Abstract

ABSTRACTThis study aimed to obtain Current overview about the implementation of program WISMP in Bogor Regency as study for local government policy-making, by identifying the internal and external factors and formulating strategies for improving the performance of Water User Associations Federation (WUAF) in Bogor Regency.The study was conducted in Bogor Regency, by using primary and secondary data. Problems in this study is how the performance of Water User Associations Federation (WUAF) as Program recipients WISMP I in the first five years has been as planned, How are the WUAF conditions of DI that receiving and DI did not receive WISMP I program in Bogor Regency. The method of analysis used is the Importance Performance Analisys (IPA), Farmers' Income Analysis, SWOT Analysis (Strangths-Weaknesses-Opportunities-Threats) Analysis of Quantitative Strategies and Planning Matrix (QSPM). Results Importance Performance Analisys (IPA) shows there are 6 variables in quadrant A (level of performance), 6 variables in quadrant B (maintain performance), 6 variables in quadrant C (low priority) and 2 variables in quadrant D (likely exaggerated). Based on the results of the study, priority strategies for improving the Water User Associations Federation (WUAF) in Bogor Regency is based on the level of performance and quality aspects of performance WUAF in Bogor Regency by 30% is considered to be enhanced performance. Emphasis strategy by utilizing external opportunities to existing internal weaknesses (WO strategy). The strategy is the first priority is to program management plan participatory irrigation network for increased production and increase the welfare of farmers in Bogor Regency RPJMD with TAS value 8.34.Keywords: Performance, Strategy, WISMP, WUAFABSTRAKPenelitian ini dimaksudkan untuk memperoleh gambaran aktual tentang pelaksanaan program WISMP di Kabupaten Bogor, sebagai bahan pembelajaran untuk pengambilan kebijakan selanjutnya bagi pemerintah daerah, dengan cara mengidentifikasi faktor-faktor internal - ekternal dan merumuskan strategi peningkatan kinerja Gabungan Perkumpulan Petani Pemakai Air (GP3A) di Kabupaten Bogor. Penelitian dilakukan di Kabupaten Bogor, dengan mengunakan data primer dan sekunder. Perumusan masalah dalam kajian ini yaitu bagaimanakah kinerja Gabungan Perkumpulan Petani Pemakai Air (GP3A) penerima Program WISMP I pada lima tahun pertama ini sudah sesuai dengan yang direncanakan, Bagaimanakah kondisi GP3A pada DI yang menerima dan DI tidak menerima Program WISMP I di Kabupaten Bogor. Metoda analisis yang digunakan adalah Importance Performance Analisys (IPA), Analisis Pendapatan Petani, Analisis SWOT (Strangths-Weaknesses-Opportunities-Threats) dan Analisis Quantitative Strategies Planning Matrix (QSPM). Hasil Importance Performance Analisys (IPA) menunjukan ada 6 variabel di kuadran A (tingkat kinerja), 6 variabel di kuadran B (pertahankan kinerja), 6 variabel di kuadran C (prioritas rendah) dan 2 variabel di kuadran D (cenderung berlebihan). Berdasarkan hasil kajian, prioritas strategi peningkatan kinerja Gabungan Perkumpulan Petani Pemakai Air (GP3A) di Kabupaten Bogor didasarkan pada aspek tingkat kinerja dan kualitas kinerja GP3A di Kabupaten Bogor sebesar 30% yang dinilai harus ditingkatkan kinerjanya. Penekanan strategi dengan memanfaatkan peluang eksternal terhadap kelemahan internal yang ada (Strategi WO). Strategi yang menjadi prioritas pertama adalah memprogramkan rencana pengelolaan jaringan irigasi secara partisipatif untuk peningkatan produksi dan peningkatan kesejahteraan petani dalam RPJMD Kabupaten Bogor dengan nilai TAS 8,34.Kata Kunci : GP3A, Kinerja, Strategi, WISMP

Abstract

Indonesia is the third largest rice producer in the world, at the same time it’s a country that imports rice from various countries. The government has provided input subsidies to increase rice production and reduce imports. Modes of rice farming in Indonesia is relatively diverse, from conventional to modern, even in the post-harvest process. The objectives of this study are: to analyze the impact of post-harvest handling on food loss and to analyze the relationship between paddy or rice loss with the quantity and value of fertilizers subsidy and paddy production in Indonesia. The estimated food (rice) loss includes the stages of harvesting, threshing, drying, and milling stages and distribution. Farmers use various technologies in processing rice: serrated sickle in harvesting, power thresher in threshing, and flatbed dryer in drying; while rice milling was done using conventional rice miller. The total rice loss reached 6.91 million tons in 2014 and continued to increase to 8.14 million tons in 2018. The growth rate of fertilizer subsidy value is higher than those of subsidized fertilizer quantity and paddy or rice loss. The results indicated that growth rates of paddy production and rice loss was lower than increased of government subsidy for fertilizer.

Abstract

Demand for rice increases with population and over time. However, the challenges to meet the increasing demand for rice are constrained by some factors: conversion of agricultural wetland (paddy field) to nonagricultural uses, deterioration of irrigation channals, increase scarcity of water, and increase intersectoral competition of water use. These conditions have raised the concern of water irrigation distribution efficiency in rice production. Agricultural sector has to produce more rice with less irrigation water. In addition, water irrigation charges (IPAIR) are also problematic in the area, since there is no water charge. The purpose of this research is to estimate the economic value of water irrigation at Vander Wijce irrigation areas in Yogyakarta, to determine the more appropriate water charges; and to evaluate the differences in water values with respect to their locations (upper, middle, and lower areas), cropping intensity, and rice productivity. Farmers at the upper irrigation areas could plant rice up to three times a year, while at the lower areas only twice a year. The productivities of rice were also different between these two areas, where the upper areas used more water and resulted in higher yields compared to the lower ones. Water values was estimated using Wicksteed's product exhaustion approach. These results implied that the values of water were higher at the upper areas compared to the lower ones. The estimated value of water was about Rp 44/m3 in the upper areas, while in the middle and lower areas were about Rp 32 m3/ha and Rp 23 m3/ha, respectively. Since there is no water charge in the area, there is no fund to cover the costs of water distribution and maintenance. This could lead to unsustainable irrigation management. The above estimated water values could be used as benchmark, the maximum level, by the local government of Sleman and the farmers groups in the irrigation areas in determining the irrigation water charges and maintaining the sustainability of irrigation water services. However, this water charge has to be followed by the improvement in water management system to maintain effective and efficient water distribution among the farmers.

Abstract

In recent years there has been a decrease in Cipaniis springs, indicating the declining ecological conditions of the area surrounding the spring. The compensation fund provided by Kota Cirebon to Kuningan Regency in the framework of payment for environmental services cooperation since 2004 has not provided significant benefits for Cirebon City, the surrounding community, and the environment. This study aims to evaluate the allocation and use of compensation funds and its benefits to the city of Cirebon, society, and the environment. Gap analysis is used to evaluate the allocation and use of compensation funds, as well as descriptive analysis on see the benefits of compensation funds for PDAM of Cirebon City, communities, and the environment. In 2016 the compensation fund paid is IDR 2.9 billion, of which only 16.23% is allocated for conservation activities, 1.53% for the villages around the springs and the remaining 82.3% for the Regional Government of Kuningan Regency. The compensation fund for the payment of environmental services has not been utilized properly, so the benefits received by PDAM of Cirebon City, society, and environment are still very low.

Abstract

The sugar industry is one of the agriculture-based industries which use sugar cane as a raw material to produce sugar. The processing of sugar cane into sugar generates by-products such as bagasse, molasses, and filter cake which will cause environmental pollution if they are untreated. This research identified the utilization pattern of sugar industry by-products in Gempolkrep Sugar Factory and analyzed the added value from by-products utilization using Hayami Method. Based on the utilization pattern at Gempolkrep Sugar Factory, bagasse is used as an alternative raw material for electricity generation. Filter cake is used as raw material for compost fertilizer. Molasses is used as a raw material for bioethanol manufacture. The added value obtained from processing filter cake into compost is IDR141.335 per ton, while bioethanol products from molasses provide an added value of IDR752.645 per ton. Abstract

KUD Tunas Muda is one of the cooperatives active in using information technology to serve the needs of its members, especially related to oil palm activities. However, not all palm oil activities have been carried out through digitization. This paper aims to provide an overview of the readiness of the KUD located in Riau Province in digitizing smallholder oil palm plantations, which include activities in preparing inputs, cultivation, marketing, and receiving payments. This study also aims to analyze strategic priorities that cooperatives can carry out in digitizing smallholder palm oil. This study uses two methods in its analysis, namely descriptive analysis, and analytical hierarchy process. Based on the study, cooperative management is quite prominent in initiating and building digital systems in services for their members. This is because the KUD already has experience in digitalization, although the function is still limited. According to the analysis, the prioritized strategy is to increase the understanding of oil palm farmers, especially among members, in using digital technology and information to support the digitalization of oil palm plantations. Abstract

The tobacco farming faces many risks, especially, price and production risk. Farmers mitigate these risks by conducting contract farming with PT. Gudang Garam, Tbk. The objectives of this study were 1) to analyze the production risks of tobacco farmers and the effect of contract farming on the risks of tobacco farming in Bojonegoro district; 2) to analyze the price risk of tobacco farmers. The data used in this study were cross section data of 120 growers of tobacco consist of 60 farmers who do contract farming and 60 non-contract farming. Just and Pope model was used to analyze the production risk and the coefficient variation was used to analyze the price risk. The results showed that 1) the production risk faced by farmers who do contract farming is lower than non-contract farming and the contract farming had statistically an significant effect to reduce the risks of tobacco farming; 2) Farmers who undertake contract farming has a lower price risk than non-contract farming. Development of tobacco farming in Bojonegoro still need contract farming to mitigate risks. Tujuan dari penelitian ini adalah 1) untuk menganalisis risiko produksi petani tembakau dan menganalisis pengaruh kemitraan terhadap risiko usahatani tembakau di Kabupaten Bojonegoro; 2) untuk menganalisis risiko harga tembakau. Data yang digunakan dalam penelitian ini adalah data cross section dari 120 petani tembakau yang terdiri dari 60 petani yang melakukan mitra dan 60 petani non mitra. Model Just and Pope digunakan untuk menganalisis risiko produksi dan perhitungan koefisien variasi digunakan untuk menganalisis risiko harga. Hasil penelitian menunjukkan bahwa 1) risiko produksi yang dihadapi oleh petani yang bermitra lebih rendah dari petani non mitra dan kemitraan memiliki berpengaruh yang signifikan untuk mengurangi risiko usahatani tembakau; 2) Petani yang bermitra memiliki risiko harga lebih rendah dari petani non mitra. Pengembangan usahatani tembakau di Bojonegoro masih memerlukan sistem kemitraan untuk memitigasi risiko. Kata kunci: tembakau, risiko produksi, risiko harga, kemitraan

Abstract

This study was conducted to assess the role of adoption of oil palm cultivation technology that has been recommended by the government (RI Regulation of the Minister of Agriculture No 131 / Permentan / OT.140 / 12/2013 concerning Guidelines for Good Oil Palm Cultivation) on production efficiency from smallholder plantations on the dependent smallholder and independent smallholder in Riau and West Kalimantan. Specifically, this study is: (1) to analyze the factors that influence the level of production and analyze the technical efficiency of smallholder oil palm in Riau and West Kalimantan, (2) to analyze the effect of intensity of technology adoption on productivity and efficiency of smallholder oil palm production in Riau and West Kalimantan, (3) To identify the factors affecting technical inefficiency in smallholder plantations in Riau and West Kalimantan. The research objectives were analyzed by using a stochastic frontier model to estimate productivity, the level of technical efficiency, and producer inefficiency simultaneously with allocative efficiency and economic efficiency. The results showed that smallholder oil palm farmers who adopt all recommended technologies compared to farmers who adopt not all recommended technologies had higher production efficiency. Analysis of technical efficiency showed that farmers in the dependent smallholder were more technically efficient than independent smallholders. Farmers who adopt more technology and had more experience, had higher efficiency than others. Farmers who were often associated with extension workers and more experience had higher efficiency than others. Abstract

The palm oil industry is one of the agricultural, industrial sectors with a strategic role in the national economy, especially in Indonesia. Although this industry has a high contribution in Indonesia, the oil palm plantation companies have not shown satisfactory performance. Internal firm conditions and macroeconomic variables may influence the performance of oil palm plantation companies. Therefore, this study aims to investigate the firm performance determinants and efficiency of oil palm companies in Indonesia. The samples in this research are 12 oil palm companies listed on the Indonesian Stock Exchange (BEI) for the 2014-2019 periods. The panel regression analysis and the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) are applied in this study. The first result in the panel regression shows that the firm size, exchange rate, and world CPO price affect ROA as the operational performance. Moreover, liquidity, leverage, and inflation do not affect ROA as operational performance. The second result in panel regression shows that inflation, exchange rate, and CPO World Price affect PER as the market performance. However, market performance is not affected by liquidity, leverage, and firm size. The efficiency analysis shows that the firm ranking tends to fluctuate in the observation period. This analysis defines that the oil palm plantation companies in Indonesia, on average, have a similar performance. Abstract

The European Union is one of the main export destinations for Indonesian palm oil. However, this area requires the sustainable development of palm oil products. Four countries from the European Union region are consistently export destinations for palm oil: Netherlands, Italy, Germany and Spain. RSPO exists as one of the institutions that ensure sustainable development in palm oil production. This study aims to analyze whether there were differences before and after implementation of RSPO in export market share and the competitiveness of CPO and RPO exports to the Netherlands, Italy, Germany, and Spain. The analysis was carried out during 1995-2020 using the paired sample t-test and the Wilcoxon signed-rank test. The analysis results show that there are differences in the export market share and competitiveness of Indonesian CPO exports to the Netherlands, Italy, Spain and Germany. The same finding was also found in RPO, especially in Indonesia's export market share. However, there is no difference in the export market share and competitiveness of Indonesian RPO exports to the Netherlands before and after implementing the RSPO in 2008.
