Abstract

The livestock sector is one of the most significant contributors to greenhouse gas (GHG) emissions. Jetak Village in Indonesia has a large livestock population, so it has the potential to be a reasonably high contributor to GHG emissions. Therefore, research is needed to calculate GHG from the livestock sector and calculate biogas potential. Besides, we also discuss data collection techniques that are important but often forgotten in GHG reduction studies in developing countries. This is useful as an effort and reference to reduce GHG emissions in rural areas, especially in Jetak Village. The GHG calculation uses the Tier-1 method, while the data on the potential for biogas utilization is obtained from manure production calculations and in-depth interviews. The calculation results show that the highest total GHG from livestock management in Jetak Village in 2017 was 1,106.69 tons CO2-eq/year, while the lowest total GHG emissions in 2015 were 1,018.41 CO2-eq Gg/year. Dairy cows are the biggest emitter in livestock management, with 4,919.61 tons of CO2-eq/year, and laying hens are the lowest emitters with 1.39 tons CO2-eq/year. Dairy cows are the largest contributor to GHG emissions in enteric fermentation with 9,680.52 tons CO2-eq/year, and the lowest number of contributors is horses with 20.79 tons CO2-eq/year. The potential of biogas in Jetak Village based on manure production is 137 installations. The positive community's perception supports this. It tends to be less valid regarding livestock population data used for GHG calculations, so we verified it during in-depth interviews. The in-depth interview process used local language to enhance the quality of responses. This research needs to be developed considering our findings that there are only 50 biogas installations, indicating the biogas potential is not being utilized to its full potential.

Abstract

Translating is not as simple as changing a text form one language into another. It is more complicated, since it involves many aspects including linguistics and culture. Yet, translation is a helpfull aid when it comes to the International area. In literature, for example, a literary text owes a help from translation to be world wide acknowledged. This makes the duty of a translator becomes heavier, due to the burden of translating literary text that should be faithfull. This article gives example of the unfaithfull translation of a literary text from Indonesian into English, focusing on the translation of the politeness strategies found. The analysis showed that there are several politness strategies deleted or not translated, which made the translated text unfaithfull. While the translation strategies used resulted on different level of accuracy and acceptability.Keywords: literary text, politeness strategies, translation techniques, translation quality

Abstract

Judicial interpretation of the right to be free from discrimination is a central issue in the practice of judicial review of the constitutionality of legislation by the MKRI. This article tries to describe and systematize this practice and then to restate the legal principles as it is stated by the MKRI into its case law. This article finds that, as a matter of principle, the MKRI adopts two main tests i.e. strict scrutiny and rational basis test to determine whether a legislation is contrary to the principle    of non-discrimination

Abstract

Tulisan ini ingin menjawab dua isu utama mengenai hubungan hukum internasional dan pengujian undang-undang oleh Mahkamah Konstitusi RI (MKRI). Isu pertama adalah legitimasi penggunaan hukum internasional sebagai alat interpretasi dalam pengujian undang-undang, sedangkan isu kedua adalah urgensi penguasaan hukum internasional oleh hakim MKRI. Tulisan ini merupakan penelitian hukum yang menggunakan pendekatan konseptual dan pendekatan historis dalam menjelaskan perkembangan pengujian undang-undang di Indonesia sekaligus menemukan legitimasi penggunaan hukum internasional oleh MK RI. Kesimpulan dari tulisan ini menegaskan bahwa hukum internasional memiliki sumbangsih yang penting dalam perannya sebagai alat interpretasi dalam proses pengujian undang-undang oleh Mahkamah Konstitusi, khususnya terkait hak asasi manusia. Justifikasi keabsahan praktik penggunaan hukum internasional tersebut ditarik dari tradisi ketatanegaraan yang secara implisit dikehendaki UUD NRI Tahun 1945. Manfaat positif yang diberikan hukum internasional nyatanya harus disertai juga dengan penguasaan hukum internasional oleh hakim MK RI supaya hukum internasional dapat digunakan secara tepat. Pembahasan dalam tulisan ini dibagi ke dalam empat sub bahasan inti yakni, pengujian undang-undang, penggunaan hukum internasional sebagai the interpretative tool dalam pengujian undang-undang oleh MK, legitimasi penggunaan hukum internasional sebagai the interpretative tool dalam pengujian undang-undang, pentingnya penguasaan hukum internasional oleh hakim MK.This article intentionally answers two principal issues regarding the relationship between international law and judicial review by the Constitutional Court of the Republic of Indonesia. The first issue is the legitimacy of international use as an interpretative tool in judicial review. The second issue talks about the necessity of urgent international law mastery by the Constitutional Court’s judges. This legal research utilizes both a conceptual approach and a historical approach to explain the development of judicial review in Indonesia, and to find legitimacy of international law by the Constitutional Court. The analysis in this article affirms that international law positively contributes as an interpretative tool in judicial review by the Constitutional Court, particularly pertaining to human rights. A justification of a legitimate international law use is withdrawn from constitutional tradition which is implicitly desired by the Indonesian Constitution (UUD NRI 1945). Since international law has provided better insights into norms, a mastery of international law should be encouraged. There are four main discussions in this article: judicial review, application of international law in judicial review process, legitimacy of international law application in judicial review, and the importance of international law mastering by Constitutional Court judges.

Abstract

Artikel ini membahas kemungkinan untuk Mahkamah Agung menjalankan fungsi sebagai peradilan konstitusional. Argumen yang diajukan adalah Mahkamah Agung harus memegang kewenangan yang sama dengan Mahkamah Konstitusi dalam menguji konstitusionalitas undang-undang. Perbedaannya adalah, Mahkamah Konstitusi memiliki kewenangan untuk membatalkan undang-undang yang bertentangan dengan konstitusi, sementara Mahkamah Agung tidak memiliki kewenangan itu. Dalam menguji konstitusionalitas undang-undang, Mahkamah Agung bertindak sebagai peradilan biasa yang memeriksa perkara atau kasus konkret, bukan perkara atau kasus abstrak. Dengan demikian, praktik ini memiliki kesamaan dengan praktik Mahkamah Agung Amerika Serikat, ketimbang praktik Mahkamah Konstitusi. Untuk mendukung argumen ini maka asas praduga konstitusional seharusnya tidak berlaku bagi Mahkamah Agung.This article argues for the possibility of the Indonesian Supreme Court to undertake the role as constitutional court. The argument suggests that the Indonesian Supreme Court should hold concurring authority with the Indonesian Constitutional Court in reviewing the constitutionality of laws. While the Indonesian Constitutional Court has the exclusive jurisdiction for invalidating the unconstitutional laws, the Indonesian Supreme Court does not have such jurisdiction. In reviewing the constitutionality of laws, the Indonesian Supreme Court exercises its jurisdiction as ordinary court. It reviews a concrete case, not the abstract one. Therefore, this practice is similar with the practice of the Supreme Court of the United States, instead of the practice of the Indonesian Constitutional Court. To support this argument, the principle of presumption of constitutionality should not be applicable to the Indonesian Supreme Court.

Abstract

Indonesian Journalism has shown increased after the collapse of new order. Freedom of the press who fought for so long, successfully obtained with full of struggle. However, the use of freedom of the press is apparently still erroneous and inaccurate. The mass media are supposed to be part of the development of the nations character and religious tolerance, but in Fact, Mass media gave the impression that they did not care about the impact of journalism message. This article aims to explain and describe how tolerance in Indonesia could be built and escorted by journalism in Indonesia. Finally, the results of this paper is that the use of the phrase journalism shows that is not aware of the cultural diversity, and this things would be a time bomb in Indonesian society of tolerance and diversity.Keywords:Jurnalism, Culture, Tolerance

Abstract

Status of Ecological Sustainability in The Management of Biopore Infiltration Hole  in Langkapura Village, Langkapura District, Bandar Lampung City. Management of Biopore Infiltration Hole (BIH) is an activity undertaken as an effort to reduce the vulnerability of flooding and drought, also reducing the debit of rubbish in Bandar Lampung city. This study conducted in July to August 2014, in Langkapura village, Langkapura district, Bandar Lampung city. The aims of the study are; to know the physical and chemical soil BIH area, to analyze the index and sustainability status of ecological dimensions, and to analyze the sensitive attributes of ecological dimension through the sustainability BIH management. The analytical method used is MDS analysis ( Multidimensional Scaling ) with Rap-Biopore approach which modified from Rapfish analysis . The analysis stage is using MDS with Rap-Biopore approach which include; scoring attributes BIH management, MDS ordination determination , sensitivity analysis (Leverage) , and Monte Carlo analysis. The results of the research; (1) The physical condition of the soil is predominantly blocky clay soil structure, texture (sand 20.47%, dust 25.91%, 53.62% clay); permeability 0:14 cm/h, porosity 57.73%, temperature 27 °C, (2) The chemical soil conditions pH 6.54 and the base saturation 34.66%; sustainability index value reach to 38.10, which the status of sustainability management from LRB is “less sustainable", (4) Attributes that  highly sensitive through sustainability management LRB are rainfall and groundwater quality.

Abstract

Arus urbanisasi dikota-kota besar terus mengalami peningkatan, hal ini tentunya bukan hanya mempengaruhi sosial ekonomi akan tetapi juga mempengaruhi perubahan sosial budaya terutama diwilayah permukiman kumuh. Urbanisasi tidak hanya terdiri dari satu budaya akan tetapi terdiri dari beraga jenis budaya hal ini akan mempengaruhi keberagaman budaya di  wilayah dengan tingkat urbanisasi yang tinggi. Oleh karena itu, penelitian ini bertujuan untuk mengetahui kondisi sosial budaya masyarakat di permukiman kumuh akibat urbanisasi di kota Palembang. Metode yang digunakan adalah metode kualitatif dengan pengumpulan data melalui survei dan wawancara.  Analisis data dilakukan dengan menggunakan data reduction, data display dan conclusion drawing/verfication.  Hasil penelitianmenemukanbahwa kondisi sosial budaya masyarakat di permukiman kumuh akibat urbanisasi mengalami perubahan dari segi gaya hidup yang mulai bersifat modern karena banyaknya budaya luar, kekerabatan antar masyarakat mulai memudar karena tingginya aktivitas masyarakat di kota-kota besar, pergaulan terutama para remaja yang sering kali tidak menghormati orang yang lebih tua, kebiasaan masyarakat yang bersifat sosial saat ini telah berubah menjadi komersial

Abstract

One approach to realizing a green campus is by providing a comfortable space for non-motorized transportation. Walking is the cheapest, low-emission non-motorized transportation, so accessibility to pedestrians should be prioritized. Providing more space for pedestrians which will change the orientation of road infrastructure that has been more pro-motorized. Diponegoro University, which is the green campus pilot project of the Ministry of Research, Technology and Higher Education, has complete pedestrian paths. However, the current condition is still not appropriately utilised because the movement of academicians is still using motorized vehicles. To preserving the orientation of the existing green campus, it is necessary to evaluate the pedestrian path that is suitable by regulation physically. The results of research on pedestrian paths at the Undip Tembalang Campus indicate that it is required to repair and change the road design that is related to the comfort of people walking, and affects how pedestrian paths are used. Official regulations and policies from the campus will also have an impact on motorized vehicle use. Changes to empower those in the campus environment and energy-efficient actions are carried out by improving the accessibility of campus residents to use public transportation and non-motorized transportation to campus.

Abstract

CELLULOCE HYDROLYSIS TO GLUCOSE USING ACTIVE CARBON SULPHONATED HETEROGENOUS CATALYST. Enzimatic process and acid hydrolysis process are common process for conversion of cellulose to glucose. Unfornately, the two processes are expensive process and korosif process. Hence, the new process, that use sulfonaned active carbon catalyst is important to developing. The sulfonated active carbon is made from carbonated coconut sheel under temperature at 350oC. After carbonation, sulfonated active carbon soaked under sulphate acid 96% at 150oC until 15 hours. The result is then washed and dried, and tested catalyst characteristics in the form of H+ capacity, pore size catalysts by used BET surface area, functional groups by used FTIR, and morphology catalyst structure by used SEM. Catalyst performance was tested in an autoclave reactor through a hydrothermal process with difference of the catalyst amount and temperature. The results showed that the test characteristics of H+ capacity is 2.95 mmol/g, the pore size is 29 m2/gr. FTIR analyze showed that the presence of sulfonate groups read at a wavelength of vibration 1750 cm-1 and 1379 cm-1. By SEM analyze showed that the morphological structure of sulfonated active carbon is more open than other catalyst. By testing catalyst, the highest conversion of glucose is 87.2 %. Keywords: cellulose; glucose; sulfonate active carbon; thatch Abstrak Teknologi yang sudah digunakan dalam mengubah selulosa menjadi glukosa adalah dengan proses enzimatik dan hidrolisis asam. Kedua teknologi tersebut masih memiliki kendala teknis, yaitu  harga enzim yang mahal, proses yang korosif dan menimbulkan limbah, sehingga diperlukan pengembangan teknologi baru salah satu diantaranya yaitu dengan metode katalis heterogen berupa karbon aktif tersulfonasi. Karbon aktif tersulfonasi ini dibuat dari tempurung kelapa yang dikarbonisasi pada temperatur 350oC, selanjutnya direndam dalam asam sulfat 96% pada temperatur 150oC selama 15 jam. Hasilnya kemudian dicuci dan dikeringkan, dilakukan uji karakteristik dan performance (kinerja ) katalis berupa kapasitas H+, ukuran pori katalis dengan BET, uji gugus fungsi dengan FTIR, dan uji struktur marfologi katalis dengan SEM. Kinerja katalis diuji dalam reaktor autoclave melalui proses hidrotermal dengan mevariasikan jumlah katalis, dan variasi temperatur. Hasil penelitian menunjukkan untuk uji karakteristik kapasitas H+ sebesar 2,95 mmol/gr, untuk uji BET ukuran pori 29 m2/gr , untuk uji FTIR keberadaan gugus sulfonat terbaca pada vibrasi panjang gelombang 1750 cm-1 dan 1379 cm-1 , pada uji SEM struktur morfologi katalis yang lebih terbuka pada karbon aktif setelah proses sulfonasi. Kinerja katalis konversi tertinggi selulosa menjadi glukosa mencapai 87,2% pada jumlah alang-alang 2 gr, jumlah katalis 2 gr, dan temperatur 170oC selama  8 jam.
