Abstract

Teacher certification application practice in Nangroe Aceh Darussalam, however, facesmany obstacles that caused derived from conflict and tsunami which killed and wiped 2.500teachers, even though 5,429 substitute teachers has available in early 2006, only 30% who consid-ered appropriates for teaching. This long period of multicrisis and tsunami resulted, many ob-stacles to implement this program. According to data 2007, in Nort Aceh regency, from 11,981teachers, both permanent and temporary, only 4000 teachers who hold post graduate and diploma4. Study objective were to analyze teacher certification implementation that intended to improveteacher quality and to indentify stakeholder interest beyond this program. Descriptive-qualitativeanalysis and explorative qualitative methods, informan taken from institution for giving a guarantedof education quality,training far teaching education, education department of Nort Aceh, headmaster, and the teacher passed with a certification, informan is choiced with purposive sampling.Data analysis and interpretation result reveal that teacher certification program had substanceshifting from professionalism to prosperity improvement, hence certification remain not signifi-cantly influence the quality improvement, This shows that this program was not reflecting goodpolitical will to improve teacher professionalism. this program was intended to prosperity improve-ment. Therefore, it is suggested that goverment should not generalizes that all teacher mustprofessional. it will highly wise if intended to increase teacher prosperity than enhancing salary asmuch half main fee can be performed, and another half given to those who work professionally.

Abstract

The purpose of this study was to analyze the implementation of the Qanun on the implementation of Islamic values-based education and to interpret the obstacles and supports for implementation. Implementation referred to the content concept and context of Grindle's policies. The research method used a case study approach that was explanatory, with the type of research being descriptive qualitative data analysis. The research findings were: (1)—the implementation of the Qanun based on the principles of national policy. The specific policies of Aceh still guided it, and these principles were squeezed into educational goals and curricula. (2) the supporting factors for implementing the contents of the Qanun represent the interests of the target group, the types of benefits obtained, the type of change desired, and the elite actors in power. In contrast, the obstacles to implementation were the lack of adequate resource support, the absence of derivative policies, the degree of change that had not provided significant results, and the low compliance and responsiveness of implementing agencies.

Abstract

An educational institution's success depends on its anti-corruption approach. This study's goal is to explain how the Corruption Eradication Commission's (KPK) strategy can be used to incorporate anti-corruption values into the academic curriculum. This study employs library research, which is research whose research objectives are discovered using a variety of library information (books, encyclopedias, scientific journals, newspapers, magazines, and documents). According to the study, the Corruption Eradication Commission's (KPK) achievement in preventing and harshly punishing corrupt individuals on Indonesian soil is evidence of the effectiveness of the anti-corruption policy. Several alternative models that can be used to instill anti-corruption values in schools include models as separate subjects, integrated models in all subjects, models outside of the classroom, models of culture and habituation of values in all school activities and atmosphere, and finally the combined model.

Abstract

The development of digital-based smart villages in Indonesia can increase economic activity and productivity in rural areas. The implementation of digital village innovations is able to improve public services by utilizing technology, thus creating effectiveness and efficiency in providing services. However, not all villages can keep up with rapid technology developments. To overcome these problems, it is necessary to provide information technology infrastructure for villages. Currently, the government by using the village fund instrument has started to provide technological facilities and infrastructure to the village government. However, the existence of this equipment had not run optimally as a result of lack of knowledge and skills in information and technology, especially in the field of public services and archives. This service aimed to make village apparatus and residents familiar with technology and make filing easier for village officials. Furthermore, for the development of digital villages there will be training in introducing technology to residents. The results of this service facilitated village officials in administration and providing detailed information about village activities, assisting partners in accelerating services and disseminating information related to villages in all fields, especially in the administrative field.

Abstract

Law No 14/ 2005 on teacher certification is one of the efforts to the government to enhance professionalism of teachers. However, the reality is that the implementation of the program in NAD province has face many obstacles. One of the factor, is the condition on the ground in the wake of the conflict and tsunami disaster, which is still characterized by multiplicity of crises. Findings of the study indicate that teacher certification program has shifted in value. First is initial goal was to increase teacher’s professional development, but today, the objective has shifted to increasing teacher’s welfare. To that end, the main objective of teacher certification program has not been achieved. Thus, the existence of teacher certification program does not have any influence on teacher quality. Moreover, the law on teacher certification, has in part been influenced by political vested interests, which is the why the program is not based on god political will of the government to increase teacher professionalism.

Abstract

This study analyzes the education policy process formulated by the actors. The specific purpose of this research seeks to reveal and analyze how the official actors (state actors) and informal actors (non-state actors). The research method used is a qualitative method with a study case approach. The results show that the problem of intervention by formal actors is still very serious to persuade integrated curriculum, it affects the synergy of collaboration between formal and informal actors, so that the integrated curriculum programs are formulated give rise to different interpretations and meanings between implementing agencies. A policy of providing education does not reflect the privileges of Acehnese education. The research findings indicate that there is no derivative policy that regulates the formulation of an Islamic values-based curriculum in more detail. Actor analysis and typology of political strategy, namely positional strategy; power; player; and perception strategies, are used in this research. In addition, this research is expected to overcome the ignorance of various parties regarding the process behind the formation of a policy and the implications of the unrealized implementation of Islamic values-based Aceh education.

Abstract

Analysis of policies and strategies to accelerate stunting reducing in children in South Sulawesi Province. Examine the facts and make corrections to various policies and strategic programs that are better and more comprehensive by the central government and regional governments because the quality of future human resources is largely determined by the current condition of children so that the golden generation of 2045 can be realized. This research aims to analyzing policies to reduce stunting rates in South Sulawesi Province. The research uses normative legal methods analyzed with policy theory, while data collection techniques come from trusted sources such as government reports, scientific journals and health survey data. The research findings reveal several important factors contributing to the high stunting rates in South Sulawesi Province, including limited access to adequate nutrition, low maternal education levels, and poor sanitation. Evaluation of existing policies indicates that the policies implemented by the provincial government have had a positive impact but still require improvement and enhancement in their implementation. Therefore, recommended strategies to accelerate stunting reduction include improving access to adequate nutrition, enhancing maternal health education, and improving sanitation. The results of this study are expected to provide input to the provincial government and relevant stakeholders in formulating more effective and efficient policies to address stunting in children in South Sulawesi Province.

Abstract

Information technology can improve the quality of information obtained by Gampong Reulet residents, especially in integrated public services and archives. Steps for Sustainable Information Technology Management in Improving Digital Village Development in the Field of Public Services and Archives include identifying village needs and potential, developing digital technology infrastructure, developing digital content and applications to support village needs in the archives sector. and public services, developing the skills and capacity of village communities in utilizing digital technology, as well as monitoring and evaluating the results of digital village development. The aim of the service is to provide Gampong Reuleut digital innovation to improve public services by utilizing technology to improve the performance of village officials and the efficiency of delivering information services. Second, digitizing archives can provide easy access and storage of information in several media so that the information is not lost. The results of this service increase administrative activities of gampong officials, provide comprehensive details about sustainable village operations, speed up services, and disseminate information related to gampong reulet including providing information services. Furthermore, the service has increased the development of digital villages, which shows that 90% and 10% of service participants feel quite satisfied with the implementation of service activities.

Abstract

Penelitian ini bertujuan untuk mengetahui adanya kendala-kendala yang sering muncul dalam proses pemberian pembebasan bersyarat narapidana. Maka dari itu penulis tertarik untuk mengkaji mengenai kendala yang dihadapi Lapas 1 Medan dalam memberikan pembebasan bersyarat. Jenis penelitian yang digunakan penulis dalam penelitian ini adalah penelitian hukum yuridis empiris, yaitu penelitian hukum yang memakai sumber data primer dan sekunder. Data yang diperoleh berasal dari wawancara dan observasi lalu berlanjut pada data sekunder. Pemberian pembebasan bersyarat bagi narapidana teroris diatur oleh Permenkumham No. 35 Tahun 2018, yang mengklasifikasikan narapidana berdasarkan risiko: tinggi, sedang, dan rendah. Di Lapas Kelas 1 Medan, pembinaan narapidana teroris dilakukan melalui program rehabilitasi dan deradikalisasi yang mencakup pembinaan kepribadian dan kemandirian. Pembinaan ini bertujuan mengubah perilaku antisosial narapidana, meningkatkan ketaqwaan, intelektual, sikap, dan keahlian kerja mereka agar siap kembali ke masyarakat dan tidak melakukan resedivisme. Kendala dalam pelaksanaan pembebasan bersyarat meliputi masalah administratif, kekurangan tenaga ahli, peraturan yang kurang jelas, pandangan negatif masyarakat, serta keterbatasan sarana dan prasarana. Untuk mengatasi hambatan ini, diperlukan kerjasama antara berbagai lembaga dan upaya sosialisasi yang lebih intensif.
