Abstract

The problems of Madurese salt farmers, ranging from poverty, quality of production, low salt prices, to 'seizure' of the lands by Dutch Colonialism through the total reorganization program in 1936 as well as the project of modernization and renovation of the New Order regime in 1975 have become the triggers of the resistance put up by the salt farming community. The purpose of this article is to picture out the dynamics of the resistance by Madurese salt farming community through the theoretical analysis of James Scott, namely the daily resistance by Madurese salt farming community, which the writer -in other words-  say 'disguised resistance'. The method used is qualitative with an ethnographic approach. The result is that there are two forms of disguised resistance put up by the Madurese salt farming community i.e. the resistance against PT. Garam and the resistance against the land ownres.

Abstract

ABSTRACTClimat change (CC) which contributed to increased conflict/war had implicitly emerged in the IPCC’s 3rd and 4th reports (IPCC, 2001; 2007); meanwhile on the 5th report (IPCC, 2014) emphasized more on human security. The risk/impact of CC to human security was shown through interaction between livelihood, conflict, culture, and migration. The purpose of the stydy was to gained an understanding of the correlation between CC and the occurrence of conflict/war; knowing the  impacts of CC on national resilience; explaining the phenomenon of CC on national resilience; and explained the linkages between human security and national resilience.This research was done through conceptual and comparative approach.The results showed that CC did not contribute directly to the occurrence of conflict/war;the impact of CC disrupts people's livelihoods thereby reducing national resilience; CC could be viewed as a disturbance and/or threat; and basically national resilience and human security could be synchronized because both of them seeked to brought guarantee for the security, safety, and individual prosperity.ABSTRAK Perubahan iklim (PI) diasumsikan berkontribusi terhadap meningkatnya konflik/perang. Pandangan tersebut secara implisit telah muncul dalam laporan Panel Antarpemerintah tentang Perubahan Iklim(IPCC)ke-3 (IPCC TAR, 2001) dan ke-4 (IPCC AR4, 2007); sebaliknya pada laporan ke-5 (IPCC AR5, 2014) memfokuskan pada keamanan manusia. Skema risiko PI pada keamanan manusia ditunjukkan melalui interaksi antara mata pencaharian, konflik, budaya, dan migrasi. Penelitian ini untuk menjelaskan korelasi antara PI dengan terjadinya konflik/perang; menggambarkan dampak PI bagi ketahanan nasional (Tannas); menjelaskan isu PI ditinjau dari konsepTannas; dan menjelaskan keterkaitan antara  keamanan manusia dengan Tannas. Penelitian dilakukan melalui dua pendekatan, yaitu: pendekatan konseptual dan pendekatan komparatif.  Diperoleh hasil bahwa PI tidak berkorelasi langsung terhadap terjadinya konflik/perang; PI mengganggu mata pencaharian masyarakat, sehingga menurunkan Tannas; dalam konsep Tannas, PI merupakan gangguan dan atau ancaman; dan Tannas dapat disetarakan dengan keamanan manusia karena keduanya berupaya menghadirkan penjaminan keamanan, keselamatan, dan kesejahteraan individu.

Abstract

 ABSTRAK Ketersediaan hijauan pakan ternak haruslah memenuhi aspek kuantitas, kualitas dan kontinyuitas. Teknologi pengawetan pakan dengan membuat silase berbahan tanaman pakan yang sesuai diharapkan dapat memenuhi kebutuhan pakan tersebut. Sorgum memiliki potensi sebagai bahan silase yang baik namun perlu ditingkatkan kualitasnya dengan menambahkan hijauan yang tinggi kandungan protein kasarnya. Penelitian ini bertujuan untuk mengevaluasi kualitas dan karakteristik fermentasi silase kombinasi sorgum dan leguminosa. Penelitian ini dilakukan dengan mengkombinasikan Stay green dan Indigofera zolingeriana (100:0, 60:40, 50:50, dan 40:60%) sebagai bahan silase untuk dievaluasi pH, kandungan bahan kering (BK), bahan organik(BO), protein kasar (PK) dan Nilai Fleigh. Silase dibuat dalam silo ukuran 1 liter yang difermentasi selama 21 hari. Hasil penelitian menunjukkan bahwa meningkatnya persentase Indigofera zolingerianadalam silase meningkatkan pH silase, BK, dan PK silase. Peningkatan pH tersebut berakibat pada terjadinya proteolisis pada PK silase. Penggunaan Indigofera zolingeriana dalam silase kombinasi dengan sorgum Stay green pada persentase 40% masih memungkinkan untuk memperoleh silase kombinasi yang berkualitas baik (Nilai Fleigh 70,13) dan kandungan protein kasar mencapai 15,68%. Kualitas tersebut selanjutnya akan menurun apabila persentase Indigofera zolingeriana dinaikkan walaupun kandungan protein kasar meningkat.Kata Kunci: Silase, Kombinasi, Kualitas, Evaluasi, Nilai Fleigh.ABSTRACTFeed availability has to meet quantity, quality and continuity aspect. Feed preservation technology by making silage from suitable forage plants is expected to meet these needs. Sorghum has the potential as a good silage material but needs to be improved in quality by adding other forage which have high crude protein content. This study was aimed to evaluate the quality and characteristics fermentation of sorghum and legumecombination silage. This research was conducted by combining Stay greensorghum and Indigofera zolingeriana (100: 0, 60:40, 50:50, and 40: 60% combination) as silage material to be evaluated for pH, dry matter content (DM), organic matter (OM), crude protein (CP) and Fleighpoint. Silage was made in 1 liter size silos which are fermented for 21 days. The results showed that the increasing percentage of Indigofera zolingeriana in silage could increase silage, pH, DM, and CP silage. The increase in pH resulted in proteolysis of silage protein. The added of Indigofera zolingeriana in silage combination at 40% was still possible to obtain good quality silage (Fleighpoint 70.13) and reaching 15.68% of silage CP content. The silage quality was decrease if the percentage of Indigofera zolingeriana increased, even though the silage CP content could increasesafterward.Keywords: Silage, Combination, Quality, Evaluation, Fleigh point

Abstract

The speed of urban development, has caused a very heavy commuter. This study aimed to analyze the relationship between the characteristics of the group members, with the process of communication and cohesiveness among commuters. The study was conducted to 86 members of the group in KA.Patas Purwakarta with quantitative methods using questionnaires as research instruments. Test analysis using Spearman rank statistic and chi Square to analyze the relationship between the characteristics of the group members, with the communication process and individual attitudes towards cohesiveness among commuters. The study states that the age of negative relationship with the communication process. The older the age  of a member was, the lower the knowledge and the obedient of the group `s norm he had. Female  members  had a higher  involvement in the communication process of the group  than the male members. There was a negative  relationship  between the occupation and the  cohesiveness of the group. The better occupation they  had, the lower  degree of cohesiveness they showed. There was a significant relationship between the sex of members and their cohesivenessoutside the railway coach. Abstract

Zooplankton community was studied in Lamalera Sea and Sawu Sea during DIKTI-P2O LIPI Expedition from 19 – 30 July 2011. Besides being a potential fishing ground, the Lamalera sea and Sawu Sea have been a migration path for Cetacean (large marine mammals), particularly during the southeast monsoon season. The purposes of this study were to investigate community structure, abundance, and spatial distribution of zooplankton in the Lamalera Sea and the Sawu Sea.  Plankton samples were collected from 23 stations, by NORPAC 300 µm-net that was vertically hauled from maximum 200 meter depth up to the surface water. The result showed that there were 45 taxa of zooplankton, which was dominated by copepods . The abundance of the zooplankton between 491 - 4537 individu/m3. Average diversity index and evenness values were 1.59 ± 0.21 and 0.50 ± 0.04, respectively. In this area, Creel has been found in all research stations but the abundance was small. Species composition was relatively the same between sampling stations suggesting that there was no different in composition between north and south parts, which virtually comprise of different water masses. It showed that spatial distribution of zooplankton was relatively  wide-reaching. Keywords: zooplankton, copepoda, creel, Lamalera sea, and Sawu Sea.

Abstract

ABSTRACT Dissolved silicate (DSi) in coastal waters plays a crucial role in phytoplankton growth particularly diatom. This study aimed to determine DSi concentration seasonally in waters of the western coast of South Sulawesi in relation to coastal water quality indicator. Water, chlorophyll-a, and diatom samples were collected from the coastal areas of the Tallo-Makassar, Maros, and Pangkep, in April 2013 (transitional season), June 2013 (dry season), and February 2014 (wet season). Factorial analysis of variance was used to identify significant seasonal and temporal variations, and linear regression was used to test the relationship of chlorophyll-a and diatom abundance to DSi concentrations. The results showed that the DSi concentration was higher in the wet season of 35.2-85.2 µM than in the other seasons (transitional season: 10.8-68.4 µM, dry season: 9.59-24.1 µM). The abundance of diatoms during the transitional season reached ~9.7x107 cell/m3 in the Pangkep river, 2.3x107 cell/m3 in the Tallo river, and 1.3 x 107 cell/m3 in the Maros river. Chaetoceros, Nitzschia, and Rhizosolenia dominated the diatom composition. The mean concentration of chlorophyll-a in the Makassar coastal waters was 4.52±4.66 mg/m3, while in the Maros and Pangkep waters of 1.40±1.06, and 2.72±1.94  mg/m3, respectively. There was no strong linear corelation between DSi and diatom abundances, nor chlorophyll-a. These results suggested that DSi become a non-limiting factor for the diatom growth and potentially reduce the water quality via eutrophication and diatom blooms. Abstract

In 2014, the Government enacted Law No. 6/2014 on Villages with a view to reconstructing village financial and asset management arrangements to accelerate the inclusive and sustainable development of rural areas. The purpose of this study is to analyze the influence of village financial management on the performance of rural development. The study was conducted on 326 Villages in Pandeglang District. The analytical tool of the study using Geographically Weighted Regression (GWR) modeling will look at how the village expenditure is included in the Village Revenue and Expenditure Budget (APBDes). Expenditure of development (infrastructure) of the village has the greatest impact on the performance of village development with the value of elasticity of 0.637. The influence of village expenditure on the GWR model is strongly influenced by the geographical, demographic, and socio-economic conditions of rural communities, resulting in varying outcomes in each village.

Abstract

The zoning is not as usual and natural issues but complicated processes that determines allowed andprohibited activities of resources user. From economic views, zonation could potentially take advantagesand disadvantages, and socially it create a confl ict as consequence of limited accesses. This research asqualitative research aims to observe zones utilization and it impacts to marine resource users in Bali BaratNational Parks (BBNP). The results show that utilization of marine zoning in BBNP is to ecology-biology protection, tourist and fi sheries with resources user namely Boarding of BBNP, tourist company and fi shers. Zoning results in regulating user activities including limited activities.

Abstract

ABSTRAK Kelapa sawit (Elaeis guineensis Jacq) merupakan komoditas penting bagi perekonomian Indonesia karena menjadi sumber pendapatan negara dan penyedia lapangan kerja yang cukup signifikan. Indonesia menjadi pengekspor minyak sawit terbesar dunia saat ini dengan luas perkebunan lebih dari 10 juta hektar dan melibatkan sekitar 16 juta tenaga kerja. Ekspansi perkebunan kelapa sawit disebabkan oleh kesesuaian agroklimat, permintaan global, dan dukungan kebijakan pemerintah. Kelapa sawit berpotensi dikembangkan pada lahan seluas 51,4 juta hektar dan telah dibudidayakan pada 22 provinsi di Indonesia, terutama di Pulau Sumatera dan Kalimantan. Kelapa sawit mampu menghasilkan minyak nabati 4-23 kali lebih banyak dibandingkan dengan tanaman penghasil minyak nabati lainnya serta dimanfaatkan secara luas untuk bahan baku industri pangan dan non pangan di seluruh dunia. Dukungan kebijakan pemerintah telah mendorong investasi swasta masuk dalam industri kelapa sawit dan melakukan ekspansi perkebunan secara besar-besaran dalam tiga dekade terakhir. Ekspansi perkebunan kelapa sawit berdampak positif pada kondisi sosio-ekonomi masyarakat pedesaan. Pembangunan perkebunan swasta mendorong konversi lahan menjadi perkebunan kelapa sawit rakyat, perubahan pola nafkah petani, dan migrasi tenaga kerja ke daerah-daerah perkebunan sehingga meningkatkan pendapatan masyarakat dan mempercepat pembangunan wilayah. Namun ekspansi perkebunan kelapa sawit yang tidak terkendali telah berdampak negatif karena menyebabkan konflik agraria, deforestasi, dan kebakaran hutan yang memicu kabut asap. Kebijakan pemerintah terkait moratorium sawit yang dilakukan secara simultan dengan penataan ruang menjadi relevan untuk mencegah semakin luasnya dampak negatif akibat ekspansi perkebunan kelapa sawit.Kata kunci: Kelapa sawit, dampak, moratorium, kebijakan spasial. ABSTRACTPalm oil (Elaeis guineensis Jacq) is an important commodity for the Indonesian economy as it becomes a significant source of state income and employment providers. Indonesia is the world's largest palm oil exporter today with a plantation area of more than 10 million hectares and involves about 16 million workers. The expansion of oil palm plantations is due to the suitability of agro-climate, global demand, and government policy support. Oil palm has the potential to be developed on an area of 51.4 million hectares and has been cultivated in 22 provinces in Indonesia, mainly on the islands of Sumatra and Kalimantan. Palm oil is able to produce vegetable oil 4-23 times more than other vegetable-producing crops and widely used for food and non-food industry raw materials worldwide. Government policy support has encouraged private investment into the palm oil industry and expanded large-scale plantations in the past three decades. The expansion of oil palm plantations has a positive impact on the socio-economic conditions of rural communities. The development of private plantations encourages land conversion to smallholder oil palm plantations, changes in farmers' livelihood patterns, and labor migration to plantation areas that increase community incomes and accelerate regional development. But the uncontrolled expansion of oil palm plantations has had a negative impact as it causes agrarian conflicts, deforestation, and forest fires that trigger haze. Government policies related to the palm oil moratorium simultaneously conducted with spatial arrangement become relevant to prevent the increasing extent of the negative impact due to the expansion of oil palm plantations.Keywords: Palm oil, impact, moratorium, spatial policy.

Abstract

Non-Governmental Organizations (NGO), through their advocacy program, have succeeded in protecting the housemaids and their employers, both at provincial as well as national levels. Some regulations on this issue have been issued as results of their advocacy program include: SuratEdaranGubernur DIY Tahun 2003 (Governor of Yogyakartas Handbill 2003), Peraturan Gubernur DIY No. 48 Tahun 2010 (Governor of Yogyakartas Bylaw 2010), Peraturan Walikota Yogyakarta No. 31 Tahun 2011, (Mayor of Yogyakarta Citys Bylaw 2011), and Peraturan Menteri Ketenagakerjaan RI No.2 Tahun 2015 (Ministry of Labors Law No.2/2015). This paper discusses some difficulties in implementing those regulations, especially related to the debatable content, such as: the definition of Pembantu Rumah Tangga/PRT (Housemaids), whether they are considered as helpers or labor; deciding their working hours; having a written or oral contract; and involving the third parties in the relationship between housemaids and their employers. Some reasons are found in explaining those difficulties: in any situation, PRT (housemaids) are considered as an informal work; there is a strong notion of familial relationship, where emotional relation is preferred than formal relationship. One thing that should be noted related to the importance of legal protection for housemaids is the need of continuous advocacy in dealing with managing their relationships with others, especially employers and the third parties.
