Abstract

In 2021, BPJS Kesehatan experienced a significant data leak incident, where the personal data of 279 million Indonesians was leaked and traded on hacker forums. This incident has a serious impact on individual privacy and the reputation of BPJS Kesehatan. This paper analyzes the incident using the security lifecycle method, which consists of the stages of identification, analysis/assessment, protection, and monitoring. The findings suggest that weaknesses in IT security systems and a lack of continuous monitoring contributed to the leaks. Recommendations include strengthening security protocols, staff training, and implementing real-time monitoring to prevent similar incidents in the future.

Abstract

The rapid acceleration of digital transition has become an inevitable reality of the modern era. The proliferation of online communication platforms, news portals, and heterogeneous data formats has substantially increased big data volumes, leading to large-scale collections of unstructured data. This study aims to analyze dominant public policy–related topics concerning the Prabowo–Gibran administration by applying topic modeling techniques to national online news media. Latent Dirichlet Allocation (LDA) and Non-negative Matrix Factorization (NMF) were employed as unsupervised learning approaches to extract latent semantic structure from a corpus of 200 credible news articles collected through URL fetching using Python 3. Data preprocessing included text cleaning, tokenization, bigram and trigram construction, and the development of a dictionary and corpus. Model performance was evaluated using topic coherence metrics, yielding scores of 0.3709 for LDA and 0.68 for NMF. To examine temporal dynamics, the dataset was divided based on the official inauguration date of the president and vice president, enabling a comparative analysis of dominant topics before and after the inauguration. Topic similarity across both periods was measured using cosine similarity, with the highest similarity score of 0.663 observed between Topic 4 in the pre-inauguration period and Topic 1 in the post-inauguration period. The findings provide insights into evolving media discourse and policy-related topic trends across the two periods, demonstrating the potentials of topic modeling in analyzing large-scale unstructured news data for diverse purposes to bridge computational science and empirical evidence of social science.

Abstract

Tourism village websites often do not fully reflect user needs, resulting in digital services that cannot be optimally utilized by residents and potential tourists. This situation limits access to information and reduces the effectiveness of tourism promotion efforts, especially in villages that are undergoing digital transformation. This study was conducted to identify the overall needs of users and compile data-based feature recommendations for the development of the Bi'ih Village website as a durian tourism village. The research method used a quantitative approach through the distribution of an online questionnaire to 110 respondents consisting of visitors and residents, with five open-ended questions and several structured questions. The data was analyzed using text mining to find dominant words and themes, as well as the K-Means Clustering technique determined through the Elbow method to group user characteristics. The analysis results showed that there were 2,702 tokens and 677 meaningful words, with the highest demand for government information and visual tourism content. The segmentation process produced three main groups, namely Active Supporters (61.4%), Tech Enthusiasts (27.3%), and Moderate Users (11.4%). This study contributes a data-driven approach to designing more relevant and measurable features for tourism village websites. The impact is expected to increase the adoption of village digital services, strengthen tourism competitiveness, and support the acceleration of the Smart Village concept implementation. The novelty of this study lies in the integration of text mining and clustering as the basis for developing user-oriented feature recommendations.

Abstract

The development of information technology in the digital age requires companies to have a system architecture that is aligned with their business strategy. One commonly used framework is The Open Group Architecture Framework (TOGAF). However, the complexity of TOGAF is often an obstacle to its implementation, especially for organizations with limited resources. This study introduces a Mini TOGAF framework—an adaptive simplification of TOGAF 10 artifacts—designed specifically for digital creative enterprises. Unlike previous simplification models that mainly addressed SMEs in traditional industries, this framework integrates agile principles and stakeholder-centered validation cycles, reflecting the current evolution of enterprise architecture practice in 2023–2025. The method used is Design Science Research (DSR) with three main cycles: the Relevance Cycle to identify organizational needs, the Rigor Cycle to review relevant theories and methods, and the Design Cycle to iteratively design and evaluate artifacts. Data was collected through interviews, observations, and literature studies, then validated by the company. The results of the study show that the application of Mini TOGAF can improve architectural understanding, operational efficiency, business agility, and corporate strategy alignment. The simplification of TOGAF artifacts has been proven to reduce the complexity of implementation without reducing the main benefits of the framework. This study contributes to enterprise architecture literature by proposing an adaptive TOGAF 10 simplification model that strengthens the theoretical link between architectural governance and digital business agility. These findings provide practical contributions for organizations in adopting Enterprise Architecture efficiently and adaptively to modern business needs.

Abstract

Effective human resource management (HRM) is crucial for enhancing organizational performance, especially in the digital transformation era. Many Indonesian institutions still use uniform administrative performance management systems without considering the specific functions and tasks of work units. This research aims to design an HRIS management strategy with work unit-based performance management to improve fairness, transparency, and employee motivation. A qualitative case study was conducted at University XYZ in West Java, focusing on non-teaching staff in one faculty. Data were collected through in-depth interviews with 15 informants, document analysis, and direct observation. Thematic analysis identified three main problems: (1) uniform performance assessments that do not accommodate work unit task diversity, (2) low integration of IT and performance assessment systems, and (3) lack of objectivity and transparency in the evaluation process. Based on these findings, the research proposes an HRIS design with a work unit-specific KPI module, real-time performance monitoring dashboard, automated evaluation workflow, and transparent reporting system. The system architecture follows a three-tier model: presentation layer, application layer, and data layer. The implementation of this HRIS is expected to improve performance assessment accuracy by 35%, reduce administrative time by 40%, and increase employee satisfaction with the evaluation system by 50%. This research contributes to HRM literature, especially in integrating information systems with contextual performance management, and offers guidelines for designing fairer and more effective performance assessment systems in higher education.

Abstract

Pengelolaan sampah di Provinsi Jawa Barat, Indonesia, menunjukkan tren dualistik dengan penurunan akumulasi sampah dari tahun 2020 hingga 2022, yang kemudian diikuti oleh peningkatan signifikan pada tahun 2023 dengan total mencapai tiga belas juta metrik ton. Lonjakan ini menjadi perhatian serius, karena jumlah sampah yang dihasilkan setiap hari di provinsi ini mencapai lima ribu sembilan ratus ton, yang sebagian besar terdiri atas sampah makanan, kayu dan ranting, kertas dan kardus, plastik, logam, kain, karet dan kulit, kaca, serta berbagai bahan lainnya. Sebagai contoh utama, Kota Bandung menghadapi tantangan besar dalam penanganan penimbunan sampah dengan timbunan 42.500 ton dalam satu bulan, meskipun upaya pengangkutan telah dilakukan secara berkala oleh pemerintah. Namun, masih terdapat sampah yang tidak terangkut ke tempat pembuangan yang layak, sehingga tidak memberikan manfaat optimal bagi masyarakat maupun pemerintah. Untuk mengatasi permasalahan ini, pemerintah kota Bandung, menerapkan prinsip-prinsip pengelolaan sampah perkotaan (MSW) guna memastikan penanganan berbagai jenis sampah secara menyeluruh. Dalam hal ini, Prinsip Pengelolaan Sampah Terpadu (IWM) menjadi sangat penting karena menekankan efektivitas lingkungan, penerimaan sosial, dan keterjangkauan ekonomi. Salah satu langkah strategis yang perlu diperhatikan adalah integrasi sistem informasi (IS) dengan sistem pembuangan limbah formal, seperti TPS 3R, yang meskipun kompleks, yang menjadi elemen krusial dalam sistem pengelolaan sampah di Indonesia. Selain itu, kerangka kerja Guerrero, yang mempertimbangkan faktor lingkungan, ekonomi, dan sosial, memberikan wawasan mendalam mengenai sistem pengelolaan limbah dengan menyoroti pentingnya daur ulang dan sistem pengumpulan yang efisien. Namun, membedakan faktor yang memengaruhi sistem informasi (IS) dari faktor yang berdampak pada sistem formal masih menjadi tantangan tersendiri, hal tersebut semakin menegaskan kompleksitas pengelolaan limbah dalam kerangka IWM. Oleh karena itu, penelitian ini menekankan pentingnya strategi pengelolaan limbah yang disesuaikan dengan konteks lokal guna mencapai sistem keberlanjutan, sebagaimana yang dapat dilihat pada kasus Kota Bandung, Indonesia.

Abstract

The Customer Relationship Management paradigm evolved from transaction-based tod collaboration-oriented approach through Social CRM (SCRM) due to digital transformation. Descriptive qualitative research investigates the CRM approaches executed by BLP Beauty and MOP Beauty using digital ethnography and observational methods. The research extends its observation activities to digital platforms including social media platforms and e-commerce platforms and customer review platforms. The analysis proves BLP Beauty uses a standardized omnichannel strategy that adopts community engagement and performs hashtag-based social monitoring and collaborative customer engagement including two additional customer impact channels through Key Opinion Leaders (KOLs) and influencers. BLP Beauty operates with an open and extensive market segmentation whereas MOP Beauty adopts an elite branding strategy with premium positioning. CRM strategies work best when they match the brand image together with key traits of the customer base. The study establishes how vital it is to unite technology and community elements with emotional value creation for developing sustainable customer relations during the current digital era.

Abstract

Personalization through Customer Relationship Management (CRM) systems has become an essential way for organizations to improve customer experiences and strengthen loyalty. However, in order to create individualized interactions, a lot of customer data must be gathered and processed, which inevitably creates privacy concerns. This study seeks to explore how organizations can strike a healthy balance between personalization and data privacy, and how this balance shapes the overall customer experience. This study uses a literature review as its main method to better understand customer attitudes, desires, and concerns about data privacy and tailored services by consulting a variety of scientific sources and earlier research. This study aims to identify the key factors that shape customers’ perspectives on personalization and the protection of their personal data. The insights gained are intended to support organizations in designing CRM strategies that are effective and engaging, while also demonstrating a clear commitment to respecting customer privacy helping create a customer experience that feels more trusted, meaningful, and sustainable.

Abstract

Intense competition in the retail industry requires companies to adopt an omnichannel strategy to create superior customer experience. This study aims to conduct an in-depth analysis of how UNIQLO, as a global retail leader, integrates Omnichannel Order Management (OOM) into its Customer Relationship Management (CRM) ecosystem. Adopting the omnichannel management framework, this study uses a qualitative case study approach based on secondary data to examine the strategies, technological enablers, and impacts of UNIQLO's "Ariake Project." The findings show that UNIQLO successfully builds a strong operational foundation through technological drivers, specifically RFID for unified inventory visibility and warehouse automation, alongside organizational drivers such as the "Takumi" culture. This integration enables flexible order fulfillment services such as Buy Online Pick-up In-Store (BOPIS), which has achieved an adoption rate of over 40%. Furthermore, the synergy with CRM has encouraged the growth of e-commerce contribution to a steady level of 15% post-pandemic. The study concludes that the key to UNIQLO's success lies in the synergistic integration of operational efficiency (OOM) and customer data intelligence (CRM), which provides actionable insights to balance technology with customer empathy in retail transformation.

Abstract

The competency certificate for electrical technical personnel serves as formal evidence that an individual is qualified to work in the electricity sector and has a validity period of three years, requiring periodic surveillance to ensure regulatory compliance. In practice, the surveillance process is still largely conducted manually by Competency Certification Bodies (LSK), resulting in administrative inefficiencies, delays in certificate renewal, fragmented documentation, and limited traceability of surveillance records. These challenges not only burden certification bodies and certificate holders but also affect regulatory supervision performance. This study aims to design and develop a competency certificate surveillance information system for electrical technical personnel using a disruptive Recognise–Scrutinize–Materialize (RSM) design approach. Data were collected through observations, semi-structured interviews, and document analysis to identify existing problems and system requirements. The RSM method was applied to systematically align stakeholder needs with national regulations and international standards, including ISO, IEEE, and NIST guidelines. The results of this research produce a regulation-based surveillance system design in the form of a structured mock-up that integrates automated reminders, digital document validation, standardized surveillance workflows, and real-time monitoring dashboards. The proposed system is expected to improve efficiency, data accuracy, transparency, and regulatory compliance in the surveillance and renewal process of competency certificates. This research contributes novel insights into the digitalization of competency certificate surveillance, a topic that has received limited attention in previous studies, particularly within the electricity sector.
