In order to achieve poverty reduction in Indonesia, the government launched programs through PNPM Urban empowerment. PNPM is sustainable poverty alleviation programs. The purpose of this study was to determine the influence of communication relationships (X1) with the successful implementation of the (Y); effect of executing (X2) with the successful implementation of the (Y), and the influence of communication (X1) and executive ability (X2) with the successful implementation of the (Y) PNPM Urban Village in Bandarharjo. Â This type of research is explanatory research using the techniques of data collection through questionnaires, interviews, and observations. The research sample of 34 respondents, drawn by simple random sampling method. Analysis of the data using quantitative methods of hypothesis testing using SPSS techniques Kendall Rank Correlation Coefficient, Coefficient Konkordasi Rank Kendall and coefficient of determination (KD). Â Based on the research results obtained show that the influence of communication (X1) with the implementation of PNPM (Y) based on the price of the Z count value is greater than the Z table at the significant level of 5% ie 2 â‰¥ 1.96 and the large influence of KD 5.76%. influence is shown by the ability of implementers (X2) with the implementation of PNPM (Y) with Z count value is greater than the Z table at 5% significance level is 1.96 and â‰¥ 2.16 large effect of KD 6.76%. The latest results show the influence of communication (x10 and executive ability (X2) with the implementation of PNPM (Y) is greater than 2hitung ï£ ï£ 2tabel or â‰¥ 50.72 86.721 KD was 43.2%. Â Â The research found that many people do not understand what Bandarharjo PNPM goal with certainty, the absence of information boards, employees who are not biased computer. In solving these problems BKM have much socialization to the community, as well as providing a means of communication such as bulletin boards or information and conduct computer training at BKM members.

The purpose of this research is to analyse the implementation of program of green public areas arrangement in Cnadisari Sub District of Semarang and to know the factors that affect this implementation. To solve the the problems and to gain the aims of this research, the researcher used green open space utilization community, compatibility with the planning of program and the control of the implementation program itself. The researcher focused on the subject of the program on how the program is implemented. The researcher also pay attention to some factors that influence this research. The factors are communication, bureaucratic structure, resource and predisposition. This research used qualitative research and descriptive method. The result of this study shows that the implementation program of green open space in Candisari sub district, Semarang have not done well. The minimum percentage of green open space have not achieved yet. Some of causes are the advantages of green open space itself are not used maximally by the public, the lack of public participation to support this program, the lack of human resources who take in charge in this program, the funds which is not provided sufficiently and the lack of control from government.

Health is an important thing in life to make a better life standard of human life. Many things can be done to increase people health, one of them is by health service implementation. Srondol district health center is an organizaation who give health service for people society. According to the study of health service quality, service quality is a level of superiority which wanted and controlling of those superiority level to fulfill patientâ€™s desires. The result of this research indicates that Srondol district health center has been giving good health service to people, even there are still some of deficiency in some parts, Srondol district health center should increase the indicators of public service quality, especially in the comfort of buildings, parking area, and manner value and also the hospitality of the health officer in Srondol District health center Banyumanik Sub District Semarang City.

In Undang-undang Nomor 14 Tahun 2005 about teachers and lecturers, that produces some article among others; article 8 mention that teacher must have academic qualifications, competence, a certificate educator, spiritual and physical health, and have the ability manifesting purpose national education.Therefore, certification are mandatory teachers to improve their quality. Certification teacher is granting certificate educator to the teacher who meet the professional. Teacher virtually professional one is having certificate educator who signed college implementer certification. Professional teacher of decisive importance success learning and certificate because they can create learning active, creative, innovative, and fun.Students will be motivated attending school well if method, matter, the props, delivered he pulled and not boring.The fact, a lot of teachers lazy to continue to learn how to teach good.In fact, special development activities teacher many opened as education and training teacher, seminar teacher, financial report methodology of learning, etc. With the certification expected competence teachers are growing and the quality of education be good.After certification, expected teachers could meet in four competency in UUGD Pasal 10 and government regulation of national education standard Pasal 28. Competence are pedagogik competence, educator personality, professional, and socially. However, virtually a lot of teachers unable to meet four competence that.Besides, the fact indicates performance and the teacher is not increasing after joining certification, even inclined to each before certification.Hence, supposed to exist pattern management and supervision sustainable for teachers to boost their quality after certification. This study aims to describe factors in choosing Human Capital Competencies dimensions in the risk of teacher in SMK Negeri of Semarang City. This research used method descriptive qualitative. This subjects in this study consist of 5 (five) main informant. Based on the research result show to explain the phenomenon on Human Capital Competencies dimensions in the certified teacher with the determinant factor, that is: faith and values, skills, experience, the personality, motivation, the emotional, intellectual, and cultural organization. The eight factors are determining the competence of teacher, especially Human Capital Competencies dimensions. The research done to be said overall be eight (8) factors determine in dimension Human Capital Competencies teacher public SMK in the City of Semarang. Conclusions in this study is to know the factors that determine the competence of the teachers and give me a description of a Human Capital Competencies to a teacher, so it can be a study in the implementation of the efforts to improve competence teacher.

Lack of motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang has prompted the author to undertake the study, entitled Study of Motivation and Discipline Employees at the Dinas Kebudayaan dan Pariwisata Kota Semarang.This study aims to describe and analyze the motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang. The data was collected through the distribution of questionnaires to a sample population of 64 people and a number of 32 employees in the Dinas Kebudayaan dan Pariwisata Kota Semarang. Type of research is descriptive research. The method of data analysis in this study using qualitative data analysis methods using frequency distribution table to find out the average results.The analysis showed that motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang quite good, with a summary score of 2.88 and the motivation variable summary score variable discipline of 3.09.Recommendations from this study were (i) giving compliments to employees who successfully perform the job well, (ii) in accordance with tupoksi staffing, educational background, and experience of employees, (iii) enhance the relationship between subordinates with leadership, (iv ) the need for supervision and sanctions attached to a firm such as payroll deductions for employees who arrive late, (v) conducted similar research outside variables motivation and discipline.

Claim players in the world of work there will be increasing service quality demands of stakeholders as key actors in the implementation of the development is expected to take an active role. This research problem is: How does the quality of services and the dimensions that result in less optimal in the service tax Tape Application Preparation (P3C) in Supervision and Service Office Pratama Type Tegal?The purpose of research is an important aspect of a study to describe and analyze quality of service as well as the dimensions of which result in the request for the provision of excise stamps (P3C) of tobacco products in the Office of Surveillance and Customs Services Primary Type Tegal less than optimal. In order to answer the problem and research objectives include the use of dimensional direct tangibels, relibility,responsiveness , competency, courtessy, credibility, security,acess , communication, Understanding the Customer.This study uses a qualitative descriptive technique using accidental sampling so that it can be explained the extent to which the provision of quality services tax stamp application (P3C) in the office of tobacco control and customs services tegal pratama type. There are two sources of primary and secondary data. This study using in-depth interviews, observation and dokumenasi related to service quality. The results showed that the quality of service can not be said to be good because there are still constraints that affect the quality of service such as the lack of access to the service counter, display a lack of readiness of personnel and lack of facilities and infrastructure to improve the quality of service in the Office of Surveillance and Customs and Excise Primary type of Tegal.

Research is called analysis the quality of the process of land certificates at the office of the national land kabupaten semarang. During this according to persepektif the community that to process the land certificate cost money expensive, a long time, procedural complicated and tortuous so that it result less than optimal. The purpose of this research is to analyze the quality of the process of land certificates granted from the bpn to the community. This research using design the qualitative study with the approach descriptive. The research results show that BPN kabupaten semarang in the delivery of has not been well. To analyze the quality of the process of land certificates writer both five dimensions according to berries zeithmal and parasuraman: tangible, reliability, responsiveness, assurance and empathy. Of five dimensions subjects there are still some obstacles that is in dimension reliability indicated of not all officers can operate computer well, responsiveness relating to less cermatnya in the check file an applicant, and assurance indicated related issuing certificates who often more than the target of time that had been determined. It is suggested that land office kabupaten semarang increase training computerized, implement the orderly administration and socialization intensively to the kecamatan, urban village and the representatives of the community to the land registration in kabupaten semarang increased.

The high level of development in Semarang city can be likened as a double-edge knife. In one side, it has positive impacts, but in the other side it said the opposite. It can be negative for its environment. One of the problems which appeared is floods disaster which often hit in Semarang. The impact of floods can ruin the people activities. One of efforts that Semarang city Government (Pemerintah Kota Semarang) can do is the flood control program through improved drainage Kali Semarang. This program implemented since 2010 and estimated completion in 2015. This research implemented in Dinas PSDA and ESDM Semarang city as a responsible person from the Semarang city Government party. Pengembangan Penyehatan Lingkungan Pemukiman (PPLP) of Central Java Province officer as a responsible person also from Central Java Province and kelurahan Bandarharjo which passed by Kali Semarang. This research is based on the failure of the flood control indicator in the evaluation of RPKD 2014 period about flood control. The aims of this research are to describe The Implementation of Flood Control Program Sub-Component C in Semarang City (Improvement Drainage System Kali Semarang) also describe the driving factor and inhibiting execution in the Implementation Program of Flood Control Sub-Component C in Semarang (Improvement Drainage System Kali Semarang). 2 The result showed that in the implementation there are many cases which can obstruct program implementation. This case is caused by human resources factors, the implementation team of yet understood of the standard and target of the implementation program, and few of communityâ€™s participation which caused by social and economic condition. The recommendations which appropriate are socialization about standard and target to entire of the implementation program, the staffing should be appropriate according to the competence, and the community empowerment of disaster area to increase community participation.

This study aims to analyze quality of service provided to the public Semarang Padangsari clinic / community. Analyze the extent to which level of satisfaction towards the services provided by the clinic Padangsari Semarang. Analyze the suitability of performance clinic with hopes of serving the interests of society or the level of service usage PHC services Padangsari Semarang. The samples were accidental sampling. The sample in this study of 150 respondents. Data analysis techniques using the value of Community Satisfaction Index (IKM)Findings of the research results show that the overall performance quality of service for the use of community health centers serving Padangsari Semarang services can be categorized properly. However, some aspects still need to be improved, although some other aspects has shown good performanceSome aspects of the performance has been good among others: Procedures, Care Requirements, Disciplinary Officer Service, Courtesy and Hospitality Officer, Fairness Care Costs, Cost Certainty and Assurance Services Services ScheduleThen some other aspects that still need to be improved performance include: Clarity Services Officer, Services Officer Responsibilities, Capabilities Services Officer, Service Speed, Obtain Justice Services, Environmental Comfort and Security Services

Flooding in the City of Semarang derived from two sources that is from the sea and from the top of semarang. Regional Semarang over are prioritized for this flood catchment area is established building houses, simple and elite houses. One of the effort from the City Government Semarang by the application of Local Regulation no. 14 years 2011 about spatial plans and the areas of the City of Semarang. This research was conducted in DKTP Semarang as officer of Semarangâ€™s Government. Section of Regional planing and supervision as stakeholder of the Implementation Of The Local Regulation No 14 2011. This Research is based on the rise of the construction of housing in the area of the City of Semarang over especially in Kecamatan Tembalang is not in reflect with RTRW of Semarang City. The purpose of this research is described and analyze Implementation Of Regulation No 14 2011 and analyze what factors which influence the Implementation Of Regulation No 14 2011 the City of Semarang. The results of the study showed that in its implementation there are a number of things can restrickting the implementation of this local regulations. This is due to a lack of human resources , obscurity standards and target of this policy and the less participation of the community and private sectors caused by social and economic conditions. Recommendations from this research are to recruit of human resources to handling the problem , the implementation of RDRTK as a continuity of Semarangâ€™s RTRW , and listen to public aspiration.
