Abstract

Collaborative E-Government not only changes the way government organizations carry out their duties but also changes the way the government interacts with its citizens in public services. This research aims to analyze and obtain a model regarding the implementation of collaborative E-Government at the Regional Civil Service Agency of West Sumatra Province in providing personnel services as proof that this collaborative E-Government is a solution to the never-improving quality of public services. This research uses a qualitative research method with a descriptive approach. Data collection techniques were carried out through interviews and documentation, where the informants in this research were selected purposively. The research results show that there is a dominance of fulfilling elements in the implementation of collaborative E-government, which has implications for improving personnel services in Regional Government. The only obstacles to collaboration are the network structure, governance, and access to resource elements. Thus, collaboration between actors in personnel services has become a solution to poor personnel service practices in local governments and has contributed to the development of literature on personnel service practice issues.

Abstract

This study, which aims to analyze the factors that influence the implementation of the Covid-19 vaccination policy at the Mentawai Islands District Health Office, is motivated by the unequal implementation of the Covid-19 vaccination policy for the community, especially at the Mentawai Islands District Health Office. This type of research uses a quantitative approach with multiple linear regression method. Data collection techniques with questionnaires. The respondents of this study were 95 employees at the Mentawai Islands District Health Office. The sampling method used the total sampling method where the entire population in this study was used as the research sample. Hypothesis testing is calculated with the IBM Statistical Package for Social Science (SPSS) version 24.0 program. The results of this study it was found that partially and simultaneously communication, resources, disposition, and bureaucratic structure had a positive and significant effect on the implementation of the Covid-19 vaccination policy at the Mentawai Islands District Health Office.

Abstract

Padang Panjang City, known as the “Kota Serambi Mekkah”, is determined to become one of the smart cities in West Sumatra. According to Mayor Regulation Number 37 of 2019 concerning the Smart City Masterplan, Padang Panjang City has initiated the smart surau program. The smart surau program aims to restore the pivotal role of surau (mosques) as traditional educational institutions collaborating with internet technology to guide the behavior of adolescents vulnerable to social issues. Masjid Jami’ Nurul Huda has been chosen as the pilot mosque in Padang Panjang to implement the smart surau program due to its collaboration with Amal Sosial program initiated by the mosque administrators. The research methodology utilized in this study is qualitative descriptive. Data collection techniques encompass direct observation, interviews, documentation, and audiovisual materials. Informant selection is performed using purposive sampling obtained from the interview results. Research findings indicate that the transformation of public services at Masjid Jami’ Nurul Huda through the smart surau and social welfare programs has a significant impact on meeting the spiritual, social, and religious needs of the surrounding community. Masjid Jami’ Nurul Huda has successfully adapted to the changing times and taken on a broader role in enhancing quality of life and strengthening social bonds within the community.

Abstract

Tujuan penelitian ini ialah untuk melihat trend pemahaman dan praktik komunikasi politik indonesia di era digital. Penelitian ini menggunakan metode studi kepustakaan. Studi literatur bisa didapat dari berbagai sumber baik jurnal, buku, dokumentasi, internet dan pustaka. Komunikasi politik dapat terjadi melalui berbagai cara, termasuk melalui media massa. Misalnya saja pada saat pemilihan umum (Pemilu), beberapa politisi melakukan komunikasi politik untuk bersaing dengan lawannya. Dengan cara ini, pemilu dimenangkan dengan memenangkan atau mempengaruhi hati dan pikiran pemilih. Dalam beberapa situasi komunikasi politik, pemerintah sebagai lembaga eksekutif yang memegang kekuasaan dapat melakukan komunikasi politik dan menyampaikan kebijakan nasional atau situasi terkini kepada masyarakat. Terlihat bahwa komunikasi politik secara umum mempunyai lima unsur yaitu komunikator politik, informasi politik, media politik, tujuan politik, dan efek komunikasi politik. Unsur-unsur tersebut mempunyai elemen yang saling berkaitan sehingga dapat menentukan keberhasilan proses komunikasi yang dilakukan oleh komunikator politik

Abstract

This article discusses the dialectical communication model between structure and agency in realizing the conversion of Bank Nagari from Conventional Bank to Bank Nagari Syariah. It employs a qualitative research method through interviews and informant triangulation. Communication plays a crucial role in achieving the conversion of Bank Nagari from a conventional model to a Sharia model. The Governor has the opportunity to communicate explicitly and implicitly with regional heads in implementing the conversion process. The dynamics of the relationship between structure and agency also influence different communication patterns depending on specific situations and conditions. The lack of understanding regarding the significance of converting Bank Nagari into a Sharia bank is related to cultural elements, values, beliefs, and individual interests, leading to diverse perspectives. Marsh and Smith's theory emphasizes that the interaction between structure and agency should be seen as entities with variations in terms of culture, values, beliefs, attitudes, behaviours, and interests. The conclusion of this article is the presence of implicit and explicit communication in the conversion of Bank Nagari, the role of Datuk as an opinion leader, and OJK communication with the Governor.

Abstract

Village Law No. 4 2016 does not guarantee the granting of full authority to the nagari government. The administration of nagari government is dominated by the state. Where all forms of programs have been regulated by the government above them through the regulations and policies they issue. The emergence of a number of policies issued by the government through its ministries means that government administration cannot move and must implement them. For example, Presidential Regulation Number 104 of 2021 concerning details of the APBN for the 2022 fiscal year in article 5 paragraph (4) regulates the use of Village Funds for 2022, one of which is through a social protection program in the form of Direct Cash Assistance (BLT) for villages of at least 40% of total revenue. village funds and 20% for food security and improvement programs and 8% for preventing and handling Covid-19. As well as Regulation of the Minister of Village PDTT RI Number 7 of 2021 concerning Priority Use of Village Funds in 2022, and Regulation of the Minister of Finance of the Republic of Indonesia Number 190/PMK.07/2021 concerning Management of Village Funds. Based on these regulations, it is clear that the administration of the Nagari government must follow this, including the administration of the Nagari Balah Aie government which is also inseparable from the policy commands that have been blinded by the government above.

Abstract

The One Family One Cow Program is one of the flagship programs of South Solok Regency which in 2021 will be realized for the first time in an effort to improve the welfare of its community. Communities who are members of farmer groups are targeted for program implementation with the South Solok Regency Agriculture Office which is the OPD supervisor, especially in the Livestock and Animal Health Sector. As a flagship program, its implementation is also expected to make South Solok Regency competitive in terms of beef production and animal protein sources in West Sumatra Province. This study aims to analyze the management of the 2021 One Family One Cow Program in South Solok Regency. This research uses qualitative methods with a descriptive type. Data collection techniques are carried out by interviews, observation and documentation. The data validity technique that researchers use is source triangulation. The selection of informants is carried out by snowball sampling technique. This research uses the theory of Management Process proposed by William H. Newman.The results of the study using the Management Process theory proposed by William H. Newman show that management in the implementation of the One Family One Cow Program in 2021 in South Solok Regency has not been carried out properly. This is marked by the findings of researchers in the field that the planning variables, namely the indicators of goal setting, are clear but the success of the program has not been achieved. In the variable of work control, there is still a lack of coordination between program implementers. On the supervisory variable also has not run well.

Abstract

AbstractThe Pasaman Regency Population and Civil Registration Office is a government agency in Pasaman Regency that has the main task and function of carrying out some government affairs in the field of population administration. However, there are still obstacles in population administration which are a strategic issue in Pasaman Regency, namely the uneven ownership of population documents so that Pasaman Regency has a low target achievement of population document ownership. This study aims to describe and analyze the strategy of Public Service Improvement in the Pasaman Regency Population and Civil Registration Office. This study used descriptive qualitative method. The data collection techniques used in this study were observation, interviews and documentation. This research uses the core theory of strategy according to Richard P. Rumelt which consists of diagnosis, guiding policy and coherent action. The results showed that the Pasaman Regency Population and Civil Registration Office had fulfilled the three variables of the core theory of strategy according to Richard P. Rumelt consisting of diagnosis, guiding policies and coherent actions. The Pasaman Regency Population and Civil Registration Office has implemented a strategy in an effort to increase the ownership of population documents in Pasaman Regency quite well, although there are still some obstacles that are still felt. AbstrakDinas Kependudukan dan Pencatatan Sipil Kabupaten Pasaman merupakan instansi pemerintah di Kabupaten Pasaman yang mempunyai tugas pokok dan fungsi menjalankan sebagian urusan pemerintah dibidang administrasi kependudukan. Namun, masih terdapat kendala dalam administrasi kependudukan yang menjadi isu strategis di Kabupaten Pasaman, yaitu kurang meratanya kepemilikan dokumen kependudukan sehingga Kabupaten Pasaman memiliki capaian target kepemilikan dokumen kependudukan yang rendah. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis strategi Peningkatan Pelayanan Publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pasaman. Penelitian ini menggunakan metode kualitatif deskriptif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Penelitian ini menggunakan teori inti strategi menurut Richard P. Rumelt yang terdiri dari diagnosis, kebijakan penuntun dan tindakan koheren. Hasil penelitian menunjukkan bahwa Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pasaman sudah memenuhi ketiga variabel dari teori inti strategi menurut Richard P. Rumelt yang terdiri dari diagnosis, kebijakan penuntun dan tindakan koheren. Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pasaman sudah melakukan pelaksanaan strategi dalam upaya peningkatan kepemilikan dokumen kependudukan di Kabupaten Pasaman dengan cukup baik, meskipun masih ada beberapa kendala yang masih dirasakan. Kata Kunci: Strategi, Peningkatan Pelayanan Publik, Administrasi Kependudukan

Abstract

Policy transfer to a banking company owned by the Regional Government has wide complexity. The status of Banks Regional Banks as Regional Owned Enterprises must refer to Government Regulation No. 54 of 2017 and Minister of Home Affairs Regulation Number 32 of 2018 as a form of obedience in government governance. As a banking company, Regional Banks must comply with Law No. 10 of 1998 concerning banking as a form of corporate governance. The purpose of this study is to explore the policy transfer process in converting Bank Nagari from a conventional bank to an Islamic bank in West Sumatra, with a focus on comparing it to other regional banks in Indonesia that have successfully transitioned. This research aims to analyze the motivations of the policy actors involved, identify the key actors in this policy transfer, and examine the factors that support or hinder the process. This research uses a descriptive qualitative method, a case study approach using Dolowitz & Marsh's theory in analyzing the motivations of the actors involved in the policy transfer process studied, the core actors in policy transfers, and the inhibiting factors in the policy transfer process studied. Unsmooth policy transfers occurred in this case, dominated by the influence of political parties, and only after analyzing secondary data that appeared in the public sphere. Further research is needed to examine more deeply the political dynamics that occur in the process of converting Conventional Nagari banks into Sharia Nagari Banks.

Abstract

This study analyzes the landslide mitigation strategy by the Regional Disaster Management Agency (BPBD) in Sawahlunto, which faces high landslide risks due to steep topography, land use changes, and high rainfall. Using a descriptive qualitative approach, data were collected through interviews, observations, and document analysis. The findings show that while BPBD has implemented strategies such as the Disaster Resilient Village program and community socialization, their effectiveness remains limited. Challenges include low community awareness, budget constraints, inadequate infrastructure like early warning systems, and weak coordination among Regional Apparatus Organizations (OPDs). Non structural mitigation is hindered by a lack of public understanding of preventive measures, while structural mitigation faces geographical and resource limitations. This study underscores the need for stronger cross sector collaboration and optimized infrastructure. Key recommendations include establishing a comprehensive early warning system, expanding disaster education programs, and strengthening inter agency coordination. Additionally, increasing budget allocation and integrating technology based solutions can improve mitigation efforts. The impact of this research lies in its contribution to more effective disaster mitigation policies in high risk areas, enhancing community resilience and preparedness. The findings also serve as reference for other cities facing similar challenges, providing insights into best practices for disaster risk management.
