Abstract

Global security studies are increasingly paying attention to the role of women in terrorism. For years, women were usually considered only as victims or supporters of terrorism. However, the role of women in terrorist organizations is much more complex. They do many things, from spreading ideology to carrying out acts of violence. There are those who categorize the role of women in terrorist groups based on their ideology, such as in terrorist groups that demand independence or send countries. In these circumstances, women are more likely to be responsible for operational tasks. The aim of this research is to analyze the role of women in terrorist organizations by placing special emphasis on gender dynamics in relation to ideology and acts of violence. The data collection method is descriptive qualitative, and literature study is used as the data collection method. The results of the analysis show that the role of women in terrorist organizations is not only as ordinary supporters, but also directly involved in violence and the spread of ideology. Often, women are used to carry out acts of terror, both as main agents and as support crew. Women play an important role in maintaining and spreading the ideology of terrorism in an ideological context. They assist in recruiting new members and engage in radicalization and indoctrination processes.

Abstract

The livestock sector's waste is a potential raw material for producing biogas because it is abundantly available. This experiment aimed to understand the potential of two types of livestock waste to produce biogas. The two sources of raw material were mixed with different variations. The results showed that the volume of fermentation gas produced from livestock waste varied depending on the type and composition of the raw material used. Mixing was done to determine the best variation in producing biogas from chicken litter and cow manure. The volume ratio of litter to cow manure used was (0%:100%), (25%:75%), (50%:50%), (75%:25%), (and 100%:0%), with a total volume of 2 liters. In addition, 10% of EM-4 (effective microorganism) was added to the mixture of livestock waste that had previously been given 2 liters of water. The waste mixture was then fermented for 30 days. The fermentation process was carried out under mesophilic conditions at room temperature and pressure. This study showed that the higher the concentration of chicken litter in the mixture, the higher the carbon-to-nitrogen (C/N) ratio value. On the other hand, if there is a higher composition of cow manure in the mixture, the substrate pH value will be higher. Furthermore, a 50%:50% composition of chicken litter and cow manure produced a high volume of biogas. Similarly, the biogas formation rate in this composition showed the best performance. These results prove that the balance of carbon and nitrogen composition, temperature, and substrate acidity significantly affect biogas production.

Abstract

Indonesia is the world’s largest archipelagic country, with a coastline of 81,000 km. Indonesia’s beaches and seas are rich in natural resources, especially marine commodities like fish. The abundance of fish in the Indonesian seas has led to crimes committed by domestic ships not equipped with documents and foreign vessels. This study aims to analyze the causes of crime in the Makassar Strait with a crime orientation in the middle of the sea. In particular, this study also examines the security monitoring process using AIS Satellite. So that in the future, the enforcement carried out by stakeholders related to sea and maritime security will become more conducive and transparent. This research method uses a qualitative descriptive approach to describe data from AIS satellites in the Makassar Strait. The data collection process is carried out by taking satellite data directly and processing it so that some information about ship types and loading and unloading activities can be known comprehensively. Then it is used to determine which ships are initially identified as committing a violation. This information is used to act effectively, efficiently, and appropriately on sea breaches. This method is expected realization that institutions and stakeholders can work together to patrol at sea and promptly act against violations at sea. The discussion location is in the Makassar Strait because the area borders other countries and is one of the locations for abundant fish resources and international shipping lanes. The data for identifying ships suspected of committing crimes in the Makassar Strait was processed from 2019 to 2022. The violations include 22 smuggling ships, 13 drug smuggling ships, and 12 offending crime ships. The data revealed significant violations. Thus, from the analysis results, it is better to need the right timing in implementing patrols and the appropriate momentum for enforcement. Therefore, AIS Satellite is expected to help and improve law enforcement in that location.

Abstract

Radicalism is a significant threat to national and social stability in Indonesia. The Indonesian government, through the National Counterterrorism Agency (BNPT), has launched the Desa Siaga-Desa Damai Program to empower village communities in maintaining peace and preventing radicalism. The program is based on the great potential that village communities have in creating a conducive environment through education, training and active community participation. This study aims to evaluate the effectiveness of the Desa Siaga-Desa Damai Program in preventing the spread of radicalism at the village community level. Using radicalism prevention theory, social constructivism theory, and national security theory, this study analyzes various aspects of the program. The results show that the proactive approach and community empowerment used in the program are effective in reducing the potential for radicalism. Through training, coaching, and the use of information technology to spread counter-radicalism messages, the program succeeded in strengthening social cohesion and increasing community resilience against radical ideologies. In addition, the program is in line with Desa's SDGs goal 16, which is to create a society of peace and justice. In conclusion, the Desa Siaga-Desa Damai Program is an effective model in maintaining national security from the threat of radicalism by empowering village communities and improving their welfare.

Abstract

Special Autonomy (Otsus) for Papua is a central government policy that aims to improve the welfare of indigenous Papuans (OAP) through infrastructure, education, health, and economic development, as well as supporting TNI-Polri operations in maintaining security in the region. Despite the large amount of special autonomy funds allocated, reaching IDR 8.5 trillion by 2022, major challenges remain in achieving equitable prosperity for indigenous Papuans. The Human Development Index (HDI) in Papua increased slightly to 60.62 in 2021, but remains the lowest nationally. In addition, only about 8% of indigenous Papuans are categorized as prosperous. This study aims to analyze the impact of the use of special autonomy funds on the welfare and quality of life of indigenous Papuans, evaluate the role of these funds in supporting TNI-Polri operations, and assess the effectiveness of their allocation in supporting local government activities and maintaining security stability in Papua. The results show that despite improvements in the welfare of the Papuan people and support for the operations of the TNI-Polri, the unequal distribution and use of funds remains a challenge. Therefore, increased transparency, accountability and public participation in the management of Special Autonomy funds are necessary to ensure equitable and sustainable benefits for all Papuans.
