Abstract

This study aims to evaluate the performance of the Population Data-Based Information System (SIBISA) in population administration services at the Population and Civil Registration Office (Disdukcapil) of Medan City, using the DeLone and McLean models. The research was conducted using a qualitative descriptive approach, incorporating interviews, observation, and documentation techniques. The results of the evaluation show that, although the SIBISA application provides easy access and transparency of services, several obstacles remain, including limited infrastructure, low digital literacy among the community, and suboptimal data integration between agencies. Additionally, variations in service quality and inadequate officer training also impact user satisfaction levels. This research emphasizes the importance of technical capacity building, digital inclusion strategies, and cross-sector system consolidation to realize inclusive, effective, and sustainable digital-based public services.

Abstract

This study aims to analyze the effectiveness of the Self-Help Housing Stimulant Assistance Program (BSPS) in Pakkat District, Humbang Hasundutan Regency, using a qualitative approach and a public policy evaluation framework from William N. Dunn. The results of the study indicate that this program is highly effective in enhancing the quality of housing for low-income communities, with active community participation and local 'gotong royong' practices (marsiadapari) playing a significant role. Efficiency is achieved through the optimization of regional resources, although logistical challenges remain an obstacle. The limited value of assistance is not entirely sufficient to meet development needs, but the spirit of self-help is the primary support. The distribution of aid is relatively even; however, data verification still needs improvement. The program's responsiveness to local culture is relatively good, although administrative and legal constraints hinder the accuracy of the target. Social capital and community participation have proven to play a crucial role in the successful implementation of the program. These findings emphasize the importance of participatory and contextual approaches in housing policy and recommend replicating similar strategies in other regions with similar social characteristics.

Abstract

The professional sports industry faces high competitive and operational pressures, including performance demands, fan loyalty, sponsorship expectations, and media scrutiny. Human resource (HRM) management plays a strategic role in determining the success of professional sports clubs, yet the application of transformational leadership (TL) in this context remains limited, particularly regarding the mechanism of its influence on club performance through HRM practices.This research uses an approach/narrative review, with literature analysis from Scopus, Web of Science, and ProQuest databases (2010–2025), using keywords such as “transformational leadership,” “sports management,” and “human resource management.” The literature was analyzed based on the dimensions of TL, HRM practices, and club performance outcomes, while identifying patterns, gaps, and mediating mechanisms of HRM.The results show that the TL dimensionidealized influence, inspirational motivation, intellectual stimulation, And individualized consideration encourage motivation, job satisfaction, talent retention, and innovation for staff and athletes. Effective HRM practices, such as adaptive training, coaching, and performance management, serve as key mediators who translate the influence of TL into improved team and overall organizational performance.Effective integration of TL and HRM practices is essential for superior performance and sustainable success of professional sports clubs, and provides practical implications for managers and coaches.

Abstract

This study aims to evaluate the effectiveness of the program for structuring and fostering Micro, Small, and Medium Enterprises (MSMEs) in Firdaus Village, Serdang Bedagai Regency, as well as to analyze the response and strategies of MSME actors in dealing with the program. Using a descriptive qualitative approach, data was obtained through in-depth interviews, observations, and documentation. The results of the study show that although local governments have implemented various training programs, legality assistance, and capital facilitation, the effectiveness of implementation is still limited due to structural obstacles such as budget limitations, lack of participation of business actors, and weak synergy between stakeholders. The response of MSME actors varies widely, ranging from enthusiastic to skeptical, depending on their background and experience. The strategies developed by business actors include adaptation to policies, community collaboration, product innovation, operational efficiency, and strengthening social relations with the government. These findings emphasize the importance of a more participatory coaching approach, based on local needs, and supported by consistent policies and a sustainable mentoring system to encourage inclusive and competitive growth of MSMEs.

Abstract

This study analyzes the implementation of the Hajarun Najah Foundation's policies in improving the quality of education at An Najah Islamic Junior High School. The purpose of this study is to describe how the foundation's policies are implemented, including improving teacher competency, integrated educational planning, designing a curriculum that integrates general and religious subjects, planning flagship programs, monitoring, supervision, and periodic evaluation, providing educational facilities/infrastructure, social/financial support for students, and involving parents and the madrasah committee. A qualitative descriptive research method was used to describe the policy implementation process in depth. The results show that the implementation of the foundation's policies is systematic and planned, focusing on the holistic development of students. The key to success lies not only in improving teacher competency through training and supervision, integrating general and religious curricula, and providing facilities and scholarships. The active involvement of parents and the madrasah committee also significantly strengthens the educational ecosystem. This study concludes that the synergy between the foundation, the madrasah, and the community is an important foundation for improving the quality of education.

Abstract

The lungs are one of the vital organs in the human body. To be precise, it is a respiratory (breathing) organ which is related to the respiratory and circulatory systems (blood circulation). Pulmonary tuberculosis is a contagious infectious disease caused by Mycobacterium tuberculosis. Meanwhile, Relapsed Pulmonary Tuberculosis is a patient with Pulmonary Tuberculosis who is declared cured or has had complete treatment and then comes back for treatment with a positive test result for a cough with phlegm from Acid-Fast Basil. The aim of this study was to determine the risk factors for pulmonary tuberculosis at the Central General Hospital of South Sulawesi. This research uses a cross sectional approach. The population in this study includes the case population, namely pulmonary tuberculosis sufferers who experienced a recurrence and the control population, namely pulmonary tuberculosis sufferers who have been declared cured. The sample in this study was all data on patients with Relapsed Pulmonary Tuberculosis who received treatment at the Central General Hospital of South Sulawesi Province. Data analysis was carried out univariate and bivariate using the chi square test. The results of the study can be concluded that there is no relationship between age and the incidence of relapse of pulmonary tuberculosis. The problem and diagnosis determined is to fulfill the need to breathe normally and the inability to fulfill the need to eat and drink enough. Meanwhile, the nursing intervention that was prepared was directed at helping to control the patient's low-fat and low-salt diet regarding sitting therapy in the Semi-Fowler position. This theory can be applied and applied well in treatment focused on pulmonary tuberculosis cases. For pulmonary tuberculosis patients who experience shortness of breath, improve the quality of their breathing by performing the semi-Fowler position as a non-pharmacological therapy.

Abstract

To meet the requirements of the fourth industrial revolution, education plays a critical role in creating skilled and marketable human capital, so an instructional model that promotes student self-directed learning is needed. The digital era has had a major effect on English Language Teaching (ELT), allowing teachers to perform distance or combined learning. Blended learning is a learning model that focuses on promoting student individuality through the usage of various mobile technologies. Consequently, The purpose of this research is to provide information about an instructional template for a new blended learning model that uses the ADDIE model to help students develop self-directed learning. The ADDIE model is a modular framework that includes all of the required elements for creating effective ELT instruction. This study was conducted in Universitas Muhammadiyah Parepare. This paper also discusses a number of modern technologies that enable students to obtain individualized attention and new learning opportunities. As a result of this research, a new blended learning model has been developed to assist students in developing self-directed learning skills in English through the use of a variety of modern technologies.

Abstract

Artikel ini adalah penelitian kualitatif kepustakaan. Peneliti menggunakan metode kajian pustaka untuk mengumpulkan data kemudian menganalisis data yang terkumpul dengan menggunakan analisis isi. Tujuan dari penulisan ini adalah untuk membantu siswa dalam menggunakan aplikasi geogebra berbantuan chromebook sehingga siswa dengan mudah memahami konsep-konsep dalam pelajaran matematika yang bersifat abstrak. Penggunaan geogebra berbantuan chromebook harapannya siswa kelas VIII bisa mempunyai pemahaman konseptual yang baik pada materi bangun ruang sisi datar khususnya materi kubus dan balok, selain itu dengan menggunakan chromebook yang didalam nya terdapat aplikasi geogebra siswa lebih semangat dan termotivasi belajar matematika baik secara individu maupun kelompok karena sebelumnya siswa belum pernah menggunakan nya. Setelah menganalisis artikel terkait manfaat penggunaan Geogebra dalam pembelajaran matematika, ditemukan beberapa hasil signifikan yang diperoleh. Temuan ini, termasuk Geogebra memudahkan siswa untuk memahami geometri. Siswa juga cenderung lebih senang belajar geometri dengan menggunakan Geogebra yang dioperasikan dengan menggunakan computer atau chromebook.

Abstract

The phenomenon of drug abuse that occurs in the younger generation is increasingly worrying, not only occurs in ordinary people but has also spread to various professions and involves students or students. Previously there was a case of arrest and raids carried out in the USU campus environment and found two suspects BS and NK who carried 740 grams and 850 grams of marijuana. The purpose of this study is to see how relationships are formed in cases of drug abuse that occur in alumni and students of the University of North Sumatra, and to see what factors cause drug abusers to use drugs. This research method is qualitative with in-depth interviews with key informants and ordinary informants. The results show that there are factors of drug use among alumni and students caused by the influence of friends and seniors. This aims to make it easier to enter the friendship environment on campus. So that the formation of relationships among drug abusers is always changing, utilizing friendships to get drugs, and friendship relationships that are always in conflict. Alumni or students who still use drugs will use their income to obtain drugs, while those who do not have income, for example students, will lie to their families by using the pocket money left by their parents to obtain drugs.

Abstract

Purchasing online through e-commerce makes it easier for consumers to choose and buy the goods they want. Consumptive behavior is individual behavior that is influenced by sociological factors in their lives which is shown to consume excessively or wastefully and unplannedly on services and goods that are not needed.There are many variations of products offered on Shopee e-commerce, including beauty products, men's clothing, women's clothing, cellphones, computers and accessories, home equipment, electronics, food & drinks. Shopee e-commerce also comes with several facilities that make things easier for buyers. The purpose of this research is to determine the factors that USU Faculty of Economics and Business students shop at Shopee e-commerce. This research uses the theory of consumption society which was put forward by Jean Baudrillad. The method used is a descriptive qualitative approach. This technique determines informants in this research using purposive and snowball. This research uses the Interactive Analysis Model from Miles and Huberman. The results of this research cause consumer behavior among students at the Faculty of Economics and Business due to internal and external factors, facilities provided by Shopee e-commerce, the influence of campus friends and factors that support work.
