Abstract

Penelitian ini berfokus kepada bagaimana pemanfaatan Dana Desa pada masa pandemi Covid-19 di Nagari Talang Anau Kabupaten Lima Puluh Kota Pada Tahun 2020. Tujuan dari penelitian ini adalah untuk menganalisis dan mendeskipsikan model pemanfaatan dana desa di Nagari Talang Anau, selanjutnya Menganalisis dan mendeskripsikan  skema penggunaaan dana desa sesuai dengan Permendesa No. 6 Tahun 2020 untuk (i) Penggunaan dana desa untuk pencegahan Covid-19 (ii) Penggunaan dana desa untuk padat karya tunai desa (iii) Penggunaan dana desa untuk bantuan tunai langsung tunai desa. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dengan teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa penggunaan Dana Desa sudah sesuai dengan Permendes yang mana Nagari Talang Anau sudah melakukan pencegahan dan penanganan dengan menggunakan 10 persen dari penanggulangan bencana sekitar Rp. 105.000.000,- dan penggunaan 30 persen untuk bantuan BLT Dana Desa yang terima oleh 138 kepala keluarga yang terpilih melalui Musyawarah Nagari dengan total Rp. 248.800.000,-, Adapun total dana desa yang diperoleh Nagari Talang Anau secara keseluruhan sebesar Rp 938.575.000,-

Abstract

Berdasarkan Peraturan Presiden Republik Indonesia Nomor 16 Tahun 2018 Tentang Pengadaan Barang/Jasa Pemerintah. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis bagaimana pemberdayaan UMKM terdampak pandemi Covid-19 Oleh Dinas Koperasi dan UMKM Kota Padang. Penelitian ini di latarbelakangi oleh adanya pandemi covid-19 yang membuat ekonomi masyarakat lumpuh. Maka dari itu Dinas Koperasi dan UMKM Kota Padang melakukan pembinaan dan pendampingan kepada pelaku UMKM agar tetap produktif dengan  pembuatan masker pemberdayaan kepada pelaku-pelaku UMKM. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, dokumentasi, dan obervasi. Sementara itu, teknik keabsahan data yang peneliti gunakan adalah triangulasi sumber. Pemilihan informan dilakukan dengan teknik purposive sampling. Penelitian ini menggunakan teori Ambar Teguh Sulistiyani yang menggunakan tiga tahapan dalam pemberdayaan masyarakat, yaitu tahap penyadaran, tahap transformasi kemampuan, dan tahap peningkatan kemampuan intelektual, keterampilan dan terbentuknya inisiatif dan inovatif mencapai kemandirian.Hasil penelitian menunjukkan bahwa pelaksanaan Pemberdayaan UMKM yang terdampak covid-19 di Dinas Koperasi dan UMKM Kota Padang secara keseluruhan berjalan baik dari Tahap Penyadaran yang memunculkan kesadaran dari Pemberdayaan UMKM yang terdampak covid-19 di Dinas Koperasi dan UMKM Kota Padang ada beberapa faktor yang mempengaruhi, yaitu dilihat dari indikator persiapan adalah penyiapan petugas dan penyiapan lapangan membuat pelaksanaan program menjadi terstruktur dan juga penyiapan lokasi sasaran yaitu UMKM yang terdampak covid-19 di Kota Padang juga terlaksana dengan baik. Tahapan pengkajian terlaksana dengan baik sesuai dengan harapan dari Dinas Koperasi dan UMKM Kota Padang. Tahap Transformasi Pengetahuan yaitu pemformulasian rencana aksi tersusun dengan baik. Strategi pengembangan UMKM untuk tetap dapat bertahan dapat dilakukan dengan peningkatan daya saing dan pengembangan sumber daya manusianya dan Tahap Kemandirian yang merupakan tahapan dimana masyarakat sudah dapat secara mandiri yakni masyarakat dapat menyelesaikan pembuatan masker tepat dengan waktu yang telah diberikan oleh Dinas Koperasi dan UMKM di Kota Padang.Kata Kunci : Pemberdayaan, Covid-19, Usaha Kecil Mikro dan Menengah

Abstract

The tribal people (SAD) have been living marginally, marginalized because their lifestyle is still nomadic in the jungles of Central Sumatra, making it difficult for them to be able to meet the standard of living as other Indonesian citizens. The Dhamasraya Regency Government is one of the regencies that are the distribution areas of SAD, for this reason the Dhamasraya Regency Government has created public service innovations in the field of population administration, namely the Child Tribe in Forest Breaks for the sake of Population Administration in the dhamasraYa district, abbreviated as (SAD TO HAPPY), as a real effort to carry out its functions regional autonomy with the principle of effective and efficient public service as a whole. This innovation aims to enable the district government to provide direct services to the SAD community in a pro-active way where elements of the local government in collaboration with local community leaders and also non-governmental organizations (NGOs) with activists concerned with SAD, come directly to the location where the existing SAD community lives. in the Dhamasraya district, although they have to break through the jungle to get to that location, so that the SAD community with their limitations no longer has to bother coming to the district center to get population administration services. Writing this journal intends to discuss more deeply how this innovation is carried out, who is involved, how the implementation mechanism is as previously described. The research method used by the author is a literature study with in-depth analysis of news sources and existing scientific theories, writing conclusions This is that the SAD TO HAPPY innovation has succeeded in reaching the SAD community who have been living on the margins and then managed to record their population documentation so that they can use it to get public services. Abstract

This study aims to find out how the implementation of strategies for dealing with slums in the Seberang Pagars Village, South Padang District, Padang City. The method used is descriptive qualitative. The data obtained is based on the results of interviews, literature studies, and also direct observation. Based on the results of the analysis and research in the field, it can be concluded that the implementation of the strategy for handling slum areas in the Village of Seberang Pagargam, South Padang District, Padang City has not run optimally because in carrying out the procedures that have been established in handling slum areas there are still some that have not been carried out according to the stipulated procedures. Even though the fulfillment of the characteristics for the development program and budget has been made properly according to the specified characteristics. The suggestions given regarding this research are The Padang City Cipta Karya and Housing Office should add competent human resources; The Padang Cipta Karya Public Works and Housing Service should conduct outreach to the public about area management programs destruction equipment to be implemented; The Public Works and Housing Office of the City of Padang should make a Standard Operational Procedure for dealing with slum areas; The Padang City Public Works and Housing Office must reactivate the website as a media for publication of activities; The Padang City Human Settlement and Housing Office must carry out close coordination with related government agencies and agencies in the City Padang; The Public Works and Housing Office of the City of Padang needs to provide facilities and infrastructure so that mobility access can run smoothly.

Abstract

This study aims to analyze the management of public expenditure stages carried out by the City Government of Bukittinggi in fulfilling services and improving the quality of basic services for Minimum Service Standards (SPM) in the field of education in the 2022 Fiscal Year. With a budget of more than 181 billion, the City Government of Bukittinggi allocates activity budgeting 80% for basic services and 20% for achieving quality basic services, in Early Childhood Education, Basic Education and Equality/Non-Formal Education. In 2022 the city government is synergizing to further improve the quality of education after the Covid-19 situation by launching a number of new programs in the Bukittinggi Government Featured Program (PUPB). This study then analyzes the stages of public expenditure management carried out by the City Government of Bukittinggi based on the thoughts of Cheryl Williamson Gray. Using a descriptive qualitative research method based on the main data of observation, interviews and other document data as supporting secondary data. The results of the study then show that the City Government of Bukittinggi for the 2022 Fiscal Year has met the service performance target at Minimum Service Standards at 97% with 3% of the deficiencies being mostly in the category of educators and education staff who are still not fully qualified S1/D-IV in each level of education.

Abstract

Pola rekrutmen kepala daerah menurut undang-undang No.5 Tahun 1974 ditentukan oleh pemerintahan pusat, sedangkan di undang-undang No.8 Tahun 2015 kepala daerah dipilih secara langsung. Perbedaan penjelasan undang-undang ini juga memperlihatkan posisi elite Jakarta dan masyarakat daerah dalam menentukan calon pemimpinnya. Kelompok-kelompok militer mendapatkan tempat yang strategis dengan besarnya pengaruh lembaga ini di era Orde Baru. Pemilihan kepala daerah hanya sekadar formalitas, karena mekanismenya diatur oleh Orde Baru. Sedangkan di undang-undang No 8 Tahun 2015 partai politik menjadi wadah rekrutmen kepala daerah sebelum dipilih oleh masyarakat secara langsung. Masyarakat sipil mendapatkan kesempatan yang lebih luas dan terbuka dalam menyuarakan aspirasi politik. Penelitian ini menggunakan pendekatan studi literatur, penulis menggali informasi dari dua undang-undang tersebut lalu melihat pola rekrutmen kepala daerah di dua undang-undang ini.

Abstract

The Laku Pandai policy that has been issued by the Government is expected to increase the level of financial inclusion and literacy in Indonesia. However, not many realize that the Laku Pandai policy also has a further impact on local economic development in the region. Therefore, this study aims to analyze Laku Pandai's policy on local economic development in West Sumatra. This study was designed using a qualitative method with a descriptive approach. The source of the data used is from interviews with Laku Pandai agents, in this case BRILink agents in Padang City and Solok Regency as representatives of urban, sub-urban and rural areas in West Sumatra. The results show that the Laku Pandai policy issued by the government has an influence on local economic development, especially in West Sumatra. This can be seen from the important role of local economic development that can be seen after the implementation of the BRIlink Agent began in 2016. Important roles that can be seen and felt such as increasing business opportunities, employment, business retention, economic diversification, self-sufficiency, increasing the tax base from the world business and society, quality of life, recognition of local products, and increased competitiveness. All of these important roles are certainly not only felt by BRILink agents, but also by all parties and layers in the area where the agent is located.

Abstract

The government has started the COVID-19 vaccination program in Indonesia, on January 13, 2021, targeting 70% of Indonesia's population. However, in implementing the COVID-19 vaccination nationally, there are various obstacles, such as many people who are afraid of the side effects of vaccines, halal vaccines and paid vaccinations which are rejected by the community. The low level of public confidence in the COVID-19 vaccine is further exacerbated by hoax news about vaccines that are spreading in the community. The purpose of this study is to see how the policies taken by the Indonesian government in increasing public participation for the COVID-19 vaccine. The research method used in this study uses a literature review research method with a qualitative approach. The results of the study show that the Indonesian government's policy in an effort to increase public participation for the COVID-19 vaccine is to apply a COVID-19 vaccine certificate as a requirement in public activities. The use of the COVID-19 vaccine certificate has increased public participation in the vaccine. In addition, the behavior of public officials showing that the COVID-19 vaccine is safe to use after being vaccinated has also increased public participation in the Covid-19 vaccine.

Abstract

This study aims to describe how the implementation of the Salibu Rice Cultivation Technology Development Program in Tanah Datar Regency. This research was motivated by a decrease in the area of rice harvested in West Sumatra in 2020. Tanah Datar Regency is the second largest district that experienced a decline in harvested area. In Tanah Datar Regency there is a program that aims to achieve food security known as the Salibu Rice Technology Development Program. This program can be one of the solutions related to the decline in harvested area that occurred in Tanah Datar Regency. But unfortunately the implementation of this program has not been implemented optimally. The formulation of the problem in this research is how to implement the Salibu Rice Technology Development Program in Tanah Datar Regency. The theory used in this study is the implementation theory by Van Meter and Van Horn which consists of six variables, namely: size and policy objectives, resources, inter-organizational relationships, characteristics of implementing agents, and sosial, economic and political conditions. This study uses a qualitative descriptive approach, data collection techniques used are interviews, observation and documentation. The selection of informants was carried out by purposive sampling technique and the data validity technique used was triangulation technique. The result of the research is that the implementation of the Salibu Rice Technology Development Program has been implemented but is not yet optimal. This is caused by several things, namely the absence of regulations at the level of a regent's regulation that regulates the implementation of this program, the lack of human resources in terms of quantity and non-human resources in terms of the budget, as well as an unsupportive sosial and economic environment.

Abstract

The research entitled Analysis of Implementation of OSS-RBA Policy in Padang City aims to analyze how the implementation of OSS-RBA Policy in Padang City uses the Van Meter and Van Horn implementation theory. The implementation of the OSS-RBA policy in Padang City has been carried out in accordance with the issuance of Mayor of Padang Regulation Number 73 of 2021 concerning Delegation of Authority to Implement Risk-Based Business Licensing and Non-Licensing to the Investment and One- Stop Service Office. This research uses a descriptive qualitative method with a phenomenological type. Research informants were determined by purposive sampling technique with data collection techniques through interviews and documentation. The results of the study indicate that the implementation of the OSS-RBA policy in the city of Padang has not gone well, because several variables according to the Van Meter and Van Horn Theory have not been fully achieved. The variables that have not been achieved consist of 3 variables in the form of standard variables and policy objectives, resource variables, and variables of economic, social and political conditions. Standard variables and policy objectives that are not in accordance with the needs of the Padang City DPMPTSP. The second variable is insufficient human resources both in terms of quantity and quality, as well as financial resources in the form of a budget that is not in accordance with the needs of the Padang City DPMPTSP. The third variable is social and political conditions that have not supported the implementation of OSS-RBA in Padang City. The recommendations given by the researcher are intended for the Padang City DPMPTSP Padang City government to provide additional documents and provide training for Padang City DPMPTSP employees regarding the implementation of OSS-RBA in the city of Padang so that the implementation of OSS-RBA policies can run optimally.
