Abstract

Democracy consolidation is a process that reduces the possibility of reversing democratization, for the process is featured by negotiations among actors that wants to "promote" the new system or "rules of the game" rather than to damage the old system, and everything is reflected in the process of returning to the nagari in West Sumatra, Indonesia. There is an anomaly of power when the nature of state authority finally raises a "drama" of a political system directly applied to local nagari institutions. The renewal of nagari from previously imposed uniformity under the Village Government Law 5/1979 cannot be analyzed merely as an issue of autonomy and governance. It must be understood within regulative, normative, and cultural orders that shape institutions and their actors. This study adopts a sociological and historical analysis of neo-institutionalism to examine the political dynamics of nagari. The key problem discussed in this article is how institutional structures, rules, norms, and cultures affect local elites and communities during the consolidation of local democracy in nagari in West Sumatra. A post-positivist explorative method is applied as a tool to dissect and analyze problems with the aims to yield solid, conceptual, and varied findings and data analysis. Analysis and discussion are directed to two findings: first, traditional and modern nagari government institutions; second, consolidation process of nagari institutions in West Sumatra. Overall, the analysis and discussion of the political and governance system of traditional and modern nagari become an interesting object study to thoroughly examine the local democracy consolidation journey occurring in West Sumatra.

Abstract

Natural disaster is a multidimensional problem in nature caused by multiple factors yet predominantly coming to happen by the acts of humans. Realizing this leads to an indispensable need for synergy between multiple stakeholders. While Indonesia is taken as a case for it is so vulnerable of disaster occurrence, Padang City becomes the most vulnerable area in the world. This article seeks to explain efforts undertaken by the local government and the support from the community, nongovernmental organizations (NGOs), and business sector. The research method used in this article in interpretive qualitative method by data collection through observation, interview, and document review. The informants in this study consist of related offices of the municipal government of Padang, community representative, NGOs, and corporations. As for the result of this research, it shows that there is a synergy between the local government and disaster stakeholders that is evident in earthquake- and tsunami risk reduction activities conducted by the municipal government involving the community, NGOs and business world. The activities include the making of fixed procedure of disaster management, disaster evacuation simulation, disaster training at community and school level, and changes of the recent Padang Municipal Spatial Planning.

Abstract

So far an integrity system was designed by the State, followed by any kind of sanction, when an act of corruption had been committed; thus resulting in a systemic circle of corruption. Reconstructing corruption on the basis of text and theory cannot only be conducted editorially; but must also consider the emergent phenomena. There is something ”missed” by the State, i.e. anti corruption integrity can be initiated from local wisdoms of each region, by employing Model of National Integrity, as suggested by Jeremy Pope, and four indicators of OECD (Organization for Economic Co-operation and Development) as mentioned in Components of Integrity: Data and Benchmarks for Tracking Trends in Government, adopted to generate a local-based model of national anti corruption integrity system on the lowest tier of government in West Sumatera, namely Nagari Kapau of Agam District and Nagari Ketaping of Padang Pariaman District. This research was conducted by employing the method of Grounded Theory. The result of this research shows that inside a Nagari, its apparatus, people and institutions can make join commitment by adopting the virtues of local culture in developing Nagari with integrity principle (anti corruption).

Abstract

The significant vulnerability of Padang Pariaman District to potential tsunamis necessitates extensive mitigation efforts. This study attempts to delineate the steps included in disaster mitigation through the Disaster Resilient Village program as specified in the Regulation of the Head of National Disaster Management Agency (BNPB) Number 1 of 2012. The program seeks to establish self-sufficient nagaris capable of anticipating and mitigating disaster impacts. Implementing both non-structural and structural mitigation measures through this program is a prudent decision to prepare for unforeseen calamities. This study employed a descriptive qualitative approach, collecting data through interviews with 22 local community members and stakeholders as well as field observations. The findings indicate that the disaster resilience program has stagnated and failed to achieve optimal results. This is evident by the lack of substantial progress and monitoring in Katapiang, Seulayat Ulakan, and West Sunua Nagaris, which have been designated as part of the Disaster Resilient Village program in Padang Pariaman District. These findings serve as a reminder for the government and stakeholders to prioritize the implementation of disaster mitigation initiatives, considering the unpredictable nature of disaster timing and intensity.
