Abstract

This study is motivated by the growing presence of career women in Ternate City who continue to play a central role in fostering children’s education at home. It aims to examine how time management strategies, communication patterns, and supporting and inhibiting factors influence the effectiveness of career women’s educational roles within the family. Employing a qualitative approach, data were collected through in-depth interviews and direct observations. The findings reveal that career women implement time management based on planning, organizing, directing, and controlling to balance work responsibilities and children’s education. Strategies include waking up early, distributing domestic tasks, accompanying children during evening learning activities, and utilizing supplementary tutoring. Communication patterns emphasizing open dialogue, supported by technology, help maintain emotional closeness and monitor children’s learning despite limited maternal time. Key supporting factors include the involvement of husbands, extended families, professional communities, and technological resources, while dual-role burdens, psychological pressures, and gender-based stigma act as significant barriers affecting children’s educational quality. The study emphasizes the need to strengthen family support systems, promote equitable domestic workload distribution, and enhance social awareness to reduce gender stereotypes.

Abstract

Problems related to the regulation of open selection for the Primary High Leadership Position according to laws and regulations include unclear selection procedures, lack of transparency in implementation, and potential intervention or conflicts of interest that can influence the final results of the official selection. The purpose of this study is to determine and analyze the open selection mechanism for the Primary High Leadership Position based on laws and regulations and to determine and analyze the implications of the open selection for the Primary High Leadership Position. The research method applied in this study is normative juridical, by combining the statutory approach, conceptual approach, and case approach. The process of collecting legal materials includes primary legal materials, secondary legal materials, and tertiary legal materials. The data obtained are then analyzed using qualitative analysis methods. The results obtained are that the open selection mechanism for the Primary High Leadership Position is not synchronized between two regulations: Law Number 20 of 2023 and Government Regulation Number 17 of 2020. This inconsistency is seen in the procedures, requirements, and implementation of the selection, which causes confusion for prospective officials. Regulatory adjustments are needed to make the selection process clearer and more coordinated. The legal and administrative implications of open selection for the position of Primary High Leader include the weakening of the legal force of government regulations, uncertainty in the selection process, the risk of intervention, and violations of the merit system. Impacts on the selection process include updating requirements and criteria, the potential for expanding the number of participants, and optimizing the implementation of the merit system.
