Abstract

ABSTRACTIndonesian constitution is the foundation of law which regulates the society, nation, and state of people in this country. One thing to highlight in the constitution is in relation with the life concession towards diversity (kebhinekaan) and non-diversity. Every citizen has the right to diversity so that this right demands everyone and anyone for respect. However, there are still several people who do not respect this right to diversity in the society. It could be proven by many people imposing their opinion, attitude, and behavior to others even though it is evident that this shows the practice of unconstitutionality. Based on these problems, it is necessary to have a discussion regarding how to ground the Indonesian constitution as an effort to safeguard the right to diversity. Constitutionality means that there is recognition, that every Indonesian citizen has the right to diversity, so that this right requires every person or party to respect him, and not harass or play with him.Key words: Diversity, Rights, Constitution, Citizen ABSTRAKKonsitusi Indonesia merupakan hukum dasar yang mengatur kehidupan bermsyarakat, berbangsa, dan bernegara bagi rakyat di negara ini. Salah satu yang digariskan dalam konstitusi adalah mengenai pengakuan hidup atas keragaman (kebhinekaan), dan bukan keragaman. Setiap warga negara mempunyai hak kebhinekaan, sehingga hak ini menuntut setiap siapapun atau pihak manapun untuk menghormatinya. Sayangnya, di tengah masyarakat, masih banyak pihak yang tidak menghormati hak kebhinekaan ini. Terbukti tidak sedikit pihak yang memaksakan pendapat, sikap, dan perilakunya pada orang lain untuk mengikutinya, meskipun jelas-jelas ini merupakan wujud praktik inkonstitusionalitas. Berdasarkan permasalahan tersebut maka perlu adanya pembahasan terkait bagaimana cara untuk membumikan konstitusi indonesia sebagai upaya menjaga hak kebhinekaan. Secara konstitusionalitas berarti ada pengakuan, bahwa setiap warga negara Indonesia mempunyai hak kebhinekaan, sehingga hak ini menuntut setiap siapapun atau pihak manapun untuk menghormatinya, dan bukan melecehkan atau mempermainkannya.Kata kunci: Kebhinekaan, Hak, Konstitusi, Warga Negara

Abstract

Abstrak Konstitusi merupakan pijakan dasar atau norma yuridis fundamental yang mengatur kehidupan berbangsa dan bernegara dalam kondisi apapun, termasuk saat menghadapi pandemi Covid-19. Urgensinya konstitusi ini akan bisa dirasakan oleh setiap warga negara melalui proses pendidikan (pembelajaran).  Mengingat kondisi masyarakat yang terkena pandemi Covid-19 ini sangat pluralistik, sementara setiap warga negara secara konstitusionalitas mempunyai hak atas kebinekaan, maka setiap pihak, khususnya kalangan penyelenggara pendidikan untuk melakukan masifikasi pendidikan konstitusi, yang model ini diidealisasikan dapat menegakkan keadilan sosial dan mencegah disparitas dan radikalitas  di tengah  masyarakat.Kata kunci: masifikasi, pendidikan, konstitusi, proteksi, hak, kebinekaan Abstract The constitution is the basic foundation or fundamental juridical norms governing the life of the nation and state in any condition, including when facing the Covid-19 pandemic. The urgency of this constitution will be felt by every citizen through the process of Education (learning). Considering that the condition of the people affected by the Covid-19 pandemic is very pluralistic, while every citizen constitutionality has the right to diversity, then each party, especially the education providers to carry out the constitutional education masification, which this model is idealized can uphold social justice and prevent disparity and radicality in the community. Abstract

Watershed as an ecosystem has survival benefit for humans and other living organisms, in which there is forest that has many services, such as: water management, flood control soil erosion protection, soil fertility maintainance, nutrient preservation and environmental balance conservation. Sub watershed Lewara is one of the sub-watershed that provide water supply in the watershed area of Palu. However, reduction on vegetation cover along the riverbank of Lewara lead erosin and increased the run off which is also a cause sedimentation. This study aimed to calculate water discharge and sediment drift produced by sub watershed of Lewara at Balane Village, Sub district of Kinovaro. The method used in the study is a field survey and measurement directly water discharge and sediment at the field through determination of three points in the upstream, midstream, and downstream. The results of the study indicate that water discharge and drift sediment concentration in the study period that discharge of water with an average value of 1,8506 m3/s and drift sediment concentration with an average rating of 0,000081 g/l. Based on the results obtained indicate water discharge has a strong corelation with the drift sediment total with correlation value of 0.621, and a strong correlation of rainfall and drift sediment total with the correlation value of 0.699. This may be concluded that the increased rainfall would be followed by increased water discharge and drift sediment load concentration by river flows. Abstract

Anoa (Bubalus sp) is a member of bovidae family and classified to the endemic species of Sulawesi island, Indonesia. This species is categorized as endangered species by IUCN and Appendix II by CITIES. The decreasing of Anoa’s territory has reduced the feed availability in natural habitat. This study was aimed to analyze vegetation of Anoa (Bubalus sp) habitats. Research was performed as field research at protection forest areas, Pandayora village, Pamona Selatan District, Poso Regency, Central Sulawesi. This research was conducted from April through June 2014. Eight sample plots were made by the size of 20x20 m. Ploting was done by purposive sampling method. Hence vegetation date were analysed to determine the density, frequency, dominant, Importance Value Index and the Diversity Index of Shannon-Wienner. The results showed that there were 15 plant species belongs to 13 families at tree level, 15 plant species belongs to 11 families at pole level, 13 plant species belongs to 11 families at sapling level and 8 plant species belongs to 7 families, respectively. Furthermore, the highest Importance Value Index (IVI) at tree level of vegetation wasbejau(Mangifera sp) with value71,18%. At pole level, the highest IVI was Lithocarpus sp.(35,74%). Hence, the highest IVI at sapling level was Erithrina subumbrans (10,14%) while at seedling level was Diplasium sp. (40,27%). In addition, recorded that there were 51 plants species used as food source by anoa. Key words: Vegetation, Habitat, Bubalus sp, Endemic species, Protection Forest

Abstract

The measurement of waterflow debit is very needed to know the potency of water resource at a  river flow area. Debit is the  water volumethat flows in one time. The consentration time is a needed time for rainfall running off for the farest spot to the control observed spot. The measurement of waterflow speed can be used as a tool to monitor and evaluate water balance at one area by approaching the potency of existing surface water resource. The aimed of the research is to find out the correlation of water debit and water surface height at Lambagu River Tawaeli District Palu City. The research was conducted on February to April 2015 at River Lambagu Tawaeli District Palu City. Furthermore, the data gathered involved primary data; data gathered in the location directly, they were the data of the width of river wet profile, the length of river wet profile, the depth of river wet profile, the speed of riverflow, the height of  surface water, abd rainfall while  the secondary data was the data that gathered from library, literature, available reports of office and involved institution, as a supporting data that involved: topography condition, geomorphologi, land covering, rainfall around Lambagu Riverflow Area for last 4 years that gathered from Palu-Poso BPDAS and climate condition at Lambagu River of Tawaeli District Palu City. After research procedures were done, the data gathered analyzed by  using  logaritme method.The result of the research showed that the water debit at Lambagu river Pantoloan subdistrict during the reserach period had the average rate of  0.757 m³/second and the height of water surface at Lambagu river was about0.26 m. The correlation between water debit and water surface height showed a strong (positive) correlation in formula of Q = 0.157h0.654x  with the rate of correlation (R2)=0.905.Keywords :Water Debit, Height of water Surface, Riverflow Area.

Abstract

Forest encroachment and both of its complexity and implication is a problem that faced not only an area/region but also all forest areas in the country,  so that the encroachment has been a national scale problem that supposed to have serious attention  especially to overcome it. Natural disaster such as flood, landslide that always happened in rainy season and often cause hundreds of unguilty victim. The research was to find out the result of interpretation and the width of protected forest encroachment, South Dolo Subdistrict Sigi Dictrict. The research applied supervised classification and NDVI (Normalized Difference Vegetation Index) analysis. The analysis used in the research was managing image digitally that used for image correcting, image band compositing, image cutting, image sharpening and clarifying. Based on the research it was found that the clarification result of land covering consisted of primary forest, secondary forest, opened lang, plantation and settlement. The map of land covering for the research had the accuracy level of 86%, meant that the map for the research fulfilled the standart of carefulness interpretation and very good for seeing the class of land covering type in protected forest of  South Dolo Subdistrict Sigi District. The area of Protected Forest in South Dolo Subdistrict had density level with interval vegetation Index (NDVI) from -0,58 to  0.07 with 966,50 width or 100 % percentage. The result of scoring count showed that the result of NDVI with rare criteria was -0,58- 0,07 and the land use that consisted of forest with width of  26.947,79 ha (93,04 %) and encroachment rate of 180 and in the category of fair encroachment level, good managed land in width of 3.92,99 ha (1,35%)  encroachment rate 240 with high encroachment level, and bad managed land with widht of  1.625,72ha (5,61 %) and encroachment rate of 300 was in the level of high encroachment, therefore the total width was 28.966,50 ha (100%).Keywords:  Encroachment, Protected Forest, NDVI.

Abstract

Forests play an important role in supporting the survival of life of living creatures, especially human beings, forests do not only provide immediate benefits as a source of forest timber and non-timber forest but also provide indirect benefits as a regulator of water management, soil fertility, erosion control, and landslides. So the existence must be maintained through regulation functions of forests. Therefore, KPHP is an institution that is closely related to the setting function of the forest. Forest production in the region KPHP Dampelas – Tinombo as the territory of Lembah Mukti village that damage has an area of about 735 hectares, therefore, requires a basic data about the composition and the potential production forest in Lembah Mukti village of using planning, management of forests and development of plantation forests. The research was conducted for 3 months starting from June to September 2014, in a production forest in Lembah Mukti village. The aims of research to determined the composition and potential vegetation in forest production. This research uses purposive sampling line continue, with the number of observation plots as much as 30 plots with a size of 20 m x 20 m. Production forest composition Lembah Mukti village consists of 25 types of vegetation, at the level of the tree in the plot as many as 169 individuals from 20 types of vegetation, while poles as many as 102 individuals of 14 species and seedlings stage as many as 73 individuals from 10 types of vegetation. Volume tree in the plot observations as much as  164,13 m3 of 169 individuals, the type of  Tapi – tapi (Haplolobus cellebicus) has the most volume with 51,22 m3 and the volume level of the pole inside the plot observations as much as 15,71 m3 of 126 individuals, Jabon types (Anthocepalus cadamba) has the highest volume with 4,13 m3.Keywords : Composition studies, Potential vegetation, Forest production.

Abstract

The land has great potential in supporting human life activities. Human dependence on land resources which continues to increase as the number of population that causing the increase of population pressure to land resources so that land use is very difficult to avoid, as well as happening of land use in Das Olonjonge of Parigi Moutong District of Central Sulawesi. This study aims to find out a scale of erosion and surface runoff of some land using in the regions of DAS Olonjonge. This study was conducted in June 2015 until November 2015. This study was conducted in DAS Olonjonge sub-district in the area of the research 3.391,43 Ha. Administratively, the research area is located in South Parigi Sub-District, Parigi Moutong District, Central Sulawesi. This research used methods of measuring and collecting data, by placing the plot of 20 m x 4 m size that was put in some lands use. The result of this study was analyzed in Laboratory at Forestry Faculty of Tadulako University. Of the three land cover conditions, the largest soil erosion can be found on mountainous terrain types (plot 1) with the weight of the soil mass eroded is 2.388,79 gram or 796,26 kg/ha and the smallest on  the use of peanut lands type (plot 2) is 818,48 gram or 272,83 kg/ha. The largest surface of volume runoff is found on terrain land with an average value 33,64 liter or 11,21 m3/ha and the smallest on the peanut land which has the average value of runoff volume is 19,23 liter or 5,41 m3/ha.Keywords: Erosion, Surface Runoff, DAS

Abstract

Maleo bird is a unique wildlife species, particularly in terms of habitat, as it lives around coastal sands, or in the mountain that having any hot spring around. Sands are needed to lay down their eggs into 15 cm in depth for hatching. Conservation problem faced particularly related to decrease in its population was due to eggs collection and habitat destruction (degradation and fragmentation). Eggs exploitation occurs due to the lack of community awareness. Habitat destruction was cause by forest encroachment and illegal logging while the decrease in the size of habitat was mainly due to forest land conversion and illegal farming. Forest conversion causes forest fragmentation leading to maleo nesting ground isolation. The objective of the research was to identify factors causing the decrease in maleo (Macrocephalon maleo) population at Sausu Piore Village, Parigi Moutong District, Central Sulawesi. Multiple Analysis Regression was used to analysed data applying regression equation of Y = a + b1X1 + b2X2 + b3X3 where Y = maleo presence, a = intercept, X1 = the size of forest (m2), X2 = human presence, X3 = vegetation density, b1, b2, b3 are regression coefficient. The results showed that human presence was significantly influenced the decrease of population, while the size of forest and vegetation density were not. Ttable = 3.182 compared to Tcount = 3.820 where showing that human significantly causes the decrease of the population with correlation coeffision of 87.9%. This means 12.1% due to other factors. The obtained regression equation is Y = 62.119 + 4.865 X. Keywords: maleo, population, Sausu Piore

Abstract

Generally, at the growth phase of the forest, plants, for example ground plant can absorb CO2more higher than climax forest. This study was aimed to determine biomass and ground plants carbon around Tambing lake. Research was carried out in Tambing lake, Lore Lindu National Park area, from August through October 2013. Quantifying biomass was done by destructive method by collecting all ground plant samples in plots. Ten plots (1m x 1m) were established in south, east, north, and west part of the lake with distance between the plot is 10 m. The results showed that the biomass average were 0.26 ton ha-1, 0.48 ton ha-1, 1.12 ton ha-1and 0.93 ton ha-1 in south, east, north and west part of the Tambing lake, respectively. Hence, the average number of carbon were 0.12 ton ha-1, 0.22 ton ha-1, 0.52 ton ha-1 and 0.44 ton ha-1 in south, east, north and west part of the Tambing lake, respectively.
