Abstract

This study aimed at discussing the philosophical basis of the fatwa of Muhammadiyah and Nahdatul Ulama at Labuhanbatu Regency regarding changes in worship activities due to Covid 19. This study was descriptive field research. Data collection techniques used are interviews and documentation. The analysis technique used is Miles and Huberman. The findings of this study were the philosophy of the Muhammadiyah fatwa regarding changes in worship activities due to covid 19 based on the hifdzu al-nafs wa al-dîn command. The obligation to look after oneself and is inseparable. Meanwhile, the philosophy of Nahdatul Ulama's fatwa was based on the maqâshid al-syarî`ah principle, namely jalbu al-mashâlih wa dar’u al-mafâsid. Nahdatul Ulama, the largest Islamic organization, comprehends that worship should not neglect the soul's safety. The basis of this philosophy can be observed from the concept of the `indal khauf prayer. Prayer is an  obligatory worship, but in conditions where the safety of the soul is threatened, the practice of praying can adjust to the conditions; even if this dharurat condition is drastic, the scholars allow fî ayyi amkân prayer practice.  Penelitian ini membahas landasan filosofi fatwa Muhammadiyah dan Nahdatul Ulama Kabupaten Labuhanbatu terhadap perubahan aktivitas ibadah akibat covid 19. Studi ini adallah penelitian lapangan yang berifat deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Teknik analisa yang digunakan adalah Miles dan Huberman. Temuan penelitian ini adalah filosofi fatwa Muhammadiyah terhadap perubahan aktivitas ibadah akibat covid 19 didasarkan pada perintah hifdzu al-nafs wa al-dîn. Kewajiban menjaga diri dan agama saling bersinergi tidak bisa dipisah-pisahkan antara satu dengan lainnya. Sedangkan  filosofi fatwa Nahdatul Ulama didasari oleh prinsip maqâshid al-syarî`ah yakni jalbu al-mashâlih wa dar’u al-mafâsid. Nahdatul Ulama sebagai organisasi Islam terbesar sangat paham sekali bahwa ibadah tidak boleh mengesampingakan keselamatan jiwa. Dasar filosofi ini terlihat pada konsep salat `indal khauf. Ibadah shalat merupakan ibadah yang sangat wajib dan harus dilaksanakan, namun dalam kondisi keselamatan jiwa terancam maka praktek ibadah shalat ini bisa menyesuaikan kondisi, bahkan jika kondisi darurat ini sudah sangat parah maka para ulama membolehkan shalat fî ayyi amkân.

Abstract

This study examines the method of istinbath al-ahkam (deriving legal rulings) employed by scholars and leaders of the Salafi-Wahabi manhaj in issuing fatwas in North Sumatra and its impact on social interaction and harmony among different religious communities. The research adopts a combined approach, encompassing a doctrinal perspective on istinbath al-ahkam and a non-doctrinal view on legal socialization issues. Through literature review, interviews, and observations, data is gathered from the fatwas of Salafi-Wahabi scholars such as Sheikh Muhammad Nasiruddin Albani, Abdullah bin Baz, and Muhammad Shalih Fauzan. The findings indicate that the istibath al-ahkam method applied by Salafi-Wahabi adheres to the principles of the Ahlu Sunnah wal Jamaah, though leaning towards the Hanbali school of thought. In legal socialization, Salafi-Wahabi initiates it from the smallest social units to educational institutions and media, with a focus on study circles (halaqah). This legal socialization enhances legal awareness among the people of North Sumatra but also brings the potential for conflict and disharmony. Certain teachings within the Salafi-Wahabi manhaj, such as tabdi’, tadlil, tahzir, takfiri, and the restriction of learning exclusively from Salafi-Wahabi scholars, have the potential to create tension among groups and religious communities. While not all members of the Salafi-Wahabi manhaj share identical views, a majority tends to embrace these controversial concepts. Therefore, extremist ideologies emerging within the Salafi-Wahabi jihadist faction pose a potential threat to national political stability. Penelitian ini mengkaji metode istibath al-ahkam yang digunakan oleh para ulama dan pemimpin manhaj Salafi-Wahabi dalam mengeluarkan fatwa di Sumatera Utara dan dampaknya terhadap interaksi sosial dan kerukunan di antara berbagai komunitas agama yang berbeda. Penelitian ini menggunakan pendekatan gabungan, yang mencakup perspektif doktrinal tentang istibath al-ahkam dan pandangan non-doktrinal tentang isu-isu sosialisasi hukum. Melalui studi literatur, wawancara, dan observasi, data dikumpulkan dari fatwa-fatwa ulama Salafi-Wahabi seperti Syekh Muhammad Nasiruddin Albani, Abdullah bin Baz, dan Muhammad Shalih Fauzan. Temuan penelitian menunjukkan bahwa metode istibath al-ahkam yang diterapkan oleh Salafi-Wahabi menganut prinsip-prinsip Ahlu Sunnah wal Jamaah, meskipun lebih condong ke mazhab Hanbali. Dalam sosialisasi hukum, Salafi-Wahabi memulainya dari unit sosial terkecil hingga lembaga pendidikan dan media, dengan fokus pada kelompok-kelompok pengajian (halaqah). Sosialisasi hukum ini meningkatkan kesadaran hukum di kalangan masyarakat Sumatera Utara, namun juga membawa potensi konflik dan ketidakharmonisan. Ajaran-ajaran tertentu dalam manhaj Salafi-Wahabi, seperti tabdi', tadlil, tahzir, takfiri, dan pembatasan belajar secara eksklusif dari ulama Salafi-Wahabi, memiliki potensi untuk menciptakan ketegangan di antara kelompok-kelompok dan komunitas-komunitas keagamaan. Meskipun tidak semua anggota manhaj Salafi-Wahabi memiliki pandangan yang sama, mayoritas cenderung menganut konsep-konsep kontroversial ini. Oleh karena itu, ideologi ekstremis yang muncul di dalam faksi jihadis Salafi-Wahabi menimbulkan ancaman potensial terhadap stabilitas politik nasional.

Abstract

Performance, the true results of the planning and process. Likewise, performance management is important to be carried out at educational institutions, especially the basic education units at the MI/SD level. This paper aims to examine empirically the management of teacher performance in MIN 2 Padangsidimpuan. The focus of the study includes planning, implementing programs, and evaluating teacher performance in MIN 2 Padangsidimpuan. This research uses a naturalistic approach. The collection technique is done by interview, observation, and document review. Next, the data are analyzed through data reduction, data exposure, and drawing conclusions. Data validity is guaranteed by source triangulation techniques and methods. The results of this study indicate that (1) teacher performance planning by conducting teacher performance planning meetings conducted before the new school year begins so that it does not interfere with learning activities. In this activity the division of tasks is carried out according to the teaching decree and the teachers prepare learning tools, especially the lesson plan (RPP), including the media, learning material resources, and evaluation instruments. (2) the implementation of the teacher’s performance program has been running according to the division of tasks and procedures for implementing learning as stipulated in the Decree and roster, as well as conducting a faceprint in accordance with administrative provisions in the madrasa as determined by the Ministry of Religion. (3) evaluation of teacher performance is done through an assessment of lesson plans and learning tools, a list of teaching attendance from the teacher’s faceprint, reporting of learning activities, and reports of student learning outcomes that are in the report card and teacher’s notes.

Abstract

This paper aims to analyze organizational communication in improving teacher performance at MTs Al-Maidar Pandan. This study used a qualitative approach with field research methods through in-depth interviews and participant observation. The results showed that: First, the principal communicated with the teacher verbally (in the form of meetings, briefings and face to face); and non-verbal (in the form of observations of teacher expressions, gestures and digital communication via smartphones). Second, the principal displays exemplary behavior, skills development and teacher professionalism, as well as a high salary. Third, the head of madrasah held consultations for teachers who are members of MGPM, trained in the use of laptops, and coordinated among teachers as well as education personnel at MTs Al-Maidar Pandan.

Abstract

Educational leadership has a strategic role in improving the quality of education. Therefore, the quality of educational leadership needs to be improved in realizing the achievement of educational goals effectively and efficiently. The higher the quality of leadership in schools, it is expected that the process of influencing the resources of educators and education personnel to produce higher performance is also expected. In this way, the increase in the achievement of educational customer expectations is also increasing within the framework of satisfaction of parties related to education.

Abstract

This study aims to find out how the planning of the Islamic Religious Education curriculum at MIS Al-Ikhlas Kampung Dalam District of Bilah Hulu, Labuhanbatu Regency. This research was conducted using qualitative descriptive. Where this descriptive data is carried out by describing, using and describing events that researchers get in the field related to Islamic Religious Education Curriculum Planning. The findings of this study are: first, planning the Islamic Religious Education curriculum begins with an evaluation of the curriculum used in the previous year. The results of the evaluation will be used as consideration for the preparation of the next curriculum. Second, Some of the supporting and inhibiting factors in planning the Islamic Religious Education curriculum, Meanwhile, the inhibiting factors in planning the Islamic education curriculum are educators who have less experience, inadequate facilities and infrastructure, and low costs. Third, The strategy in overcoming the Inhibiting Factors of Planning Islamic Religious Education Curriculum to overcome the problem of teachers who have difficulty developing curriculum planning, madrasas send these teachers to attend trainings, strategies to overcome the problem of facilities and infrastructure, madrasas carry out moving classes, classes are used as libraries, prayer rooms but not completely, while in overcoming funding problems for madrasah principals.

Abstract

This study aims to describe (1) the implementation of the Education Quality Improvement Program at MAN 2 Padang Lawas, Barumun Tengah District; (2) supporting and inhibiting factors in the implementation of the program. This research is a qualitative descriptive study. This research was conducted at MAN 2 Padang Lawas, Barumun Tengah Subdistrict in October-November 2021. The research subjects were principals, vice principals, teachers, and students. Data was collected by observation, interviews, and documentation. The data were analyzed interactively by the Miles and Hubberman model, namely data reduction, data presentation, and drawing conclusions. The validity of the data was tested by triangulation. The results showed that (1) the implementation of the Education Quality Improvement Program at MAN 2 Padang Lawas, Barumun Tengah District had been carried out by a) routine internal and external communication through meetings, d) a good commitment from the implementor as well as a high concern and democratic climate from the leader during policy implementation, c) the school's vision and mission as the basis for development and development of school culture, d) good and innovative managerial activities; (2) supporting factors for implementing the policy are qualified, multitalented, and highly educated educators and education staff. On the other hand, the inhibiting factors are a) the low quality of the input (students) and b) the unfinished school construction program.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh pengendalian internal dan kompensasi terhadap tingkat kecenderungan kecurangan di Kantor Inspektorat Daerah Takalar. Penelitian ini menggunakan data primer diperoleh dengan menyebar kuesioner kepada responden yaitu Pegawai Negeri Sipil (PNS) yang bekerja pada Kantor Inspektorat Daerah Takalar. Teknik pengambilan sampel menggunakan Sampling Non Probability. Analisis data dalam penelitian ini menggunakan analisis Regresi Linear Berganda (Multiple Regression Analysis). Hasil penelitian ini menunjukkan bahwa: (1) Pengendalian internal berpengaruh secara parsial terhadap kecenderungan kecurangan pada Kantor Inspektorat Daerah Takalar (2) Kompensasi berpengaruh secara parsial terhadap kecenderungan pada Kantor Inspektorat Daerah Takalar (3) Pengendalian internal dan kompensasi secara simultan (bersama-sama) terhadap kecenderungan kecurangan pada Kantor Inspektorat Daerah Takalar. Dari penelitian ini diperoleh nilai Adjusted R Square sebesar 0,508 angka ini menunjukkan bahwa kecendurungan kecurangan di Kantor Inspektorat Daerah Takalar yang dipengaruhi oleh pengendalian internal dan kompensasi adalah sebesar 50,8% sedangkan 49,2% dipengaruhi oleh faktor lain di luar kedua variabel independen dalam penelitian ini. Abstract

Kajian ini bertujuan untuk mengkaji keefektifan supervisi akademik yang diterapkan oleh kepala madrasah pada bagaimana kinerja guru di Madrasah Ibtidaiyah melalui pendekatan penelitian kepustakaan. Supervisi akademik memiliki fungsi manajerial yang berperan dalam upaya meningkatkan profesionalisme dan kualitas pembelajaran guru. Menggunakan metode deskriptif-analitik dalam kajian ini melalui telaah literatur ilmiah seperti buku, jurnal, dan artikel yang relevan. Hasil kajian menunjukkan bahwa supervisi akademik yang dilakukan secara efektif dan berkelanjutan memberikan kontribusi penuh dalam memberi peningkatan kinerja guru, khususnya dalam aspek tanggung jawab, keterampilan mengajar, dan pengelolaan pembelajaran. Oleh karena itu, pelatihan yang terstruktur sangat diperlukan untuk meningkatkan kompetensi kepala madrasah sebagai supervisor akademik guna mendorong peningkatan mutu pendidikan di Madrasah Ibtidaiyah.

Abstract

Al-Washliyah sebagai organisasi pembaharu pendidikan Islam memiliki komitmen yang tinggi terhadap pengembangan kualitas pendidikan Indonesia mulai tingkat dasar sampai jenjang yang paling tinggi.  Salah satu bentuk bukti pengembangan kualitas pendidikan Indonesia Al-Washliyah adalah bahwa paling tidak Al-Washliyah memiliki empat puluh lima madrasah Aliyah di Sumatera Utara. Setiap siswa wajib untuk mempelajari mata pelajaran Ke-Al Washliyahan untuk membangun karakter lulusan Madrasah Aliyah Al-Washliyah. Mata pelajaran Ke-Al Washliyahan adalah mata pelajaran wajib di madrasah Al-Washliyah. Hal ini sesuai dengan Surat Keputusan Majelis Pendidikan PB Al-WAshliyah Nomor: Kep-001/MP.P-AW/XXI/X/2018 tanggal 30 Oktober 2018. Adapun ruang lingkup materi pembahasan pada kurikulum keAl-Washliyahan terdiri dari komponen/aspek yaitu:Organisasi al-Jam’iyatul Washliyah; Sejarah Berdirinya; Landasan akidah dan ibadah; Lambang dan lagu; dan Kiprahnya dalam bidang dakwah dan sosial. Kata Kunci: Kebijakan, Pengembangan Kurikulum dan Ke Al-Washliyahan.
