Abstract

Corona Virus Disease 2019 (Covid-19) pandemic has had a major negative impact on economic and taxation aspects. Indonesia’s economic growth was only 2.97 percent (first quarter of 2020), then became -5.32 percent (second quarter of 2020). Economic downturn increases the potential loss of tax revenue as the main source of state revenue so that an appropriate strategy and policies are needed to anticipate it. The objectives of this study are (1) projecting potential loss of Corporate Income Tax (CIT), Employee Income Tax (EIT), and Domestic Value Added Tax (VAT) in 2020, and (2) formulating tax policy strategy to anticipate the impact of the Covid-19 pandemic from the national resilience perspective. This study uses Seasonal Autoregressive Integrated Moving Average method to project the potential loss of CIT, EIT, and Domestic VAT in 2020 and Strengths, Weakness, Opportunities, and Threats (SWOT) analysis to formulate tax policy strategies. The results showed a potential loss of CIT, EIT, and Domestic VAT income in 2020 amounted to IDR71.748.166.578.327 (10,41 percent). This potential loss is due to decreased consumption, economic downturn, and tax incentive policies. The government can implement several tax policy strategies to anticipate the impact of the Covid-19 pandemic, namely tax priority strategies, internal strengthening strategies, collaboration and supervision strategies, and support and economic recovery strategies. Keywords: SARIMA, SWOT, tax policy strategy, the Covid-19 pandemic, national resilienceAbstrakPandemi Corona Virus Disease 2019 (Covid-19) menimbulkan dampak negatif yang besar terhadap aspek ekonomi dan perpajakan.

Abstract

Rembang Regency is located on the north coast of Java Island which is passed by karst mountains of Kendeng Utara, so it has the potential of limestone natural resources that can be utilized as the main raw material of cement making. PT Semen Indonesia (Persero) Tbk plans to mine and establish a cement plant with a capacity of 3,000,000 tons per year in Gunem District, Rembang Regency. The plan to build a cement factory creates social conflict between supportive, rejecting, and governmental citizens. This research seeks to illustrate and analyze the causes of conflict, illustrating the development of conflict and the conflict resolution process undertaken. The research method used qualitative research methods, data collection techniques are done through interviews and documentation. The result of the research shows that the conflict of cement factory development is caused by 4 factors: conflict trigger because there is no socialization of cement factory development. The basic cause is the issue of environmental damage. Factors that mobilize, related to the economy of citizens who mostly work as farmers, as well as the deteriorating factor of environmental permits that violate regulations. The process of conflict resolution is carried out through administrative and judicial processes that are still ongoing. In the conflict of construction of this cement plant there is no effort to resolve the conflict through negotiation, so that there is no conflict of mutual benefit. Recommendation: citizen involvement in every development process is very important to minimize the conflict, negotiation is needed to generate conflict of mutual benefit, and need to be formed BUMDes to overcome the problems and needs of the citizens. Abstract

This research concerns about the merchants’ resistance that happened after the revitalization of Pasar Ir. Soekarno-Sukoharjo which is located at Jalan Jenderal Sudirman no. 53 Sukoharjo Regency. This study becomes the first study of this locus because most of the research on this locus only examines the aspects of revitalization implementation. Resistance aspect becomes an interesting thing to be studied in this research because in revitalization, it tends to prioritize the aspect of the market’s physical improvement. Meanwhile, on the other hand revitalization done gives less attention to social aspects so that a resistance from the traders emerges. Thus, this study is intended to examine further the case related to Merchants’ Resistance During Post Revitalization of Ir. Soekarno Market in Sukoharjo Regency This study is based on the key questions that emphasize its substance of the policy-making actors and actors who reject the research locus. Specifically, to keep this research in the theoretical corridor, the authors conduct the research by referring to the question "How is the merchants’ resistance during the post revitalization of Ir. Soekarno market, what causes it to happen, and how is the resolution done?". In order to answer the questions, the researcher uses qualitative descriptive analytic research method using observation data, in-depth interview, documentation study, visual data, and online data. Qualitative research is chosen because this research method does not emphasize generalization but more focused on one case, so that the researcher can capture the phenomenon as a whole proper to the real condition.Based on the result of the research, it is found that in the context of post-revitalization in Ir. Soekarno market there are merchants’ resistance really found in the form of refusing to occupy the kiosks and los that have been provided. According to the facts in the field, that the main cause of the merchants’ resistance occured is because of the demands of economic needs. The resolution against the merchant resistance that has been done has not been successful because in reality, there are still many kiosks and los being emptied. The resolution undertaken is considered to be less paying attention to the advice of the merchanst as the main actor of the resolution. Keywords: Resistance, Merchant, Post Market Revitalization
