Abstract

Background: Minced fish is widely marketed in traditional markets due to its practical use as raw material for various processed fish products. However, mechanical mincing under inadequate hygiene and cold-chain management may lead to an increase in Total Plate Count (TPC), thereby accelerating quality deterioration and increasing potential food safety risks. Objective: This study evaluated the freshness and quality of minced fish sold in a traditional market using integrated chemical, physical, microbiological, and sensory indicators. Methods: A purposive sampling approach was applied to four types of minced fish sold at Perumnas Sako Kenten Market, Palembang: snakehead (Channa striata, S1), spotted mackerel (Scomberomorus guttatus, S2), snapper (Lutjanus campechanus, S3), and sardine (Sardinella lemuru, S4). Analyses included proximate composition, pH, Total Volatile Base Nitrogen (TVB-N), Trimethylamine Nitrogen (TMA-N), Total Plate Count (TPC), descriptive sensory scoring, and hedonic evaluation. Results were interpreted descriptively and compared with Indonesian National Standards (SNI) and relevant literature. Results: All samples exhibited TPC values exceeding the SNI limit (1×10⁶ CFU/g), ranging from 1.6×10⁷ to 2.8×10⁷ CFU/g. TVB-N values remained low (6.0–7.6 mgN/100 g), while elevated TMA-N levels were observed in spotted mackerel and sardine, indicating reduced freshness in pelagic species. Sensory evaluation showed good acceptance for snakehead, spotted mackerel, and snapper, whereas sardine received neutral to low scores, particularly for aroma and texture. Conclusion: The quality of minced fish varied among species, while microbial contamination consistently exceeded safety limits. Sensory evaluation remains important but insufficient alone; therefore, integrated freshness assessment supported by improved hygiene and cold-chain management is essential.

Abstract

Background: Intractable root canal infection remains a serious obstacle in endodontic therapy and is a frequent cause of treatment failure, with Enterococcus faecalis (E. faecalis) as a key pathogen. This Gram-positive bacterium can persist under harsh conditions within the root canal system. Chlorhexidine is commonly used as a chemical irrigant, but its long-term application is associated with undesirable side effects, prompting the search for natural antibacterial alternatives. One promising candidate is the gletang plant (Tridax procumbens L.), which contains bioactive compounds with potential antimicrobial effects. Objective: This study aimed to evaluate the antibacterial activity of the ethyl acetate fraction of Tridax procumbens L. at various concentrations against E. faecalis. Method: A laboratory experimental design with post test only control group was used. Antibacterial testing was performed using the agar diffusion method with the gletang ethyl acetate fraction at 2%, 4%, 6%, and 8%, chlorhexidine as a positive control, and 96% methanol as a negative control. Data were analyzed univariately in tables and bivariately using Kruskal–Wallis and Mann–Whitney tests. Results: The fraction inhibited E. faecalis growth, with the largest mean inhibition zone of 3.6 mm at 8% and the smallest at 2%, 1.6 mm. Overall activity across all concentrations was classified as weak; however, statistical analysis (p=0.003, p<0.05) confirmed a significant inhibitory effect. Conclusion: The ethyl acetate fraction of the gletang plant (Tridax procumbens L.) at 8% is effective as an antibacterial against Enterococcus faecalis, with an average inhibition zone diameter close to that of the positive control. The higher the concentration of the ethyl acetate fraction, the higher the bacterial inhibition.

Abstract

This study aims to evaluate the effectiveness of Village Fund utilization for physical and non-physical infrastructure development in Enarotali Village, East Paniai District, Paniai Regency, and to uncover the influencing factors in order to strengthen transparent and accountable village financial governance. The research approach used is qualitative with analytical descriptive method, where data is collected through participatory observation, in-depth interviews with key informants such as the Village Head and community leaders, and documentation of the 2023-2025 Village Budget realization report. The results of the study indicate that the use of Village Funds in Enarotali Village in the implementation of physical and non-physical infrastructure development is classified as effective due to the continuity of well-planned work programs. Quantitatively, the realization of the 2023-2025 physical budget ranges from 70% to 73% (Rp477 million - Rp548 million) which is focused on road construction to Mount Pogei tourist area and drainage maintenance. Meanwhile, the realization of the non-physical budget ranged from 10% to 11% (Rp63 million – Rp82 million) allocated for technical guidance on village tourism development, entrepreneurship training, and strengthening the capacity of BUMDes. This effectiveness is supported by four main indicators: the achievement of welfare-oriented goals, thorough planning through the Musrenbangdes forum, the preparation of appropriate programs in accordance with Law Number 6 of 2014, and a monitoring system involving the community and district auditors. Despite challenges such as geographical constraints and delays in disbursement of funds from the local government, which often only arrived at the end of the year, the village government was able to maintain synchronization between the development of physical infrastructure and improving the quality of human resources. This success proves that good coordination between participatory planning and strict monitoring is the main key to minimizing budget irregularities while ensuring maximum benefits for the community in remote areas of Enarotali Village.

Abstract

This study analyzes the strategies for accelerating digital administrative transformation to achieve public service agility at RSUD dr. Mohammad Zyn, Sampang Regency. In the era of technological disruption, shifting from conventional bureaucracy to progressive digital governance is essential to eliminate bureaucratic hurdles such as long queues and unclear medical schedules. The research focuses on evaluating how digital leadership and digital inclusivity transform the hospital into a more agile, responsive, and humanistic organization. Using a qualitative descriptive method, data were gathered through participatory observation, in-depth interviews, and documentation studies involving informants from management to service users. The findings indicate that the success of digital transformation is heavily determined by digital leadership's capacity to mitigate internal resistance. Leaders act as catalysts by transforming employee appreciation into support through re-skilling, psychological incentives, and debureaucratization that simplifies data input procedures. Furthermore, organizational agility improves when technology is positioned as a tool to refocus medical personnel on patient care rather than administrative burdens. Externally, the study highlights the importance of digital inclusivity in bridging the digital divide within the local community, addressing systemic barriers such as linguistic hurdles for agrarian populations, lack of accessibility for people with disabilities, and logistical challenges in rural areas. Ultimately, healthcare service agility at RSUD dr. Mohammad Zyn is achieved through a holistic approach that synchronizes technological sophistication with human resource readiness and inclusive design standards. Digitalization serves not merely as a physical modernization but as a primary driver for creating sustainable public value for all citizens.

The Public Satisfaction Index (IKM) is used as a key indicator to measure service quality. This study aims to analyze the efforts to optimize IKM in improving service quality at the Surabaya Immigration Office. The research employs a qualitative method with a case study approach, collecting data through interviews with passport applicants and public satisfaction surveys. The aspects measured include reliability, assurance, tangibles, empathy, and responsiveness. The data were analyzed to determine how each aspect affects public satisfaction and to identify areas for improvement to enhance the IKM. The study results indicate that service reliability reached 85%, but internal efficiency still needs improvement. Assurance contributed 78%, with technical issues requiring attention. Tangibles were rated at 82%, though facility modernization is necessary. Empathy received 68%, highlighting the need for improved attention from staff during peak workloads. Responsiveness was rated at 70%, with a need for increased consistency in providing personal attention. Recommendations include regular training and performance evaluations to ensure consistent service standards. The Surabaya Immigration Office should consider increasing staff or utilizing technology, such as online applications, to handle applicant surges and expedite administrative processes. Additional staffing and resource allocation improvements are essential, especially in primary service areas, to maintain responsiveness and empathy.
