Abstract

In implementing evidence-based policies, it is necessary to support poverty data that is precise, accurate, and consistent. The goal is that various assistance, such as social assistance, PKH, groceries, pre-employment, and other subsidies, will be right on target for people experiencing poverty. The diversity of poverty data sources will have implications for the inaccuracy of targeting social assistance recipients. Until now, there are still three sources of poverty data, namely the Statistics Indonesia, the Ministry of Social Affairs (Kemensos) with Integrated Data on Social Welfare (DTKS), and TNP2K, which is now under the Coordinating Ministry for Human Development and Culture (Kemenko KMK) which also releases data targeting the Acceleration of Extreme Poverty Elimination (P3KE). The purpose of this study is to analyze the distribution of poverty data and rank analysis of poverty data from three data sources in the Bekasi Regency. The analysis method used ArcGIS 10.4 software and the administrative map shapefile for the Bekasi Regency area. In the ranking analysis of poverty data from three data sources in each sub-district in Bekasi Regency, the Preference Ranking Organization Methods For Enrichment Evaluation (PROMETHEE) method was used. The results of the analysis showed that the distribution of P3KE data is 1,317,098 people spread by decile-1 to decile-4 in all sub-districts of Bekasi Regency. Statistics Indonesia data is 229,367 people spread across each sub-district, and the number of DTKS in Bekasi Regency is 1,035,402 people, with the most distribution of data in Babelan District, namely 110,867 people out of 34,009. While the best ranking of the three sources of poverty data is Central Cikarang, Pebayuran District (0.7273), North Tambun (0.6364), Cibitung and Karang Bahagia (0.4242), North Cikarang (0.3939), South Tambun (0 .3636), Sukatani (0.2121), Serang Baru (0.1515), West Cikarang (0.1212), Tarumajaya (0.0909), East Cikarang (0.0606).

Abstract

Structural poverty in Muara Gembong District, Bekasi Regency, Indonesia, remains a serious issue affecting small-scale fishermen. This study examines the poverty conditions of fishermen’s households using quantitative and qualitative approaches. A census of 31 households and interviews with 5 key informants reveal that all households’ experience income decline during the lean season, keeping them below the poverty line. The stark income fluctuations between fishing and non-fishing periods show their economic vulnerability. Poverty among these fishermen is multidimensional, covering inadequate access to food, health, housing, and education-meeting the definition of poverty in Law No. 13 of 2011 Republic of Indonesia on Handling the Poor. Using Anthony Giddens’ structuration theory, poverty is interpreted as the result of interactions between social structures and individual agency. The study uniquely applies this theory to explore fishermen’s poverty from a multidimensional perspective. Findings show that political-economic structures, environmental degradation, policy failures, limited capital and technology, patron-client systems, and unequal market access restrict social mobility. To overcome these challenges, comprehensive and cross-sectoral policy interventions are required to address the structural roots of poverty and improve the resilience and welfare of small-scale fishermen.

Abstract

Relasi patron–klien dalam tata niaga garam rakyat Madura masih menjadi penghambat utama kesejahteraan petambak. Patron berperan sebagai pemberi modal dan pengendali distribusi, sementara negara belum hadir secara efektif untuk melindungi petambak. Akibatnya, petambak bergantung pada patron untuk modal dan akses pasar, sehingga sulit menentukan harga secara mandiri. Kajian ini dilakukan di Kabupaten Sampang dan Pamekasan menggunakan pendekatan studi kasus kualitatif. Hasil menunjukkan bahwa kebijakan teknis pemerintah yang bersifat top-down tidak mampu menjawab realitas sosial ekonomi di tingkat lokal. Meski begitu, muncul inisiatif perlawanan sosial berupa pembentukan koperasi dan jaringan distribusi alternatif yang menunjukkan arah baru menuju kemandirian ekonomi petambak. Policy brief ini menegaskan pentingnya membangun kelembagaan distribusi garam berbasis komunitas, memperkuat koperasi melalui dukungan regulasi dan pembiayaan, serta mendorong transparansi harga dan informasi melalui digitalisasi. Dengan langkah-langkah ini, negara dapat berperan sebagai fasilitator yang memastikan keadilan ekonomi bagi petambak garam rakyat.

Abstract

Poverty is a crucial issue to address in sustainable development, particularly in rural areas. Despite the government’s attempts to intervene through social assistance programs for people experiencing poverty, poverty remains unabated. This study investigated rural poverty in Indonesia using three major analytical frameworks: the World Bank’s poverty line, the BPS-Statistics Indonesia poverty line, and Indonesia’s Law on Poverty Alleviation. Employing a quantitative approach with 289 respondents across three villages in West Java, the study integrated income-based and access-based indicators to construct six categories of poverty: (1) extreme poverty, (2) vulnerable to extreme poverty, (3) non-monetary poverty, (4) regional poverty, (5) vulnerable to regional poverty, and (6) non-poor. The findings revealed that 35.99% of social assistance distribution was misallocated, with 12.46% of poor people excluded and 23.53% of non-poor beneficiaries incorrectly included. By introducing a refined, empirically grounded classification system, this research enhanced multidimensional poverty measurement and advocated for systemic reforms in data collection to improve the accuracy and targeting of rural social assistance programs.

Abstract

Relations between humans and social groups always involve power. Power exists in all fields of life; it includes the ability to govern and also make decisions that directly influence the actions of others. This study aims to determine how social interaction and power practices between the crew and shipowner; and between crews on small vessels. This research was conducted with a descriptive-qualitative approach using a case study strategy. The study was conducted in Muarareja Urban Village, West Tegal Subdistrict, Tegal City, Central Java Province. The results showed that small scale fishers in Muarareja Urban Village, Tegal City can be categorized as daily fishers and weekly fishers. The practice of power between the owner and the daily crew on the small vessels has an exploitative relationship dimension. This relationship is indicated by the compulsion of the shipowner to the crew to keep fishing even though the weather is bad or during a low season. The practice of power between the shipowner and the crew was strongly influenced by the shipowner's debt to the Bank or middleman, which must be paid every month. On the other hand, the practice of power exercised by the weekly fishers to the shipowner is by being able to resign and choose to work with other shipowners easily. If the crew feels uncomfortable working on a ship, they will look for a new shipowner.

Abstract

The sources of social change are diverse; one of which is the social movement. The study of social movements is essential for understanding contemporary society and the direction of its movement. Whether or not a movement is massive does not hide the reality that social movements can change history, sometimes by causing significant changes. The emergence of social movements is not sudden but determined by various factors, such as political opportunities, mobilization structures, and framing processes. A new factor which becomes the focus of the present study is related to the complexity of the actors involved in a social movement. This focus is important, given the mapping of strengths and roles of actors who have networked in different spheres of power has its benefits in order to analyze the dynamics of social movements. This study aims to analyze the success factors of the fishers’ social movement and the roles of actors in determining the strategy of the movement, which can influence the results. This research used a mixed-method that involves a combination of qualitative and quantitative approaches. The results showed that actors in the social movement of fishers were divided into five layers with a hierarchical structure, while each layer had different roles and responsibilities. Furthermore, mobilized resources include moral resources, material resources, socialorganizational resources, and human resources.

Abstract

This study aims to examine how women in Aceh navigate Sharia-based moral regulations within the gendered public sphere of coffee shop culture and to analyze the strategies they employ to construct agency, identity, and visibility under Qanun governance. Using a descriptive phenomenological approach, this research adopts Judith Butler’s theory of gender performativity as its main analytical framework. Data were collected through semi-structured interviews and participant observation involving five active female informants in coffee shops in West Aceh. The findings indicate that women’s participation in coffee shop culture represents adaptive and strategic forms of everyday agency. Women negotiate religious and social boundaries by regulating their presence through specific choices of visiting time, clothing, seating positions, and interaction styles, allowing them to remain within socially acceptable norms while subtly challenging gendered exclusions. Furthermore, coffee shops function as informal yet significant arenas for gender contestation, enabling women to build professional networks, engage in public discourse, and consolidate social and professional agendas in traditionally male-dominated spaces. In conclusion, the study demonstrates that the public sphere in Aceh simultaneously reflects Sharia control and opens opportunities for women to exercise adaptive and subversive agency. These findings contribute to the literature on gender relations, Sharia regulation, and public space by highlighting coffee shops as micro-level sites where women continuously negotiate identity, rights, and participation in a post-conflict society governed by religious norms.

Abstract

This aims of the study was to descript and evaluate the mangrove management strategy by local community (local wisdom) in East Coast Surabaya.. The survey method was utilized in this study using the stakeholder analysis and AWOT analysis. Primary data were collected through observation on object of study and by in-depth interviews, while secondary data were obtained through the literature review and reports. The cici4d results showed there were 50 stakeholders involved in the management of Pamurbaya mangrove, which was divided into three groups i.e. government, private and community. Local wisdom priority was mangrove ecotourism. The strategy for development of mangrove ecotourism was by increasing the institutional capacity and creativity, cici4d innovation of eco-tourism workers, and improvement of cooperation with related agencies.

Abstract

Merauke's 2025 Community Paddy Field Expansion (CSR) is a strategic policy to expand rice fields outside Java to achieve food self-sufficiency in Indonesia. This study aims to examine how the development of sustainable food farming communities is shaped by the dialectic between local and neoliberal food governance in Merauke's 2025 CSR. Using a critical qualitative approach and a multi-level case study method in three of the 46 villages implementing Merauke's 2025 CSR, this study analyzes the interaction between state rationality and local governance in three socio-ecological types of villages. Qualitative primary data processed and analyzed through data condensation revealed that the implementation of Merauke 2025 CSR in three socio-ecological types of village communities created an antagonistic landscape between the former transmigrant village communities and the indigenous farming communities (native Papuans). Within this antagonistic landscape, the development of sustainable food farming communities is shaped by a negotiated interaction between central government policies with neoliberal governance and local community practices that lead to sustainable governance.
