Abstract

The management information system applied in the government is known as the term electronic government (e-government) which is interpreted as the user of information technology transforming government activities with the aim of increasing the effectiveness and efficiency of government administration. SiCantik Cloud is a smart application for integrated public cloud-based licensing services that can be used by government agencies independently. SiCantik Cloud or an intelligent application system for integrated licensing services for the public, is intended for the public to make it easier to manage online licensing. The purpose of this study is to determine the application of the Sicantik Cloud application to Services at the PMPTSP and Naker Office and the inhibiting factors for the application of the Sicantik Cloud application to Services at the PMPTSP and Naker Office of Lhokseumawe City. This study is a study using a qualitative descriptive approach. The application of the SiCantik application to the quality of service at the Investment, One-Stop Integrated Service and Manpower Office of Lhokseumawe City is quite good, as known from several benchmarks of service quality from the Sicantik Cloud application, namely Accountability, Transparency, Effectiveness, and Efficiency. The lack of public awareness of the importance of using information technology means that many people have not been able to optimize the Sicantik application.

Abstract

Sistem distribusi tenaga listrik merupakan bagian terpenting dalam menyalurkan energi listrik ke konsumen. Seiring berkembangnya zaman, pertumbuhan jumlah konsumen akan terus bertambah, maka dari itu harus dilakukannya perkembangan di jaringan distribusi listrik, Dalam jarigan distribusi sering terjadi gangguan yang dapat merugikan pengguna. Faktor yang mempengaruhi terjadinya gangguan ada berbagai macam, baik faktor internal maupun eksternal. Sistem distribusi pada jaringan banyak terjadi gangguan diantaranya gangguan arus hubung singkat. Untuk mengatasi hal tersebut dibutuhkan peralatan proteksi seperti recloser. Recloser merupakan suatu peralatan yang bekerja ketika ada arus gangguan dan memerintahkan operasi membuka atau menutup kepada pemutus aliran listrik secara otomatis sesuai waktu yang telah diatur. Tujuan dari penelitian ini yaitu untuk mengetahui setting waktu dan arus serta untuk mengetahui kinerja pada recloser saat terjadi arus gangguan. Hasilnya pada saat terjadi gangguan arus hubung singkat sebesar 1847 A maka setting waktu tunda recloser akan semakin lama dan berbeda untuk kedua penyulang yaitu 0,3462 detik pada MK04 dan 0,3356 detik pada MK06 yang berarti selisih 0,0107 detik di antara kedua penyulang. Dan untuk setting waktu recloser tercepat yaitu 0,2800 detik pada MK04 dan 0,2720 detik pada MK06 dengan arus gangguan sebesar 4510 A yang berarti selisih 0,0080 detik di antara kedua penyulang. Kinerja recloser berdasarkan hasil perbandingan antara kedua penyulang dan nilai existing tidak berbeda jauh. Pada MK04 hanya berbeda 0,0044 detik, sedangkan pada MK06 yaitu berbeda 0,0165 detik.

Abstract

Pertumbuhan penduduk yang terus meningkat membuat sistem distribusi pada Unit Layanan Pelanggan (ULP) Merduati Kota semakin bertambah disertai pertumbuhan pengguna energi listrik di wilayah tersebut. Gardu Hubung (GH) yang berada di wilayah kerja ULP Merduati Kota memiliki kapasitas transformator yang berbeda-beda mulai dari 50 kVA sampai dengan 1.250 kVA dan tegangan operasi pada sisi primer dan sisi sekunder transformator sebesar 20 kV/400 V. Berdasarkan data pembebanan yang direkap pada penyulang BA.30 terdapat beberapa GH atau transformator dengan pembebanan yang sudah melampui kapasitas maksimum transformator standar PLN sebesar 80 %. Kemudian pengaman tegangan rendah terdapat dalam PHB TR yaitu ada NH Fuse Breaker dan Pengaman lebur (Sekring) biasanya dipakai pelebur tabung tertutup (Tipe NH/NT Fuse). GH  tersebut meliputi (BAR 017-00, BAR 009-00 dan BAR 010-00) yang menjadi tujuan utama untuk mencari pengaman kapasitas transformator supaya dapat menjaga beban yang lebih dapat teratasi dengan baik. Oleh sebab itu perlu dilakukan metode untuk mengatasi beban lebih yang terjadi pada Gardu Distribusi  tersebut. Adapun metode yang digunakan yaitu dengan melakukan perhitungan matematis untuk sistem kapasitas pengaman pada ke-3 gardu tersebut. Hasilnya (BAR 017-00, BAR 009-00 dan BAR 010-00) memiliki kapasitas pengaman yang dapat mengurangi beban lebih (overload) yaitu diatas ±80 %. Dalam hal tersebut pada BAR 017-00 kapasitas pengaman yang dapat digunakan sebesar 59,98 A, maka NT Fuse yang dapat dipakai yaitu ukuran size 0 rating 35 A - 160 A.  Pada BAR 009-00 sebesar 66,78 A, maka NT Fuse yang dapat dipakai yaitu ukuran size 0 rating 35 A - 160 A.  Dan yang terakhir pada BAR 010-00 sebesar 117,63 A, maka NT Fuse yang dapat dipakai yaitu ukuran size 1 dengan rating 50 A - 250 A.

Abstract

This article aims to explain the differences between regulations on the use of domestic product in Indonesia and the principle of non-discrimination in Indonesia-European Union Comprehensive Economic Partnership Agreement (I-EU CEPA) on Government Procurement Chapter and the legal consequences for domestic regulations in Indonesia. The research method used is a normative juridical method with exploratory specifications. The results of this study indicate that the principle of non-discrimination, which consists of most favored-nation treatment and national treatment in the I-EU CEPA on Government Procurement Chapter, differs from regulations in Indonesia because the use of domestic product is mandatory in the government procurement and discriminatory against foreign suppliers. The difference in these provisions has implications, namely if Indonesia and the European Union agree to the I-EU CEPA, they must adjust the regulations for the use of domestic product in accordance with the principle of non-discrimination in the I-EU CEPA or World Trade Organization Agreement on Government Procurement (WTO GPA) or ratify the I-EU CEPA in the form of a Law and its enforcement is lex specialis and it is necessary to make adjustments to the implementing regulations by giving time after entry into force. In addition, Indonesia does not have the obligation to provide equal treatment to third countries because the I-EU CEPA is a bilateral agreement and Indonesia is not yet bound by a multilateral agreement, namely the WTO GPA. In addition, if Indonesia and the European Union agree to an I-EU CEPA, the Indonesian side cannot cancel it on the grounds that it violates the provisions of national law.

Abstract

Pertumbuhan penduduk yang terus bertambah membuat sistem distribusi dalam wilayah kerja Unit Layanan Pelanggan (ULP) Merduati Kota semakin meningkat juga pengguna energi listrik (pelanggan) di wilayah tersebut. Gardu Hubung (GH) yang berada di wilayah kerja ULP Merduati Kota terdiri dari 66 buah GH dengan kapasitas trafo yang berbeda-beda mulai dari 50 kVA sampai dengan 1250 kVA dan tegangan operasi pada sisi primer dan sekunder trafo sebesar 20 kV/ 400 V. Berdasarkan data pembebanan yang direkap oleh PT. PLN (Persero) ULP Merduati Kota, pada penyulang BA. 30 terdapat beberapa GH atau transformator dengan pembebanan yang sudah melampaui kapasitas maksimum transformator standar PLN yaitu 80%, GH yang dimaksud adalah GH BAR009-00, GH BAR010-00, GH BAR 017-00, dan GH BAT083-00. Beban lebih yang terjadi pada semua GH tersebut dapat menyebabkan panas yang berlebih pada isolasi belitan transformator yang apabila dibiarkan dalam jangka waktu lama akan menyebabkan kerusakan pada transformator sehingga pelayanan terhadap pelanggan yang berada dalam jaringan GH tersebut menjadi terganggu. Oleh sebab itu perlu dilakukan metode untuk mengatasi beban lebih yang terjadi pada beberapa GH tersebut. Tujuan penelitian ini yaitu untuk menentukan kapasitas trasformator distribusi sisip untuk mengatasi beban lebih yang terjadi pada GH BAR009-00, GH BAR010-00, GH BAR 017-00, dan GH BAT083-00. Adapun metode yang digunakan yaitu dengan melakukan perhitungan matematis. Hasilnya, GH BAR009-00 dan GH BAT083-00 memiliki pembebanan berlebih (overload) paling tinggi yaitu masing-masing sebesar 12,54% dan 15,06% dan GH BAR010-00 dan GH BAR 017-00 masih dalam persentase kecil yaitu masing-masing sebesar 1,50% dan 3,12%. Persentase pembebanan yang paling tinggi terjadi pada GH BAT083-00 jika dibandingkan dengan GH BAR009-00, GH BAR010-00 dan GH BAR 017-00, yaitu sebesar 94,93%. Kapasitas trasformator yang ideal untuk mengurang terjadinya beban lebih pada transformator khususnya pada GH BAT083-00 adalah 160kVA dan 200kVA.

Abstract

Every child is born with unique characteristics that are viewed favorably by the Creator. No child is born without a life plan from God. The presence of a child brings happiness to parents who have longed for their arrival. Each child has different abilities and characteristics, even twins. This uniqueness requires parents to provide treatment that is appropriate for the child's condition. Children with above-average abilities are known as gifted children. In the field of education, especially in elementary schools, it is important for teachers to identify gifted children. A teacher's knowledge of the criteria for gifted children is crucial for determining the appropriate handling, as gifted children require special treatment to optimally develop their talents. Gifted children often exhibit unique learning styles, talents, and characteristics that necessitate individualized learning approaches. Despite their high intelligence, gifted children may also experience difficulties with social and emotional tasks. Therefore, they need a conducive learning environment and counseling services to support their social-emotional development. The development of creativity and moral education also plays a significant role in shaping the personality of gifted children.

Abstract

Purpose – This study aims to discuss the paradigm of environmental ethics education in pesantren, focusing on the integration of Islamic values and environmental awareness. The importance of this research lies in understanding how pesantren, as Islamic educational institutions, contribute to environmental sustainability through their teachings and practices, while addressing the empirical evidence gap regarding the effectiveness of such education. Design/methods/approach – Utilizing a qualitative case study approach, this research explores the Darularafah Raya Pesantren in Deli Serdang, North Sumatra. Data were collected through participatory observations, in-depth interviews with key stakeholders (including teachers, students, and pesantren administrators), and document analysis of curriculum materials and official records. Thematic analysis was employed to identify and analyze key themes related to the integration of Islamic values and environmental ethics. Findings – The study reveals a holistic approach at Darularafah Raya Pesantren, where Islamic teachings are closely integrated with environmental ethics. Key findings include specialized training for teachers to impart environmental values in daily lessons, extracurricular programs supporting environmental awareness, and the adoption of sustainable practices such as waste management and renewable energy use. The pesantren curriculum emphasizes concepts such as khalifah (stewardship) and amanah (responsibility), which are taught alongside practical environmental conservation activities. Research implications – These findings highlight the potential of pesantren as models for other Islamic educational institutions in promoting environmental sustainability. By integrating Islamic values with environmental ethics, pesantren can shape individuals who are both spiritually and environmentally conscious. Future research should focus on comparative studies across different pesantren and longitudinal studies to assess long-term impacts

Abstract

In providing areca seeds, there is an obstacle that often arises, namely the nature of dormancy so that it takes only a little time to germinate. This condition can be overcome by administering natural ZPT such as young coconut water, shallots, bamboo shoots and banana stems. The aim of the research was to determine the ability of a mixture of natural PGR types and soaking time to stimulate the germination of areca nut seeds. The research was conducted from June to August 2023, the experimental design was RAK factorial pattern consisting of 2 factors: The first factor was a mixture of natural PGR, Coconut Water (AK), Shallot Extract (BM), Banana Weevil Extract (BP), and Bamboo Shoot Extract ( RB) with a composition of 5 levels, namely: Z0: Air (control); Z1 : AK + BP; Z2 : BM + AK + RB; Z3 : RB + BP + BM; Z4 : AK + BM + BP + RB. The second factor of soaking time consists of 3 levels, namely: L1: 18 hours; L2: 24 hours; L3 : 30 hours. The research results showed that the treatment of a mixture of natural PGR types had a very significant effect on the vigor index and root length. The long soaking treatment had a very significant effect on the length of the tuna, but had a significant effect on the germination time and speed of seed growth. There was no interaction between the two treatments. The best natural PGR mixture is recommended to use Z2, Z3 and Z4 treatment with L2 soaking time

Abstract

This research seeks to examine in depth the deepening and reconstruction of the theoretical concepts of norm development and legal discovery. This research will use a qualitative research method with a type of literature study that analyzes pre-existing theories, concepts and phenomena. The results of the research can be formulated as follows: first, Islamic law has a structure of levels of legal norms, but the validity of Islamic legal norms (syar'i law) is not formal validity which is determined by a higher norm underlying the creation of these norms, as is the theory of the formal validity of legal norms. Second, there are three hierarchical levels of basic norms in Islamic law 1). al-mabadi' al-asasiyyah/al-qiyam al-asasiyyah (basic principles of Islamic law/basic values of Islamic law), 2). al-usul al-kulliyyah (general principles/general principles of Islamic law), 3). al-ahkam al-far'iyyah /al-furu’ (detailed/concrete legal provisions). Third, the existence of a theory of increasing norms in Islamic law can answer the problems of Islamic law which are not only seen in taklifi and wad'i law which are concrete sharia law, but must be seen from the perspective of general principles of law and universal principles so that it can answer the problems of all people.

Abstract

Dalam perencanaan struktur perlunya memastikan kekuatan dan keamanan bangunan, terutama pada kolom sebagai elemen utama struktur yang memegang peran penting dalam menopang beban aksial vertikal. Sehingga dalam penelitian ini perlunya mengevaluasi kinerja kolom bulat dan kolom persegi panjang dalam struktur gedung pendidikan STAIN Meulaboh terhadap beban gempa. Serta bertujuan untuk membandingkan respons struktural, momen inersia, dan dimensi kolom pada dua jenis desain kolom, yaitu kolom bulat dan kolom persegi panjang. Metode yang digunakan adalah analisis gempa dinamis dengan respons spektrum sesuai standar SNI-1726-2019, SNI-1727-2020, dan SNI-2847-2019. Hasil analisis menggunakan aplikasi ETABS menunjukkan bahwa kolom persegi panjang menghasilkan berat total struktur terendah (1.437.304,84 kg) dibandingkan kolom bulat (1.927.449,56 kg) dan kombinasi (2.048.470,73 kg). Momen maksimum untuk kolom bulat (88,3026 kN-m) lebih tinggi dibandingkan kolom persegi panjang (76,1998 kN-m), sedangkan displacement lateral maksimum terkecil ditemukan pada kolom persegi panjang (0 mm hingga 0,055 mm). Untuk gaya aksial, kolom bulat juga menunjukkan performa yang lebih baik dibandingkan kolom persegi panjang dan kombinasi. Kesimpulannya, kolom persegi panjang menawarkan kinerja struktural yang lebih baik dalam hal kekuatan, stabilitas, dan efisiensi dibandingkan dengan kolom bulat dan kombinasi.
