Abstract

Bureaucratic transformation in the digital era requires public organizations to adopt innovation and digital agility to improve performance effectiveness and organizational sustainability. This study examines the impact of innovation and digital agility on employee performance and their implications for organizational sustainability, using the Cilegon City DPRD Secretariat as a case study. This study employed a quantitative approach with a survey method. Data were obtained from 93 employees of the Cilegon City DPRD Secretariat through a census questionnaire. Analysis was conducted using Partial Least Squares-Structural Equation Modeling (PLS-SEM). Construct validity was tested using factor loadings, while hypotheses were tested using t-statistics and p-values. The results show that innovation (t=5.293; p<0.05) and digital agility (t=3.649; p<0.05) significantly influence employee performance. Employee performance also mediates the relationship between the independent variables and organizational sustainability. The highest indicator of innovation is "the organization provides space for new ideas" (0.925), while digital agility is indicated by "quick adaptation to new technologies" (0.922). The findings demonstrate that innovation and digital agility are key pillars of an adaptive, productive, and sustainable bureaucracy. Innovation-based managerial strategies, digitalization of work processes, and strengthening organizational culture have been shown to improve individual and institutional performance. This research provides a strategic basis for the Cilegon City DPRD Secretariat to accelerate technology adoption, strengthen internal innovation, and build a sustainability-oriented performance evaluation system.

Abstract

The Banten Province General Elections Commission (KPU) faces challenges in employee performance, particularly in terms of task completion accuracy, conflict management, and regulatory compliance. Low training participation and weak organizational communication contribute to decreased work effectiveness. This study aims to analyse the effect of competency development and organizational communication on employee performance, with job satisfaction as a mediating variable. A quantitative approach with an explanatory design was used. A sample of 150 Banten Provincial General Elections Commission (KPU) employees was selected using the Hair et al. technique. Data were collected through questionnaires and analysed using Partial Least Squares-based Structural Equation Modelling (PLS-SEM) to test direct and indirect relationships between variables. The results show that competency development and organizational communication have a positive and significant effect on job satisfaction. Job satisfaction also significantly influences employee performance. Furthermore, job satisfaction significantly mediates the effect of competency development and organizational communication on performance. These findings support Human Capital theory, which emphasizes the importance of investing in competencies and the work environment. Improved competencies and effective internal communication can boost employee job satisfaction and performance. The practical implications of this research underscore the need for the General Elections Commission (KPU) to design a human resource development policy based on continuous training and to establish a transparent organizational communication system. This model has the potential to be adapted by other public organizations to improve the effectiveness of public services

Abstract

Penelitian ini berangkat dari pentingnya peran kepala sekolah dalam meningkatkan kinerja guru. Tujuan penelitian adalah untuk mengetahui pengaruh gaya kepemimpinan kepala sekolah terhadap kinerja guru serta mengidentifikasi faktor pendukung dan penghambat yang memengaruhi efektivitas kinerja guru PAUD. Penelitian dilakukan dengan pendekatan kuantitatif menggunakan metode deskriptif, di mana data diperoleh melalui angket yang disebarkan kepada responden terpilih sebagai sampel penelitian. Hasil penelitian menunjukkan bahwa gaya kepemimpinan kepala sekolah tidak memberikan pengaruh yang signifikan terhadap kinerja guru.

Abstract

Early Childhood Education (PAUD) plays an important role in forming the foundation of holistic child development. This article discusses how the role of educators as leaders in the PAUD community and the HIMPAUDI organization can be key to improving the quality of PAUD services. Through effective leadership, educators not only carry out learning functions, but also drive innovation, strengthen collaboration between educators, and build productive partnerships with parents and the community. HIMPAUDI as a professional organization plays a strategic role in supporting the development of educator leadership capacity through training, coaching, and advocacy. This article describes the importance of strengthening the role of educator leadership and developing organizational networks in realizing quality, inclusive, and sustainable PAUD, especially in the Tangerang Regency area. The findings show that trained educator leadership and strong organizations contribute significantly to improving the quality of PAUD and optimal early childhood development.

Abstract

This study aims to describe the role of the principal in improving teacher performance at Nuruzzahro Lower Primary Education, Cilegon City. The principal holds an important responsibility in guiding, mentoring, and motivating teachers to carry out their duties optimally. This research uses a descriptive qualitative method with data collected through observation, interviews, and documentation. The research subjects consisted of the principal and teachers at Nuruzzahro Lower Primary Education. The results show that the principal actively contributes to enhancing teacher performance through regular supervision, motivation, training, and by creating a supportive work environment. The principal also establishes effective communication and maintains good relationships with all educators. These efforts have a positive impact on improving discipline, responsibility, and professional competence among teachers. Therefore, it can be concluded that the principal plays a significant role in improving teacher performance at Nuruzzahro Lower Primary Education. Effective leadership is a key factor in enhancing the quality of education.

Abstract

Disputes between workers and representatives of the Workers' Union are always a serious issue for the National Workers' Union, where conflicts arise due to misunderstandings between the workers and the representatives of the National Workers' Union. The purpose of this study is to understand the role of the National Workers' Union in addressing and handling the dynamics occurring at PT. Parkland World Indonesia among the workers. The research method used by the author in this study is a descriptive qualitative method with a case study of internal organizational conflict and conflict management. The results and discussion on Conflict Management involve using interpersonal communication approaches and implementing strategies to avoid conflicts within the organization. Efforts and initiatives are key to reflecting and rejuvenating the organization through effective and efficient organizational communication with members, administrators, and the structural organization of the National Workers' Union in Serang District, coordinated and effectively maintained with the Leadership of the Workers' Union (PSP) SPN in each company.

Abstract

Abstract

The education quality assurance system in Indonesia, which is regulated in Minister of National Education Regulation Number 63 of 2009, covers many things, including quality limits, quality assurance objectives and quality level references, among others the oldest in several articles. The ultimate goal of ensuring the quality of education is the high intelligence of human life and the nation as envisioned in the Preamble to the Constitution. This study was carried out using a library study method which focused on searching for sources through books, journals and available literature. The approach used in this writing uses a qualitative approach. The aim of this study is to find out how to manage or manage quality in Islamic educational institutions as well as tips for creating and maintaining quality Islamic educational institutions. The research results show that it is in accordance with the concept of quality in education which includes input-process-output elements. So education quality control is also directed at input, process and output aspects. The quality of educational institutions will be realized if all existing systems in educational institutions are oriented towards improving the quality of educational institutions, one way is through the implementation of Total Quality Management (TQM). Through the application of TQM, efforts to build a quality-oriented organizational culture structure can be realized in accordance with the expected competency targets.

Abstract

Performance has a very important role because performance is the final result of the employee's process of completing their tasks. Employees who complete their tasks well and correctly will have high performance. The purpose of this study is to examine the effect of performance appraisal and performance allowances on employee performance through work discipline as an intervening variable. The approach used in this study is a quantitative approach with a descriptive causality design. In this study, data collection used a survey method through the distribution of questionnaires. The population of the study was 204 employees, and the sample was taken using a simple random sampling technique of 67 ASN PUPR employees of Banten Province. The analysis method used in this study used the SEM (Structural Equation Modeling) method and testing was carried out with the Partial Least Square (PLS) program using the assistance of SmartPLS v.3.2.9 software.The results of the study indicate that H1: there is a positive and significant influence of performance appraisal on employee performance, H2: there is a positive and significant influence of performance allowances on employee performance, H3: there is a positive and significant influence of performance appraisal on work discipline, H4: there is a positive and significant influence of performance allowances on work discipline, H5: there is a positive and significant influence of work discipline on employee performance, H6: there is a positive and significant influence of performance appraisal on employee performance through work discipline, H7: there is a positive and significant influence of performance allowances on employee performance through work discipline.

Abstract

Sumber daya manusia merupakan salah satu unsur yang terpenting untuk menjalankan roda organisasi mencapai tujuannya, dalam pemerintahan yang baik pun dibentuk juga oleh aparat birokrasi yang memiliki kompetensi, kinerja yang tinggi, sehingga dibutuhkan pengawasan terorganisir, budaya organisasi yang baik, dan disiplin kerja pegawai. Penelitian ini bertujuan untuk mengetahui pengaruh pengawasan (P) dan budaya organisasi (BO), terhadap kinerja (K) melalui disiplin kerja (DK) sebagai variabel intervening pada ASN BKPSDM. Penelitian ini menggunakan metode kuantitatif korelasional dengan teknik sample yaitu sampling jenuh, dengan jumlah sample sebanyak 66 responden, data diperoleh dari data primer dengan menyebarkan kuesioner dan data sekunder dengan literatur terdahulu, penelitian menggunakan metode analisis statistik dengan mengunakan software smartPLS 3. Hasil yang ditemukan pada penelitian ini mengacu pada hipotesis pengaruh secara langsung dan tidak langsung, yang terdapat 7 hipotesis. Dengan hasil yang menunjukan masing-masing variabel P, BO, dan DK secara langsung berpengaruh signifikan terhadap K dengan p-value lebih kecil dari 0,05. Dan variabel P dan BO berpengaruh signifikan terhadap DK. Pengujian hipotesis secara tidak langsung menemukan P dan BO berpengaruh terhadap K melalui DK sebagai intervening dengan nilai t-statistik masing-masingnya lebih besar dari 1,96. Dapat disimpulkan secara langsung semua hipotesis yang diteliti memiliki pengaruh positif dan signifikan, sehingga dapat dinyatakan semua hipotesis dapat diterima. Kinerja pegawai ASN BKPSDM dapat meningkat jika pengawasan, budaya organisasi dan disiplin kerja juga meningkat.
