Abstract

Optimism to end poverty in 2030 is entering a pessimistic phase. The unfinished pandemic and geopolitical conflict has an impact on the most basic problem, namely the food crisis and has caused poverty rates to increase. In responding to global challenges regarding many poverty issues, more than 160 countries have agreed to create an action plan in Sustainable Development Goals (SDGs). The Poverty and Shared Prosperity report at the end of 2022, it turns out that 10.7 percent of the global population is in poverty. It is recorded that 767 million people live below the international poverty line. The current phenomenon that is occurring is that the poverty rate in Indonesia has reached 27.77 million people or 10.64 percent with the total population of Indonesia amounting to 275.77 million people in 2022. In the Extreme Poverty Reduction Policy Program in Indonesia, Meranti Islands Regency is a priority area with The number of poor people is 45 thousand out of 213,532 people or around 25.28 percent of the total population with the number of extremely poor people being 11.22 percent. The Policy Evaluation Theory put forward by William N Dunn is an indicator for analysis. This research will be carried out in Meranti Regency. The aim of this research is to resolve the chaotic problem of extreme poverty. The method and type of this research is Qualitative Descriptive. The technique for withdrawing informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation.Indonesia has a forest area of around 94.1 million hectares which consists of various spatial functions including those used as Production Forests. Production forests which are currently used are around 63 million ha of Indonesia's forest area which is divided into permanent production forest areas, limited production forests. , and convertible production forests (HPK). In accordance with the policies contained in the Agrarian Reform Object Land (TORA) program issued by the central government, HPK is one of the targets used for area release. The current phenomenon that is occurring is that TORA does not accommodate land issues that previously had property rights issued by the National Land Agency which then turned into Convertible Production Forests. So far, what has arisen regarding land issues is the land mafia, but in this phenomenon the community is harmed again by changes in areas where the land with property rights status cannot be cultivated and bought and sold. This research will be carried out in Riau province with the National Land Agency and the Riau Provincial Forest Service as objects. The aim of this research is to resolve disputes over land issues, not only TORA, but also people who previously had land rights issued by BPN, changing their status to HPK. The method and type of this research is Qualitative Descriptive. The technique for attracting informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation.

Abstract

This study aims to analyze the implementation of MPP in the city of Padang, seen form perspective of the New Public Service, which is measured from 4 variables of public service motivation offered by Perry and Wise. Public service motivation includes beliefs, values, and attitudes that go beyond personal interests and organizational interests so that later it will encourage an employee to provide satisfactory service. The research method used is qualitative case study with data collection techniques in the form of observation, interviews, and documentation. The results of the study show that the implementation of MPP Services in Oadang City has been enjoyed by the community, although not all services can be carried out by the community in the Padang City Public Service Mall building in accordance with the regulations that were in effect at the beginning of the policy implementation, it was marked that only 5 agencies opened services at MPP Padang City. The findings of this study when analyzed using PSM theory have not been considered effective and efficient because if measured form the motivatiob of public service, especially the variable of implementing commitmen, it is still not running optimally as indicated by the availability of human resources, budget and facilities at MPP in Padang. Based on that, the Padang city DPMPTSP needs to increase the number of human resources, budgets, and available facilities and apply adaptive service to MPP according with the current pandemic condition.

Abstract

The implementation of the Early Childhood Education (PAUD) program for the Suku Anak Dalam (SAD) aims to provide good and systematic learning. However, in its implementation there are many challenges, ranging from the difficulty of introducing education to SAD to the emergence of problems from the Education and Culture Office of Sarolangun Regency in meeting resources. This difficulty was also inseparable from the context of the Covid-19 pandemic which affected the implementation of education in Indonesia at that time. This study uses a qualitative approach with descriptive research methods. Sources of data in this study obtained directly, through observation and interviews as primary data. Secondary data sources are obtained from documentation. The analysis technique is carried out by reducing data, presenting data and drawing conclusions. The purpose of this study was to analyze the management of the PAUD SAD program and its relationship to the fulfillment of the right to education for children. Management process analysis is carried out by describing the phenomena that found in the field starting from the planning, organizing, resource gathering, work control, and supervision processes. The results of this study indicate that the management of the PAUD SAD program has not been implemented optimally due to the Covid-19 pandemic that occurred in that year.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pengaruh kinerja pegawai dan kualitas pelayanan terhadap kepuasan masyarakat pada Dinas Kependudukan Dan Pencatatan Sipil (Dukcapil) Kabupaten Tebo. Penelitian ini dilatarbelakangi oleh ketidakpuasan masyarakat terhadap pelayanan di Dinas Dukcapil Kabupaten Tebo yang berbanding terbalik dengan target kinerja pegawai yang tercapai dan kualitas pelayanan sudah menunjukkan kategori baik berdasarkan banyaknya inovasi dan penghargaan yang diperoleh. Metode yang digunakan dalam penelitian ini adalah deskriptif kuantitatif, pengumpulan data menggunakan kuesioner dan dokumentasi, uji validitas dengan korelasi Bivariate Pearson, uji reliabilitas menggunakan metode Cronbachs Alpha. Teknik pengujian hipotesis menggunakan Uji T (Parsial) dan Uji F (Simultan) menggunakan SPSS Versi 25. Berdasarkan hasil penelitian menurut analisis statistik deskriptif, kinerja Dinas Dukcapil Kabupaten Tebo berada pada kriteria jawaban kategori baik dengan persentase 85,48%, kualitas pelayanan berada pada kriteria jawaban kategori baik dengan persentase 83,06%, serta kepuasan masyarakat berada pada kriteria jawaban kategori baik dengan persentase 83,75%. Berdasarkan hasil uji T menunjukkan adanya pengaruh kinerja pegawai terhadap kepuasan masyarakat dan adanya pengaruh kualitas pelayanan terhadap kepuasan masyarakat. Hasil uji F juga menunjukkan adanya pengaruh antara kinerja pegawai dan kualitas pelayanan terhadap kepuasan masyarakat. Dari hasil uji koefisien determinasi menunjukkan kinerja pegawai dan kualitas pelayanan berpengaruh terhadap kepuasan masyarakat sebesar 78,9%.

Abstract

Penelitian ini dilatarbelakangi oleh turunnya peringkat IPLM Kota Padang dari tahun ke tahun. Perolehan nilai IPLM Kota Padang pada tahun 2023 tidak mencapai target kinerja yang ditetapkan oleh Dinas Perpustakaan dan Kearsipan Kota Padang. Penelitian ini bertujuan untuk menganalisis Manajemen Kinerja yang dilakukan Dinas Perpustakaan dan Kearsipan Kota Padang dalam upaya meningkatkan IPLM di Kota Padang. Pendekatan yang digunakan pada penelitian ini yaitu deskriptif dengan metode kualitatif. Pengumpulan data dilakukan dengan mewawancarai informan terkait Manajemen Kinerja di Dinas Perpustakan dan Kearsipan dengan teknik purposive sampling yang didukung dengan dokumentasi, dan observasi kegiatan. Teori yang digunakan dalam penelitian ini adalah teori Manajemen Kinerja Wibowo, yang terdiri dari empat variabel, yaitu Masukan, Proses, Keluaran, dan Manfaat. Secara keseluruhan, hasil penelitian ini menunjukkan bahwa Dinas Perpustakaan dan Kearsipan Kota Padang sudah melaksanakan manajemen kinerja pada upaya meningkatkan IPLM di Kota Padang. Perencanaan sudah dilakukan dengan baik berpedoman pada RPJMD meskipun masih terdapat beberapa kekurangan input dalam mendukung pelaksanaan kinerja. Adanya keterbatasan alokasi anggaran APBD sehingga mempengaruhi pelaksanaan kinerja dan hasil kinerja. Kegiatan peningkatan IPLM memberikan dampak positif bagi Dinas Perpustakaan dan Kearsipan Kota Padang sendiri maupun masyarakat. IPLM memperkuat keberadaan perpustakaan dan pengelolaan yang lebih baik, sekaligus menjadi penggerak utama literasi berkelanjutan.

Abstract

Village development is fundamental to improving community welfare and reducing regional disparities. This study analyzes village development planning in Indonesia using a systematic literature review approach on recent studies. The findings indicate that the effectiveness of village development planning is influenced by community participation, institutional capacity, and technological integration. However, community participation faces limited understanding and ineffective deliberation mechanisms. Weak institutional capacity at the village level also hinders the implementation of development programs, highlighting the need to strengthen governance systems and ensure transparency in village fund management. Moreover, the utilization of technology in village development planning remains suboptimal, despite its potential to enhance planning efficiency and program monitoring. This study emphasizes the importance of a holistic approach to village development planning by integrating social, economic, and technological aspects to create a more adaptive and sustainable development model. The findings contribute to policymakers in formulating more inclusive and locally driven village development strategies. Furthermore, this study serves as a reference for future research in developing a more responsive village development planning model that addresses social and economic challenges in Indonesia.

Abstract

This examination explores how innovation is strategically managed in public services that leverage information technology, with a primary focus on the significance of mobile applications within governmental entities. The call for better public services is rooted in the significant need to enhance efficiency, effectiveness, and service quality by leveraging digital technologies. This inquiry focuses on understanding how mobile applications act as facilitators for innovation in public service delivery and investigates the variables that may either promote or hinder the success of these innovations. The investigation's methodology is qualitative, involving data collected through interviews, direct observations, and reports from governmental entities that have integrated mobile applications. The research shows that mobile applications can optimize service delivery, enhance transparency, and widen public access to governmental services. In any case, the fruition of this artistic venture is closely linked to the engagement of leadership, the preparedness of skilled workers, the adequacy of technological resources, and the dynamic involvement of the masses. The identified hurdles range from poorly equipped training for human resources to an unwillingness to adapt to organizational changes and a lack of proper technological infrastructure. This study advocates for enhancing human resource capabilities, improving communication among stakeholders, and developing adaptive and user-friendly technological systems to ensure the sustainability of mobile application-based public service innovations and to maximize the value added to the public. Consequently, strategic and integrated innovation management is essential for the digital transformation of public services in the contemporary era.

Abstract

This study analyzes the political strategy of Tibrani, a non-elite cadre of the National Awakening Party (PKB), in winning the 2024 Legislative Election in Tengah Ilir Subdistrict, Tebo Regency, Jambi Province. The case contests the notion that economic capital and elite status alone determine political victory. Using a qualitative approach with an intrinsic case study design and an explanatory method, data were collected through in-depth interviews, participatory observations, and documentation. Findings reveal that Tibrani succeeded by engineering social capital, orchestrating social networks, and building a participatory ecosystem. His political communication emphasized narrative, multichannel messaging, and collective identity. The study concludes that non-elite actors can succeed electorally through participatory strategies and community-based approaches. This research contributes to the discourse on alternative political strategies in local democracy.

Abstract

This study evaluates stakeholder dynamics in the implementation of Pekan Kita (PEKA), a digital innovation for public complaints in Pekanbaru City, Indonesia. Using a qualitative approach and a modified Stakeholder Salience Model, the research analyzes the interaction between stakeholder attributes power, legitimacy, and urgency and institutional structures affecting the sustainability of digital public innovations. Data were collected through in-depth interviews, observations, and document analysis involving 16 key informants from policy, operational, and community levels. Findings reveal that although several actors possess formal authority and legitimacy, their sense of urgency remains low due to rigid bureaucratic incentives, sectoral egos, and weak cross-agency coordination. Conversely, citizens demonstrate high urgency but lack institutional power and recognition, marginalizing their role in digital governance. The study identifies seven strategic pillars for sustainable innovation: strengthening cross-agency coordination, redesigning bureaucratic incentives, enhancing citizen co-creation, enabling two-way communication, managing inter-actor conflict, building human capacity and infrastructure, and reformulating the role of the ICT agency as an innovation orchestrator. This research contributes to the theoretical development of stakeholder analysis in e-government by revising the classic salience model to include informal power, bureaucratic incentives, and symbolic local political leadership. The proposed model offers a more contextual and dynamic framework for understanding the complexities of digital transformation in developing-country bureaucracies.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan kebijakan pemungutan pajak bumi dan bangunan oleh Pemerintah Nagari Mungo Kecamatan Luak. Metode yang digunakan adalah metode kualitatif dalam meneliti proses implementasi kebijakan tersebut terlaksana. Penelitian ini mengacu kepada Teori Edward III yang terdiri dari empat indikator yaitu struktur birokrasi, disposisi, sumber daya dan komunikasi.  Data dikumpulkan melalui wawancara, dokumentasi dan observasi. Data hasil penelitian tersebut kemudian dianalisis dengan teknik triangulasi yakni reduksi data, penyajian data dan penarikan kesimpulan. Temuan penelitian tersebut menunjukkan bahwa proses implementasi kebijakan pemungutan pajak bumi dan bangunan sudah berjalan cukup baik namun belum efektif. Sehingga mempengaruhi lambatnya pencapaian tujuan kebijakan yang telah dirumuskan. Dalam proses pelaksanaan kebijakan tersebut menghadapi berbagai permasalahan baik dari internal pelaksana kebijakan maupun dari kelompok sasaran kebijakan. Implikasi penelitian menekankan pada pentingnya struktur birokrasi yang jelas dan efektif antara pelaksana kebijakan pada jenjang Pemerintah Nagari dengan Kabupaten dalam hal ini yang lebih berwenang adalah Badan Keuangan. Kualitas sumber daya manusia yang perlu ditingkatkan untuk mempercepat target pencapaian. Komunikasi yang baik dalam penyebaran informasi mengenai kebijakan adalah salah satu hal penting yang harus diperhatikan agar kebijakan tepat sasaran dan semua pihak memiliki persepsi yang sama dalam melaksanakan kebijakan. Serta disposisi/sikap dari semua pelaksana maupun sasaran kebijakan sangat diperlukan untuk keberhasilan pelaksanaan kebijakan.
