Abstract

This study aims to examine in depth the managerial thinking of Muhammad Al-Fatih in the development of educational institutions through a library research approach. Muhammad Al-Fatih is known not only as a military and political leader, but also as an Islamic educational figure who has a long-term vision of civilization. This study found that Al-Fatih's managerial thinking rests on three main pillars, namely the pursuit of knowledge as a form of worship and social obligation, character development based on Islamic values such as exemplary, sincerity, and discipline, as well as the spiritual responsibility of education which is not only borne by individuals, but also becomes the duty of the state. In addition, education in Al-Fatih's leadership functioned as a geopolitical instrument, namely as a tool of diplomacy and regeneration of global-minded leaders. These values are represented in the madrasa system, integrative curriculum, and narrative approach in shaping students' characters. The results of the study show that Al-Fatih's thinking is very relevant to the challenges of modern Islamic education, especially in forming an education system that is characterized, competitive, and based on spiritual values. Therefore, Al-Fatih's managerial approach can be used as a strategic model for the development of contemporary Islamic education in Indonesia.

Abstract

This article presents a research study on the leadership management of school principals in developing teacher professionalism. The aim of this article is to investigate the leadership management of school principals in developing teacher professionalism at Al Falaah Integrated Islamic Elementary School in Rengat, Indragiri Hulu. The research method used is qualitative research, conducted directly in the field. Data collection techniques were carried out through observation at the research location, direct interviews with the school principal, and literature studies. The research results show that the leadership management of the school principal in developing teacher professionalism at Al Falaah Integrated Islamic Elementary School in Rengat, Indragiri Hulu, has been well implemented. The school principal develops teacher professionalism through several management functions, including planning, organizing, directing, and supervising. By developing teacher professionalism, the school principal can identify training needs, arrange capacity-building programs, and evaluate teacher development outcomes regularly, create a conducive work environment, provide motivation, and ensure that each teacher has a fair opportunity to develop according to their potential.

Abstract

This study aims to analyse the main issues of the Open Government Partnership in the Basque Country. The Basque Country plays a leading role in the open government campaign in Spain because it is a pilot program of the local government of the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Basque Country government and sourced from the Google Scholar database. The findings of this study indicate that the Basque Country's open government is not popular. The key issues in the Basque Country's open government include accessibility, e-government, government websites, transparency, and e-services. Meanwhile, the current issues include public service innovation, private-public partnerships, and autonomy. These issues highlight the urgency and potential contribution of the Basque Country's open government going forward. The Basque Country is currently focusing on its five open government commitments. These commitments contribute to the Basque government's strategic vision by developing tools, models, and common guidelines for all levels of government, thereby increasing the value of public action and the standing of its public institutions and officials. The findings of this study serves as recommendations for stakeholders in the Basque Country, including all local governments in Spain and all members of the Open Government Partnership

Abstract

This study aims to analyze the autonomy policy of education in Indonesia. This study uses a qualitative approach with library research techniques. The results of this study indicate that the increase in the education budget allocation has not been able to increase the competitiveness of national education in the global arena. The implementation of educational autonomy through the establishment of various policies, including school-based management and the independent campus policy aims to give authority to educational institutions to provide flexibility in the management of education. Although the education autonomy policy has been able to increase the national education participation rate, this policy also raises new problems such as policy conflicts between the central government, regional governments, and educational institutions, inefficiency in education management, the occurrence of new corrupt practices, and education policies that tend to be top-down. The conclusion is that although it is in line with the demands of reform, education autonomy in Indonesia does not necessarily improve the quality of national education.

Abstract

This study aims to find out how the management of Sedana Mekar BUMDes applies the principles of village autonomy in Mekarsari village, East Lore sub-district, Poso district. This research was conducted in the village of Mekarsari, East Lore sub-district, Poso district with the theory of village autonomy put forward by Sutoro Eko (2014), which is Impunity and Initiative. The research method uses qualitative with descriptive research type. The technique of determining informants used a purposive sampling technique with 6 informants. Data collection techniques were carried out by means of observation, interviews and documentation. The results of this study concluded that the implementation of the principles of village autonomy in the management of BUMDes Sedana Mekar in Mekarsari village was considered not optimal. This is based on aspects of Sutoro Eko's theory used in this study, namely the principle of impunity and initiatives in the management of BUMDes Sedana Mekar. Inadequate planning often occurs in BUMDes management so that the initiatives implemented are not optimal. And it is also found that there are irregularities in the principle of impunity, namely the appointment of BUMDes administrators from village officials which causes the village oversight function of BUMDes to become village oversight of itself.

Abstract

This article analyzes the planning, implementation, and monitoring of health policy in Indonesia within the context of decentralization and ongoing health system reforms. Despite progress toward near-universal coverage through the National Health Insurance, persistent structural challenges continue to hinder equitable outcomes. Key issues include uneven institutional capacity across regions, financing distortions, and varied adoption of digital systems such as SATUSEHAT. Using a systematic and integrative review of academic literature, government regulations, and national evaluation reports from 2000 to 2025, the study employs a hybrid deductive–inductive thematic analysis guided by the Policy Triangle, Street-Level Bureaucracy, the Advocacy Coalition Framework, and the WHO Health System Building Blocks. Findings indicate misalignment between national policy design and subnational implementation capability, shaped by fiscal disparities, leadership quality, bureaucratic stability, and managerial competence. These factors contribute to variations in maternal health outcomes, tuberculosis control, and noncommunicable disease management. Weak monitoring and evaluation—reflected in inconsistent data quality and a compliance-driven reporting culture—limits adaptive governance. The article proposes an adaptive governance framework emphasizing typology-based strategies, equity-oriented resource allocation, strengthened analytical capacity, and integrated health information systems. It concludes that future reforms require governance coherence and institutional capacity strengthening across all levels.

Abstract

This study conducts a comparative analysis of sustainable tourism dynamics in Bali, Yogyakarta, and Labuan Bajo by examining three interrelated dimensions: environmental sustainability, community participation, and governance arrangements. Using a qualitative comparative case study design and document analysis of 50 policy documents, academic studies, institutional reports, and planning frameworks published between 2018 and 2024, the research identifies significant variations in how sustainability is operationalized across destinations. Bali exhibits advanced tourism development but faces severe ecological pressures, fragmented governance, and unequal benefit distribution. Yogyakarta demonstrates the most coherent sustainability model, characterized by strong community-based tourism institutions, participatory co-governance, and locally grounded environmental stewardship. Labuan Bajo, as a national super-priority destination, shows a tension between conservation imperatives and centralized, investor-driven development that limits substantive local participation. The cross-case synthesis reveals that sustainable tourism outcomes depend on the alignment of environmental practices, community empowerment, and multi-level governance coordination. Theoretically, the study contributes to sustainable tourism governance scholarship by proposing a typology of governance configurations hybrid customary–regulatory, participatory co-governance, and centralized authority-based models. Policy implications emphasize the need to strengthen community institutions, enhance regulatory coherence, and adopt destination-specific strategies to ensure that tourism development supports ecological integrity, cultural resilience, and social equity.

Abstract

Penelitian ini dilatarbelakangi oleh pentingnya pengelolaan kelas dalam menciptakan proses pembelajaran yang efektif, kondusif, dan berpusat pada siswa. Tujuan penelitian ini adalah menganalisis manajemen strategi dan pengelolaan kelas dalam pembelajaran serta mengkaji perannya dalam meningkatkan kualitas pembelajaran. Penelitian menggunakan pendekatan kualitatif dengan jenis penelitian kepustakaan (library research). Data diperoleh dari jurnal ilmiah, buku referensi, dan hasil penelitian terdahulu yang relevan, kemudian dianalisis menggunakan teknik analisis isi (content analysis). Hasil penelitian menunjukkan bahwa manajemen strategi dalam pengelolaan kelas meliputi tiga tahapan utama, yaitu perencanaan, pelaksanaan, dan evaluasi. Strategi yang dirancang secara sistematis mampu menciptakan lingkungan belajar yang kondusif, meningkatkan motivasi, partisipasi, dan hasil belajar siswa. Selain itu, pendekatan humanis dan interaktif dinilai lebih efektif dibandingkan pendekatan otoriter karena mampu mendorong keterlibatan aktif siswa. Keberhasilan strategi juga dipengaruhi oleh kemampuan adaptasi guru terhadap karakteristik siswa dan kondisi kelas. Dengan demikian, manajemen strategi dan pengelolaan kelas memiliki peran penting dalam meningkatkan kualitas pembelajaran secara berkelanjutan.

Abstract

Abstrak: Kegiatan pengabdian kepada masyarakat ini bertujuan memperkuat resiliensi dan identitas keagamaan anak-anak Muslim yang hidup sebagai kelompok minoritas di Kampung Penyengat, Kabupaten Siak. Program dilaksanakan menggunakan pendekatan Participatory Action Research (PAR) dan Asset-Based Community Development (ABCD). Pendekatan PAR diterapkan melalui identifikasi masalah, perencanaan partisipatif, pelaksanaan tindakan, dan refleksi bersama, sedangkan ABCD dilakukan melalui pemetaan dan optimalisasi aset lokal berupa surau, tokoh agama, orang tua, dan guru agama. Kegiatan melibatkan 5 anak Muslim sebagai peserta utama, dengan dukungan 1 tokoh agama, 2 orang tua, dan 1 guru agama Islam, serta dilaksanakan melalui 8 sesi pendampingan spiritual selama 4 minggu. Program mencakup storytelling berbasis sirah nabawiyah, role play, latihan dzikir sebagai teknik regulasi emosi, dan pembentukan kelompok dukungan sebaya “Sahabat Penyengat”. Evaluasi dilakukan melalui observasi, wawancara, dan Focus Group Discussion (FGD) dengan indikator keberhasilan meliputi peningkatan kepercayaan diri, keberanian berinteraksi sosial, kemampuan mengekspresikan identitas keagamaan, partisipasi dalam aktivitas spiritual, dan terbentuknya dukungan sosial komunitas. Hasil kegiatan menunjukkan bahwa seluruh peserta memperlihatkan peningkatan keberanian dalam berinteraksi sosial dan mengekspresikan identitas keagamaan secara lebih terbuka dibandingkan sebelum program. Selain itu, keterlibatan peserta dalam aktivitas spiritual meningkat, serta terbentuk kelompok “Sahabat Penyengat” yang berfungsi sebagai ruang aman dan dukungan sebaya berkelanjutan. Keterlibatan orang tua, guru agama, dan tokoh agama juga memperkuat modal sosial komunitas dalam mendukung perkembangan anak-anak Muslim minoritas. Temuan ini menegaskan bahwa pendampingan spiritual berbasis komunitas merupakan model pemberdayaan yang efektif untuk memperkuat resiliensi dan identitas keagamaan anak Muslim minoritas dalam masyarakat heterogen.Abstract: This community service activity aims to strengthen resilience and religious identity among Muslim children living as a minority in Kampung Penyengat, Siak Regency. The program was implemented using a Participatory Action Research (PAR) approach and Asset-Based Community Development (ABCD). PAR was applied through problem identification, participatory planning, action implementation, and joint reflection, while ABCD was carried out by mapping and optimizing local assets such as the surau (prayer hall), religious leaders, parents, and religious teachers. The activity involved five Muslim children as the main participants, supported by one religious leader, two parents, and one Islamic religious teacher, and was conducted over eight spiritual mentoring sessions across four weeks. The program included storytelling based on Sirah Nabawiyah (Prophetic biography), role-playing, zikr (remembrance) exercises as emotion-regulation techniques, and the formation of a peer support group called “Sahabat Penyengat” (Penyengat Friends). Evaluation was conducted through observation, interviews, and Focus Group Discussions (FGD), with success indicators including increased self-confidence, greater courage in social interactions, the ability to express religious identity, participation in spiritual activities, and the formation of social support within the community. The results showed that all participants demonstrated increased confidence in social interactions and expressed their religious identity more openly than before the program. Additionally, participants’ involvement in spiritual activities increased, and the “Sahabat Penyengat” group was established as a safe space and ongoing peer support network. The involvement of parents, religious teachers, and religious leaders also strengthened the community’s social capital in supporting the development of minority Muslim children. These findings affirm that community-based spiritual mentoring is an effective empowerment model to enhance resilience and religious identity among minority Muslim children in a diverse society.

Abstract

Penelitian ini bertujuan untuk mengkaji teori kognitif sosial Albert Bandura serta implikasinya dalam proses pembelajaran. Kajian ini dilatarbelakangi oleh pentingnya memahami bagaimana individu belajar melalui interaksi antara faktor kognitif, perilaku, dan lingkungan sosial. Metode yang digunakan adalah penelitian kepustakaan (library research) dengan mengkaji berbagai sumber literatur berupa buku, jurnal, dan artikel ilmiah yang relevan. Hasil kajian menunjukkan bahwa teori kognitif sosial Bandura menekankan bahwa pembelajaran tidak hanya terjadi melalui pengalaman langsung, tetapi juga melalui observasi dan peniruan (modeling) terhadap perilaku orang lain. Teori ini didukung oleh konsep hubungan timbal balik (reciprocal causation) antara individu, perilaku, dan lingkungan. Selain itu, Bandura menjelaskan bahwa proses belajar melalui observasi melibatkan empat komponen utama, yaitu perhatian (attention), retensi (retention), reproduksi (reproduction), dan motivasi (motivation). Konsep self-efficacy dan regulasi diri juga menjadi faktor penting yang memengaruhi keberhasilan belajar seseorang. Dalam konteks pendidikan, teori ini dapat diterapkan melalui pemberian teladan yang baik oleh guru, penggunaan model pembelajaran yang mendorong observasi, penguatan perilaku positif, serta pengembangan kepercayaan diri dan kemampuan regulasi diri peserta didik. Dengan demikian, teori kognitif sosial Bandura memberikan kontribusi yang signifikan dalam memahami proses pembelajaran dan pengembangan perilaku peserta didik secara efektif.
