Abstract

This study reviews how integrity is conceptualized and evidenced in leadership research and clarifies what is known about its outcomes and mechanisms. Guided by PRISMA 2020, we searched Scopus for English, peer‑reviewed journal articles (2011–2022). After duplicate removal, screening, and eligibility checks, 67 articles were appraised with an adapted quality checklist and synthesized via descriptive mapping and thematic analysis. The literature clusters into twelve streams, dominated by leader behavioral integrity and ethical leadership. Across sectors, integrity is most consistently associated with follower trust, work engagement, and performance, often through transparent communication and psychological safety. Yet conceptual ambiguity remains because integrity is alternately treated as word–deed alignment, virtue‑based wholeness, and follower attributions. We propose an integrative framework linking these views to influence theories and identify gaps: limited longitudinal and multilevel evidence, weak cross‑cultural measurement, and underdeveloped connections to governance and anti‑corruption outcomes. Practical implications are offered for integrity‑based leadership development and accountability systems. The review also highlights boundary conditions (sector and culture) and outlines a focused agenda for future meta‑analytic and policy-relevant research.

Abstract

This study analyzes the implementation of electoral service policies in fulfilling voters’ constitutional rights in the 2024 local elections in West Sumatra, Indonesia. Although voter service regulations have been established through General Election Commission regulations and technical guidelines, their implementation still reveals a gap between policy design and service delivery at the field level. This research employs a qualitative approach with a comparative case study in Padang City, Mentawai Islands Regency, and Sawahlunto City. These three locations were selected because they represent different territorial characteristics: a large urban area with low voter turnout, an archipelagic region with accessibility challenges, and a small city with high voter participation. The analysis is based on Edward III’s policy implementation theory, which consists of communication, resources, implementer disposition, and bureaucratic structure. The findings show that the implementation of electoral service policies has not been fully optimal. In terms of communication, technical information for voters and implementers was not always delivered evenly and consistently. Regarding resources, limitations in human resources, facilities, technology, and operational support affected service quality, particularly in geographically challenging areas. In terms of disposition, implementers generally demonstrated service commitment, but their responses to service constraints were shaped by field capacity and experience. Regarding bureaucratic structure, working procedures were available, yet coordination among actors was not fully effective. This study argues that the fulfillment of voting rights is not determined solely by regulatory completeness, but also by the administrative capacity of public institutions to provide electoral services that are accurate, inclusive, adaptive, and accessible.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kompetensi dan motivasi kerja terhadap kinerja pegawai pada Badan Pendapatan Daerah (Bapenda) Kota Padang. Penelitian dilatarbelakangi oleh tingginya tingkat job mismatch, belum optimalnya pengembangan kompetensi, serta fluktuasi pencapaian target realisasi pajak daerah. Pendekatan penelitian menggunakan kuantitatif deskriptif-korelasional. Sampel penelitian berjumlah 68 pegawai yang dipilih dari populasi sebanyak 215 pegawai (PNS dan PPPK) menggunakan teknik proportionate stratified random sampling. Pengumpulan data dilakukan melalui kuesioner terstruktur yang telah diuji validitas (Korelasi Bivariate Pearson) dan reliabilitasnya (Cronbach's Alpha). Teknik analisis data mencakup deskriptif Tingkat Capaian Responden (TCR) dan statistik inferensial regresi linear berganda. Hasil analisis deskriptif menunjukkan variabel Kompetensi (X1) berada pada kriteria Baik (TCR 88,7%), Motivasi (X2) Baik (TCR 85,7%), dan Kinerja Pegawai (Y) Baik (TCR 87,5%). Secara simultan (Uji F), kompetensi dan motivasi kerja berpengaruh signifikan terhadap kinerja pegawai (F = 43,931; p = 0,000 < 0,05). Secara parsial (Uji t), kompetensi berpengaruh positif dan signifikan terhadap kinerja pegawai (t = 6,793; p = 0,000 < 0,05), sedangkan motivasi kerja secara parsial tidak menunjukkan pengaruh signifikan (t = 1,639; p = 0,106 > 0,05). Koefisien determinasi (R2) sebesar 0,575 menunjukkan bahwa 57,5% variasi kinerja pegawai dijelaskan oleh kompetensi dan motivasi kerja, sedangkan 42,5% sisanya dipengaruhi oleh faktor-faktor lain di luar model penelitian.

Abstract

The drafting of the 2025–2045 West Sumatra Provincial Long-Term Development Plan (RPJPD) requires the substantive involvement of civil society organizations (CSOs) to ensure democratic, high-quality, and sustainable development planning. The role of CSOs is important given the strong socio-cultural character of West Sumatra, particularly the value of “bulek aia dek mufakat” which emphasizes deliberation in decision-making. This study aims to analyze the role of CSOs in the agenda for drafting the 2025–2045 West Sumatra Provincial RPJPD. The method used is qualitative research with an intrinsic case study approach. Informants were selected using purposive sampling, while data analysis was conducted based on the informants' perspective (emic) validated through data triangulation. The researcher used policy advocacy theory in this study. The results show that the role of CSOs in the formulation of the RPJPD can be divided into three categories: zero participation, token participation, and delegated participation. The findings show that most CSOs still have a low level of participation, while substantive participation is only carried out by a handful of CSOs. Of the forty-three (43) organizations invited, only about five (5) CSOs are officially registered with the West Sumatra Provincial Kesbangpol Agency. In general, the role of CSOs in regional development planning is not yet optimal and is still normative-administrative in nature, Meanwhile, CSOs are required to increase their advocacy capacity in order to defend the public interest and ensure that their ideas are integrated into planning documents, particularly the 2025–2045 West Sumatra RPJPD.

Abstract

Online Single Submission (OSS) is a digital-based licensing system designed to simplify and accelerate public service delivery. In West Pasaman Regency, OSS is mandatory for business actors with significant investment values. However, its implementation continues to face several challenges, including low digital literacy among users, limited system integration across government agencies, and service delivery that does not meet established time standards. These issues have generated dissatisfaction and resistance from service users. This study aims to evaluate the effectiveness of OSS utilization in public service delivery at the Investment and One-Stop Integrated Service Office (DPMPTSP) of West Pasaman Regency and to identify the factors hindering its implementation. The research adopts a qualitative descriptive approach, employing in-depth interviews, documentation, and field observations. Data analysis is conducted using the Technology Acceptance Model (TAM 1) proposed by Fred Davis (1989), focusing on perceived usefulness and perceived ease of use. Informants were selected through purposive sampling, involving 14 representatives from service users and relevant government agencies. The findings reveal that OSS has not been implemented effectively. The system is perceived as providing limited benefits and being difficult to use, particularly for small business actors. These constraints have led to low levels of trust and system utilization. Enhancing OSS effectiveness requires technical improvements, increased digital literacy, and stronger institutional support.

Abstract

Academic motivation provided an important role in students’ academic success and career preparation; however, many university students experience motivational decline due to uncertainty about future career pathways. This study examined the effect of alumni sharing sessions on academic motivation and career-related outcomes among undergraduate students at Universitas Andalas. A quantitative pre–post design was applied involving 44 undergraduate students who participated in an alumni sharing session. Data were collected using measures of academic motivation, career decision-making self-efficacy, job-search intention, and perceived study–work relevance. Descriptive analysis and Wilcoxon signed-rank tests were conducted to examine changes before and after the intervention. The results showed no statistically significant change in overall academic motivation. However, significant improvements were found in intrinsic motivation and identified regulation, accompanied by a significant decrease in amotivation. Career decision-making self-efficacy increased significantly after the session, while job-search intention and study–work relevance demonstrated positive directional changes. Participants also rated the alumni sharing session as beneficial for clarifying career direction and strengthening learning relevance. These findings suggest that alumni sharing sessions contribute meaningfully to strengthening specific dimensions of academic motivation and enhancing career readiness among university students.

Abstract

Regional spatial planning is a strategic public policy involving various interests and actors with a long-term orientation. However, in practice, spatial planning policies often face inconsistencies between regulatory objectives and regional development dynamics. This article aims to analyse the agenda-setting process in Padang City's spatial planning policy by examining how public issues are constructed, prioritised, and formulated into policy through the Padang City Regional Spatial Plan (RTRW) for 2010–2030. This research uses a qualitative approach, utilising a case study method. Data were collected through in-depth interviews, document studies, and policy tracing. The analysis was conducted using the concept of Agenda Setting Stages by Andersin and the concept of Agenda Setting by Nikolaos Zahariadis to explain and understand the patterns of interaction and interrelationship between official (within the government) and unofficial (outside the government) actors in policy formulation. The results indicate that the spatial planning agenda in Padang City is shaped by the dynamics of interactions among government, political, and non-governmental actors, with a dominant focus on economic development and investment interests. Development processes tend to prioritise technocratic and political considerations, while disaster mitigation and public interest are often neglected. These findings confirm that the agenda-setting process plays a crucial role in determining the direction and quality of regional spatial planning policies and has implications for the consistency of spatial planning policy implementation.

Abstract

Padang City, Indonesia, faces near-field tsunami risk where evacuation time is severely limited, making vertical evacuation shelters critical life-safety infrastructure. This study analyzes the disaster management system underpinning tsunami shelter management in Padang using a qualitative case study design. Data were drawn from policy and planning documents, the BPBD Padang shelter inventory (2019), and the BPBD tsunami evacuation plan map (2025), and analyzed through thematic analysis with source triangulation. Results indicate four systemic issues: (1) fragmented shelter definitions and incomplete inventories that weaken capacity planning; (2) a pronounced readiness assurance gap, where large nominal capacity (~53,874 people) coexists with feasibility-testing status recorded as “not yet conducted” for key shelters; (3) partial operational integration between shelters, evacuation routes, warning devices, and routine drills; and (4) governance challenges arising from a multi-owner shelter portfolio requiring clear accountability, access guarantees, and sustainable maintenance. The study contributes a readiness assurance lens that distinguishes nominal shelter availability from verified operational readiness and offers actionable implications: establishing a unified shelter registry, institutionalizing feasibility evaluation and recertification, strengthening end-to-end integration with evacuation operations, and formalizing governance instruments for privately owned shelters. These findings highlight that effective tsunami shelter management depends on governing shelters as safety-critical socio-technical systems rather than static assets.

Abstract

Rehabilitation policy relies heavily on local governments to manage the complex, underlying urban social dynamics. This research analysed the social rehabilitation policy implementation regarding women in prostitution as a form of urban poverty case study location being Banjarmasin City, about institutional capacity, local powers and inter-agency collaboration. This research used a descriptive qualitative approach, with data collection methods including in-depth interviews with social affairs officials, social workers (SWs), rehabilitation analysts, and beneficiaries; non-participant observations at Baiman Shelter; and document review. Thematic analysis was informed by policy implementation frameworks and street-level bureaucracy theory. Results show an implementation strategy characterized by reactiveness, with triggers flowing from enforcement rather than vision; scarce capacity within the institutions meant to deliver stability, while significant discretion at ground level skewed the policy process towards short-term social control and away from long-term empowerment. Interagency collaboration is largely informal, while gender-sensitive approaches have not been meaningfully integrated into program design. The paper contributes a contextual model of social rehabilitation policy implementation in which frontline discretion operates amid the ambivalences of reactive governance dynamics shaped by an inter-institutional environment, characterized by both institutional constraints and informal coordination. It shifts street-level bureaucracy theory by showing that discretion is not just individual but also structurally determined (by institutional and/or socio-political forces), directly impacting the effectiveness/trajectory of the restoration policy analyzed in urban governance.

Abstract

This study analyzes the implementation of bureaucratic reform in the Padang City Environment Agency (DLH) in the context of institutional strengthening and collaborative governance in waste management. The waste issue in Padang City has become increasingly crucial which reaches more than 600 tons per day. Bureaucratic reform is being pursued to strengthen institutions, improve governance, and encourage cross-sector collaboration among government, the private sector, and the community. However, studies examining how regional bureaucratic reform is substantively linked to collaborative environmental governance at the local agency level remain limited. This study employed a qualitative approach with a descriptive phenomenological method and involved 12 informants, consisting of 4 structural officials, 3 functional officials, 2 community leaders, and 3 collaborative partners representing CSR-related institutions and environmental communities. Primary data were obtained through in-depth interviews, while secondary data were collected from policy documents and scientific publications. The results show that bureaucratic reform at DLH remains largely administrative, as reflected in changes in job nomenclature and the use of E-Kinerja to document weekly activities, attendance lists, photographs, and digital reports, which improved accountability but did not fully transform bureaucratic work culture. Cross-sector collaboration has shown positive progress, particularly through CSR support for waste containers and transport facilities and through community participation in waste-related programs, although it remains constrained by limited resources, technical regulations, and inter-actor coordination. This study confirms that institutional reform requires the internalization of performance values and stronger citizen participation to generate substantive impacts on sustainable waste management.
