Abstract

This research aims to analyze open government by looking at the implementation of the Village Recognition of Prior Learning (RPL) program in Bojonegoro Regency through a process of collaboration, transparency, and participation. Increasing the capacity of Human Resources (HR) is needed in facing the demands of better public services.  This research method uses descriptive qualitative research. Primary data sources consist of open-ended interviews, as well as observation. While secondary data sources come from documentation studies obtained from the research location. The technique of determining informants was carried out by purposive sampling, namely selecting based on criteria on informants who play a role in the Village RPL program, the Secretary of the Village Community Empowerment Office, the Head of the Community Empowerment Division, Surabaya State University and Yogyakarta State University and Village Officials. Data validation uses the data triangulation method. The results of this study indicate that the RPL Desa program in government openness has a collaborative process between the stakeholders involved, transparency of new student screening information data, and participation of village development activists as community servants facing problems in completing their studies. Supporting factors lead to the use of scholarships in higher education with recognition of experience, online learning, and RPL program organizers from quality universities. The inhibiting factors are seen from the declining commitment and motivation of students in participating in the lecture process and the difficulty of time management between college work.

Abstract

Rheumatoid arthritis (RA) is an autoimmune disease that requires long-term treatment and careful management. Inappropriate therapy may increase morbidity and mortality; therefore, appropriate drug selection and prescribing are essential to improving healthcare quality, particularly in hospital settings. This study aimed to determine the prescribing patterns of medications for patients with rheumatoid arthritis at Harapan dan Doa General Hospital in Bengkulu City. A descriptive, quantitative design was employed, utilizing a total sampling technique. The results showed that, based on drug combination patterns, most patients received triple-drug therapy (46.66%), followed by dual therapy (31.61%) and monotherapy (21.64%). The most common monotherapy was etoricoxib (8.33%), while the most frequent two-drug combination was methotrexate and methylprednisolone (11.66%). The predominant three-drug combination consisted of methotrexate, methylprednisolone, and meloxicam (15%). Based on therapeutic class, the prescribed drugs included nonsteroidal anti-inflammatory drugs (NSAIDs) (80%), corticosteroids (71.66%), disease-modifying antirheumatic drugs (DMARDs) (61.66%), and analgesics (10%). Although all prescribed drugs followed the recommended dosing guidelines, NSAIDs and corticosteroids were used more frequently than methotrexate. This pattern may reflect variations in clinical practice or differences in patient characteristics.

Abstract

Lime (Citrus aurantifolia) is a plant that has been empirically recognized to possess insecticidal and repellent properties. Citronella oil (Cymbopogon nardus) is an essential oil with antidepressant properties and is commonly used as aromatherapy. The purpose of this study was to determine the physical properties and mosquito-repellent activity of a stick balm preparation formulated from lime peel extract (Citrus aurantifolia) as a repellent, with the addition of citronella oil (Cymbopogon nardus) as aromatherapy. This study employed an experimental research method. Stick balm preparations were made in four formulations with extract concentrations of 0%, 5%, 10%, and 15%. The formulations were evaluated for organoleptic characteristics, pH, homogeneity, spreadability, smearability, hedonic acceptance, irritation, and the presence of steroids and terpenoids, as well as tested for mosquito-repellent activity against Aedes aegypti. The evaluation results showed that all formulations met the established physical quality standards, indicating good stability and safety. The mosquito-repellent effectiveness test demonstrated that formulation F3 (15% lime peel extract) provided the highest protection at 94.74%, followed by F2 (84.21%), F1 (74.68%), and F0 (42.11%). Thus, stick balm preparations containing lime peel extract and citronella oil are physically stable, safe, and effective as mosquito-repellent aromatherapy, with F3 being the most effective formulation.

Abstract

This study aims to analyze the transformational leadership style adopted by women leaders in Village-Owned Enterprises (BUM Desa) in transferring positive values, building trust, and innovation during the COVID-19 pandemic. The type of research used is descriptive qualitative research with a case study approach. The methods of data collection used in this study are observation, interviews, documentation, and data triangulation. The findings of this study indicate that: 1) The transformational leadership style in the existence of BUM Desa Binangun Jati Unggul has a strong influence in instilling positive values, being able to inspire subordinates, and being the key to innovative problem-solving. 2) Women have been effective in increasing the productivity of business units and showing the persistence of spirit in the joint movement in facing the COVID-19 pandemic crisis. However, problems are still related to the need for more skill development and the lack of employee independence at work. Women's transformational leadership style has presented a new concept of solid gender characteristics as an asset for a leader in making inclusive and change-oriented decisions. The women's leadership paradigm has underpinned that women can become ideal leaders to be relied upon in building gender equality. This is to achieve the vision and mission goals of Binangun Jati Unggul Village-Owned Enterprise in improving the welfare of the local community.

Abstract

Flooding is a recurring disaster in Bojonegoro Regency, resulting in significant losses for the community and driving home the importance of adaptive and sustainable mitigation policies. This research aims to analyze the implementation of flood disaster management as outlined in the Bojonegoro Regency Regional Medium-Term Development Plan 2025-2029, using the perspective of dynamic governance, which focuses on organizational culture, government capabilities, and the capacity for policy change. The research employs a qualitative method with a case study design, involving an analysis of the Regional Medium-Term Development Plan document and in-depth interviews with relevant regional officials. The findings indicate that while the RPJMD includes comprehensive directions for flood mitigation, its implementation remains suboptimal in the aspects of Able People and Agile Process, primarily due to limitations in technical capacity and cross-sectoral coordination. Nevertheless, the dimensions of Thinking Ahead, Thinking Again, and Thinking Across are beginning to develop through the utilization of risk data, annual evaluations, and inter-agency cooperation. This research concludes that while the foundations of dynamic governance have been established, there is still a need to strengthen human resources, integrate information systems, and ensure consistency in the implementation of flood control programs.

Abstract

The problem addressed in this study is the stagnation of women’s representation in the Bojonegoro District House of Representatives (DPRD), which remains at approximately 10–15% and has not reached the mandated 30% quota. This study aims to analyze the obstacles and formulate strengthening strategies for women’s political representation in local politics through the implementation of the 30% quota policy. This research is grounded in theories of gender representation, descriptive representation, and affirmative action policies in politics. The study employs a descriptive qualitative research method, with data collected through observation, in-depth interviews, and document analysis. The findings reveal that the implementation of the 30% quota policy in legislative elections tends to be merely administrative and has not substantially increased women’s electoral success. The main obstacles include entrenched patriarchal culture, limited political party support, and electoral constraints such as insufficient campaign funding and weak political networks. Based on these findings, the study recommends strengthening political party commitment to cadre development, enhancing electoral oversight mechanisms, and implementing continuous women’s political empowerment programs at the local level to transform women’s representation from symbolic participation into substantive political influence.

Abstract

This study is motivated by persistent gender disparities showing that increased women’s numerical representation in local legislatures has not ensured the substantive integration of gender perspectives. It examines the implementation of Regional Regulation No. 9 of 2025 on Gender Mainstreaming in the Bojonegoro District Parliament. The research addresses the gap between the formal adoption of gender mainstreaming policy and its limited operationalization within the legislative, budgeting, and oversight functions of the DPRD. This study is grounded in substantive representation theory and the gender mainstreaming framework to analyze institutional dynamics of gender-responsive policy implementation. The research employs a qualitative case study approach using in-depth interviews, observation, and document analysis, with data analyzed through the Miles-Huberman interactive model supported by NVivo coding to identify patterns of PUG implementation within the DPRD. The findings show that the implementation of Regional Regulation No. 9 of 2025 remains largely normative due to the absence of technocratic instruments translating the PUG mandate into concrete legislative procedures. Moreover, the uneven distribution of women in strategic positions limits the DPRD’s institutional capacity to consistently integrate gender perspectives. Although female legislators demonstrate substantive contributions, these remain individual rather than institutionalized due to weak organizational support and limited inter-institutional coordination.
