Abstract

Penelitian ini menganalisis pola pengeluaran Al-Hidayah Islamic Education Administration Inc., sebuah sekolah dasar Islam non-pemerintah berukuran besar yang terdaftar sebagai lembaga amal di Australia Barat, Australia (ABN: 72481406449). Dengan menggunakan pendekatan deskriptif kualitatif, data diperoleh dari register resmi Australian Charities and Not-for-profits Commission (ACNC), Laporan Tahunan Al-Hidayah Islamic School tahun 2024, serta laporan keuangan yang tersedia secara publik. Analisis mencakup kategori pengeluaran operasional meliputi biaya personalia, pengembangan profesional, peningkatan infrastruktur, dukungan siswa, dan pelaksanaan program untuk tahun fiskal yang berakhir pada 31 Desember 2024. Temuan menunjukkan bahwa porsi terbesar pengeluaran diarahkan pada biaya personalia, diikuti oleh investasi modal untuk fasilitas sekolah, program dukungan siswa, dan pengembangan profesional. Pada tahun 2024, sekolah menginvestasikan AUD 66.617 khusus untuk pengembangan profesional staf, serta melaksanakan berbagai proyek infrastruktur termasuk pemasangan struktur peneduh dan instalasi air minum. Sumber pendapatan sekolah mencakup hibah pemerintah (negara bagian dan federal) serta kontribusi komunitas. Penelitian ini menyimpulkan bahwa struktur pengeluaran Al-Hidayah mencerminkan komitmen yang seimbang terhadap mutu akademik, pembentukan karakter Islam, dan keberlanjutan kelembagaan, dengan melayani 220 siswa dari Kindergarten hingga Year 6 bersama total 45 anggota staf. Implikasi terhadap pengelolaan keuangan pendidikan Islam di komunitas Muslim minoritas turut dibahas.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi sumber pendapatan Harvard University yang diklasifikasikan menjadi sumber pendapatan konvensional dan sumber pendapatan alternatif, serta menganalisis kontribusinya terhadap keberlangsungan operasional universitas. Penelitian ini menggunakan metode campuran (mixed methods). Pendekatan kualitatif dilakukan melalui studi dokumentasi dan studi pustaka untuk mengidentifikasi jenis sumber pendapatan yang dimiliki Harvard University, sedangkan pendekatan kuantitatif menggunakan analisis deskriptif untuk mengukur besarnya kontribusi setiap sumber pendapatan terhadap biaya operasional. Keabsahan data dilakukan melalui triangulasi sumber, uji statistik deskriptif, dan konvergensi data. Hasil penelitian menunjukkan bahwa sumber pendapatan konvensional terdiri atas education, current use gifts, dan sponsored federal, sedangkan sumber pendapatan alternatif terdiri atas endowment distribution, sponsored non-federal, other income, dan investment income. Sumber pendapatan konvensional memberikan kontribusi rata-rata sebesar 41% terhadap biaya operasional, sedangkan sumber pendapatan alternatif memberikan kontribusi lebih dominan dengan rata-rata sebesar 59%. Temuan penelitian menegaskan bahwa diversifikasi sumber pendapatan melalui pengembangan dana abadi, investasi, dan kerja sama eksternal memiliki peranan penting dalam menjaga stabilitas keuangan serta mengurangi ketergantungan universitas pada satu sumber pendapatan tertentu.

Abstract

Objective: This study aims to examine the implementation of financial management in higher education institutions, focusing on the revenue management system at the University of Indonesia (UI). Referring to the Consolidated Financial Statements for 2021–2024, UI’s total revenue in 2024 amounted to IDR 3.66 trillion, increasing from IDR 3.40 trillion in 2023, representing a growth of IDR 260 billion or 7.65%. Operational revenue also rose from IDR 2.64 trillion to IDR 2.81 trillion, reflecting an increase of 6.44%. Meanwhile, UI’s endowment fund demonstrated consistent growth, rising from IDR 114.8 billion in 2021 to IDR 136.8 billion in 2024, equivalent to a total increase of 19.16% (an average of 6.4% annually). The endowment’s investment performance achieved an average annual return of 9.8%, exceeding the national inflation rate. These findings indicate that UI’s financial management has been carried out effectively through the application of accountability principles, revenue diversification, and transparent reporting. However, the contribution of non-academic revenue streams still requires enhancement to strengthen long-term financial independence. This study recommends fostering innovation in financial strategies, optimizing productive assets, and strengthening managerial capacity to support the institution’s financial sustainability.

Abstract

Objective: This study analyzes the University of Cambridge's revenue management model and alternative funding, identifying implications for Islamic Education Financing Management (MPI) in Indonesia. It examines structural strengths and weaknesses of Cambridge's revenue model, including persistent operating deficits and ethical issues in endowment investment. Methods: This qualitative library research uses primary data from Cambridge's annual reports (2023-2025), CUP&A, CUEF, and Cambridge Enterprise publications. Secondary data include indexed journal articles (Sinta/Scopus), MPI textbooks, and trusted media. Data collection uses documentation; analysis uses descriptive-qualitative content analysis. Results: Cambridge's revenue model is highly diversified: international student fees (£191.7 million), CUP&A (>£1 billion), CUEF (£4.2 billion endowment), and Cambridge Enterprise. However, Cambridge experiences persistent operating deficits (£8–100 million) with staff costs reaching 58% of revenue. Ethical issues arise from endowment investment in arms companies. Novelty: This research offers a critical MPI perspective on the Western endowment model, identifying Islamic alternatives such as cash waqf-ijarah, educational zakat, and qardhul hasan as more equitable and ethical sustainable funding models.

Abstract

This study analyzes the spend variety at the University of Cambridge, one of the oldest and most prominent universities globally. Using a descriptive-qualitative approach with a case study method, this research examines financial reports, public contracts, and budget allocation documents from 2020-2025. The findings indicate that Cambridge implements a strategic procurement model combining collective purchasing consortia for strategic commodities with decentralized flexibility for specialized expenditures. This model achieves cost efficiencies of 19-24% in specific categories while generating a regional economic impact worth £1.61 billion in gross value added (GVA). The hybrid governance structure between central University and autonomous colleges proves effective in managing complex spending across nine main categories. This research contributes to higher education management literature by providing an analytical framework for spend variety adoption in developing countries. However, structural deficits require fundamental business model transformation beyond procurement efficiency alone

Abstract

This study aims to compare the revenue sources of Irfan College (Australia) with educational institutions in Indonesia and to examine the implications of differences in funding structures on the sustainability and quality of educational services. This research employs a qualitative comparative approach by analyzing secondary data, including Irfan College’s financial statements (2023–2024), Indonesia’s School Operational Assistance (BOS) policy, and previous research findings. The analysis was conducted by comparing field findings with theories of educational funding, policy implementation, educational stratification, and street-level bureaucracy. The findings reveal that Irfan College shifted from a 64% reliance on private funding to a 62% dominance of federal grants, effectively reducing public costs. In contrast, the BOS scheme in Indonesia experienced an implementation gap, with 28% of funds misused due to weak human resource capacity. Furthermore, a dualism in public-private funding widened the quality gap, and a negative correlation was found between revenue diversification and the financial performance of PTN-BH (legally-funded state universities) without adequate accountability. This cross-country study compares Australia’s centralized federal funding model with the complexity of hybrid funding in Indonesia. Another novelty is the finding that innovations at the implementation level (digitizing reports and calculating basic education costs) are more effective in addressing school financial governance issues than macro-regulatory changes

Abstract

This study aims to critically analyze the contribution of literacy communities in strengthening inclusive public spaces in the city of Surakarta. Departing from the low national literacy rate and the limited access to reading facilities in open spaces, this research highlights how citizen-led communities independently initiate literacy practices outside formal institutions. Using a qualitative approach with a case study method, the study explores the activities of three active literacy communities, namely Bakaran, Solo Book Party, and Sobomaos, through participatory observation, in-depth interviews, and activity documentation. The findings show that these communities have successfully reclaimed public spaces such as city parks, campus courtyards, angkringan stalls, and cafés into collective learning spaces that are non-hierarchical, inclusive, and reflective. Literacy in this context is no longer understood merely as a technical ability, but as a social, political, and spatial practice that strengthens learning culture, civic participation, and community empowerment. Despite facing structural challenges such as limited policy and infrastructural support, the communities demonstrate resilience and innovation. As an applied contribution, this research recommends the development of a “Taman Cerdas” as a public literacy ecosystem that integrates recreational, technological, and educational functions within an environmentally friendly open space accessible to all citizens. These findings show that community-driven literacy can serve as a model for urban development rooted in citizen participation and oriented toward spatial justice.

Abstract

Pergeseran zaman dan dinamika disrupsi pendidikan menuntut guru untuk senantiasa memperbarui kompetensi pedagogik secara berkelanjutan. Namun, ketergantungan absolut pada forum Musyawarah Guru Mata Pelajaran (MGMP) yang hanya dilaksanakan sebulan sekali terbukti kurang efektif dalam membangun ekosistem belajar yang berkesinambungan. Pengabdian ini bertujuan untuk mendeskripsikan proses sosialisasi dan implementasi kebijakan "Hari Belajar Guru" berdasarkan Surat Edaran Kemendikdasmen Nomor 5684/MDM.B1/HK.04.00/2025 kepada Kepala Madrasah se-Kabupaten Sragen. Metode yang digunakan meliputi pendekatan sosialisasi manajerial melalui empat tahapan sistematis: koordinasi, sosialisasi, implementasi, dan evaluasi. Subjek sasaran adalah para pimpinan madrasah, dengan lokus implementasi spesifik di MTs Negeri 1 Sragen. Instrumen evaluasi menggunakan pre-test dan post-test yang dianalisis secara deskriptif komparatif. Hasil pengabdian menunjukkan adanya peningkatan pemahaman manajerial yang masif, khususnya pada indikator teknis penjadwalan mandiri (dari 38,2% menjadi 94,5%) dan legalitas penggunaan dana operasional sekolah untuk Pengembangan Kompetensi Berkelanjutan (dari 35,0% menjadi 92,4%). Kepastian manajerial ini langsung diimplementasikan di MTs Negeri 1 Sragen melalui gerakan literasi harian "Membaca Bersama, Mengajar Lebih Bermakna". Simpulan dari kegiatan ini menegaskan bahwa intervensi manajerial melalui kepemimpinan transformasional sangat krusial dalam mengubah regulasi birokrasi menjadi budaya self-directed learning yang berkesadaran, bermakna, dan menggembirakan di satuan pendidikan.

Abstract

ABSTRACT The implementation of regional autonomy in Indonesia has fundamentally transformed educational governance through the decentralization of authority to local governments. However, Islamic education provided by madrasahs remains under the centralized authority of the Ministry of Religious Affairs. This dual governance structure has created policy disparities, particularly in funding, human resource management, and institutional coordination, which have not been comprehensively examined at the levels of Junior High Schools (SMP) and Madrasah Tsanawiyah (MTs). This study aims to analyze the dynamics of Islamic education policy in the era of regional autonomy and its implications for the administration of SMP and MTs. This research employed a qualitative approach using a policy study method. The primary data were obtained from the analysis of legal documents, particularly Law Number 20 of 2003 on the National Education System and Law Number 23 of 2014 on Regional Government, supported by relevant scholarly literature. The data were analyzed using content analysis and comparative analysis to examine policy implementation in both educational institutions. The findings indicate that the dual governance system has contributed to disparities in educational funding, infrastructure, and teacher management. Nevertheless, several local governments have introduced adaptive policies through grant schemes and regional regulations to support Islamic education. The study concludes that stronger regulatory harmonization between the central and local governments is essential to establish a more equitable, integrated, and inclusive educational governance system. ABSTRAK Implementasi otonomi daerah di Indonesia menghadirkan perubahan mendasar dalam tata kelola pendidikan melalui desentralisasi kewenangan kepada pemerintah daerah. Namun, pada saat yang sama, pendidikan Islam yang diselenggarakan melalui madrasah tetap berada di bawah kewenangan pemerintah pusat melalui Kementerian Agama. Perbedaan tata kelola tersebut menimbulkan kesenjangan kebijakan, terutama terkait pendanaan, pengelolaan sumber daya manusia, dan koordinasi antarlembaga, yang hingga kini masih belum banyak dikaji secara komprehensif pada jenjang Sekolah Menengah Pertama (SMP) dan Madrasah Tsanawiyah (MTs). Penelitian ini bertujuan menganalisis dinamika kebijakan pendidikan Islam pada era otonomi daerah serta implikasinya terhadap penyelenggaraan pendidikan di SMP dan MTs. Penelitian menggunakan pendekatan kualitatif dengan metode studi kebijakan. Data utama diperoleh melalui analisis dokumen peraturan perundang-undangan, terutama Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional dan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, serta didukung oleh berbagai literatur ilmiah yang relevan. Data dianalisis menggunakan teknik analisis isi (content analysis) dan analisis komparatif terhadap implementasi kebijakan pada kedua lembaga pendidikan. Hasil penelitian menunjukkan bahwa dualisme kewenangan menyebabkan ketimpangan pendanaan, kesenjangan infrastruktur, serta hambatan koordinasi dalam pengelolaan guru. Meskipun demikian, sejumlah pemerintah daerah mampu mengembangkan kebijakan adaptif melalui dana hibah dan peraturan daerah sebagai bentuk dukungan terhadap pendidikan Islam. Penelitian ini menegaskan pentingnya harmonisasi regulasi antara pemerintah pusat dan pemerintah daerah untuk mewujudkan tata kelola pendidikan yang lebih adil, terintegrasi, dan inklusif.

Abstract

The large number of students from diverse backgrounds and with varying characters, such as a lack of politeness toward teachers and parents, students who still violate the rules in the madrasah environment, and a low level of religious character awareness. The purpose of this study is to determine the cultivation of religious character in eighth-grade students at MTs Darul Ma'arif Purwodadi. This study uses a descriptive qualitative approach. It will be held at MTs Darul Ma'arif from November 2024 to April 2025. Data collection methods used observation, interviews, and documentation. Data validity was ensured using source and method triangulation. The data was then analyzed using an interactive model with data reduction, data presentation, and conclusion drawing steps. The results of this study indicate that the cultivation of religious character at MTs Darul Ma'arif is carried out thru the habituation of reading Asmaul Husna, Quran Reading and Writing (BTQ), Dhuha and Dhuhr prayers in congregation, and Quran recitation, which are carried out according to a regular weekly schedule. Asmaul Husna habituation is done every Friday and Saturday under the supervision of teachers and led by students on a rotating basis, creating a solemn learning atmosphere despite some minor discipline issues. BTQ learning emphasizes memorizing short surahs from Juz 'Amma using the tartil method and makhorijul huruf, which are closely supervised by the teacher who also serves as a role model for religious behavior for the students.
