Abstract

This study investigates the integration of the local philosophical value “Nggahi Rawi Pahu” into the management of Early Childhood Education (ECE) through an ethnopedagogical approach in Dompu Regency, Indonesia. In the context of accelerating globalization, early childhood education faces increasing challenges in maintaining cultural relevance, often resulting in the marginalization of local wisdom. This research is therefore significant as it seeks to reposition indigenous values as a foundational element in shaping children’s character, social awareness, and cultural identity from an early age. The study aims to explore how “Nggahi Rawi Pahu” is conceptualized and operationalized within ECE management practices and to examine its pedagogical implications. Employing a qualitative research design, data were collected through in-depth interviews, participatory observations, and document analysis involving teachers, school principals, parents, and community leaders. The data were analyzed using thematic analysis to uncover patterns of meaning and forms of value integration across educational processes. The findings demonstrate that “Nggahi Rawi Pahu”, which embodies principles of harmony, mutual respect, responsibility, and collective solidarity, is not merely symbolically acknowledged but substantively integrated into learning planning, classroom interactions, and institutional culture. The novelty of this study lies in showing that local wisdom is used as a practical teaching framework, not just as cultural knowledge, and plays a direct role in shaping students’ character and learning behavior. Teachers function as cultural agents who translate abstract philosophical values into concrete pedagogical practices, thereby fostering a culturally responsive learning environment. These findings suggest that the integration of local wisdom through ethnopedagogical strategies strengthens the relevance and transformative capacity of ECE management. The study offers a conceptual contribution by articulating a culturally grounded model of early childhood education that is both context-sensitive and globally relevant.

Abstract

This study aims to analyze the strategy of strengthening the Pancasila Student Profile in fostering students’ learning motivation at PAUD Pelita. The focus of the study is directed at the implementation of Pancasila Student Profile values in learning activities and their contribution to the learning motivation of early childhood students. This research employed a qualitative approach with a descriptive method. Data collection techniques included observation of learning activities, interviews with teachers, and documentation. Data were analyzed through the stages of data reduction, data display, and conclusion drawing. The results of the study indicate that strengthening the dimensions of the Pancasila Student Profile integrated into daily learning activities such as the habituation of moral behavior, cooperation, independence, creativity, and respect for diversity contributes positively to the development of students’ learning motivation. The indicators of learning motivation found in this study include increased enthusiasm in participating in activities, active engagement during the learning process, and the development of self-confidence in completing tasks and participating in classroom activities. These findings confirm that strengthening the Pancasila Student Profile at the early childhood education level not only functions as an implementation of curriculum policy but also serves as an effective pedagogical strategy in fostering intrinsic learning motivation in young children, as reflected in the learning practices carried out directly at PAUD Pelita.

Abstract

Police discretion constitutes an inherently embedded authority instrument within Indonesia's criminal law enforcement system; however, its application frequently generates significant normative and empirical problematics. This study aims to comprehensively analyze the application of police discretion in criminal law enforcement through the normative framework of Law Number 2 of 2002 concerning the Indonesian National Police and the National Police Chief Regulations (Perkap), while identifying the gap between positive legal norms and field practice. This research employs a normative juridical approach with legal document analysis, cross-jurisdictional comparative study, and content analysis of selected jurisprudential decisions. The findings reveal that although police discretion has received juridical legitimation through Article 18 of the Police Act, its implementation remains constrained by the absence of measurable operational guidelines, comprehensive accountability mechanisms, and institutional capacity gaps at the implementation level. Furthermore, this study identifies a normative paradox whereby Kapolri regulations intended as operational guidelines contain ambiguous formulations that create space for discretion abuse. The novelty of this research lies in constructing an integrated conceptual framework between public administration discretion theory and criminal law within Indonesia's legal system context, along with proposing an accountability-based discretion regulation model. The study recommends regulatory reform through comprehensive Perkap issuance, standardized training system development, and strengthening synergistic internal-external oversight mechanisms. Abstract
