restoring social relations, which is relevant for sustaining religious life and social harmony. *** Tujuan - Penelitian ini bertujuan menganalisis strategi dakwah yang relevan bagi masyarakat Muslim minoritas di Krajan, Kalimanggis, dengan menekankan kesetaraan relasional antara da’i dan mad’u, pendekatan dialogis, humanis, dan non-koersif, serta pemanfaatan pemenuhan kebutuhan dasar sebagai media dakwah yang kontekstual. Metode - Penelitian ini menggunakan metode kualitatif dengan pendekatan etnografi untuk memahami pemaknaan para tokoh agama, umat Muslim, dan non-Muslim terhadap praktik dakwah, khususnya strategi dakwah egaliter, dakwah bil ḥāl, dan dakwah sosial-inklusif. Pendekatan sosiologis digunakan untuk menganalisis agama sebagai realitas sosial yang berkaitan dengan struktur, interaksi, dan dinamika masyarakat (Hasni, 2023). Data diperoleh melalui wawancara mendalam dan observasi partisipatif terhadap 8 responden. Mereka adalah tokoh masyarakat muslim, para ustadz/ tokoh agama dari luar lingkungan yang telah mendirikan majelis taklim, pejuang agama Islam di dusun Krajan, tokoh agama non Muslim, mualaf, warga yang dituakan, dan karangtaruna muslim. Hasilnya menunjukkan bahwa kegiatan keagamaan seperti pengajian rutin, momentum Ramadhan, Idul Adha, dan perayaan hari besar Islam menjadi sarana efektif dalam membangun jaringan sosial serta pemenuhan kebutuhan dasar masyarakat Muslim di Krajan, Kalimanggis. Hasil  -  Kajian ini menunjukkan bahwa masyarakat Muslim minoritas di Dusun Krajan menghadapi keterbatasan sosial ekonomi, rendahnya akses pendidikan keagamaan, serta kerentanan relasi sosial dalam lingkungan mayoritas non-Muslim, sehingga dakwah konvensional cenderung kurang efektif. Kebaruan penelitian ini terletak pada perumusan dakwah egaliter sebagai strategi dakwah yang kontekstual dan adaptif, yang menekankan kesetaraan relasional antara da’i dan mad’u, pendekatan sosial-humanis melalui pemenuhan kebutuhan dasar, serta pengelolaan konflik berbasis dialog dan empati. Temuan ini menunjukkan bahwa dakwah egaliter tidak hanya berfungsi sebagai media transmisi ajaran Islam, tetapi juga sebagai mekanisme penguatan kohesi sosial dan pemulihan relasi sosial, sehingga relevan dalam mendukung keberlanjutan kehidupan keagamaan dan harmoni sosial masyarakat Muslim minoritas. Implikasi – Implikasi penelitian ini pada penguatan perspektif dakwah sebagai praktik sosial yang kontekstual dan relasional dalam studi dakwah dan sosiologi agama, khususnya pada masyarakat Muslim minoritas. Secara praktis, temuan ini menjadi rujukan bagi da’i dan lembaga dakwah dalam merancang strategi dakwah dialogis, humanis, dan berbasis pemenuhan kebutuhan dasar guna memperkuat kohesi sosial dan harmoni antarumat beragama. Orisinalitas/Nilai – Penelitian ini mengungkap dakwah egaliter sebagai model dakwah kontekstual bagi masyarakat Muslim minoritas yang menekankan kesetaraan relasional, pendekatan sosial-humanis, dan dialog lintas agama. Penelitian ini memposisikan dakwah tidak hanya sebagai transmisi ajaran, tetapi sebagai mekanisme penguatan kohesi sosial dan pemulihan relasi sosial yang relevan bagi keberlanjutan kehidupan keagamaan dan harmoni sosial.
