Abstract

The Complete Systematic Land Registration Program (PTSL) is a national policy that aims to accelerate the land certification process for all Indonesian people in order to create legal certainty over land ownership. However, in its implementation, this program still faces various obstacles, especially in the regions. This study aims to analyze the effectiveness of the policy to accelerate land certification through the PTSL program in Takalar Regency. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The research subjects consisted of officers of the National Land Agency (BPN), village officials, and PTSL beneficiary communities. Data analysis was carried out using the Miles and Huberman model, including data reduction, data presentation, and conclusion drawn. The results of the study show that the PTSL policy in Takalar Regency is quite effective, characterized by the increase in the number of certified land and the legal benefits felt by the community. However, several obstacles are still found, such as lack of socialization, limited implementing resources, and weak coordination between related agencies. The success of the program is highly dependent on the support and participation of the village government as well as the readiness of the community as service recipients. This research contributes to strengthening the study of public policy implementation, especially in the land sector, and can be a practical input for the government in developing policy strategies that are more effective, participatory, and adaptive to the needs of the community.

Abstract

This study aims to analyze the implementation of talent management of the State Civil Apparatus (ASN) in improving the quality of public services at the Takalar Regency Investment and One-Stop Integrated Services Office (DPMPTSP). The main problem in this study is the lack of optimal management of ASN talent which affects the effectiveness of public services. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The subjects of the study include structural officials and ASN staff involved in the process of service and human resource management. The results of the study show that the implementation of talent management at DPMPTSP Takalar is still limited and has not been systematically structured. The mapping of ASN potential has not been carried out formally, career development has not been directed through planned programs, and training is still general. However, there are positive initiatives from ASN leaders and individuals that show the potential for the development of the talent system in the future. These findings show that there is a gap between ideal expectations and practice in the field. The contribution of this study is to provide an empirical overview of the conditions of implementation of ASN talent management in local government agencies, as well as to be the basis for formulating competency-based and merit-based HR management policies. This research also contributes to the development of human resource management science in the public sector, especially in the context of improving professionalism and quality of public services through talent management strategies.

Abstract

This study aims to examine the form and quality of interpersonal communication carried out by single parents in establishing emotional relationships with children. The background of this research is based on the fact that single parents face psychological, social, and economic challenges that can affect communication patterns with children. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The subjects of the study were several single parents who had school-age children and were domiciled in a particular region. The results of the study show that interpersonal communication carried out by single parents is generally open and empathetic, both verbally and nonverbally. Warm and consistent communication patterns play a big role in building emotional attachment and a sense of security in children. However, time constraints, work pressure, and psychological conditions are the main obstacles in maintaining the quality of communication. Nonetheless, single parents who are able to create meaningful communication routines, such as eating together or bedtime conversations, can still build a strong emotional connection with their child. This research contributes to the development of family communication science, especially in the context of non-conventional families, as well as provides practical insights for single parents in building effective communication and supporting children's emotional development.

Abstract

Kepemimpinan kepala desa memegang peranan strategis dalam keberhasilan pelaksanaan program pemberdayaan masyarakat di tingkat desa. Penelitian ini dilatarbelakangi oleh pentingnya peran kepala desa sebagai penggerak partisipasi masyarakat, terutama dalam konteks penggunaan Dana Desa yang diarahkan untuk penguatan ekonomi dan sosial masyarakat desa. Tujuan penelitian ini adalah untuk menganalisis secara mendalam bagaimana peran kepemimpinan kepala desa dalam meningkatkan pemberdayaan masyarakat di Desa Cambajawaya, Kecamatan Galesong Selatan, Kabupaten Takalar. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, serta dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan bahwa kepala desa telah menjalankan peran kepemimpinan dalam proses perencanaan, pelaksanaan, dan evaluasi program pemberdayaan, namun masih ditemukan berbagai tantangan, seperti partisipasi masyarakat yang rendah dan lemahnya tindak lanjut program. Kesimpulan dari penelitian ini adalah bahwa efektivitas kepemimpinan kepala desa sangat menentukan keberhasilan pemberdayaan masyarakat, sehingga dibutuhkan pendekatan yang lebih partisipatif, komunikatif, dan berkelanjutan agar program-program pemberdayaan benar-benar mampu meningkatkan kapasitas dan kemandirian masyarakat desa.

Abstract

Effectiveness is the main element in achieving a predetermined goal or goal. Effectiveness is the achievement of various goals that have been determined on time by using certain resources that have been allocated to carry out various activities. A job can be said to be effective if the results achieved are in accordance with the goals that have been set pre-determined and on time that has been determined. In simple terms, work effectiveness can be defined as the ability to do something right on target. As one of the public service offices, it will serve various kinds of transactions in their daily lives in providing protection for people's rights and legal certainty both for the people and for state administration as well as a means to resolve conflicts that arise between the government and the people. The State Administrative Court is tasked and has the authority to examine, decide, and resolve State Administrative disputes. As one of the public service offices, of course, the effectiveness and efficiency of services are very important, the greater the service services in the office, the more complex the types of actions and services that must be provided, all of which must remain in an integrated coordination.

Abstract

Employee retention is one of the main challenges in human resource management, especially in competitive industries such as PT. Indo Timur Prima. Job motivation and job satisfaction are considered important factors that influence an employee's decision to stay in the company. This study aims to analyze employee perception of the role of job motivation and job satisfaction in increasing employee retention at PT. Indo Timur Prima. This study uses a qualitative approach with a case study method. The data was collected through in-depth interviews with 10 informants consisting of employees with more than two years of service. Data analysis was carried out with thematic techniques to identify the main patterns and themes that emerged from the interviews. The results of the study show that high work motivation, both intrinsic and extrinsic, significantly influences employees' decision to persevere. In addition, job satisfaction influenced by relationships between colleagues, recognition of achievements, and a conducive work environment are also the main factors in employee retention. However, some challenges such as excessive workload and limited career development opportunities were found to reduce job satisfaction. In conclusion, work motivation and job satisfaction have a very important role in employee retention at PT. Indo Timur Prima. Companies are advised to improve their employee development strategies and create a supportive work environment to strengthen employee loyalty.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan pemahaman mahasiswa, guru, dan masyarakat umum mengenai pemanfaatan teknologi dalam proses pembelajaran di era digital. Sosialisasi dilaksanakan secara daring melalui Zoom Meeting dan didukung oleh berbagai media digital sebagai sarana informasi dan diskusi lanjutan. Kegiatan ini diikuti oleh 69 peserta dari berbagai latar belakang akademik. Materi yang disampaikan mencakup tren dan model pemanfaatan teknologi dalam pendidikan, peran pendidik dan mahasiswa di era digital, tantangan kesenjangan digital, serta pentingnya literasi dan etika digital. Evaluasi kegiatan dilakukan melalui survei online untuk mengukur tingkat pemahaman dan kepuasan peserta terhadap materi yang diberikan. Hasil evaluasi menunjukkan bahwa kegiatan ini berhasil meningkatkan kesadaran dan pemahaman peserta tentang pentingnya integrasi teknologi dalam pembelajaran yang efektif, kolaboratif, dan beretika. Dengan adanya kegiatan lanjutan berupa pendampingan praktis, diharapkan peserta mampu mengimplementasikan teknologi digital secara kreatif dan bertanggung jawab dalam proses belajar mengajar.
